Abstract Real-world crises are not prescriptive and may contain unexpected events, described here as startle points. Including these events in emergency training simulator scenarios is crucial in order to prepare for startle points that may arise in the real world. Startle points occur when individuals who assess and monitor emergency scenarios, are suddenly faced with an unexpected event, and are unsure how to proceed. This paper offers a non-empirical framework that explores how cues generated by startle points affect decision making. Future research will use the framework to explore how experts and novices experience, and then adapt to startle points, as a function of decision mode, situation awareness, and emotional arousal. The resulting data can then be used to identify cues surrounding startle points and as a consequence, create dynamic scenarios for online training simulators so that individuals can prepare and adapt to them, and transfer acquired skills to real-world emergencies.

Abstract This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives.

Abstract This discussion paper focuses on conceptualizing the ultimate goal in disaster management, i.e. reduction of future risks and impacts and explicitly highlights how actions taken in various phases of integrated disaster risk management influence vulnerability and eventually overall risk characteristics. First, the advancement of the disaster management concept evolving from a cyclic perspective to a spiral view is described and the various stages of disaster management including risk analysis, mitigation, and response are explained. In an attempt to improve and advance disaster risk management, next, the concepts of foresight and prediction are described and its major differences are highlighted. Finally, the basic framework of risk governance is considered for integrating foresight and prediction and thus lifting disaster management to the next level. Active and transparent communication and participation is seen as the key for successfully implementing risk governance.

Abstract This paper describes the development of a framework targeted to technology providers to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory (PNNL) researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are presently examining relationships and dependencies within the framework. We anticipate that a thorough understanding of these gaps and dependencies will allow for a more informed approach to prioritizing research, developing tools, and applying technology to enhance performance in the EM community.

Abstract When a crisis occurs, people from different organizations, on different hierarchical levels have to deal with unexpected situations that require coordinated effort. The goal of this research is to improve multidisciplinary cooperation for crisis management teams. We developed a tool, the Multi-mono guide, which helps team members to share information at the right time, with the right person, in the right way. A pre-test post-test intervention experiment was conducted with 8 professional teams to evaluate the effect of the tool on individual competencies, team situation awareness and process satisfaction. The experimental group was more satisfied with the meetings and about the way they shared information. Participants reported that the Multi-mono guide makes them aware of sharing information. We didn't find significant differences for individual competencies and team situation awareness. This is may be because the teams that participated were very experienced. Participants did find the Multi-mono guide useful for trainees.

Abstract In this paper, we propose the use of an ontology-based and semantic technologies approach to improving shared situation awareness amongst teams dealing with emergency situations. We have also identified that shared and team situation awareness tends to be viewed only in terms of cooperative task completion and so we have tried to describe their important relationship with team decision making. The applicability of our approaches is demonstrated by a case study of mass evacuation in the case of a tsunami event. We show how ontology can be used to represent context-based situations and how the axioms and rules can improve team situation awareness.

Abstract We have been using exploratory modeling to forecast multiple plausible outcomes for a set of decision options situated in the emergency response domain. Results were displayed as a set of box-plots illustrating outcome frequencies distributed across an evaluative dimension (e.g., cost, score, or utility). Our previous research showed that such displays provide what we termed “option awareness” – an ability to determine robust options that will have good outcomes across the broadest number of plausible futures. This paper describes an investigation into extending this approach to collaborative decision making by providing a visualization of both collaborative and individual decision spaces. We believe that providing such visualizations will be particularly important when each individuals decision space does not account for the synergy that may emerge from collaboration. We describe how providing collaborative decision spaces improves the robustness of joint decisions and engenders high confidence in these decisions.

Abstract This paper describes five problem areas of communication that occur during crisis response. These areas are communication infrastructure, situation awareness, individual and organizational common ground, form and content of messages, and communication paths through organizations. Five focus groups with Swedish field personnel from national and international crises were performed. The main contribution of this article is a hypothesis, based on the outcomes of the focus groups, about the relation between communication problems and how they interact with crisis response work.

Abstract As part of the National Center for Border Security and Immigration (NCBSI) led by the University of Texas at El Paso (UTEP), researchers from the University of Washington, Wayne State University, and UTEP conducted a three-site study of border security operations and the role of command, control and communication (C3) systems in support of those operations. While inevitably bringing some positive capability to the environment, if C3 systems are not consciously aligned with desired practices and decision-making, the implications will not always be for the better. This is especially true of C3 systems in the border security environment because these systems are intimately intertwined with complex and critical workflow and decision-making processes, often in the context of complex and, at times, competing missions.

Abstract Despite recent work on information systems, many first responders in the UK Fire and Rescue Services (FRSs) are unable to develop sufficient understanding of the situation to enable them to make good decisions. As a partial requirement of the development of information system for the UK fire and rescue services, a software prototype consisting of a number of human computer interfaces are developed and subsequently evaluated to explore how to present useful information for firefighters during their response operations. This paper exclusively discusses the findings arising from end-user demonstration sessions conducted via participative type of prototype evaluation which is aimed to understand the appropriateness and usefulness of the proposed software prototype. This paper contributes to improve the designing of the human computer interfaces and human computer interaction for supporting fire fighters during fire emergency response.

Abstract Integrating information technology (IT) in crisis management networks is a difficult and long-term endeavor. First responders must establish situational awareness and take decisions under time pressure with incomplete information. Partly, this can be mitigated by adopting more advanced IT, however practice shows that adoption is hampered because of the required change in routines and procedures. We believe that we can moderate a change in routines and stimulate the adoption of technology by introducing a new role: the information manager (IM). This paper presents some results of the first round of field observations. The main conclusion is that the IM is instrumental where it concerns, speeding up the process of establishing situational awareness and improving the information structures. In order to further improve the production of situational awareness we suggest that further research should address the issues of the internalization of process guidelines and enhancing the adaptability of information systems.

Abstract In the near future, first responders may become equipped with mobile devices providing navigation, decision and communication support. Because of the complex and chaotic circumstances in which these devices will be used, the devices should support the creation and maintenance of adequate situation awareness. Extensive testing of such devices for crisis management in real-life is expensive, complex, risky and only possible for specific settings. Therefore, we developed a synthetic task environment that is suited for developing and evaluating new concepts. In this paper, we present the results of the first experiment in this environment. Participants had to rescue victims in a synthetic world, and were supported by a map of the area showing the location and orientation of the participant and the victims. The experiment focused on the effects of map size and user's spatial ability on the quality of the situational awareness that was developed by the first responders. Besides the results of the experiment, experiences with the use of a synthetic environment for evaluation and development purposes are presented.

Abstract Increasing data heterogeneity, fragmentation and volume, coupled with complex connections among specialists in disaster response, mitigation, and recovery situations demand new approaches for information technology to support crisis management. Advances in visual analytics tools show promise to support time-sensitive collaboration, analytical reasoning, problem solving and decision making for crisis management. Furthermore, as all crises have geospatial components, crisis management tools need to include geospatial data representation and support for geographic contextualization of location-specific decision-making throughout the crisis. This paper provides an introduction to and description of Geovisual Analytics applied to crisis management activity. The goal of Geovisual Analytics in this context is to support situational awareness, problem solving, and decision making using highly interactive, visual environments that integrate multiple data sources that include georeferencing. We use an emergency support function example to discuss how recent progress in Geovisual Analytics can address the issues a crisis can present.

Abstract This paper presents findings from a design-oriented study focusing on emergency response work. Traditionally, information technology for emergency response work has included enroute navigation advice, resource management, hazard material databases, property information repositories, and situation reporting using sketching functionality. Now, a new class of information technology has become available, namely mobile live video capabilities. This paper presents initial findings from a study on how mobile live video capabilities could improve information sharing and situation awareness in emergency response work.

Abstract In recent years, we have developed a framework of human-computer interaction that offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting/drawing, gesture, text and visual symbols. The framework allows the rapid construction of a multimodal, multi-device, and multi-user communication system within crisis management. This paper reports the approaches used in multi-user information integration (input fusion) and multimodal presentation (output fission) modules, which can be used in isolation, but also as part of the framework. The latter is able to specify and produce contextsensitive and user-tailored output combining language, speech, visual-language and graphics. These modules provide a communication channel between the system and users with different communication devices. By the employment of ontology, the system's view about the world is constructed from multi-user observations and appropriate multimodal responses are generated.

Abstract When facing emergency scenarios, several contingent factors may strongly condition the pre-defined response procedures. The proposed approach takes the perspective that an emergency response tool may guide the response effort. The tool adopts a conceptual model grounded on existing situation awareness models and research work done with High Reliability Organizations. The model structures the emergency management process in a set of dimensions that should be collaboratively correlated by the involved participants in order to mitigate the disruptive situation. An instantiation of the proposed approach is also described in the paper, focusing on IT service desk teams addressing emergency incidents that may compromise business continuity.

Abstract This paper describes our work in progress on an approach and technology for providing integrated data access in situational awareness applications – particularly for disaster and emergency response. The key new aspect of our work is an approach where information aggregation, processing, and integration capabilities are offered as a service to any new application builder. Further, we provide a framework for possibly reusing prior information integration knowledge, the development of which demands the major fraction of time and complexity in a new application, in a customized fashion for new application. Our overall goal is to provide a framework where integrated access to critical data in an emergency response situation can be enabled very rapidly and by personnel with basic IT and data handling expertise. Our approach, while general purpose, is currently motivated by and grounded in the context of situational awareness systems for incident commander decision support in the fire response domain.

Abstract Complex information and communication systems present a special challenge to system designers because these are generally deployed as large, distributed systems with diverse user groups. Crisis response and management organizations in particular expect systems to be interoperable, resilient, flexible and provide lasting benefit. Currently, systems such as Virtual USA (Department of Homeland Security) and WatchKeeper (United States Coast Guard) seek to create common situational awareness for all participating agencies in security and incident response operations. We propose adaptive development as a system development model to build upon the ideas of systems such as Virtual USA and WatchKeeper in order to create sustainable and adaptable systems. Adaptive development supports ongoing improvement through user-driven design and modification in the target environment. An internet-based dashboard demonstrated during a United States Coast Guard Sector Seattle incident response exercise serves as an emergent case study for the adaptive model.

Abstract Efficient request and deployment of critical resources for urban search and rescue operations is vital to emergency response. This paper presents a RFID (Radio Frequency Identification) supported system for on-site data collection to communicate structural condition, to track search and rescue status, and to request and allocate appropriate resources. The system provides a unified interface for efficient posing, gathering, storing and sharing of building assessment information. Visualization and easy access of such information enables rescuers to response to the disaster with better situational awareness. Resource requests are sent to the GIS resource repository service that enables a visual disaster management environment for resource allocation. Request and deployment of critical resources through this system enables lifesaving efforts, with the appropriate equipment, operator, and materials, become more efficient and effective. System development at the Illinois Fire Service Institute has shown promising results.

Abstract We consider the problem of providing situational awareness when citizens in a disaster are willing to contribute their own devices, such as laptops and smart phones, to gather data (text, images, audio or video) and to help forward data gathered by others. A situational awareness service processes all received data and creates annotated maps to visualize a disaster site (e.g., the status of the disaster, such as fires or floods, the location of people, food, or water). We discuss the challenges imposed on such an application when 1) the communications infrastructure in the disaster area can only provide intermittent connectivity, 2) anxious victims generate large amounts of redundant content congesting the network, and 3) the sharing of personal devices creates security and privacy threats. We present an architecture that addresses the requirements to support such a service.

Abstract This paper discusses our ongoing work on a system for collecting, managing and distributing relevant information in disaster relief operations. It describes the background and conditions under which the system is being developed and employed. We present our methodology, the requirements and current functionality of the system and the lessons learned in exercises and training, involving a large number of international disaster management experts. We found that the viability of this kind of tool is determined by three main factors, namely reliability, usability and frugality. The system has gone through many prototype iterations and has matured towards becoming operational in a specific type of mission, i.e. assessment missions for large scale natural and man-made disasters. This paper aims at making a wider audience of disaster management experts aware of that system and the support it may provide to their work. Other researchers and developers may find our experience useful for creating systems in similar domains.

Abstract In this contribution, we introduce a prototype of a decision support tool for cost-optimal response in security management. The threat situation of a closed infrastructure, exposed to multiple threats, and the corresponding response actions are modeled by a continuous-time Markov decision process (CMDP). Since the CMDP cannot be solved exactly for large infrastructures, the response actions are determined from a heuristic, based on an index rule. The decision support tool's user interface displays the infrastructure's current threat state and proposes the heuristic response actions to the decision maker. In this way, global situation awareness can be enhanced and the decision maker is able to initiate an almost cost-optimal response action in short time.

Abstract Shared situation awareness is hard to measure, especially in operative environments such as crisis management. In this paper the purpose is to develop a novel method to measure to what extent the team has shared situation awareness that can be used in operations. 20 two person teams participated in a study where a dynamic and evolving tactical decision-making task was solved. Shared situation awareness, shared priorities, and team performance were assessed. The results show that the shared priorities measure in this study did not relate to shared situation awareness. Several methodological concerns was identified which could have affected the results. The measure did relate to subjective ratings of cooperation which is very interesting and it is suggested that the measure captured aspects of teamwork. The shared priorities measure was easy to employ, required little preparation, and is a promising addition to team research.

Abstract Human-centered sensing (HCS) is an emerging research field that leverages mobile devices carried by people to collect useful information in support of myriad analytic activities. In this paper, we explore ways in which HCS can be applied to support a variety of analytic campaigns in the context of crisis response and management (CRM). We first summarize the concept of HCS and then investigate the potential advantages of complementing traditional sensing platforms and analytic tasks with an HCS system. By recognizing the potentials of HCS, we offer a scheme for classifying HCS systems and envision three application scenarios of HCS in CRM as well as a general architecture of HCS systems.
