Abstract: This paper is about the introduction of netcentric work in the public safety sector in the Netherlands. The idea behind netcentric work is that a common operational picture will help the professionals to overcome problems with sharing information during crisis. In this WIP paper we will pay attention to netcentric work principles and the dilemma of standardization of technologies versus local adaptation. In the Netherlands the government has chosen to introduce netcentric work via a Platform in which various options are discussed among members of Dutch safety regions. The outcome is a process of negotiation in what we call trading zones. In these trading zones netcentric work is (re)defined. Using theoretical concepts like soft-bureaucracy we show in this paper how netcentric work eventually is not about technology in the first place but a negotiated new way of working and organizing. Further research is needed to understand the full implications of netcentric work for the administration and organization of safety.

Abstract: Communication and interoperability between different organizations of first responders has been a problem for a long time. There have been examples of failure in communication between different organizations at World Trade Center on 9/11, for example some of the police warnings were not heard by fire fighters that resulted in several lives lost. In most cases, network unavailability or incapability of coordination among networks causes much damage. Therefore, we present a highly reliable communication infrastructure that is suitable at ground zero where the existing communication network is damaged or unavailable. We used Hybrid Wireless Mesh Network (HWMN) as a candidate for communication infrastructure with the capability of working in a heterogeneous environment with different available backhaul technologies. In addition to the use of WMNs, we also present some special requirements for a cellular networks generated by simulation models investigating different scenarios that occur at ground zero. For example, when hurricane Katrina hit New Orleans, people outside the ground zero area could place a call, but were not able to receive phone calls. This happened because the cellular network elsewhere was not able to contact the Home Location Register (HLR), located at New Orleans. We, in this paper, propose a solution in which the important user or network information databases such as HLR and VLR (Visitor Location Register) are replicated to provide a sufficient amount of fault tolerance.

Abstract: Coalitions are the rule in crisis management and military operations. Although the partners do not form part of an organizational hierarchy, they need to share information to find their place in the coalition, to prepare plans collaboratively, to synchronize their actions, to evaluate their achievements, and to negotiate changes in their relationships. Interviews of experienced military officers have shown that information sharing in coalitions is more complex than one-way information transmission. It has the characteristics of an information market in which security regulations give information a scarcity value, with both sources and recipients initiating action. The emerging literature on information markets includes few process models. The purpose of this paper is to propose a theoretical, four-stage process model for information sharing between coalition partners in the context of Network Enabled Capabilities. The model combines information sharing and seeking, integrates intelligence collection, and supports a range of market mechanisms.

Abstract: Information sharing is crucial in responding to and managing crises. A great variety of organizations respond to crises, ranging from international organizations, through non-governmental organizations, commercial suppliers, government ministries, and the media, to individual volunteers. At best, they collaborate to combine their respective strengths in creating synergy. At worst, they deconflict their operations so that the one does not get in the way of the other. In either case, the organizations must communicate with one another. Previous research has shown that this communication takes the form of an information market. This paper considers the possible mechanisms for information markets in humanitarian and military coalitions. While there has been work on market mechanisms in the economics literature, this needs to be adapted for the exchange of information and information services instead of physical goods and services. This paper proposes a taxonomy of market mechanisms that is tailored to information sharing within coalitions. © 2012 ISCRAM.

Abstract: Coalition partners must share information to work together. Models of information sharing assume that it is a linear, one-way process. As part of a larger project, we studied information sharing in military coalitions. Interviews of 47 officers in NATO R&D organizations showed that one piece of information was often traded for another. This is characteristic of an information market. Security regulations make information a scarce resource, although trust may allow the regulations to be waived. Our observations have consequences for the military Network Enabled Capabilities community in their desire to migrate to a “need to share” security principle. Failing to find a suitable process model in the literature, we outline requirements and identify two possible starting points for modelling the information sharing process in military coalitions.

Abstract: Due to Covid-19, many of the traditional food chains did not able to fulfill their customers due to the sanitary measures: quarantines, border lockdowns, capacity facilities reduction, etc. This situation generated increased use of alternative means such as delivery service, online stores, and traveling fairs. The latter is part of the short food supply chains, SFSC, which at the beginning of the pandemic was used to respond to the shortage of products and crowded markets. This work tackles new food supply habits by consumers in Lima, the capital of Perú, and the e-commerce role. Before the pandemic, SFSC exists mainly in rural zones, now it has a 16% preference, and e-commerce increased its utilization by 13,84 times, mainly by A/ B /C socio-economical young population. The most valuable characteristics recognized are the use of protocols to prevent the spread of viruses, quality products, and delivery speed.

Abstract: Effective training methods are key to successful crisis management in close protection. This paper discusses the outcomes of a project on the development of a serious game, a virtual training environment for close protection. The aims of the game are to improve situational awareness and communications skills at the individual and team level. Two game designs, developed with two different game engines, are presented and discussed in relation to the project's objectives. Comparison of the two designs shows that several trade-offs are encountered when developing a training game with the available technology. Technological features of the game engines, and differences in time invested in the development of different aspects of the games, make that the two designs meet different project objectives. Simultaneously reaching all project objectives in a single design seems impossible with the two game engines. This paper discusses the different trade-offs that were encountered in the project and presents the major challenges that lie ahead. © 2012 ISCRAM.

Abstract: Increasing market volatility and disruptions imply risks for companies and governments and have become therefore focus topics. Adequate tools to identify, assess and manage future developments are key to survive in a turbulent environment. In our paper, we present the systematic development process of an innovative, web-based foresight platform, which is a joint research project funded by the German Federal Government and aims to improve the robustness in decision making by collaborative foresight. Its four interlinked applications have the purpose to enable their users a collaborative generation, discussion, evaluation and development of future-oriented knowledge. Thereby, a special emphasis is on the relevance and the timeliness of the provided information. Within the multi-stage requirement analysis of the tool platform we analyzed existing concepts in order to identify strengths and weaknesses and conducted brainstorming sessions and interviews with professionals of 130 companies and organizations to account for different backgrounds, perspectives and intentions. © 2012 ISCRAM.

Abstract: In peace support operations, military and civil actors are often cooperating in international coalitions. In such operations, effective and efficient coordination and information sharing is a prerequisite for effective Civil-Military Interaction (CMI), but the literature shows that this still leaves much room for improvement. Most research in this area takes a behavioral-science approach. We argue that existing research could be complemented with a design-science approach, which is an Information Systems problem-solving paradigm with its roots in engineering. After developing a high level CMI information exchange model and identifying inhibitors for information exchange, this paper provides a comparison between CMI in peace support operations and the collaboration of commercial enterprises using the e-Business paradigm. Based on observed similarities, the paper argues that the enabling technology for e-Business could overcome current inhibitors for effective and efficient information exchange for CMI in peace support operations, and is complementary to other mechanisms for information exchange. © 2012 ISCRAM.

Abstract: A major crisis or disaster attracts a response from multiple organizations. These organizations need to work together as a coalition. To do so effectively, they must share information. Differences in organizational culture give information a scarcity value, leading to the emergence of information markets. As the crisis progresses, organizations learn to work together, building up trust and lowering the “price” for information shared. Organizations that have worked together in previous crises have a price advantage. In short, the information sharing changes dynamically. Evolutionary game theory – And the minority game in particular – has been recently applied to markets in which physical goods are exchanged. This paper presents the first results from simulating an information sharing market in crisis response coalitions as a minority game.
