Abstract: QuEP is a framework that guides organizations in assessing and improving their emergency plan management by
following a set of principles, practices, and techniques at the different maturity levels established in the QuEP model.
Its main objective is to be applied to real cases to discover the state of an organization?s emergency plan management
and recommend techniques for improvement. In this paper, we describe the first application of QuEP as a prior step
to its implementation and possible use in official certifications for emergency plans with a guarantee of quality. So,
we have applied a real case in a UPV building towards the certification of the emergency plan management.

Abstract: With technological development in crisis management reaching a point at which there is wide-scale aggregation of data, including social media, there is a need to focus strongly upon the position of end users in order to uphold data protection principles. Recent wide-ranging European Union legal reforms, finalized in 2016, have enshrined the concept of data protection by design and paved the way for certification schemes to validate compliance. There is a need for those involved with the practical development of information systems for crisis management to understand these new developments and determine their practical implications. This paper presents a critical analysis of the reforms, focusing on the interplay between the law and technological design and predicting their impact on crisis management system development.

Abstract: This paper presents the author's viewpoints and insights into what should be a major activity for ISCRAM to insure a better future for Emergency Management in general. The overall recommendation is that ISCRAM as a professional society should be very actively involved in setting a standard for an Emergency Management degree program that provides a distinctive major in EMIS (Emergency Management Information Systems). The emphasis and conclusions in this paper are based largely upon the situation in the United States.
