Abstract: Micro-blogging has become an important communication channel for public opinion topics with its own characteristics such as openness, timeliness and interactive and so on. Studying the propagation rules for public opinion topics in micro-blogging is important to monitor and understand Micro-blogging public opinion. In this paper, we study the spreading process of public opinion in micro-blogging, identify key elements in the process and propose an Mb-RP (Micro-blogging Read-Post) propagation model based on the traditional SIR (Susceptible- Infective-Recovered) epidemic model. Through statistical analysis of a case on Sina Weibo, we assign values to parameters in the model and conduct simulations. Simulation results show that the model established in this paper can well fit real data. Further study of the model indicates that, compared with the attention cycle and the average amount of readings per post, the forwarding rate has the most influence on Micro-blogging information propagation.

Abstract: Massive crisis open data is not fully utilized to identify humanitarian needs because most of it is not in a structured format, thus hindering machines to interpret it automatically and process it in a short time into useful information for decision makers. To address these problems, the paper presents a method which merges ontologies and logic rules to represent the humanitarian needs and recommend appropriate humanitarian responses. The main advantage of the method is to identify humanitarian needs and to prioritize humanitarian responses automatically so that the decision makers are not overwhelmed with massive and unrelated information and can focus more on implementing the solutions. The method is implemented on real data from the Hurricane Wilma crisis. The use of the method in the hurricane Wilma crisis shows the potential abilities to identify the humanitarian needs in specific places and to prioritize humanitarian responses in real time.

Abstract: We present a decision support system for the allocation of traumatized patients. The assignment of patients to vehicles and hospitals is a task that requires detailed up-to-date information but has to be carried out quickly. We pro-pose to support medical staff with an IT system. We especially encourage such a system to be used in cases of mass incidents as it is very problematic – yet essential – To provide all injured with adequate healthcare as fast as possible. Our proposal is a system based on business rules. In this paper we describe the development project's background as well as the system's requirements and some details of its implementation. Moreover, we explain an exemplary scenario to show strengths of our approach. Besides discussing related work, we draw an overview of future tasks.

Abstract: Today's decision support systems for crisis management are mostly designed to support a fixed process that integrates a given set of information sources. This means policies that govern the crisis management process are tightly integrated with the implementation, which makes it hard to adapt the system to changing requirements. Modern systems are expected to be adaptable and need to evolve along with the availability of new information sources and changing business processes. Previous work suggested using workflow systems to manage crisis management processes. Current approaches that use workflow systems are not end-user friendly or not flexible enough. In this paper we present our approach that combines workflows and decision tables for creating more flexible decision support systems. While workflows are used to orchestrate services and implement information logistics in the decision support processes, embedded rule sets are used to provide flexibility and adaptability of workflows. The rule sets are authored using decision tables which are an easy-to-use representation that allows end-users to express rules in an intuitive way. © 2012 ISCRAM.

Abstract: We propose an OWL/SWRL enabled ontological environment which can play a role in reporting and decision making in Humanitarian Crises (HC). We use (5WH): WHO, WHAT, WHERE, WHEN, WHY and HOW, as the main vehicle for gathering information for decision making. We implement the semantics of (5WH) through OWL models and perform reasoning with SWRL rules, in order to support decision making and create more efficient Humanitarian Response (HR). Our case study shows the feasibility of the proposal and its outcome. © 2012 ISCRAM.
