Abstract: In this paper we illustrate (a) the background and goals of the interdisciplinary research project SAFEST and (b) first insights from the socio-scientific part within the project. Technical systems are often established without considering explicitly ethical, legal, and social implications. This frequently leads to a lack of acceptance. This paper aims at compiling an analytical scheme that tries to demonstrate the relevance of the social context for the emergence of different modes of acceptance in reference to surveillance systems at airports. It is intended to guide the technical experts to deal with and reflect acceptance issues in the process of technical development.

Abstract: Emergency responders' attitude to IT is marked by resistance, aversity, and rejection. This does not extend to technology in general and is specific to IT alone. Current research on the topic only presents partial, scattered, and unconnected accounts that do not provide a starting point on how to tackle this attitude. The available models for technology acceptance are also generic and do not take into account the specifics of the emergency response domain. Through extensive user research combined with a grounded theory approach, this paper identifies twelve problem areas from which responders' negative attitude towards IT arises. By extending the technology acceptance models with this new knowledge, we provide system designers with an understanding of what to tackle and tune in their IT system designs so that a positive attitude among emergency responders can be achieved.

Abstract: Various sources report a low adoption of IT-based tools in emergency response, as well as a negative attitude of
responders to such tools. The responders? needs, simply put, are not met by the IT-based tools offered to them.
Observing this situation through a user-centered design lens, we note that such problems typically stem from
insufficient or erroneous context analysis. The deficiencies become even more pronounced when considering that
emergency response represents a complex, adaptive socio-technical system. We also note that the appropriate
methodology for designing ER systems is rarely discussed in literature and in research papers. To fill that void, the
present paper discusses a minimal set of techniques that, both in our experience and according to state of the art
practice, can guide developers towards positively-accepted IT systems for emergency response.

Abstract: As of 26 December 2016, seventeen electronic triage systems for disaster triage have been proposed in the ACM, IEEE, and ISCRAM publication databases. Most of these systems have remained inside the laboratory; the rest have disappeared entirely. Responders still prefer to do triage with paper tags from the 1960's, while no research has been presented on why the proposed e-triage systems have not found acceptance and use in the field. Based on exhaustive literature research and on the findings from the four-year long, EU research project BRIDGE , this paper presents e-triage acceptance dimensions, analyzes the main reasons why proposed systems have been rejected, and guides designers towards upcoming, well-accepted e-triage systems.

Abstract: Even though the adoption of emergency alerting systems may improve the safety and security of individuals, participation in existing systems that utilize mobile alerting in universities in USA varies and does not match the high adoption rate of mobile phone technology itself (Sullivan, Häkkinen & Piechocinski 2009; Wu, 2009). As the adoption of mobile alerting system (MAS) can be viewed as a critical life safety benefit, there is motivation to better understand factors that affect the acceptance of MAS. Among the possible, alternative methods of implementing mobile alerting, an opt-in type of system can enable the alerting process to be executed in a way that is more suitable and useful for a diverse community of individuals. As a result of this study, a refined version of technology acceptance model (TAM) is proposed, extended with factors of perceived trust and perceived financial cost to better interpret the acceptance of MAS. This model is being evaluated in ongoing research on MAS in a university and community context.

Abstract: Efficient hazard prevention and disaster control depend on situational awareness. Situational information is – among others – provided by citizens on the ground. Disaster managers are often reluctant to use such information on a large scale or in a systematic way for fear of being overwhelmed by information overload in a stressful crisis. New information technologies for crisis management are strongly dependent on the acceptance of the people using them and can only be successful as socio-technical systems. Therefore, 354 employees of public and private emergency operation centres as well as members of crisis management teams were asked to assess different information sharing technologies. 504 people from the public responded to an online survey about their willingness to use such technologies. The results indicate a high level of acceptance by both user groups for bi directional communication technologies for situation management and the improvement of situational awareness.

Abstract: This paper studies the differences on technology acceptance between two age groups among uniform police forces. The goal was to seek more understanding on the effects of age on technology adaption in the context of mandatory technology use. Data was collected from police officers in field operations. User intentions were measured after subjects had seen a presentation of a pre-prototype of a mobile information system on the video. The results of this study suggest that there is no difference between the old and young age groups. Similarly, the results suggest that the effect of age is similar between the age groups on the effects of the factors in the research model. This suggests that the old police officers are similar to young police officers regarding the acceptance of new technology for their use. The most prominent result was that regression of behavioral intention on perceived usefulness was not statistically important.

Abstract: This paper concerns the development of the South African Advanced Fire Information System (AFIS). We describe a use case of wildfires causing electricity transmission lines to be adversely affected. This use case provided the rationale for investment into a system for detecting and monitoring wildfires. AFIS functionality is described and we quantify its user acceptance and benefits before discussing ongoing research and implementation efforts to allow AFIS to become a standards-compliant, service-oriented system serving the original use case but re-deployable or re-usable by other organisations for similar or alternative purposes. We end with a view of future work that will potentially allow AFIS to reach a wider audience.

Abstract: The purpose of the study is to investigate the factors affecting the user acceptance of emergency alert systems. By studying the adoption of a SMS-based alert system at a large public university in the United States, this paper explores the research question: How are different motivational factors related to the intention and behavior of using emergency alert technology? Through a mixed-methods approach, the study demonstrates a “deepening” effort in applying the technology acceptance model (TAM) to emergency response system, drawing attention to the holistic nature of motivation-behavior in technology acceptance. Results of this research show that: The concept of usefulness has multiple levels of meanings to its intended users; the ease of use is more about the users' ability to control the system behavior; and subjective norm need to be examined with relation to its originating source.
