Abstract: Cooperation and mutual assistance in emergency situations is one of the main objectives of the Latin-American Association of Governmental Organisms of Civil Defense and Protection. To promote such collaboration m-ARCE has been developed; an ubiquitous mobile office for disaster mitigation where users can send and receive information anywhere and anytime. When a catastrophe happens in a country, and almost all infrastructure is destroyed, mobile technology, such as mobile devices and wireless networks, offers the user resources to ask for help and to manage it. Latin-American Countries often suffer catastrophes that provoke numerous human losses and major economic and social problems. International assistance and collaboration with the affected country is necessary to help in its recovery. The Web, like Internet, offers static office services to users who can access information using an infrastructure in indoor environments. On the other hand, mobile computing and networking use the Internet, together with mobile physical devices linked to it, and software platforms built upon it, to design and coordinate systems across countries. In the ubiquitous mobile office design, we describe how services, such as chat, email and wireless communication, should be configured for emergency situation. We make use of ubiquitous hypermedia -linked nodes in ubiquitous spaces- to ensure mobility and accessibility to the mobile device interface, such as PDAs and smartphones.

Abstract: As a country which frequently suffers from natural disasters, especially earthquakes, China has implemented its own disaster management system to respond to them. The Chinese government gained practical experiences on how to respond to severe earthquakes after the 2008 Wenchuan Earthquake and 2010 Yushu Earthquake. Although China has done a lot to improve its response operations, challenges remain. This paper analyses what these challenges are by using the Sphere Standard as a benchmark to measure the Chinese response operations. The Sphere project was launched in 1997 by Non-Government Organizations (NGOs), the International Federation of Red Cross and Red Crescent Societies. It framed a Humanitarian Charter and established the Minimum Standards for response which emphasize meeting the urgent survival needs of people in the affected regions, while asserting their basic human right to a life with dignity. Based on this analysis, suggestions are provided to improve China's earthquake response operations.

Abstract: The Global Disaster Alert and Coordination System, jointly developed by the European Commission and the United Nations, combines existing web-based disaster information management systems with the aim to alert the international community in case of major sudden-onset disasters and to facilitate the coordination of international response during the relief phase of the disaster. The disaster alerts are based on automatic hazard information retrieval and real-time running of impact models. This paper describes impact models for earthquakes, tsunamis and tropical cyclones.

Abstract: A new flood monitoring module is in development for the Global Disaster Alert and Coordination System (GDACS). GDACS is an information system designed to assist humanitarian responders with their decisions in the early onset after a disaster. It provides near-real time flood alerts with an initial estimate of the consequences based on computer models. Subsequently, the system gathers information in an automated way from relevant information sources such as international media, mapping and scientific organizations. The novel flood detection methodology is based on daily AMSR-E passive microwave measurement of 2500 flood prone sites on 1435 rivers in 132 countries. Alert thresholds are determined from the time series of the remote observations and these are validated using available flood archives (from 2002 to present). Preliminary results indicate a match of 47% between detected floods and flood archives. Individual tuning of thresholds per site should improve this result.

Abstract: Problems of collaborative sensemaking are evident in major incident response where sharing salient information is key to the shared understanding of the situation. In this paper we propose that differences in sensemaking performance can be captured through quantitative methods derived from consideration of network structure and information diffusion as the group collaborates to achieve consensus in a problem-solving task. We present analysis from a large international study in which groups of people collaborate to solve an intelligence analysis problem. Our initial analysis suggests that 'edge' groups are able to collaborate more efficiently and perform better than those which have a hierarchical control structure.

Abstract: What are effective ways to train students for designing Emergency Management Information Systems and for working with distant partners on EMIS projects? This paper describes the results of a project whose goal is to assess the effectiveness of Partially Distributed Teams (PDTs) as a pedagogical strategy. A PDT is one type of distributed team, in which two or more co-located subgroups use information and communication technology to collaborate on a task. Much of emergency management involves cross-organizational and often cross-national collaboration in this form. Students need, but lack, learning experiences focused on how to work effectively in such situations. This field study involved more than 700 students from universities in eight countries, working in 80 teams on an EMIS software requirements task. Results indicate that students report positive learning experiences, with international students in international teams reporting the most positive experiences. There are also significant differences among universities.

Abstract: Outbreak of a destructive pandemic influenza threatens to disrupt societies worldwide. International agencies and national governments have prepared plans and recommendations, but it is often decision-makers with the local authorities that are responsible for implementing the response. A central issue for these decision makers is what interventions are available and effective for the specific local community. The paper presents a simulator architecture and its relation to a workflow for decision support in influenza preparedness and response. The simulator can simulate pandemic scenarios, using localized community models, in the presence of various interventions to support an evaluation of potential response strategies. The architecture includes a customized modeling tool, separated from the simulation engine, which facilitates swift scenario modification and recalculation. This flexibility is essential both to explore alternative solutions in planning, and to adapt to changing requirements, information, and resources in outbreak response. An example simulation, based on actual population data from a reference city, illustrates the approach.

Abstract: This paper describes five problem areas of communication that occur during crisis response. These areas are communication infrastructure, situation awareness, individual and organizational common ground, form and content of messages, and communication paths through organizations. Five focus groups with Swedish field personnel from national and international crises were performed. The main contribution of this article is a hypothesis, based on the outcomes of the focus groups, about the relation between communication problems and how they interact with crisis response work.

Abstract: In peace support operations, military and civil actors are often cooperating in international coalitions. In such operations, effective and efficient coordination and information sharing is a prerequisite for effective Civil-Military Interaction (CMI), but the literature shows that this still leaves much room for improvement. Most research in this area takes a behavioral-science approach. We argue that existing research could be complemented with a design-science approach, which is an Information Systems problem-solving paradigm with its roots in engineering. After developing a high level CMI information exchange model and identifying inhibitors for information exchange, this paper provides a comparison between CMI in peace support operations and the collaboration of commercial enterprises using the e-Business paradigm. Based on observed similarities, the paper argues that the enabling technology for e-Business could overcome current inhibitors for effective and efficient information exchange for CMI in peace support operations, and is complementary to other mechanisms for information exchange. © 2012 ISCRAM.

Abstract: This paper describes the work that is being done within the EU research project DISASTER to solve interoperability issues in cross-border emergency operations by applying a technical solution that is able to create a common operational picture. To that end a twofold solution is proposed: The development of a common and modular ontology shared by all the stakeholders taking into account different countries cultural, linguistic and legal issues. And, from that point, bearing in mind that most legacy EMSs (Emergency Management Systems) rely on Service-Oriented-Architectures (SOA), the implementation of transparent SOA mediation algorithms compliant with current data formats and existing solutions. That way, a mediation solution is provided by the DISASTER Mediator, which plays the role of gateway for each EMS enabling a communication based in Web Services. In order to avoid a misunderstanding of shared information it is necessary to create a solution that offers more than a plain translation of terms but rather a concept mediation so the corresponding user is able to understand the situation in its own framework of reference.

Abstract: Over the last three decades, the number and severity of natural disasters all across the world has been increasing exponentially (Basher, 2006). This paper intends to consider geographic information capacity (GIC) as it relates to government, government regulated organizations, and international organizations, including the United Nations, and their involvement in disaster risk reduction and management. Specifically, the paper aims to understand similarities and differences and the connection between two governmental disaster management organizations, FEMA in the United States and BBK and THW in Germany. We present a comparative analysis on the two countries in terms of their organizational structures, how their structures affect geographic information capacity and how geographic information capacity is related to disaster risk reduction and disaster response. Future work can make comparisons across more countries, including developing countries, to see what structural changes can be made in government entities to help increase GIC when disaster strikes.

Abstract: Technological advances in both distributed cooperative work and web-map services have the potential to support distributed and collaborative time-critical decision-making for crisis response. We address this potential through the theoretical perspective of distributed cognition and apply this perspective to development of a geocollaborationenabled web application that supports coordinated crisis management activities. An underlying goal of our overall research program is to understand how distributed cognition operates across groups working to develop both awareness of the geographic situation within which events unfold, and insights about the processes that have lead to that geographic situation over time. In this paper, we present our preliminary research on a web application that addresses these issues. Specifically, the application (key parts of which are implemented) enables online, asynchronous, map-based interaction between actors, thus supporting distributed spatial and temporal cognition, and, more specifically, situational awareness and subsequent action in the context of humanitarian disaster relief efforts.

Abstract: This paper describes the OpenVCE system, which is an open-source environment that integrates Web 2.0 technology and a 3D virtual world space to support collaborative work, specifically in large-scale emergency response scenarios, where the system has been evaluated. The support is achieved through procedural knowledge that is available to the system. OpenVCE supports the distributed knowledge engineering of procedural knowledge in a semi-formal framework based on a wiki. For the formal aspect it relies on a representation used in AI planning, specifically, Hierarchical Task Networks, which corresponds naturally to the way emergency response procedures are described in existing Standard Operating Procedures. Knowledge engineering is supported by domain analysis that may highlight issues with the representation. The main contribution of this paper lies in a reasonably informal description of the analysis. The procedural knowledge available to OpenVCE can be utilized in the environment through plans generated by a planner and given to the users as intelligent, distributed to-do lists. The system has been evaluated in experiments using emergency response experts, and it was shown that procedural uncertainty could be improved, despite the complex and new technologies involved. Furthermore, the support for knowledge engineering through domain analysis has been evaluated using several domains from the International Planning Competition, and it was possible to bring out some issues with these examples.

Abstract: Cell Broadcasting has been an existing feature of GSM, UMTS, CDMA and PDC for many years, which however is rarely used. It has three attributes that make it very good for Government to Citizen mass communications in emergencies. 1) It uses reserved capacity for this feature; traffic does not take its bandwidth. Therefore it works even if the cellular system is in full overload, as it always is during disasters. 2) It can place millions of text messages on mobile phone within seconds, and is scalable to any size of broadcast including international scale without any additional time penalty. Most mobile phones have the capability now, so there is no need to build more infrastructures or replace phones. 3) By selecting the individual cells to be used, specific areas can be targeted with different messages, so that people in one area can be asked to evacuate, while in another they can be advised to stay. The government of Holland is the first in the world to adopt the technology, which will be operational by May 2005.

Abstract: Real time loss estimates within one to two hours after major earthquakes are becoming useful for disaster managers and rescue teams to respond rapidly and at an optimal level. Tests show that the accuracy is low, but major disasters can be reliably distinguished from inconsequential earthquakes. Many technical and organizational aspects of these estimates can and should be improved. An analysis of what magnitude of disaster is likely to occur, if a major earthquake should occur near a megacity in a developing country shows that much work needs to be done to mitigate the risk, and that the global community is ill prepared to deal with such large disasters.
