Abstract: The tunnel operator monitors and regulates the flow of traffic inside a tunnel, and takes actions in case an incident occurs. TNO has developed a training simulator that enables the operator to train incident situations. We are currently improving the simulator by developing intelligent agents that support a qualified operator, who trains himself, without the presence of a human instructor. This paper provides an overview of research activities in this project. In particular, it describes two types of educational agents, the authoritative instructor agent and the non-authoritative companion agent.

Abstract: Crises always impose a difficult compromise between safety and liberty, and the COVID-19 pandemic is no different. Governments have enforced various sanitary restrictions to reduce virus spread. With the help of Artificial Intelligence (AI), the scale of surveillance has risen to unprecedented levels. However, these technologies entail many risks, from potential errors or biases, to their extended enforcement beyond the duration of the initial crisis. Citizens should be aware that these technologies are not infallible, and measure the consequences of errors, so as to make informed decisions about what they want to accept, and for how long. To this aim, we have designed a serious game in the form of a municipal debate between citizens of a virtual town. Some first test sessions helped us improve the game design, and provided proof of the interest of this game to trigger debates and raise awareness.

Abstract: Currently, the city of Rio de Janeiro is is in total evidence, hosting important events such as the Pope's Francis' visit in 2013, the World Cup in 2014 and the Olympic Games in 2016. In order to make the population aware, of some environmental problems this article was produced to analyze what factors people consider dangerous. In 2011, Rio de Janeiro went through difficult times, caused by one of the biggest floods seen in the city which ended up partly destroying cities of the state's the mountain region. Kids from aged 10 to 13 years from a high school in Rio were invited to participate in a study and they had to answer questionnaires before and after playing the game. From the results obtained, we analyzed how the game “Stop Disasters” developed by the by the UN can help create awareness and learning on how to behave in flooding situations at an accelerated rate.

Abstract: This review addresses current educational and research efforts in disaster medical education (DME) in the United States. Since the events of 9/11, DME has received greater attention. However substantial problems remain in terms of ensuring that large numbers of medical students and residents are exposed to high quality DME – not only Emergency Medicine residents. Barriers to widespread adoption of DME include lack of performance metrics, disagreement task areas, and lack of emphasis on physician leadership. Further, such efforts must ensure retention of key information over periods that are disaster free; utilize objective training metrics that will allow for an evidence base to form; and develop low cost, scalable training approaches that offer greater fidelity to the disaster environment than classroom based instruction. To improve the state of the art, we argue that DME research must move toward a translational science model that integrates important advances in basic information science into application that improve the clinical performance of frontline medical staff who are called on to respond to individual and community needs in the aftermath of disaster. Mid-fidelity, team-in-the-loop simulations developed for disaster manager training may provide an avenue toward improved DME by exposing medical students to scenarios that fundamentally challenge their assumptions in real-time game play. This can be accomplished with lower costs and greater scalability than live exercise or mock-up training approaches. © 2012 ISCRAM.

Abstract: Information Systems (IS) increasingly are used in Emergency Management (EM), so it is prudent to include IS study in EM education. This paper presents the results of analyzing the responses to a survey that proposed potential courses for programs at the master's level. The survey was completed by 373 practitioners, academics and/or researchers with EM experience. All proposed courses were rated above 4 on a 7-point scale for how essential they are to the curriculum. However, there were disagreements. Qualitative analysis of volunteered comments indicate that some low ratings were due to disagreement with the content of the course as described, or with the need for an entire course to cover the topic. An unexpected finding was that a substantial number of respondents spontaneously expressed opposition to the use of IS for EM in general. The findings are discussed and a preliminary curriculum is proposed.

Abstract: The Interactive Media Laboratory at Dartmouth Medical School produces computer games and multimedia programs for public health preparedness. With Department of Homeland Security funding, the IML is developing the Virtual Terrorism Response Academy, which uses game technology to prepare first responders for rescue efforts in which hazardous materials may be involved. This paper looks at the history of the “Virtual Clinic” concept and the original rationale for creating what Max Boisot calls “epistemology space.” It also offers an account of the VRTA designers' responses to potential criticism from learning specialists in game studies who object that the game is too didactic and discourages trial-and-error by restraining the learner in the narrative conceit of a “simulation of a simulation.”.

Abstract: Emergency situations are unavoidable. This paper presents the functions inherent in a prototype system that was developed in Malaysia for emergency management. The prototype is potentially useful in Selangor, a state in Malaysia that is prone to natural disasters such as flash floods and landslides. The paper is presented as a report of our on-going project in Malaysia and the intended future work regarding web-based emergency management systems in Malaysia. This prototype development is funded by the Ministry of Education in Malaysia and supported by the National Security Council of Malaysia (Majilis Keselamatan Negara, MKN).

Abstract: The main focus of the preparing electronic portal “eSEC – Competency Based e-portal of Security and Safety Engineering” – eSEC-portal, is to establish web system, which would be new tool in process of learning for students and professionals in fields focusing on security studies, safety studies and crisis management. eSEC-portal aims on preparing connections among students, teachers, professionals and experts. This interface will bring qualitative improvement for learning process of students and we suppose more activities from them in professional and scientific work. Students will have possibility to compare actual questions and problems on other institutions, in scientific and professional environment. Teachers will be able to get feedback from professionals, colleagues and students. Through the e-portal will increase the employability of the e-portal users by directly linking competencies required by employers with competencies which are available for students on the e-portal and which are not a part of the educational system.

Abstract: This article describes progress within a project approved by The Education, Audiovisual and Culture Executive Agency (EACEA) in period from 10/2009 until 10/2012. The EACEA is responsible for the management of certain parts of the EU's programmes in the fields of education, culture and audiovisual. The idea of the eSEC project originated from the social requirement to increase the quality of education in the field of Security. The fault of the current educational systems is common detachment of the taught theory form the real practical requirements. That is the reason why it is necessary to focus more on the way in which the participants of education process can be prepared for the challenges which emerges from the labor market, which competencies are required and how it would be possible to link the educational systems of various institutions most efficiently. Therefore, the aim of our project eSEC is to develop and increase the competencies of students, pedagogues and research personnel working in the field of security, but even the expert public within the EU and the world. Abstract: In this paper we present a novel approach to reduce information proliferation and aid better information structure by automatically generating extraction of abbreviation for emergency management websites. 5.7 Giga Byte web data from 624 emergency management related web sites is collected and a list of acronyms is automatically generated by proposed system (AbbrevExtractor). Being the first attempt of applying abbreviation extraction to the field, this work is expected to provide comprehensive and timely information for emergency management communities in emergency preparedness, training and education. Future work is likely to involve more data collection and intelligent text analysis for dynamically maintaining and updating the list of acronyms and abbreviations.

Abstract: Computer games have proved to be a valuable educational resource in many different areas from medicine to military training as well as specific training in emergency responses. Their motivational benefits also make them particularly suitable for training children. However, in order to enjoy the benefits that the use of computer games may report, it is necessary that the games resemble those which children play for fun, and that it offers an appropriate balance between its educational and entertainment purposes. In this paper we present an educational game called “Safety Villages” of the mini-game genre which aims to help raise children's awareness of emergencies and domestic risks. The design and implementation of the game has been carried out following strategies and integrating components usually present in games for entertainment. A preliminary evaluation of the game has shown a positive response in children, indicating that they can both learn and enjoy themselves while playing the game. © 2012 ISCRAM.

Abstract: Despite the undeniable value of computer games as educational resources for teaching children, its actual application in educational processes is hampered due the complexity of their design and the high cost of developing them. In order to foster their adoption for emergency training, we propose a model for describing the different elements of an educational game for this domain. The model might serve to support the game designing process as well as a communication tool between educators and game designers. This way, the educator can specify the requirements of the educational experience he aims to construct, and based on that information the game designer can propose a set of possible configurations of the game elements that can help to attain the specified objectives.
