Abstract This paper describes the development of a framework targeted to technology providers to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory (PNNL) researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are presently examining relationships and dependencies within the framework. We anticipate that a thorough understanding of these gaps and dependencies will allow for a more informed approach to prioritizing research, developing tools, and applying technology to enhance performance in the EM community.

Abstract Situation Awareness (SA) has been recognized and studied as an important requirement for an effective task performance of first responders. The integration of increasingly advanced sensor, network and artificial intelligence technology into the work processes affects the building, maintenance and sharing of SA. Connecting SA to decision support models provides new possibilities for the development of actionable SA (aSA), entailing information that guides the momentary decision-making processes of the concerning actors. In the European ASSISTANCE project, we are developing an aSA module that displays information about gas distributions, its current and predicted future states (e.g., entailing risks of breathing-in of toxic gases), with references to effective decision-making patterns for this situation. The aSA model is continuously updated based on sensor data. This paper gives an overview of this aSA module for chemical hazard prediction and corresponding display, and presents initial team design patterns that will be integrated into this display to support its actionability.

Abstract Large crisis scenarios involve several actors, acting at the blunt-end of the process, such as rescue team directors, and at the sharp-end, such as firefighters. All of them have different perspectives on the crisis situation, which could be either coherent, alternative or complementary. This heterogeneity of perceptions hinders situational awareness, which is defined as the achievement of an overall picture on the above-mentioned crisis situation. We define knowledge fusion as the process of integrating multiple knowledge entities to produce actionable knowledge, which is consistent, accurate, and useful for the purpose of the analysis. Hence, we present a conceptual modelling approach to gather and integrate knowledge related to large crisis scenarios from locally-distributed sources that can make it actionable. The approach builds on the WAx framework for cyber-socio-technical systems and aims at classifying and coping with the different knowledge entities generated by the involved operators. The conceptual outcomes of the approach are then discussed in terms of open research challenges for knowledge fusion in crisis scenarios.

Abstract One of the key assumptions in Endsley's three-level Situation Awareness (SA) model is the critical role of mental models in the development and maintenance of SA. We explored a prescriptive way of modeling this essential mental process of the fire incident commanders' fire ground assessment. The modeling was drawn from the Fast and Frugal Heuristics (FFHs) program, given the strong parallels between its contentions on ecological rationality and the environment demanding of the emergency response context. This paper addresses a number of issues being encountered in the attempt of our empirical investigation.

Abstract In this paper, we propose the use of an ontology-based and semantic technologies approach to improving shared situation awareness amongst teams dealing with emergency situations. We have also identified that shared and team situation awareness tends to be viewed only in terms of cooperative task completion and so we have tried to describe their important relationship with team decision making. The applicability of our approaches is demonstrated by a case study of mass evacuation in the case of a tsunami event. We show how ontology can be used to represent context-based situations and how the axioms and rules can improve team situation awareness.

Abstract We have been using exploratory modeling to forecast multiple plausible outcomes for a set of decision options situated in the emergency response domain. Results were displayed as a set of box-plots illustrating outcome frequencies distributed across an evaluative dimension (e.g., cost, score, or utility). Our previous research showed that such displays provide what we termed “option awareness” – an ability to determine robust options that will have good outcomes across the broadest number of plausible futures. This paper describes an investigation into extending this approach to collaborative decision making by providing a visualization of both collaborative and individual decision spaces. We believe that providing such visualizations will be particularly important when each individuals decision space does not account for the synergy that may emerge from collaboration. We describe how providing collaborative decision spaces improves the robustness of joint decisions and engenders high confidence in these decisions.

Abstract This paper presents findings from a design-oriented study focusing on emergency response work. Abstract We consider the problem of providing situational awareness when citizens in a disaster are willing to contribute their own devices, such as laptops and smart phones, to gather data (text, images, audio or video) and to help forward data gathered by others. A situational awareness service processes all received data and creates annotated maps to visualize a disaster site (e.g., the status of the disaster, such as fires or floods, the location of people, food, or water). We discuss the challenges imposed on such an application when 1) the communications infrastructure in the disaster area can only provide intermittent connectivity, 2) anxious victims generate large amounts of redundant content congesting the network, and 3) the sharing of personal devices creates security and privacy threats. We present an architecture that addresses the requirements to support such a service.

Abstract Human-centered sensing (HCS) is an emerging research field that leverages mobile devices carried by people to collect useful information in support of myriad analytic activities. In this paper, we explore ways in which HCS can be applied to support a variety of analytic campaigns in the context of crisis response and management (CRM). We first summarize the concept of HCS and then investigate the potential advantages of complementing traditional sensing platforms and analytic tasks with an HCS system. By recognizing the potentials of HCS, we offer a scheme for classifying HCS systems and envision three application scenarios of HCS in CRM as well as a general architecture of HCS systems.

Abstract This work aims to propose the RealTSL methodology to empower collaborative robotic systems with self-safety awareness capability and address the methodology's limitation in determining time ranges for the unsafe system state transitions, which are inputs of the methodology. The COBOT system used in this paper to demonstrate RealTSL is an automated scissor lift robot to be used by first responders for “work at height,” simulated in Simulink™. The demonstration begins by 1) applying STPA to the system, 2) applying Early Warning Sign Analysis based on STAMP (EWaSAP), 3) creating an acyclic diagram that depicts system state transitions towards unsafe states, 4) incorporating the appropriate sensory equipment in the simulation, 5) simulating the system's operation for different scenarios using fault injection and finally 6) use information from the simulations to complete the RealTSL analysis and calculate the safety level of the system in real-time during its simulated operation.

Abstract While there exists a considerable body of literature on the importance of a common operational picture (COP) in multi-agency emergency operations, the COP concept itself still lacks a univocal definition. Despite the lack of consensus regarding the mechanisms underlying the COP, the literature implies a level of consistency in the focus on sharing critical information. Based on interviews with Norwegian emergency management stakeholders, this study investigates common information requirements for emergency management services and presents an example of a framework for structuring the sharing of critical information and building a COP. Termed 'the window report', this framework is used among emergency stakeholders in Norway and Sweden. The study identified eight common information requirement categories for managing extreme weather scenarios. With a focus on common information needs and a process for structured information sharing, future strategic emergency management planning might take a more holistic perspective on cross-sectoral operations than in current practice.

Abstract Managing complex multi-agency emergency operations requires that the key actors have a holistic, correct and dynamic situational awareness (SA) and that the involved actors establish a common operational picture (COP). Establishing SA and COP are key objectives in many multi-agency exercises, however, reported research shows limitations in existing methods and approaches for collecting the data required for evaluating this. By being able to capture near real-time information during different phases of the exercise we will be better positioned to identify what works well and what does not work in the process of establishing SA and COP. Our paper presents an example of real-time data collection using SMS during a multi-agency field exercise. Overall, the results support the idea of this as an effective method for collecting real-time data for analyzing the formation of SA and a COP among actors in emergency management.

Abstract Situational awareness (SA), the ability to perceive, comprehend and predict situation around you and it is a key in attending any incident as critical foundation for successful decision-making. Because incidents are solitary events, development and assessment of SA presents a significant challenge. In this article we analyze the authoring process of twenty-two scenarios implemented in the XVR on-scene virtual simulation software used to assess rescue incident commanders' (ICs) SA. To allow the scenarios to be used by different assessors, the Collaborative Authoring Process Model for Virtual Simulation Scenarios (CAPM) was developed. In Estonia, 473 assessments were recorded in Effective Command database and analysed by all three levels of SA as recommended by Endsley (2000). Introduction of CAPM resulted in scenarios being re-used by different assessors for authentic SA measuring. In the last sections of this article, we introduce our suggestions to improve virtual scenario design and SA research.

Abstract Crisis response is an information intensive process, which produces or consumes large quantities of information from different relief organizations. Although personalized information retrieval and access has been realized as an efficient means to accelerate information acquisitions, most IT enabled applications in the fields can only provide uniform information to all the involved relief organizations. The traditional centralized design principle dominantly used to address the inter-organizational information accesses over boundaries is no longer feasible due to its lack of flexibility and adaptability to deal with dynamically changing information needs caused by the unpredictable nature of the crises. In this paper we present our ongoing research regarding a plug and play service architecture for personalized, situation aware information retrieval and access services, which offers a new way of thinking about the retrieval of personalized information in the context of crisis response.

Abstract Real-world crises are not prescriptive and may contain unexpected events, described here as startle points. Including these events in emergency training simulator scenarios is crucial in order to prepare for startle points that may arise in the real world. Startle points occur when individuals who assess and monitor emergency scenarios, are suddenly faced with an unexpected event, and are unsure how to proceed. This paper offers a non-empirical framework that explores how cues generated by startle points affect decision making. Future research will use the framework to explore how experts and novices experience, and then adapt to startle points, as a function of decision mode, situation awareness, and emotional arousal. The resulting data can then be used to identify cues surrounding startle points and as a consequence, create dynamic scenarios for online training simulators so that individuals can prepare and adapt to them, and transfer acquired skills to real-world emergencies.

Abstract We investigated the value of different media types (Photo, Video, Audio) to support the situational awareness of a Command and Control (C2) officer monitoring three simultaneous military operations. Twenty-one Polish soldiers individually monitored the real-time battlefield information collected by three (virtual, scripted) platoons. Twice during the monitoring task a series of Situation Awareness (SA) probes were presented (Endsley, 1995). At the end of the task, participants were also given a series of meta-SA probes and preference questions. We found that Video supported Level 2 SA (comprehension) better than the other two media types. We also found that participants preferred to receive information in the Photos and Audio clips than in Video. We conclude that if the goal of the C2 team is to better understand the global situation, then providing the persons-in-the-field with video cameras is a valid solution. However, we obtained no evidence to suggest that such an approach supports the ability to predict what may occur in the future (Level 3 SA). © 2012 ISCRAM.

Abstract In crisis management involvement of a large number of organizations is required. Not only the first responders need to take action, but also organizations and entities like civil authorities, public utility and crisis teams are responsible for critical infrastructures as well as the community. A key element for effective collaboration is situation awareness; having a common operational picture. So far research has mainly focused on situation awareness. However, several incidents show that situation awareness alone is not sufficient for reaching effective collaboration among the organizations involved. Collaboration awareness is a second key element. Knowing the needs, goals, expectations, culture, capabilities and procedures of the crisis management partners makes collaboration more effective. In this paper we elaborate our research focusing on what organizations need to know about each other in order to collaborate effectively. Finally, we describe the possible measures for increasing the collaboration awareness. © 2012 ISCRAM.

Abstract The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors.

Abstract This paper describes five problem areas of communication that occur during crisis response. These areas are communication infrastructure, situation awareness, individual and organizational common ground, form and content of messages, and communication paths through organizations. Five focus groups with Swedish field personnel from national and international crises were performed. The main contribution of this article is a hypothesis, based on the outcomes of the focus groups, about the relation between communication problems and how they interact with crisis response work.

Abstract As part of the National Center for Border Security and Immigration (NCBSI) led by the University of Texas at El Paso (UTEP), researchers from the University of Washington, Wayne State University, and UTEP conducted a three-site study of border security operations and the role of command, control and communication (C3) systems in support of those operations. While inevitably bringing some positive capability to the environment, if C3 systems are not consciously aligned with desired practices and decision-making, the implications will not always be for the better. This is especially true of C3 systems in the border security environment because these systems are intimately intertwined with complex and critical workflow and decision-making processes, often in the context of complex and, at times, competing missions.

Abstract This paper describes an effort underway to develop an operational concept and technical implementation for a User Defined Operational Picture (UDOP). The purpose of the UDOP capability is to create, visualize, and share decision-focused views of the operational environment for decision-makers to support accurate situation awareness and timely decision-making. Unlike a traditional Common Operational Picture (COP), a UDOP allows the user to select what information should be included in- or excluded from the data set defining the operational picture at the source. This paper provides an overview of the UDOP capabilities, as well as a description of the initial prototype implementation in an operational setting.

Abstract In France, facilities listed under environment protection regulations are required to draw up emergency plans. During a crisis situation, facing an unexpected event, these plans may be irrelevant. They have to be adapted to the current crisis situation and its observed or anticipated evolutions, using data emitted by the crisis ecosystem. But this adaptation requires lots of effort and is time-consuming. This article aims at presenting an approach to ensure the dynamic adaptation of emergency plans. We propose to identify generic configuration variables (representing interactions of physical phenomena and human factors on the facility) and to feed these configuration variables by collecting and processing data emitted by sensors, social networks, official reports, etc. Therefore, emergency plans could natively integrate agility by their ability to detect and take into account a change in the crisis situation and decision makers will be supported since the early stage of the crisis response.

Abstract Measuring situation awareness (SA) and situation understanding (SU) is an important topic for Command & Control research. Virtual simulations (VS) have been proposed as a suitable method for measuring SA/U, but, there is little research into how to build scenarios for VS so that SA/U can be measured reliably. In this study, we used two different VS scenarios and the Quantitative Analysis of Situation Awareness (QASA) method to measure, and provide feedback on, actual and perceived SA/U. Two VS scenarios were tested in Estonia with 36 trainees. The results of the different scenarios were compared to establish whether the scenario storylines and authoring process resulted in differences in SA or SU. We conclude that reliable assessment results were produced with both authoring processes, and further suggest that the Collaborative Authoring Process Model for Virtual Simulations (CAPM) be used for VS creation.

Abstract For some emergency situations an effective response can be reliant on sensor data (e.g. river level, traffic flow, weather conditions) to provide situation awareness, in order to help authorities make informed decisions. Gathering data in a traditional approach, i.e. using precise physical sensors, is a highly expensive task, involving procurement, installation and maintenance of a number of sensors. As a result, the coverage of sensors is limited and only the regions deemed most important by authorities are monitored. However, regions currently not being monitored can have an urgent need to be sensed depending on emergencies or situations. We present a high-level overview of the Locaware system, which employs a flexible geofencing approach to enable crowdsourcing by requesting citizens and volunteers to help authorities formulate a greater situation awareness of a region under consideration. While the Locaware system is motivated for water monitoring, our approach can be applied in other contexts.
