Abstract: Recent years have witnessed multiple international protest movements which have purportedly been greatly affected by the use of Twitter, a micro-blogging platform. Social movement actors in Iran, Moldova, Kyrgyzstan and Thailand are thought to have utilized Twitter to spread information, co-ordinate protest activities, evade government censorship and, in some cases, to spread misinformation. We propose a framework for conceptualizing and analyzing Twitter data related to contentious collective action crises. Our primary research goal is to delineate a framework informed with a social movements lens and to demonstrate the framework by means of Twitter usage data related to the Thailand protests of 2010. Our proposed framework concerns itself with two aspects of protest activities and Twitter usage, namely, analyzing the content and structure of messages and our construct of Twitter protest waves.

Abstract: In a highly connected world, information coming from different media sources and social relationships are more quickly disseminated than ever before. Natural disasters such as Typhoon Haiyan capture attention globally. Investigations of how people respond to the credibility of different sources have implications for policy making and information systems design. In this paper, we studied how different factors (strength of social ties and sources of crisis information) affect perception of credibility of crisis information about natural disasters. Our analysis and findings indicate that for crisis information about natural disasters, people tend to trust traditional media channels, such as printed news, and televised news. The type of social tie also influences the perceived credibility of the crisis information.

Abstract: The paper suggests and supports a public policy in which the Federal Communications Commission should seize a unique opportunity to resolve some of the nation's critical communications problems in times of crises with the allocation of a portion of the spectrum at 700 MHz for the deployment of a nationwide interoperable emergency broadband wireless network built by a public-private partnership. It then presents a convincing theoretical model that advocates that an open and/or neutral, as opposed to a closed, network will add greater efficiency, greater choice, while advancing public safety along with the deployment of new and valuable technologies, applications and services.

Abstract: As a future member of the European Union (EU), Croatia has decided to implement EU Directive 2002/59/EC of the European Parliament and of the Council binding all EU member states to define places of refuge for ships in need of assistance off their coasts, or to develop techniques for providing assistance to such ships. Consequently, the Ministry of the Sea, Tourism, Transport and Development of the Republic of Croatia has initiated a project for developing an effective Decision Support System (DSS) for defining the places of refuge for ships in distress at sea. Such a system would include a model based upon GIS and different operational research models, which would eventually result in establishing an integral DSS. Starting points for analysis are shipping corridors, and 380 potential locations for places of refuge designated in the official navigational pilot book. Multicriteria analysis, with GIS-generated input data, would be used to establish worthiness of a place of refuge for each ship category, taking into account kinds of accident. Tables of available intervention resources would be made, as well as analysis of their availability in respect of response time, and quantitative and qualitative sufficiency.

Abstract: People depend on human infrastructure for a range of activities in their daily lives, such as work and socializing. In this paper we consider three different intertwined types of infrastructures of a society that may be affected in crisis situations: The physical, technological, and human infrastructures. We argue that when the human infrastructure is damaged, e.g. in a natural catastrophe or war, then people can switch reliance to the technological infrastructure to be resilient. We conducted an empirical study of 85 people who lived in war zones during the 2006 Israeli-Lebanon war and the ongoing Gulf war in Iraq. In this paper, we report how information technology is used by our informants in new ways in their attempt to maintain social relationships and continue working. Our informants also used technology to help navigate safe routes for travel and for psychological support. We discuss implications of our results for disaster research.

Abstract: This paper describes MOIA, a numerical tool that evaluates sea-wave effects on port operations and broadcasts warning messages whenever the safety of such operations are deemed to be at risk. The evaluation of the sea-wave transformation from offshore – where the results of numerical models for sea-wave forecast at a regional level are available – up to the port area is described. Also, the procedures used to evaluate the sea-wave effects on sailing ships, focusing on the amplitude of the vertical movements of a selected point in the ship, are explained. Such procedures are combined and applied to an example where the average downtime for the navigation at four points along the sailing lane is evaluated for the entrance voyages into the port of Praia da Vitória (Azores) of a given ship.

Abstract: Many services provide weather forecasts, including severe weather alerts for the marine. It proves that many ships neglect the warnings because they expect to be able to handle the bad weather conditions. In order to identify possible unsafe situations the Coast Guard needs to observe marine vessel traffic 24 hours, 7 days a week. In this paper we propose a system that is able to support the Coast Guard. Ships can be localized and tracked individually using the Automatic Identification System (AIS). We present a system which is able to send a personal alert to ships expected to be in danger now or the near future. Ships will be monitored in the dangerous hours and routed to safe areas in the shortest time. The system is based on AIS data, probabilistic reasoning and expertise from the Coast Guard. A first prototype will be presented for open waters around the Netherlands.

Abstract: This abstract highlights research challenges to improving effectiveness of integrating information and communication technologies during emergencies. Proposed as a research focus is the integration of proven virtual activation processes with an unobtrusive research presence. This positions the research presence during a real-time emergency to glean previously unknown information/rationales on how decision-makers decide and take action. Establishing a collaborative partnership by combining a ?research presence? with the ?virtual operation capability,? is essential. Mutual understanding must embrace the precept of no disruption to first responders in actual response and recovery efforts. Consensus should be reached in identifying measurable outcomes for the research. The collaborative effort opens a groundbreaking area for consideration of study in crisis response and management. It would shed new light on an underexplored, critical area of emergency management and has the potential to further enhance the value of information and communication systems in preparing, responding, and recovering from emergencies.
