Abstract: Crisis Named Resources (CNRs) are social media accounts and pages named after a crisis event. They are created soon after an event occurs. CNRs share a lot of information around an event and are followed by many. In this study, we identify CNRs created around COVID-19 on Facebook, Twitter, and Reddit. We analyze when these resources were created, why they were created, how they were received by members of the public, and who created them. We conclude by comparing CNRs created around COVID-19 with past crisis events and discuss how CNR owners attempt to manage content and combat misinformation.

Abstract: Crisis Named Resources (CNRs) are the social media accounts and pages named after a crisis event. CNRs typically appear spontaneously after an event as places for information exchange. They are easy to find when searching for information about the event. Yet in most cases, it is unclear who manages these resources. Thus, it is important to understand what kinds of information they provide and what role they play in a response. This paper describes a study of Facebook and Twitter CNRs around the 2016 Fort McMurray wildfire. We report on CNR lifecycles, and their relevance to the event. Based on the information provided by these resources, we categorize them into 8 categories: donations, fundraisers, prayers, reactions, reports, needs and offers, stories, and unrelated. We also report on the most popular CNR on both Facebook and Twitter. We conclude by discussing the role of CNRs and the need for future investigation.

Abstract: Federal, State, and local decision makers and public health officials must prepare and exercise complex plans to contend with a variety of possible mass casualty events, such as pandemic influenza. Through the provision of quick look tools (QLTs) focused on mass casualty events, such planning can be done with higher accuracy and more realism through the combination of interactive simulation and visualization in these tools. If an event happens, the QLTs can then be employed to rapidly assess and execute alternative mitigation strategies, and thereby minimize casualties. This can be achieved by conducting numerous “what-if” assessments prior to any event in order to assess potential health impacts (e.g., number of sick individuals), required community resources (e.g., vaccinations and hospital beds), and optimal mitigative decision strategies (e.g., school closures) during the course of a pandemic. In this presentation, we overview and demonstrate a pandemic influenza QLT, discuss some of the modeling methods and construct and visual analytic components and interface, and outline additional development concepts. These include the incorporation of a user selectable infectious disease palette, simultaneous visualization of decision alternatives, additional resource elements associated with emergency response (e.g., first responders and medical professionals), and provisions for other potential disaster events.

Abstract: Crisis Named Resources (or CNRs) are social media pages and accounts named after a crisis event. Using the COVID-19 Pandemic as a case study, we identified and examined the role of CNRs that shared humor on Twitter. Our analyses showed that humor-based CNRs shared virus-related rumors, stigma, safety measures, opinions, sarcasm, and news updates. These resources also shared the overall anger and frustration over the year 2020. We conclude by discussing the critical role of humor based CNRs in crisis response.

Abstract: In this paper, a multi-criteria facility location model is represented. The model is meant to support relief organisations to determine the best warehouse location to stock emergency relief supplies in the pre-disaster phase of a natural disaster. As a result of the prepositioning of the goods the relief organisations are able to respond immediately to an occurring disaster. In consideration of a multiplicity of quantitative and qualitative objectives a criteria hierarchy is developed which can be adapted to any specific disaster area by omitting irrelevant goals. Afterwards the multi-criteria methods PROMETHEE I+II as well as different sensitivity analysis are described and the model is applied on a local level in a flood-prone area in Bangladesh. Small organisations with restrictive financial and personnel resources can especially benefit from the clear structure of the model and the user friendliness and high transparency of the PROMETHE I+II methods.

Abstract: As freshwater availability for domestic and agro-industrial uses is highly sensitive to climate change, there is an urgent need for the management of this critical resource to be resilient, i.e., to cope with and rapidly recover from climate risks. To achieve this resilient goal, decision-makers need to have a comprehensive understanding of (i) the current and future local water resources, (ii) the ways these resources are and will be impacted by climate change, and (iii) the effects their management decisions can have. In this paper, we present an innovative scenario based modeling tool that help decision-makers make the most appropriate decision towards managing water resources: the Resilience Performance Assessment (RPA). This GIS-based decision support tool illustrates the current and future effects of climate change on local water resources and simulates the outcomes of different water resources management strategies. The RPA helps guide decision-makers towards the implementation of context specific adaptation strategies.

Abstract: As shown by Hurricane Katrina, disposing of disaster-generated debris can be quite challenging. Extraordinary amounts of debris far exceeding typical annual amounts of solid waste are almost instantaneously deposited across a widespread area. Although the locations and amounts of debris can be easily summarized looking back after recovery activities have been completed, they are uncertain and difficult at best to estimate as debris operations begin to unfold. Further complicating matters is that the capacity of cleanup resources, which is dependent upon available equipment, labor, and subcontractors, can fluctuate during on-going cleanup operations. As a result, debris coordinators often modify initial resource assignments as more accurate debris estimates and more stable resource capacities become known. In this research, we develop a computer-based decision support system that incorporates a multi-stage programming model to assist decision makers with allocating debris cleanup resources immediately following a crisis event and during ongoing operations as debris volumes and resource capacities become known with increasing certainty.

Abstract: Community-based disaster response is gaining attention in the United States because of major problems with domestic disaster recovery over the last decade. A social network analysis approach is used to illustrate how community-academic partnerships offer one way to leverage information about existing, mediated relationships with the community through trusted actors. These partnerships offer a platform that can be used to provide entré into communities that are often closed to outsiders, while also allowing greater access to community embedded physical assets and human resources, thus facilitated more culturally appropriate crisis response. Using existing, publically available information about funded community-academic partnerships in Wisconsin, USA, we show how social network analysis of these meta-organizations may provide critical information about both community vulnerabilities in disaster and assist in rapidly identifying these community resources in the aftermath of a crisis event that may provide utility for boundary spanning crisis information systems.

Abstract: Overlaying the technical aspects of participative communications and network design is the question 'how they can secure social change?' Social change is a political act. How can transnational networks gain political influence for local groupings at the national and international level? The Global Network for Disaster Reduction has undertaken a large scale 'participatory monitoring' project with the intended aim of using an activist 'social network' to create 'social demand': influencing policy and implementation within the UN.s framework for disaster reduction. While the project achieved its intended goals, the unintended impacts of the project are argued to be at least as significant; revealing ways that networks can create 'political space' at the local level which can influence policy and access to resources at the national and international level. This paper is presented from a practitioner perspective, linking practice to theoretical work on transnational social movements and participative communications.

Abstract: This paper summarises the contribution of EURATOM research to off-site emergency management in Europe over the past two decades. Effort initially focused on the development of methods and software that could be used to underpin the nature and extent of emergency management arrangements and policy. With time, and partially in response to accidents at TMI and Chernobyl, effort shifted to the development of a comprehensive decision support system that could find broad use in real time across Europe in order to better inform decisions on emergency management. The deployment of the developed system across Europe, largely so far at a pre-operational level, is described together with the opportunities this offers for more coherent response to any accident that may in future affect Europe and for better use of scarce resources, both human and otherwise. Indications are given of where further effort or initiatives should be directed with a view to ensuring that the major research achievements are fully and effectively exploited.

Abstract: With a coastline touching upon the Pacific and Atlantic Oceans, the Great Lakes and the Arctic Sea, the Canadian MSOCs are faced with a daunting task. They are responsible for both routine duties, including patrolling coastal areas and collecting satellite data, as well as critical missions, such as emergency response and crime intervention. Both kinds of mission require the fusion of data from a variety of sources and the orchestration of myriad heterogeneous resources over great physical distances. They must deal with uncertainty, both in terms of what can be known and also in the outcomes of actions, and must interact with an environment prone to dynamic change. We present the architecture and core mechanisms of a decision support system for marine safety and security operations (Glässer, Jackson, Araghi, When and Shahir, 2010). The goal of this system is to enhance complex command and control tasks by improving situational awareness and automating task assignments. This system concept includes adaptive information fusion techniques integrated with decentralized control mechanisms for dynamic resource configuration management and task execution management under uncertainty. Autonomously operating agents employ collaboration and coordination to collectively form an intelligent decision support system. © 2012 ISCRAM.

Abstract: We describe a co-design method for emergency response scenario creation, to support the evaluation of new information technologies. The aim of our use of the method were to achieve scenarios that could be used in experiments or training sessions with professional emergency response personnel. We have analyzed how the method facilitated the design of scenarios (events, resource demands, communication between players), and the description of constraints in a resource management matrix. Our research indicates that the resource management matrix could be an important complement to function-centric analysis methods such as Functional Resonance Analysis Method (FRAM). We also illustrate how the interplay between play and situation description allowed us to simultaneously design and validate the scenarios with respect to playability versus resource demands. We discuss how the resource matrix can be used to adjust the validated scenarios after the design sessions. © 2012 ISCRAM.

Abstract: This paper presents the EU project SHARE which aims at developing a mobile service architecture to support large-scale rescue operations with multimedia communication and information services. The task of planning and controlling large-scale rescue operations requires flexible and robust tools which help the rescue forces to do their search and rescue work with maximum efficiency. Resource planning tools and cartographic information about the operation site are essential to fulfill the complex task of operation management. The Interactive Resource Management and MAP3D are two modules which have been developed in the SHARE project to enable the rescue operation leadership to do efficient coordination of their forces during an operation. Our paper will focus on features and interdependencies of both tools taking into account innovative feedback and interaction mechanisms.

Abstract: Resource coordination between NGOs is crucial to have efficient emergency responses. Information Systems (IS) are a tool facilitating resource transfers, information exchanges, and resource coordination between organizations. They cannot be efficient if they are not adapted to fundamental problems of crisis management and specifically to resource coordination processes. This paper explores the operational aspect of resource transfer processes, the intensity of resource coordination between NGOs, and the characteristics an IS, as a support to those processes, must have to improve the resource coordination. Sixty-five in-depth interviews, documentation, and on-site observations in Chile with 13 NGOs chosen for their diversity allowed identifying different categories of processes. A mixed-transformative approach being used, intensity scores were assigned to processes and global scores were calculated for NGOs, based on their processes. A brief discussion follows on how information systems should be adapted to help these processes to increase coordination intensity.

Abstract: In this paper we describe our work in progress on RAVEN, a framework, which makes it possible to build applications for collaborative editing of structured data on Android. RAVEN offers developers compile time tools, which use only the schema to generate all database handling components, edit and list user interfaces, as well as those needed for data synchronization, significantly reducing development effort. In addition, RAVEN also offers the ability to do the same work, entirely at runtime, using only a smartphone. With RAVEN it is possible to construct data oriented applications on phone at any time, including during a disaster. Users can share their applications simply by sharing the database and corresponding schema. Thus, RAVEN enables completely decentralized application creation, sharing, and data distribution, avoiding issues of connectivity to centralized resources. In this paper we show that with RAVEN it is possible to construct a new application at runtime and compare the results with an equivalent custom-built application. © 2012 ISCRAM.

Abstract: The application of event processing methods and systems carries high potential for the domain of crisis management and emergency response for different use cases and architectural aspects. This hypothesis is based on the general event based characteristics of the domain as well as former research approaches. Resource management represents a complex task for decision makers; therefore it is taken as a basic use case for this work. It builds up on foundations of resource management (use case and demand side) and event processing (technology and supply side). Methods and results are presented for the identification, definition and validation of events that happen in reality and corresponding event objects which are processed by information systems.

Abstract: With the rise in the profile of terrorism and war since the September 11th terrorist attack, the Bali, Turkish and Madrid bombings, organisational stress has reached new heights. Companies have subsequently realised the need to provide more resources for their expatriate employees. A few companies are now developing online resources to help employees through these crises. The researcher sought to extend this approach by developing a trial Website for expatriates employees and their families that draws on the concept of 'Storytelling' as a form of 'Narrative Therapy'. The aim is to help expatriates and their families cope with the crisis by being able to share similar experiences, and further to provide them with links to useful resources to help them cope with the situation. This study began with the researcher reflecting on their own family experiences during the Libyan Revolution and then collecting stories from others who have shared similar experiences. This is a research in progress paper, and deals with the development of the concept and then a trial Website, which will be tested in subsequent research. © Proceedings ISCRAM 2004.

Abstract: Since crisis management training requires extensive resources, a computer-simulated environment where communication plays a crucial role, can be an effective and efficient way to complement real-life training. With the aim of designing a simplified communication interface for a training simulator, this paper analyzes the complex communication network of crisis management, based on observations of a real-life, large-scale exercise of emergency services. Three research objectives were pursued to reach this goal. The results show that a selection of the most useful communication metaphors suggests that face-to-face and radio should be provided in a virtual environment. Consolidation of the communication groups highlights two groups, namely, the first responders and commanders. And, the analysis of the communication flow identifies different roles and the information flow between and within the groups. With this approach we aim to provide a single, multi-role interface that will be easily scalable and reconfigurable, while saving implementation costs.

Abstract: Event recognition systems have high potential to support crisis management and emergency response. Given the vast amount of possible input channels, automatic processing of raw data is crucial. In this paper, we describe several components integrated in an overall intelligent resource management system, namely abnormal event detection in audio and video material, as well as automatic speech recognition within a public safety network. We elaborate on the challenges expected from real life data and the solutions that we applied. The overall system, based on Event-Driven Service-Oriented Architecture, has been implemented and partly integrated into the end users' infrastructures. The system is continuously running since almost two years, collecting data for research purposes. © 2012 ISCRAM.

Abstract: Disaster response management has become an important area of research in recent years, with authorities spending more resources in the area. Infrastructure resource interdependencies are key critical points for a system to operate optimally. After a disaster occurs, infrastructures would have sustained certain degrees of damage, the allocation of limited resources to maximize human survival becomes a top priority. The I2Sim (Infrastructures Interdependencies Simulator) research group at the University of British Columbia (UBC) has developed a software simulation toolbox to help authorities plan for disaster responses. This paper presents an optimization decision algorithm based on Lagrange multipliers, which provides the theoretical basis for I2Sim software decision maker layer. There is a simple scenario of three hospitals constructed with the I2Sim toolbox to illustrate the interdependencies of water and electricity. © 2012 ISCRAM.

Abstract: Crisis and disaster management is a field that requires the understanding and application of tools and knowledge from multiple disciplines. Hurricanes Katrina and Rita in 2005 have proven that U.S. petroleum infrastructure is vulnerable to major supply disruptions as a direct result of disasters. Due to the structure of U.S. oil supply chain, primary oil production centers (i.e. PADD* 3) are geographically separated from primary demand centers (i.e. PADD 1), which creates a natural dependency between those districts. To better understand the extent of those dependencies and downstream impacts of supply disruptions, a multi-disciplinary research approach is necessary. The cross-disciplines in this research include disaster management, critical infrastructure and oil supply chain management, and the utilization of geographic information systems (GIS) and systems simulation. This paper specifically focuses on the framework for integrating GIS and systems simulation as analysis tools in this research.
