Abstract: This paper focuses on the assessment of ethical, legal and social issues (ELSI) in relation to agile information systems in the domain of crisis management. The authors analyse the differing needs of a move from a traditional approach to the development of information systems to an agile approach, which offers flexibility, adaptability and responds to the needs of users as the system develops. In turn, the authors argue that this development requires greater flexibility and an iterative approach to assessing ELSI. The authors provide an example from the Horizon 2020 EU-funded project iTRACK (Integrated system for real-time TRACKing and collective intelligence in civilian humanitarian missions) to exemplify this move to an iterative approach in practice, drawing on the process of undertaking an ethical and privacy impact assessment for the purpose of this project.

Abstract: Complex and multifaceted problems such as emergencies typically require coordinated effort by a network of different organisations. These networks typically rely less on formal hierarchical structures and instead have a stronger focus on allowing the dynamics to emerge in the process of collaboration. A balance has to be achieved between the internal dynamics of the various member organisations that make up the network on the one hand, and the emerging dynamics of the network collaboration itself on the other ? and the precise nature of this balance will depend on the context. To help those making decision on how to achieve that balance, we have developed a framework describing four archetypal networked organisations: fragmented, deconflicted, coordinated, and collaborative and agile. The four archetypes have two purposes. Firstly, they can be used to guide networked organisations as they adapt to changing administrative and societal contexts. Secondly, they can be used to express the dynamics of the development of a response organisation in a particular emergency situation.

Abstract: In the 21st century, rapid changes of our society necessitate continuous review and practice of emergency plans. Traditional face-to-face (FtF) interactions to make emergency plans and train responders seem insufficient. The virtual team (VT), a new team form allowing dynamic recruitment of experts from global extent and conduction of teamwork whenever it is needed, provides a more agile solution. This paper introduces a group support system called Collario (Collaborative Scenario) aiming to facilitate effective collaboration in creating and discussing scenarios in VTs and to utilize scenarios as the vehicle to review and practice emergency plans on a continuous basis. This research is still in progress. Three professionals have been involved in system demonstrations and interviews. Although it is still too early to make any conclusions, it is encouraging to know that all the three experts thought Collario easy to use and might be useful for various emergency preparedness purposes.
