Abstract: A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. This very simple MIS has already helped RPII staff members to operate more efficiently. Finally, some ideas for future development are outlined. © Proceedings ISCRAM 2004.

Abstract: Emergency management personnel often face feedback delays and a lack of reliable information. To address this problem, new information technologies have been developed that can provide real-time, image-based feedback. While potentially useful, this trend represents a fundamental shift in both the timing and format of the information used by incident commanders (ICs). Eight ICs took part in a simulation exercise to determine the potential impact of real-time imaging on their decision-making. Nearly all of the ICs failed to detect important changes in the situation that were not captured in the imaging but that were available via other, more traditional data sources. It appears that the ICs placed an inappropriately high level of trust in the imaging data, resulting in reduced data search activities and hypothesis generation. This research helps practitioners anticipate and guard against undesirable effects of introducing similar technologies on training and operational procedures.

Abstract: In emergency management, communication between the emergency management team and the outer world is essential. When using an emergency management system, such communication is often IT-based. To disburden the emergency management team, structured “B2B” messages may be used that correspond to the (foreseen) lifecycle of relevant entities in the emergency, such as threats and measures. The paper introduces an approach for the realization of a B2B messaging protocol and the corresponding integration engine, which maps message content to service calls, in the context of an emergency management system. The approach is light-weight and model-based, as protocols and integration engine are based on merely modeling the states and state transitions of objects in the system representing essential entities in the emergency. As the model is described in non-technical terms, this can be done by a non-IT expert.

Abstract: Social media allows the public to engage in the disaster response and recovery process in new and exciting ways. Many emergency management agencies in the United States are embracing social media as a new channel for alerts, warnings, and public outreach, but very few are mining the massive amounts of data available for use in disaster response. The research reflected in this paper strives to help emergency management practitioners harness the power of community volunteered information in a way that is still novel in most parts of the country. Field verification and research combined with survey results attempts to identify and solve many of the barriers to adoption that currently exist. By helping practitioners understand the virtues and limitations of this type of data and information, this research will encourage the use of community volunteered information in the emergency operations center.

Abstract: While great progress is made in terms of development and implementation on new ICT services for supporting crisis response coordination, the challenge remains on how to integrate these services within the ICT infrastructure in daily use by emergency responders. We report from an ongoing analysis of existing crisis response infrastructure in Norwegian municipalities, presenting an overview of current practice and related challenges. Abstract: Decision support systems for emergency management tend to focus on making a lot of data meaningful to particular users via a common operational picture (COP). This paper describes one such system, but one that goes further by making the COP flexible enough to support multiple users. Large crises involve frequent role switching between different actors in a response. Hence, predicting the support needs of a given user of a COP is difficult at best, complicating the design process. The solution described here is to use interactive information overlays to enable different users to fit the COP to their particular SA needs. The design was evaluated in two user workshops and a demonstration. In general, it was well-received, but domain experts cautioned that the tool must be usable not only in large crises but in everyday operations, or else it will not be used.

Abstract: This is the first paper to apply Cross Impact Analysis (CIA) and Interpretative Structural Modeling (ISM) methods for analyzing complex cascading effects in Operational Risk Management in an industrial environment. Its main objective is to improve the understanding of the overall picture of an organization?s risks. The paper summarizes the development of a CIA-ISM method of the interaction of 18 critical events of an industrial plant as a first step to improving organizational resilience based on the company?s own estimations as well as the estimates of a panel. The main benefit of using these methods is to know the relationships between different risks and consequences, direct links, indirect and cascading effects. Having the possibility of knowing a full risk map and being able to make a forecast will help to mitigate the unexpected effects and have a better response after an emergency situations is the same as being more resilient.

Abstract: Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time.

Abstract: Since 2001, entities in the U.S. have produced studies which address issues regarding the progress of including people with disabilities in emergency planning at the Federal, state and local levels. There is general agreement among these stakeholders that there must be engagement of emergency personnel, robust, reliable and accessible emergency communications to ensure a high quality of public safety. A key step is the development of emergency communication technologies that serve emergency management and public safety personnel's ability to communicate with the public. It is critical that these next-generation warning systems be developed such that persons with disabilities are given equal access to emergency alerts. This paper discusses a research and development effort to identify the accommodations needed by people with disabilities in these next-generation, mobile emergency alerting systems. Prototyping mobile phone-based emergency alert systems are discussed and summative findings from field trials conducted with sensory challenged individuals are presented.

Abstract: Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept.

In this paper we describe is-IT-ethical?, a European knowledge and service hub we are developing for diverse parties involved in crisis and disaster risk management with a commitment to European values and fundamental rights. The overarching rationale of the initiative is to support European societies' need to effectively balance the benefits of IT with values of democracy and fundamental rights, especially privacy and data protection. The initiative builds on more than seven years of research with practitioners, academic, and commercial IT designers. This paper describes our motivations and a prototype.

Abstract: The use, or barriers to use, of crowdsourced data by emergency managers has been a significant topic of scholarly discussion during the past several years. The single strongest barrier to use has been identified as one of data quality (Tapia, et. al, 2011). We argue that within this environment the Emergency Manager (EM) acts as a decision-maker and evaluator of crowdsourced data. The final judgement on whether to incorporate crowdsourced data into a Crisis response lies with the EM. In this paper we make a brief argument for the role of EM as trustworthy data analyst and then propose a model for capturing the trust-analytical behavior through game theory (Griffin, et. al, 2012). Lastly, we propose a simple computer game, which uses our model through which we will capture EM trust-analytical behavior though a future empirical data collection effort.

Abstract: The basis of this article is an ethnographical study conducted in a German electricity provider company. The energy supply sector is an important domain in the field of emergency management research since electricity providers maintain an important infrastructure in various crisis scenarios. There exist many dependencies and interrelations between power infrastructure providers and authorities and corporations in cases of emergency. The maintenance workers of electricity infrastructures deal on a daily basis with problems that may emerge into a crisis on a larger scale. Our paper focuses this special division of the company – service workers in two different regions, one department located in a major German city and the other in a rural area. The categories of convergence of physical and electronical working appliances and infrastructures and socio-spatially bound knowledge serve to understand and analyse the work practices of the service workers as preliminary investigations to system development. Within these categories we also comment on the methodological implications for ethnographic analysis and technology development processes.

Abstract: Supplies of food and water are essential in disaster management, particularly in the very early chaotic phases when demand and available resources are highly uncertain, information systems are disrupted, and communication between communities, food suppliers, retail and emergency authorities is difficult. As many actors and organisations are involved in ever more complex food supply chains, cooperation and collaboration are vital for efficient and effective disaster management. To support decision-makers facing these problems, this paper introduces a scenario-based approach that integrates simulation of disruptions in food supply chains, and qualitative expert assessment to develop consistent scenarios that show the consequences of different strategies. To choose the best individual measures for all relevant actors and to compare it with the best overall strategy approaches from multi-criteria decision analysis are used.

Abstract: Microblogs are an opportunity for scavenging critical information such as sentiments. This information can be used to detect rapidly the sentiment of the crowd towards crises or disasters. It can be used as an effective tool to inform humanitarian efforts, and improve the ways in which informative messages are crafted for the crowd regarding an event. Unique characteristics of microblogs (lack of context, use of jargon etc) in Tweets expressed by a message-sharing social network during a disaster response require special handling to identify sentiment. We present a systematic evaluation of approaches to accurately and precisely identify sentiment in these Tweets. This paper describes sentiment detection expressed in 3698 Tweets, collected during the September 2010, San Bruno, California gas explosion and resulting fires. The data collected was manually coded to benchmark our techniques. We start by using a library of words with annotated sentiment, SentiWordNet 3.0, to detect the basic sentiment of each Tweet. We complemented that technique by adding a comprehensive list of emoticons, a sentiment based dictionary and a list of out-of-vocabulary words that are popular in brief, online text communications such as lol, wow, etc. Our technique performed 27% better than Bayesian Networks alone, and the combination of Bayesian networks with annotated lists provided marginal improvements in sentiment detection than various combinations of lists. © 2012 ISCRAM.

Abstract: Crisis management systems play a critical role in supporting responders and decision makers in their crisis and emergency management functions. Even though these systems and solutions have been broadly adopted in private and public organizations, very few quantitative studies can be found on their functions, user groups, targeted stakeholders, their technological requirements and their scope of services. The present study gives an outline of our ongoing project and an insight in the first results of a three-year study of crisis management systems in Germany. The study will outline the methods of our analysis and will present some results from an analysis of over more than 170 systems from over 70 vendor/developers. Abstract: The magnitude seven earthquake that rocked Haiti has been a devastating disaster for the small country (USGS 2010). They are not alone in this crisis, however. When the earthquake struck, thousands of US citizens responded by donating money, resources, people, and time to aid in the disaster relief. To respond to the incident and to create a secure information-sharing environment, the Florida Miami-Dade County and State Emergency Operations Centers (EOC) were activated. The main information system in use at the Miami-Dade EOC is WebEOC, a web-based crisis information management system that aids in secure coordination and collaboration among EOC staff, liaisons, and emergency managers. As a result of the earthquake response efforts using this system, we have identified seven main insights and lessons learned with respect to crisis information management software. In this paper, we discuss Miami-Dade's role in the Haitian relief efforts and how this lead to these insights and lessons learned.

Abstract: The interaction design for web emergency management information systems (WEMIS) is an important aspect to keep in mind due to the criticality of the domain: decision making, updating available resources, defining a task list, trusting in proposed information. A common interaction design strategy for WEMIS seems to be needed but currently there are few references in literature. Our aim is to contribute to this lack with a set of interactive principles for WEMIS. From the emergency point of view, existing WEMIS have been analyzed to extract common features and to design interaction principles for emergency. Furthermore, we studied design principles extracted from the Turoff's model relating them to emergency phases and features. In particular, in this paper, we choose to follow the current trend in the definition of emergency life cycles. In our approach, referring to general policies in literature, the emergency management process is divided into two different sub cycles: back-end and front-end. From the interaction point of view, a formalization process based on the interactive PIE model has been defined. The result we propose here is a set of design principles for supporting interactive properties for WEMIS.

Abstract: In Costa Rica, there is an acceptable work in the area of risk management and an advanced system of emergency response. However, it is recognized and accepted the lack of a comprehensive shared approach to manage disaster risk that involves the prevention of disasters in the National System for Disaster Risk Management (SNGR in Spanish). One of the main needs is the lack of a shared and accessible national platform of timely and updated information for risk management. Considering this weakness, we submitted a proposal to the authorities of the University of Costa Rica (UCR) and the Consejo Superior Universitario Centroamericano (CSUCA) that was sponsored by the Swiss Agency for Development and Cooperation (SDC). The project seek to develop an information platform which uses a Content Management System with meta data, semantic , taxonomic and georeferenced information for local, regional and national levels in Costa Rica. The system also serves as a network for data producers, analysts, users of public and private institutions, and of the population in general.

Abstract: Recently, the concept of robustness measurement has become clearly important especially with the rise of risky events such as natural disasters and mortal pandemics. In this context, this paper proposes an overview of a hardware architecture for massive data collection in the aim of evaluating robustness indicators. This paper essentially addresses the theoretical and general problems that the scientific research is seeking to address in this area, offers a literature review of what already exists and, based on preliminary diagnosis of what the literature has, presents a new approach and some of the targeted findings with a focus on the leading aspects, having a primary objective of explaining the multiple aspects of this research work.

Abstract: Natural or man-made disasters frequently occur in different countries and disaster types and consequences might differ immensely depending on that country's unique characteristics. While probability of a man-made disaster occurrence will be high for technologically advanced countries as a result of using technology in almost every aspect of daily life, probability of natural disaster occurrence will be dependent on geological, geographical, and climate related factors. Based on their different risk types and levels, each nation should create their own National Emergency Management Model (NEMM) and because of country specific conditions each plan must be unique. Thus, for each country NEMM should be focusing on different factors which are important and should show that country the importance list of factors. As a result, countries may better distribute their limited resources to reach optimum emergency management plan and execution. In this study, our goal is to three fold. Our first goal is to come up with full list of categories and factors which are important for a successful National Emergency Management Model. In order to achieve this goal, we determined our categories and factors based on our analysis of previous disasters and literature review. The second goal is to determine the importance level of each category and defining critical success factors for different countries. For this purpose, we are planning to use experts from different countries. This part of study is still underway. Finally, we analyze how information systems might be utilized for each category and factors to support a better National Emergency Management Model. This is a first step of a multi-step research.
