Abstract: In search and rescue scenarios local information on victims and other finds needs to be disseminated rapidly to other rescue workers and team leaders. However, post disaster scenarios may imply the collapse of information infrastructure including cellular communication and Internet connectivity. Even if we consider wireless ad hoc communication as a means of information dissemination we should count on frequent loss of connectivity in the network due to unpredictable mobility and sparse network topologies. In this paper we present the realization of an existing manycast protocol (random walk gossip) on commodity handheld devices running the Android platform. This communication mode is used to demonstrate the potential for distributed information dissemination on victims and finds. The application layer is an adaptation of an existing surveying information tool (POSIT) which is now fully decentralized and relies on text communication to achieve energy efficiency.

Abstract: The effective and efficient distribution of relief goods is a key challenge in disaster management. Typically, adhoc supply networks (SNs) need to be built, in which various actors with different interests collaborate. Although information is sparse and highly uncertain, time for SN design is short, and important strategic decisions (e.g., location of facilities), whose revision requires investing substantial time, effort and resources, must be made promptly. This paper presents an iterative approach for the design of robust SNs that combines (i) an optimisation model to identify promising alternatives to be analysed in detail, (ii) a scenario-based approach to analyse the weaknesses of these alternatives and generate alternative solutions for comparison and benchmarking, and (iii) a decision support module for detailed comparisons and consensus building. By following the iterative approach, successively robust SNs are created to enable effective and efficient disaster response. We illustrate our approach by an example from the Haiti 2010 earthquake.

Abstract: In addition to their normal task of supporting community participation, engagement, and improved information access, information technology-based public service systems are also essential for maintaining critical services and providing effective communication with citizens before, during, and after emergencies. This study focuses on the impacts of disaster events on the operational performance of such service systems and discusses opportunities for managing service efficiency by rearranging and reallocating resources during emergencies. To the best of our knowledge, this is the first attempt to provide a practical method for improving the relative efficiency of public service systems in such a context. We suggest a Data Envelopment Analysis (DEA) approach for quantifying the relative efficiencies associated with service requests from an input-output-based standpoint, and discuss the Orange County (Florida) 311 non-emergency service system, in the context of the COVID-19 pandemic, as an example of how such operational efficiency can be managed during a disruption.

Abstract: Mass casualty incidents (MCI) are highly dynamic situations in which limited available resources need to be quickly and efficiently allocated. In this paper, we suggest considerable extensions to an allocation method that we presented in earlier work. The extensions address two major challenges: First, the need to balance real-world resource usage and second, the need to adapt to changing situations. Abstract: Methodical approaches used in the computational model “PROLOG” are given in the paper. This model is intended for assessing radiological situations and an efficiency of counter measures after short term radioactive releases. Basic local Gaussian dispersion algorithm is supplemented with modules for assessing a plume rise, dry deposition velocities, effect of buildings and complex terrain, etc. The modules provide a compromise between simplicity, shortage of initial data and adequacy of the model in case of real accident. Approaches to assess the dose and countermeasure efficiency are presented as well. Plume rise, complex terrain and contaminant polydispersity modeling approaches were tested on the basis of comparison of calculation and experimental results for dose rate and Co-60 surface contamination measured after the Chazhma bay accident in 1985. © 2012 ISCRAM.

Abstract: As modern cities expand rapidly, the loss of emergency has been more serious. To reduce or even avoid losses caused by disasters, using emergency maps to collect, aggregate, analyze, and communicate information is a prerequisite for efficient response. In this paper, we analyzed the impact factors of information transfer efficiency, and constructed the communication model provided by Emergency Map. By comparing the difference with case deduction between the traditional communication mode in emergency response and the new communication mode based on Emergency Map, which is called Group Communication Mode. We proved the Group Communication Mode had the advantages to improve information transfer efficiency in emergency response. Emergency Map can be an effective tool for the timely transfer of information among departments, which put forward a novel communication mode in emergency decision-making process.
