Abstract: There is significant gap in the literature and past research on Knowledge Management Systems (KMS) in the domain of disasters. This PhD research work is an action research to design and implement a web-based knowledge management system that aims to fill this theoretical gap in KMS for disasters and to improve the disaster planning and response efforts within an institutional context. The diagnostic stage results imply that the organisation can benefit from the implementation of an information system to support its disaster planning and response efforts. Current scenario at the State Crisis and Security Council (SCSC) in Malaysia revealed some real challenges pertaining to communication, coordination and knowledge processes between SCSC and its district level officers (DO). The proposition of this research is that a well-defined knowledge management system can successfully support disaster planning and response effort in organizations.

Abstract: Computer-based knowledge management systems are vital for disaster detection, response planning, and management. These systems aid in early warning, and provide decision support for disaster response and recovery management. Managing past knowledge for reuse can expedite the process of disaster response and recovery management. While early warning systems predict some disasters with remarkable accuracy, there is a paucity of knowledge management systems for disaster response and management. This paper outlines a case-based reasoning (CBR) knowledge management system that in effect, is a model of human reasoning since it is based upon the idea that people frequently rely on previous problem-solving experiences when solving new problems. A CBR knowledge management system results in efficient and effective disaster response and management.

Abstract: When emergency situations cross borders, or when newly formed groups need to work together, decision making can suffer from threat rigidity and pertinent information can be bypassed. We describe a Dynamic Delphi system under development that can create and sustain a group “voice” for an emergency response Community of Practice (CoP). We further describe its intended use for a CoP consisting of local, state and federal government responders, civilian emergency response teams (CERT), and volunteers. Community members can brainstorm, explore ideas, debate and vote iteratively to best reflect the group's opinion at any moment in time. Ongoing studies demonstrate that an online system implementing Dynamic Delphi characteristics along with Thurstone's Law of Comparative Judgment will prove conducive for building a repertoire of ideas, rules, policies or any other aspect of the community's 'voice', in such a way that the individual voices are juxtaposed in harmony to create a single song.

Abstract: As crisis are complex systems, providing an accurate response to an ongoing crisis is not possible without ensuring situational awareness. The ongoing works around knowledge management and ontologies provide relevant and machine readable structures towards situational awareness and context understanding. Many metamodels, that can be derived into ontologies, supporting the collect and organization of crucial information for Decision Support Systems have been designed and are now used on specific cases. The next challenge into crisis management is to provide tools that can process an automated population of these metamodels/ontologies. The aim of this paper is to present a strategy to extract concept-instance relations in order to feed crisis management ontologies. The presented system is based on a previously proposed generic metamodel for information extraction and is applied in this paper to three different case studies representing three different crisis namely Ebola sanitarian crisis, Fukushima nuclear crisis and Hurricane Katrina natural disaster.
