  Abstract The project CIM, started in 2003, addresses the problem of automated support for incident management. In this paper some intermediate results are shown, especially on automated support of analysis of errors in traces of incident management. For such traces it can be checked automatically which dynamic properties hold or fail. The potential of the approach is shown in the formal analysis of a given empirical trace. The approach can also be applied in conjunction with simulation experiments. © Proceedings ISCRAM 2004.

  Abstract The Automated Remote Triage and Emergency Management Information System (ARTEMIS) project seeks to provide situational awareness to all level of commands in order to increase patient survival rate during emergencies. By moving the burden of triage off of the medic and into an automated system, more time will be able to be spent on casualty care rather than assessment. Continual monitoring of responders and casualties will alert medics of critical changes in a patient's health that might normally have gone undetected after a patient is initially triaged. ARTEMIS employs a network of embedded sensors worn by responders and casualties to gather the data required for greater situational awareness and to relay the data back to appropriate levels of command both on the field and in remote locations.

  Abstract This paper presents an intelligent system facilitating better-informed decision making under severe uncertainty as found in emergency management. The construction of decision-relevant scenarios, being coherent and plausible descriptions of a situation and its future development, is used as a rationale for collecting, organizing, filtering and processing information for decision making. The development of scenarios is geared to assessing decision alternatives, thus avoiding time-consuming analysis and processing of irrelevant information. The scenarios are constructed in a distributed setting allowing for a flexible adaptation of reasoning (principles and processes) to the problem at hand and the information available. This approach ensures that each decision can be founded on a coherent set of scenarios, which was constructed using the best expertise available within a limited timeframe. Our theoretical framework is demonstrated in a distributed decision support system by orchestrating both automated systems and human experts into workflows tailored to each specific problem.

  Abstract In the past a lot of researchers have defined criteria to determine information quality. Various criteria and dimensions have been identified and examined in different contexts. But very few of them focused on information quality in the context of complex situations, especially in the domain of crisis management. These complex situations demand for an extensive level of information as a basis to the difficult decisions an officer-in-charge has to make. Therefore, if we want to support the decision-making of the leading officers through an at least semi-automated process, we need first of all to find a set of criteria to assess the information quality considering the special requirements of such complex situations. In this paper we describe our approach of defining a criteria set by identifying the characteristics of complex situations, then we analyze existing models of information quality and map their aggregated criteria to the identified characteristics and finally first results of interviews to evaluate the set through the involvement of domain experts are presented.

  Abstract We developed an intelligent information visualization tool to enable public health officials to detect healthrelated trends in any geographic area of interest, based on Twitter data. Monitoring emergent events such as natural disasters, disease outbreaks, and terrorism is vital for protecting public health. Our goal is to support situation awareness (SA) for personnel responsible for early detection and response to public health threats. To achieve this goal, our application identifies the most frequently tweeted illnesses in a ranked chart and map for a selected geographic area. Automated processes mine and filter health-related tweets, visualize changes in rankings over time, and present other keywords frequently associated with each illness. User-centered visualization techniques of monitoring, inspecting, exploring, comparing and forecasting supports all the three stages of SA. An evaluation conducted with experts in health-related domains provided significant insights about awareness of localized health trends and their practical use in their daily work.

  Abstract Many services provide weather forecasts, including severe weather alerts for the marine. It proves that many ships neglect the warnings because they expect to be able to handle the bad weather conditions. In order to identify possible unsafe situations the Coast Guard needs to observe marine vessel traffic 24 hours, 7 days a week. In this paper we propose a system that is able to support the Coast Guard. Ships can be localized and tracked individually using the Automatic Identification System (AIS). We present a system which is able to send a personal alert to ships expected to be in danger now or the near future. Ships will be monitored in the dangerous hours and routed to safe areas in the shortest time. The system is based on AIS data, probabilistic reasoning and expertise from the Coast Guard. A first prototype will be presented for open waters around the Netherlands.
