Abstract: Over the last decade, the disaster response landscape is increasingly complemented by voluntary citizen initiatives on digital platforms. These developments have opened up opportunities for response agencies and NGOs to organize local community involvement. In this paper we focus on the question how citizen involvement can be proactively organized toward disaster relief and what kind of dilemmas may arise in this process. We studied Ready2Help, an online platform developed by the Dutch Red Cross. Bringing together 36.000 volunteers, the platform plays a significant role in addressing the current refugee crisis. In our analysis we demonstrate the platform?s potential, but also note a tension between control and cooperation. Our results indicate that, in contrast to their initial objective, during the crisis the Red Cross falls back on principles of control to organize citizen response efforts. We end by discussing our future research agenda aimed at bridging formal and emergent citizen responses.

Abstract: In the past crisis sensemaking activities have primarily been controlled by professional emergency responders and the media. Social media, however, has the potential to see a shift towards more grassroots and ad hoc citizen engagement. This paper sets out our vision and our progress in implementation of a new online platform called 'Majority Report', which aims to empower citizen sensemaking activities around crisis events. The concept is to facilitate citizen volunteers to draw together a range of digital media (photographs, Tweets, videos, etc.) to present stories of crisis events, and thus demarcate arguments about different understandings in terms of the temporal ordering of event narrative components and their relations to each other. Through collaborative usages of the platform, accounts may be improved by others, and variants may be presented and compared to challenge existing assumptions and beliefs.

Abstract: A novel, 'net-centric' approach to disaster management is challenging traditional forms of command and control, through technology-supported, self-directed networks of heterogeneous stakeholders including affected citizens. Citizen involvement in crisis response can strengthen the resilience of local communities, and improve the relevance and delivery of response, evidenced by increasingly important Web2.0-based platforms. While netcentric responses show promise as a principle, it remains unclear how networks can be integrated in shared response infrastructures. We draw on the concepts of 'programming' and 'switching' to suggest a different perspective by which to explore the potential and consequences of interconnected networks. Finally, we propose a research agenda that can help identify and understand switching points in disaster response, comparing a weakly formalized management structure, but strong in citizen involvement, with a strongly formalized management structure, but weak in citizen involvement. We thereby suggest how response organizations can relinquish their reliance on control and command approaches, increasing their adaptive capacity to capitalize on citizen-based information.

Abstract: Flooding events are more impactful due to climate change, while traditional top-down approaches to flood management give way to new initiatives that consider citizens and communities as active strategic actors. Researchers and practitioners have started to place communities in the centre of creation processes or invite them to co-design digital platforms. However, many citizen science projects re-use well-known technological components without reflecting about how the technology is able to effectively support citizen participation in data generation, including the provision of flexible data storage and exchange. This paper describes a novel digital platform design which adopts cloud services to integrate official and citizen-generated data about urban flooding. It summarises the results of a participatory design process of a digital platform to collect, store and exchange flood-related data, which includes components such as data lakes, Application Programming Interfaces (APIs), and web and mobile interfaces. This work in progress paper presents insights and lessons learned from using cloud services to enable citizen participation and engage communities with flood monitoring.

Abstract: During 2016, 2017 and 2018, the country witnessed extreme rains which triggered flooding in several urban areas. The number of affected people by the 2018 floods was around 150,000 which shows a significant decrease compared to the events in 2016 and 2017. Several institutions provided their support via funding, relief, and rehabilitation mechanisms during these consecutive disasters. However, there are provisions which can further improve the performance of Disaster Management activities. Given this context, this study is carried out to investigate the application of citizen science concepts in several phases of Disaster Management in Sri Lanka. A scoping review supported by three case studies of floods was considered during the analysis. Limited participation of grass root level communities in decision-making and disaster planning, and issues related to data management are some of the main challenges identified in this study. Participatory mapping, Co-Design Projects, hackathons, and crowdfunding are some of the observed citizen science concepts which can be used to address the challenges and strengthen the Disaster Management activities in Sri Lanka. Further studies including interviews and questionnaire surveys were recommended to justify the findings.

Abstract: In this paper, we explore the process of co-creation of knowledge between modelers and ethnographers through a project focusing on the role played by CIGS (Citizen initiatives for global solidarity) in the refugee crisis in the island of Lesvos, Greece. We describe the process of collaboration and discuss what this type of interdisciplinary collaboration may bring to the development of a research topic when the initial skepticism and questions of epistemological differences have been overcome. Moreover, we address some of the challenges embedded in this type of research collaboration, particularly the skepticism present within the social sciences.

Abstract: This paper describes the development of a public emergency messaging system in Western Australia. A set of design criteria were identified by a review of relevant published literature, a survey of current practice in Australia, and consultation with local stakeholders. The system should support: Multiple Recipients, Multiple Channels, Multiple Hazards, Multiple Stakeholders, Multiple Senders, Multiple Platforms, and Write Once Message Composition. A prototype system was built according to these design criteria, based on the Common Alerting Protocol version 1.0. The design was validated in trials simulating messages sent during a tropical cyclone and a bushfire. A total of 56 trial participants from identified stakeholder groups were surveyed with regard to their experience of the prototype system. Overall, the prototype system functioned successfully and participants reported high levels of satisfaction. The paper describes this research project and the initial stages of the subsequent development of a production system, called APECS.

Abstract: With climate change, the frequency and spread of wildfires have intensified globally, bearing disastrous impacts on wildlife, the economy, and human well-being. Efforts on broad fronts are required, including proactive public participation. However, studies related to citizen engagement in the context of wildfire management remain limited. Therefore, there is a need for further studies in this area. This paper reports on ongoing work conducted in the context of an H2020 project called SILVANUS. The study investigates the methods, practices, needs and challenges related to citizen engagement in wildfire management. The authors have developed a tentative citizen engagement framework, and preliminary results related to citizens' needs and challenges are presented. The study identifies relevant topics, training contents, and methods that can be used for public engagement in wildfire management. The paper contributes towards designing future engagement modalities, technologies and training materials related to wildfire management and potentially even other crises.

Abstract: In this paper we present Aurorasaurus: a website, a mobile application, and a citizen science initiative that allows a community of users to report and verify sightings of the Aurora Borealis. Through ad-hoc data indirectly offered through social media, a community of citizen scientists verify sightings of the Aurora Borealis. These verified data are tested against currently existing aurora-forecasting models. The insights these data provide are transformed into map and text-based forms. In addition, notifications are sent to interested participants in a timely manner. This is a design test-bed for an early warning system (EWS) that is capable of detecting and communicating the earliest signs of disaster to community members in near real time. Most importantly, this system incorporates community participation in improving the quality of data mined from Twitter and direct community contributions.

Abstract: Response-focused information systems have the same data processing needs as citizen science initiatives. We present three lessons learned over a three-year period with a public facing information system devoted to early warning and event detection that will benefit designers of similar systems. First, we urge those creating information systems inside of crisis response to look for proxy events that will serve as an inexpensive means through which to pursue proof-of-concept or to explore pre-existing fully tested products. Second, we urge information system designers to engage the communities and gatekeepers of enthusiast communities surrounding the event that information system is meant to serve. It will not only help development, but also increase the chances of that system?s success. Finally, aiming for self-interest rather than event-interest will allow users to feel involved; ultimately aiding participation and retention.

Abstract: Broadcasting methods, such as the radio, the television and sirens, have been the main choices for delivering emergency announcements (EA)-Also called public warnings, emergency alerts or citizens warnings-during the last 60 odd years. Unfortunately, broadcast EAs do not reach all people, and the reason for the EA and the actions required can remain unclear. Today, the high penetration of personal mobile phones offers new options to authorities. As a result, a new research and implementation area, Mobile Emergency Announcement (MEA), has emerged. The GSM Short Message System (SMS) is already deployed for MEA delivery. Simultaneously, in the World Wide Web (WWW) a novel news delivery technology, called Really Simple Syndication 2.0 (RSS) is spreading. This paper describes a concept for how RSS can be harnessed for MEA use. First, MEA requirements are briefly reviewed. Second, the eXtended Markup Language (XML) based Common Alerting Protocol (CAP) and the syndication protocol RSS 2.0 are presented. Third, the central implementation issues are presented. Finally, the proposed solution is critically reviewed.

Abstract: This paper presents the strategy and operational tools developed and implemented at the Euro-Mediterranean Seismological Centre (EMSC) to detect and diagnose the impact of global earthquakes within minutes by combining « flashsourcing » (real time monitoring of website traffic) with social media monitoring and crowdsourcing.
This approach serves both the seismological community and the public and can contribute to improved earthquake response. It collects seismological observations, improves situation awareness from a few tens of seconds to a couple of hours after earthquake occurrence and is the basis of innovative targeted real time public information services.
We also show that graphical input methods can improve crowdsourcing tools both for the increasing use of mobile devices and to erase language barriers. Finally we show how social network harvesting could provide information on indirect earthquake effects such as triggered landslides and fires, which are difficult to predict and monitor through existing geophysical networks.

Abstract: Crisis communication during power outages poses several challenges. Frist, the causes of power outages are often events such as severe weather, which also lead to complications. Second, power outages themselves lead to limitations in everyday life. Third, communication infrastructures, that are necessary for crisis communication, are often affected. This work focuses on the communication of the organizations responsible for recovery work (emergency services, public administration, energy network operators) to the public affected by the power outage. Therefore this paper investigates the perception and the information demands of citizens and communication infrastructures in different scenarios. Taking the users' needs into consideration, an Information and Communication Technology (ICT) based concept for crisis communication, which combines general information with location-specific and setting-specific information was implemented as a prototype smartphone application and evaluated with 12 potential end users. ICT-based concepts can gain acceptance, however they should be understood as supplemental for some target groups and in some scenarios.

Abstract: In this paper we will be discussing how the (semi-)professional actors involved in crisis management (police, fire-fighters, etc.) and the affected citizens can communicate and collaborate by the use of social software. After the definition of the term 'social software' we will provide the state-of-the-art on current social software use in crisis management. Drawing from this, we will present two case studies where we examined the social software use in 2010: First during the disruption of air travel due to the eruptions of Eyjafjallajökull volcano in Iceland, second during the crisis at a stampede at the Love Parade music festival in Germany. We identified weak points and further potentials and tested the validity of the American case study findings from literature for Europe. We will conclude with a concept for using citizens in inter-organizational crisis management with a social software infrastructure and a communication matrix for crisis management.

Abstract: Although they can make a significant contribution to crisis response and management, citizens tend to be underestimated and under-integrated by official crisis responders. There is a necessity to take citizen contribution into crisis management tools, both for the information they can provide (information-focused volunteers) and the actions they can carry out (action-focused volunteers). Therefore, professionals need to be aware of the diverse ways citizens can help them to manage a critical situation: obviously by improving the situational awareness, but also by spontaneously performing tasks to meet specific needs on the ground.
After presenting the RIO-Suite software, a crisis management tool based on collaboration of stakeholders, this paper suggests ideas about how to make the most of action-focused volunteers to improve the orchestration of the crisis response. Given a volunteer action, four possible decision types are identified: Ignore, Stop, Consider and Support, and their consequences on 1) the crisis response and 2) the collaboration process are presented.

Abstract: Information and Communication Technologies (ICT), and particularly Social Media, drastically changed communication channels and organization during a crisis response. In this context, new forms of citizen initiatives appear, contributing to situational awareness, providing new profiles of stakeholders and broadening the scope of volunteerism in disaster situations. Thus, given the increasing need to understand and take citizen initiatives into account, this article provides a taxonomy of volunteerism types in crisis contexts, based on a literature review on the subject. Mapped on two main dimensions: the status (who they are) and the focus (what they are doing), multiple types of volunteers are presented on this taxonomy. Then, the article deals with possible use of this taxonomy towards integration of citizen initiatives into the crisis response.

Abstract: While Hurricane Irma struck the Cuban Southern coasts, thousands of tourists were evacuated from this area and relocated in the Varadero peninsula. In a couple of days, all means for families and friends to connect with the tourists were down, leaving them without any information about the on-site situation. This paper focuses on the volunteer citizens' initiative to take advantage of social media, to enhance their own situational awareness in Varadero area, supporting fellow citizens to identify and localize their relatives. In particular, two Facebook groups that were created at the time are analyzed and their messages' content and objectives categorized. We will show that once more, social media has constituted opportunities for citizens to engage a specific response to the crisis, but at the same time has raised specific ethical and social issues.

Abstract: We use the term “Personal Safety Assistants” (PSAs) to refer to a family of mobile information systems that intend to reduce the risks of both citizens and responders in emergency responses. Using their mobile devices, they can access to personalized views of the emergency plans including context-aware evacuation instructions or real time guidance to specific locations for rescue operations, among others. Additionally, both responders and citizens act as context sources sending fresh information (e.g. pictures of damaged areas) to the command and control center, increasing situational awareness. In this paper, we show how the SUCRE infrastructure collects and processes contextual information to improve the information infrastructure during responses. We describe the current status of the system and outline the incoming enhancements.

Abstract: In life-threatening emergencies, citizens need to be warned. The currently used method for citizens warning in The Netherlands is a siren. AT this moment, research is being carried out into using new technologies as an addition to this siren for citizens warning. Modern telecommunication technologies have great potential for informing the public. Especially the use of text-based features of mobile phones is considered for this function. Advantages of such a system are that these technologies overcome problems of hearing the siren and that text-based messages provide possibilities for giving more and more detailed information. In a number of pilot studies, Delft University of Technology has gained experience with the possibilities of these technologies for citizens warning services. This paper compares two text-based mobile phone technologies that can be used for citizens warning as an addition to the siren.

Abstract: Eyewitness photography is increasingly playing a more significant role in disaster response and recovery efforts. This research elaborates on the ways in which members of the public participate during times of disaster by closely examining the evolving role of a prominent photo-sharing website, Flickr, in events that have occurred since its launch in February 2004. We discuss features of Flickr's emerging evolutionary growth as a community forum for disaster-related grassroots activity based on the findings from our qualitative study of 29 groups across six disasters over Flickr's nearly three-year lifespan. Our findings discuss efforts toward the development of norms that attempt to guide the nature of social practice around photographic content during disaster response and recovery efforts.

Abstract: This research presents a centralized boundary object website and mobile app focused on allowing participants to participate in developing an early warning system through space weather and the beauty of the aurora borealis. Because of the beauty and majesty of auroral activity, people will seek information about when and where these unpredictable events occur. This activity, commonly referred to as nowcasting, can be combined with scientific data collected from observatories and satellites and serve as an early warning system with potentially far greater accuracy and timeliness than the current state of the art. We believe that long-term engagement with a citizen science tool will help bridge the many social worlds surrounding the aurora borealis and lead to the development of an early warning system that may correlate the visibility of the northern lights to violent space weather. We hope this will lead to other real time crowdsourced early warning systems in the future.
