Abstract: The coordinated response of fire has become a priority need for effective participation of actors. Within this scope, Geo-Information Technologies (GIT) will help to reduce of catastrophic results of disaster and protect lives and resources, with dynamic use of geo-data in fire disaster management. Interoperable geo-data is urgent need for fire disaster management. With assigned tasks, fire brigade is the most effective actor for the fire disaster management at different phases. In this study, actors that could act in a GIT based fire disaster management are defined. Activities in management phases of the possible fire disaster and geo-data needs to manage these activities were determined. According to this background, case activities such as producing fire risk map, optimizing locations of response teams, and the like were developed by using GIT. This approach can be a preliminary work to trigger effective and collaborate use of geo-data in fire brigade services.

Abstract: This paper describes an information system designed to be deployed in emergencies caused by sudden onset natural disasters. The aim is to streamline the communication flow and collaboration between media, aid workers and government agencies with the affected population, to help the latter get verified, accurate and actionable information that will enable them to make decisions and recover from the disaster. The Emergency Information Service (EIS) system also provides means for affected population and field workers to channel vital data back up into aid response. This tool is part of a free information service run by Thomson Reuters Foundation to help survivors of natural disasters. It will serve the affected populations, local media and relief responders by providing fast, practical and verified information in local languages through the best means available.

Abstract: Fast and effective disaster management requires access to a multitude of heterogeneous, distributed, and quickly changing data sets, such as maps, satellite images, or governmental databases. In the last years, also the information created by affected persons on web sites such as flickr.com or blogger.com became an important and very quickly adapting source of information. We developed HUODINI, a prototype system for the flexible integration and visu-alization of heterogeneous data sources for disaster management. HUODINI is based on Semantic Web technologies, and in particular RDF, to offer maximal flexibility in the types of data sources it can integrate. It supports a hybrid push/pull approach to cater for the requirements of fast-changing sources, such as news feeds, and maximum performance for querying the integrated data set. In this paper, we describe the design goals underlying our approach, its architecture, and report on first experiences with the system.

Abstract: One of the most important and costly aspects of recovery operations is debris collection and disposal. The unique nature of disaster debris and the extreme amounts generated as a result of the disaster event create challenges for decision makers that are not typically encountered during every day solid-waste disposal operations. This work-in-progress research is aimed at identifying the unique aspects of disaster debris disposal and the need for decision support, which addresses these unique aspects, to assist emergency management coordinators with allocating resources during on-going debris cleanup operations. We will present a decision support system framework, discuss aspects of the knowledge base, model base, and user interface, and show how an emergency management coordinator might use the system during ongoing daily operations using real-world data from a 2003 Atlantic hurricane.

Abstract: This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM.

Abstract: Maintaining the critical infrastructures, such as Drinking Water Treatment Plants (DWTP), transportation, power generation and communications systems, in a safe state is a complex problem. The effective collaboration, as well as the collection aggregation and dissemination of early warning information among the stakeholders of the Safety Management System (SMS) responsible for the safety of these critical infrastructures are some of the challenges that need to be addressed. This paper argues that the Software as a Service (SaaS) deployment model can offer new ways of enhancing the fusion of early warning information during the operation phase of critical infrastructures. It presents the requirements, the architecture and a number of features of a working prototype SaaS-based early warning information fusion system for DWTP safety issues in the Republic of Ireland. It is the first time that a SaaSbased working prototype system is reported of providing early warning information fusion services in the literature.

Abstract: This paper discusses our ongoing work on a system for collecting, managing and distributing relevant information in disaster relief operations. It describes the background and conditions under which the system is being developed and employed. We present our methodology, the requirements and current functionality of the system and the lessons learned in exercises and training, involving a large number of international disaster management experts. We found that the viability of this kind of tool is determined by three main factors, namely reliability, usability and frugality. The system has gone through many prototype iterations and has matured towards becoming operational in a specific type of mission, i.e. assessment missions for large scale natural and man-made disasters. This paper aims at making a wider audience of disaster management experts aware of that system and the support it may provide to their work. Other researchers and developers may find our experience useful for creating systems in similar domains.

Abstract: This paper outlines practitioner work-in-progress in Canterbury, New Zealand, to develop a regional approach for geographical information systems (GIS) for emergency management. This is based upon recent events in Canterbury including earthquakes, floods, and fire; as well as New Zealand-wide work that is being done under the NZ GIS4EM banner. It introduces our approach, discusses a mind map that is being used to track desired data sets, plans to develop applications to support response functions in emergency operations centres, and the goal of using the common data sets as the basis of a common operating picture for Canterbury. Risks and issues associated with this work are highlighted, and then the draft strategy is introduced with desired outcomes and principles to achieve this goal. While initial work is primarily focused on GIS, the expectation is that the approach will be expanded to take a broader information management perspective in future.

Abstract: In the USA the basic objective of local and state government's Emergency Operations Plans (EOP) is to implement mitigation measures to reduce the loss of life and property damage by the efficient mobilization and deployment of resources. The evacuation of citizens out of harms way either before an impeding disaster or after the occurrence of one is a critical component of any EOP. This document represents a summary of the Evacuation Plan designed for the City of New Orleans. Results of live field exercises conducted during the 2006 Hurricane Season and suggestions for improvement will be highlighted. The ideal Emergency Evacuation Tracking System will be designed to operate within a System of Systems framework with interfaces: to field personnel, emergency managers and logisticians operating in an Emergency Operations Center (EOC), with state and local government systems such as public information emergency hotline (311 Centers in the USA), asset tracking management systems and others.

Abstract: Crisis response relies on information dissemination and decisions made from real-time data. Sensor networks, especially in an environmental context, are a source of real-time data and used in both military and industrial applications for information gathering. However, sensor data usage for more pervasive system applications, especially mobile applications outside the battlefield, is limited. Mobile devices play key roles in crisis management, but little research exists on their effectiveness under duress. This research extends a previous study on user (responder) preparation in crisis management to mobile device readiness and real-time data acquisition. This paper steps beyond application use to focus on mobile device capabilities and the interface with wireless sensor networks towards an integrated mobile system framework that provides information and real-time decision data for crisis management. In particular, the approach being proposed incorporates novel strategies for maintaining battery life and connectivity among sensors and portable communication devices that are ideally suited for crisis management applications where “staying connected” is critical.

Abstract: Natural and man-made hazards may affect industrial production sites by both direct losses (due to physical damage to assets and buildings) and indirect losses (production losses). Indirect losses, e.g. from production downtimes, can exceed direct losses multiple times. Thus, the vulnerability of industrial sectors to indirect losses is an important component of risk and its determination is an important part within risk analysis. In this paper a conceptual indicator framework is presented which allows to assess the indirect vulnerability of industrial sectors to different types of disasters in a quantitative manner. The results are useful for information sharing and decision making in crisis management and emergency planning (mitigation measures, business continuity planning), since the developed indicator system helps to take the complex phenomenon of industrial vulnerability and the underlying interdependencies into account. Besides the identification and conceptual motivation of the indicators, methodical aspects such as standardization, weighting and aggregation are addressed.

Abstract: During a disaster, health and medical decision makers need accurate, timely information. However, it is seldom readily available to the right decision makers, at the right time. Quite a number of databases currently exist with information about health and medical organizations which decision makers need during a disaster. Some of these databases have functions that facilitate decision-making and communication before, during and after a disaster. In theory, linking several existing databases will supply this information. Also, other functions can be provided in one package for incident management and monitoring of the preparedness capacity of a State's health and medical systems. But, this has not happened yet in Florida. This research assessed the different users needs, defined the information required to make good decisions and is testing a pilot decision support system of linked databases.

Abstract: Fostering community resilience in the aftermath of a disaster constitutes a significant challenge and requires an adequate understanding of the community?s specific capabilities and vulnerabilities. We carried out a field study in Nepal as a multi-disciplinary research team that explored how the humanitarian response enabled community resilience after the devastating earthquakes. We explored three elements of resilience: persistence, adaptability and transformability by zooming in and out between the local community and humanitarian organizations operating at the national level. Our combined insights from three disciplines, social sciences, information management and logistics, show that humanitarian organizations operating in Nepal still primarily aimed to (re)build community resilience ?from above? instead of enabling communities to strengthen their own resilience in a bottom up way. In this paper we contend that fostering an inclusive and networked response has the potential to strengthen the adaptive capacity of humanitarian organizations and community groups and boost local resilience.

Abstract: In the area of information system design, the development of context-aware systems which can provide relevant information in a context-driven fashion to support mobile users in crisis management tasks represents a great challenge. Motivated by the fact that police officers are often overwhelmed by too much information, the goal of the MOSAIC project (a multi-officer system of agents for informed crisis control) is to support mobile police officers by a system which delivers contextualized information that is relevant to the task at hand. In order to elicit the information requirements of police officers who are involved in crisis situations, a questionnaire-based requirements elicitation study has been carried out in the context of the work described here. The results mainly shed light on the situation-specific information requirements of police officers in certain scenarios. The design requirements that follow from our study have clearly the potential to guide the design of context-based information delivery systems for users involved in critical situations such as the police officers we target. Our findings thus offer an important contribution to the field of information system design for crisis management.

Abstract: The current scope of ICT support for disaster coordination is primarily focused at either the network or data levels. There is significant opportunity for ICT to play an even more important role for disaster coordination at the information level. This paper reviews the information structures and requirements gathered from disaster coordination centres based on exercise observations. Such coordination of information is usually based on national frameworks that document structures, roles, and responsibilities, but are seldom supported by relevant ICT infrastructure or systems. This paper uses the lessons learned from the exercise observations to identify future opportunities for information management software to support disaster centre operations. In particular, the paper introduces a prototypical Crisis Information Management System we are developing to support two challenges: incident notification and resource messaging. The system is based on open standards under development within the OASIS standards consortium, and will be evaluated as part of future exercises.

Abstract: Current process support technology for crisis management is often limited to either sharing of information or hard-coded process support through dedicated systems. Workflow management systems have the potential to improve crisis response operations by automating coordination aspects. Unfortunately most contemporary systems can only support static workflows, hence yielding inflexible support systems. Recent work on the use of functional programming techniques for workflow modeling has led to the development of the iTask system. It uses function combination to model dynamic data-driven processes and generates executable workflow support systems. Because of its focus on dynamic processes it appears promising for development of flexible crisis response systems. In this paper we present an initial discussion of the potential of the iTask system for crisis management applications. We give an overview of the iTask system, and discuss to what extent it meets the requirements of the crisis management domain.

Abstract: Health response plays a major role during disasters and information management plays a crucial role in situational awareness to adapt to evolving needs. Health organizations exchange information often through narrative-based documents called situation reports. Although situation reports are widely shared, they are an increasingly challenging information source from which to infer knowledge for situational awareness. This paper analyzed health information from traditional health reports using mixed methods during the aftermath of the 2010 Haiti Earthquake and provides insights into the patterns of what?s being said, how it?s being said, and trends over time. Opportunities lie ahead to analyze narrative documents at scale by combining human knowledge from qualitative coding with machine intelligence. In addition, developing unifying health domain ontologies representing diverse humanitarian health concepts will advance computational techniques to improve
the efficiency and accuracy of retrieving knowledge for improved situational awareness and potential decision
making during humanitarian health response.

Abstract: With a coastline touching upon the Pacific and Atlantic Oceans, the Great Lakes and the Arctic Sea, the Canadian MSOCs are faced with a daunting task. They are responsible for both routine duties, including patrolling coastal areas and collecting satellite data, as well as critical missions, such as emergency response and crime intervention. Both kinds of mission require the fusion of data from a variety of sources and the orchestration of myriad heterogeneous resources over great physical distances. They must deal with uncertainty, both in terms of what can be known and also in the outcomes of actions, and must interact with an environment prone to dynamic change. We present the architecture and core mechanisms of a decision support system for marine safety and security operations (Glässer, Jackson, Araghi, When and Shahir, 2010). The goal of this system is to enhance complex command and control tasks by improving situational awareness and automating task assignments. This system concept includes adaptive information fusion techniques integrated with decentralized control mechanisms for dynamic resource configuration management and task execution management under uncertainty. Abstract: The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes.

Abstract: Information management is critical in humanitarian response, yet intra-organizational information management practices have not been well-studied. This paper evaluates several strategies for intra-organizational information management. An agent-based model represents the dynamics of information-gathering and -sharing, in order to examine the impact of each strategy on (1) the time required to acquire adequate information for decision-making and (2) the amount of excess information acquired in the process. The results show that holding regular information-sharing meetings significantly reduces the time to acquire adequate information, but does not reduce information overload; however, deploying an information management specialist reduces both time required and information overload. The results support recommendations for humanitarian organizations deciding how to improve their internal information management approaches.

Abstract: ALARM is a modular IT-solution to support emergency medical service (EMS) providers and rescue staff in mass casualty incident response and training. Seven modules were implemented, covering the entire process from preliminary triage, treatment support and resource management to tactical information and registration. Communication technology is used to close information and documentation gaps. The system uses medical algorithms and telemedicine to improve patient treatment. The ALARM system generates logs automatically including procedural time stamps and outcome factors such as triage and transport categories. This allows an objective analysis and comparison of missions and opens a new approach to evidence based MCI management and training. © 2012 ISCRAM.

Abstract: Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation.
