Abstract: Recent years have witnessed multiple international protest movements which have purportedly been greatly affected by the use of Twitter, a micro-blogging platform. Social movement actors in Iran, Moldova, Kyrgyzstan and Thailand are thought to have utilized Twitter to spread information, co-ordinate protest activities, evade government censorship and, in some cases, to spread misinformation. We propose a framework for conceptualizing and analyzing Twitter data related to contentious collective action crises. Our primary research goal is to delineate a framework informed with a social movements lens and to demonstrate the framework by means of Twitter usage data related to the Thailand protests of 2010. Our proposed framework concerns itself with two aspects of protest activities and Twitter usage, namely, analyzing the content and structure of messages and our construct of Twitter protest waves.

Abstract: The possibility of crowdsourced information, multi-geographical and multi-organisational information flows during emergencies and crises provided by web 2.0 tools are providing emergency management centres with new communication challenges and opportunities. Building on the existing emergency management and social media literature, this article explores how institutions are using and adopting social media for emergency communication. By examining the drivers and barriers of social media adoption in two European governmental agencies dealing with emergencies, the paper aims to establish a framework to examine whether and how institutional resilience could be improved.

Abstract: As a country which frequently suffers from natural disasters, especially earthquakes, China has implemented its own disaster management system to respond to them. The Chinese government gained practical experiences on how to respond to severe earthquakes after the 2008 Wenchuan Earthquake and 2010 Yushu Earthquake. Although China has done a lot to improve its response operations, challenges remain. This paper analyses what these challenges are by using the Sphere Standard as a benchmark to measure the Chinese response operations. The Sphere project was launched in 1997 by Non-Government Organizations (NGOs), the International Federation of Red Cross and Red Crescent Societies. It framed a Humanitarian Charter and established the Minimum Standards for response which emphasize meeting the urgent survival needs of people in the affected regions, while asserting their basic human right to a life with dignity. Based on this analysis, suggestions are provided to improve China's earthquake response operations.

Abstract: In case of emergencies (e.g., earthquakes, flooding), rapid responses are needed in order to address victims' requests for help. Social media used around crises involves self-organizing behavior that can produce accurate results, often in advance of official communications. This allows affected population to send tweets or text messages, and hence, make them heard. The ability to classify tweets and text messages automatically, together with the ability to deliver the relevant information to the appropriate personnel are essential for enabling the personnel to timely and efficiently work to address the most urgent needs, and to understand the emergency situation better. In this study, we developed a reusable information technology infrastructure, called Enhanced Messaging for the Emergency Response Sector (EMERSE), which classifies and aggregates tweets and text messages about the Haiti disaster relief so that non-governmental organizations, relief workers, people in Haiti, and their friends and families can easily access them.

Abstract: In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution.

Abstract: Although Y2K was neither an accident nor an unanticipated challenge, the millennium debugging represented a watershed event for crisis response and management, and the range of effects remains relevant in 2004. Not only information systems professionals, but also leaders and professionals in every application area saw computer systems as subsystems of their areas of responsibility and accountability. The acknowledged dependence of government, healthcare, utilities, transportation, services, and communications on reliable information systems widened the circle of stakeholders for crisis prevention, response, and management. Emergency preparedness and broad systems approaches to disaster and contingency planning were enhanced by the ubiquitous multi-year Y2K effort. The author emphasizes the investments, learning, leadership, and commitment in information systems control that occurred as part of the prevention stage of crisis management as a result of Y2K. The simultaneity, high stakes, and ubiquity of the millennium crisis permanently altered the circle of players with vested interests in and responsibility for information systems control. Abstract: The Flemish Institute for Technological Research (Vito) in Belgium has initiated in 2000 the PEGASUS (Policy support for European Governments by Acquisition of information from Satellite and UAV-borne Sensors) project which envisages the development of a solar powered UAV (Unmanned Aerial Vehicle) containing several types of instruments for remote sensing and flying at an altitude of about 20 km. The aircraft can be deployed rapidly in crisis situations and provide disaster managers with ~1 m resolution images (or better if required) of the affected area. High quality data shall be received in less than half an hour from a mobile ground station that is in direct contact with the UAV, which can operate as long as requested by the user. The PEGASUS HALE-UAV is a flexible and cost-effective tool that will allow officials and local authorities to dispose quickly over relevant geographical information in an emergency situation. The first demonstration flight of the PEGASUS HALE-UAV shall take place in the summer of 2005 over Flanders.

Abstract: Building community resilience to natural disasters represents a major policy priority for the United States as hazards impact vulnerable urban regions with increasing frequency and severity. Applying network analysis techniques, we examine the dynamics of emergency response to Superstorm Sandy, which struck the United States east coast in late October 2012 and caused over $72 billion in damages. Drawing on a variety of data sources and analytical techniques, we document the storm's impact on a system of interacting private, public, and nonprofit organizations. We find that the storm's response network exhibited clear patterns of information gaps and flows among different types of organizations. Our findings suggest a general lack of communication between government agencies and businesses, an area of potential improvement in future regional-scale emergency response systems.

Abstract: Achieving interoperable communication across governmental agencies and jurisdictions remains a challenge and is simply taking time to implement. Initiatives to support agency interoperability continue. However, community responders remain in need of two-way device quick response tactics. SMS text-messaging is one viable interoperable communication technology that provides a bottom-up approach while offering benefits for everyday use. This research in progress studies the use of a web-based SMS text-message training application, designed to simulate two-way SMS text-message exchange. Speech Act Theory and the Theory of Planned Behavior are leveraged to carefully measure SMS text-message exchange. The overarching crisis scenario takes the role of the local community responder. Initial qualitative pilot results are presented and discussed, including next steps for this ongoing research.

Abstract: This paper provides a brief history of recent activity fostered by the U.S. National Science Foundation (NSF) that has lead to ongoing discussion, investigation, analysis and community building around an area being called “Humanitarian Service Science and Engineering” (HSS&E). HSS&E is an extension of market-based “service science” into humanitarian and government service areas where there is a less clear and more complex “customer/provider” relationship; where criteria for optimization extend beyond single, relatively straightforward criteria such as efficiency or cost to include numerous, often competing goals involving complex areas such as politics, social justice and values; and where fundamental infrastructure such as power, transportation and communication cannot be assumed. HSS&E explores the applicability of existing modeling methodologies to this expanded, more complex environment of service science and engineering, and in doing so has identified the need for an integration of qualitative and quantitative methodologies beyond that which currently exists.

Abstract: Security of network assets is a high priority with little traditional return on investment. Increasingly, cyber attacks are being used by both terrorist and unfriendly government organizations. The HACKING Game, a Cross Impact Analysis planning tool, can be used to plan security resource allocation in computer networks. Cross Impact Analysis provides a mathematical basis to determine the interrelationships of one event with a set of other events. Output from the HACKING Game's Cross Impact Analysis model can be used to help justify security expenditures, with an added benefit of being a training tool for employees learning to protect networks. This paper presents details of the Hacking Game's design and its capabilities. Cross impact modeling can be used to develop games for any situation characterized by a set of offense and defense events to produce an individual or collaborative model for such things as natural and man-made disasters.

Abstract: The Interstate Chemical Terrorism Workgroup (ICTW) was formed in 2002 and currently includes members from nearly all states and Washington, DC, as well as representation from a number of non-governmental organizations. In addition to offering monthly conference call/presentations, the ICTW partnered with the Centers for Disease Control and Prevention (CDC) in 2003 to host a workshop to address basic elements of risk communication needs in a chemical event. The primary goal of the workshop was to develop a list of core competencies and benchmarks as well as a series of fact sheet templates destined for the general public and press, health care providers, public health department and/or officials, and first response and emergency workers (Lee et al., 2006). Key findings of the 2003 workshop, along with other work being done by CDC, academia and the states, underscore the importance of public health agencies in providing risk communication services during (and particularly after) chemical emergencies, whether intentional or not. Tools developed by the ICTW have been used and/or consulted by many groups involved in public health preparedness. This case study will examine the efforts of Michigan to implement these tools to reduce information overload in an emergency.

Abstract: The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.

Abstract: Correct information is a vital resource during disasters. Without adequate information, response actions may be ineffective. What is the source of information of emergency management systems? Besides that originated from sensors, the emergency team and the public in general, a very relevant source is government data, such as demographic and geographic data, road maps, etc. The heterogeneity of information formats is a well-known problem that affects organizations and communities that want to access public data. Today, most public agencies provide access to their data, but the great majority is unreadable by automated mechanisms. Besides, most of them do not provide a dictionary meaning for the published content. A solution to this problem is of particular importance to emergency response organizations that need access to all information available to better respond to disasters and crisis. The linked open data (LOD) initiative allows the interconnection of data, using standards in the context of the semantic web approach. In ideal conditions, government agencies publish their public data, thus allowing the use of automated data concerned consumers, whether they are other government agencies or citizens. Efforts aimed to link government data are growing in several countries around the world. This talk presents the LOD concepts and describes an architecture that uses LOD in the design of an Emergency Management System. It describes a scheme for collecting available data from government agencies, such as departments of health, transport, works, that can supply information needs during an emergency response operation.

Abstract: Increasing market volatility and disruptions imply risks for companies and governments and have become therefore focus topics. Adequate tools to identify, assess and manage future developments are key to survive in a turbulent environment. In our paper, we present the systematic development process of an innovative, web-based foresight platform, which is a joint research project funded by the German Federal Government and aims to improve the robustness in decision making by collaborative foresight. Its four interlinked applications have the purpose to enable their users a collaborative generation, discussion, evaluation and development of future-oriented knowledge. Thereby, a special emphasis is on the relevance and the timeliness of the provided information. Within the multi-stage requirement analysis of the tool platform we analyzed existing concepts in order to identify strengths and weaknesses and conducted brainstorming sessions and interviews with professionals of 130 companies and organizations to account for different backgrounds, perspectives and intentions. © 2012 ISCRAM.

Abstract: This paper describes the development of a public emergency messaging system in Western Australia. A set of design criteria were identified by a review of relevant published literature, a survey of current practice in Australia, and consultation with local stakeholders. The system should support: Multiple Recipients, Multiple Channels, Multiple Hazards, Multiple Stakeholders, Multiple Senders, Multiple Platforms, and Write Once Message Composition. A prototype system was built according to these design criteria, based on the Common Alerting Protocol version 1.0. The design was validated in trials simulating messages sent during a tropical cyclone and a bushfire. A total of 56 trial participants from identified stakeholder groups were surveyed with regard to their experience of the prototype system. Overall, the prototype system functioned successfully and participants reported high levels of satisfaction. The paper describes this research project and the initial stages of the subsequent development of a production system, called APECS.

Abstract: Several nations have signaled their intent to phase out petroleum-based engines for passenger vehicles and promote a transition to battery electric vehicles (BEVs). While researchers have established the long-term environmental benefits of BEVs, there are critical considerations for policymakers in areas prone to natural disasters. This research intends to develop a geospatial-based model to explore and simulate the evacuation of BEVs during a disaster. This work-in-progress (WiPe) paper examines the variables essential to creating an effective hurricane simulation. The final simulation model is intended to allow for the evaluation of BEV policy options under a variety of scenarios. We describe the considerations made during the development of this geospatial agent-based simulation under various hurricane parameters. Finally, we mention the expected benefits of our work and hint at possible policy directions.

Abstract: Information delivery and sharing are vital for survival during and following a disaster. Information and communication technology (ICT) is supposed to support these processes effectively. To promote information delivery and sharing, the primary actors in charge of conducting a disaster relief operation at all levels of government have invested in developing a supposedly disaster-proof communication channel to be used exclusively when catastrophes hit. In 2011, the biggest earthquake on record hit Japan. ICT services were suspended because of a huge tsunami. This made it impossible for officials to respond as per the existing disaster management plan. The plan turned out not to be useful in response to such an unexpected event. This paper shows how municipal governments responded to the disaster and leads us to propose that unpredictable, large-scale disasters need communication systems that are founded in familiar contexts rather than technological complexity.

Abstract: While the development of risk modelling has focussed on improving model accuracy and modeller expertise, less consideration has been given to understanding how risk models are perceived and used by the end-user. In this think-piece, we explore how risk modelling is perceived and used by three different end-user functions for natural hazard risk management in New Zealand local government: policy-making, land-use planning, and emergency management. We find that risk modelling is: valued and used by policy-makers; less valued within land-use planning and not as widely used; and valued within emergency planning but not as widely used. We offer our thoughts as to why this is the case with reference to focus groups and qualitative interviews held with local government natural hazard risk end-users across the Wellington, Hawke's Bay and Gisborne regions of New Zealand. We conclude with recommendations for how risk modelling can be further developed to increase community resilience.

Abstract: This paper explores the use of knowledge management with emergency information systems. Two knowledge management systems that were utilized during Hurricane Katrina response are described and analyzed. The systems specified were developed by both federal agencies as well as grass root efforts without the support or mandate of government programs. These programs, although developed independently, were able to share data and interact in life saving capacities, transcending traditional geo-political boundaries. We conclude that emergency information systems are enhanced by incorporating knowledge management tools and concepts.

Abstract: The institutions that make up the Costa Rican Risk Management System are in charge of implementing the National Policy on Risk Management. It is necessary to highlight the scope of each institution regarding such implementation. This paper presents the proposal for a monitoring and follow up model. The monitoring to be implemented must process and provide precise information for decision making. This work presents the conceptual and methodological aspects for the aforementioned monitoring system.

Abstract: We survey several emergency management related data structures and portals designed or adopted by standard bodies such as Organization for the Advancement of Structured Information Standards (OASIS) and Institute of Electrical and Electronics Engineers (IEEE), as well as standards designed or adopted by government agencies in the US and in the UK. The survey is by no means an exhaustive list of such standards and portals, but it gives a fair representation of the current state of affairs and resources to practitioners and researchers alike.
