Abstract Networked collaboration and information exchange technologies have transformative potential for PPDR and risk governance. However, it is difficult to shape these transformations in a way that supports real world practices of collaboration and sense-making, and it is even more difficult to do so in ways that are ethically, legally and socially sensitive and proactive. This paper presents efforts to construct Ethical, Legal and Social Issues or ?ELSI? Guidelines for Networked Collaboration and Information Exchange in PPDR. The Guidelines would facilitate Risk Governance and serve as a living community resource to support the design and use of IT for PPDR and Risk Governance.

Abstract With technological development in crisis management reaching a point at which there is wide-scale aggregation of data, including social media, there is a need to focus strongly upon the position of end users in order to uphold data protection principles. Recent wide-ranging European Union legal reforms, finalized in 2016, have enshrined the concept of data protection by design and paved the way for certification schemes to validate compliance. There is a need for those involved with the practical development of information systems for crisis management to understand these new developments and determine their practical implications. This paper presents a critical analysis of the reforms, focusing on the interplay between the law and technological design and predicting their impact on crisis management system development.

Abstract This paper discusses an experiment with a formative method for ethical impact assessment (EIA) in the context of IT design for multi-agency crisis management that draws on scenarios and role-playing to ground ethics in a broader socio-technical domain not just in user needs and values. Contextualising the EIA discussions in this way opened up new avenues for addressing ethical concerns, broadening the design context from a focus on usability to thinking creatively and collaboratively through ethical, legal and social implications.

Abstract Crises range from global catastrophes to personal disasters. However, systematic inquiry on crises rarely employs a comparative approach to examine commonalities between these seemingly very different events. We argue here that individual psychosocial disasters can inform a broader discussion on crises. Our approach applies general crisis theory to a smartphone based psychosocial support system for US military veterans. We engaged in a process designed to explore how veteran peer-to-peer mentorship can be augmented with IS support to display potential early warning signs as first step toward preventative intervention for high risk behaviors. To gain a better understanding of how military veterans might benefit from such a system, this article focuses on a community collaborative design process. The co-design process used the Small Stories method, allowing important cultural characteristics of to emerge, illuminating considerations in IS design with military veterans, and highlighting how humans think about crisis events at the individual level.

Abstract Response-focused information systems have the same data processing needs as citizen science initiatives. We present three lessons learned over a three-year period with a public facing information system devoted to early warning and event detection that will benefit designers of similar systems. First, we urge those creating information systems inside of crisis response to look for proxy events that will serve as an inexpensive means through which to pursue proof-of-concept or to explore pre-existing fully tested products. Second, we urge information system designers to engage the communities and gatekeepers of enthusiast communities surrounding the event that information system is meant to serve. It will not only help development, but also increase the chances of that system?s success. Finally, aiming for self-interest rather than event-interest will allow users to feel involved; ultimately aiding participation and retention.

Abstract Nowadays, rescue actors still lack backing to exchange information effectively and ensure a common operational picture. Several studies report a low adoption of communication systems in rescue operations as well as a negative position of actors to such systems. The real needs of stakeholders, simply put, are not satisfied by the offered systems. Observing this circumstance through a user-centred design focal point, we notice that such issues ordinarily originate from inadequate design techniques. For this reason, we aim to implement Rescue MODES, a communication system oriented to support awareness amongst French actors in rescue operations based on their needs. In this paper, we propose an approach and introduce a platform that allows final users to design system interfaces in a customised way. This approach is based on an application ontology and an interaction model.

Abstract Common operational picture (COP) map-based interfaces display operational information to support integration of emergency responders. Such interfaces integrate different subsystems and present the resulting information into an overview for enabling situation awareness. Literature shows that they are often developed from non-user-centric perspectives and are defined in technological terms that are not adequately capturing the users' needs. Therefore, the aim of this particular work in progress is to get insight into the features and the role of COP map-based interfaces currently being used in Norway to (1) examine their content, functionality, and design; and (2) to understand how such displays are incorporated into the service context. This study structures the knowledge on map displays that constitute part of the COP services. Using workshop and interviews with the developers and users of existing COP map services, we identify requirements for a common operational symbology and common operational functionality to improve such map services and make them interoperable.

Abstract Effective communication among first responders during and in the aftermath of a disaster can affect outcomes dramatically. In this paper, we discuss the design of a resilient architecture that enables effective first responder communications even in such challenging scenarios. Our ReDiCom (Resilient Disaster Communications) network architecture builds resilience into the framework across all the layers. The information layer allows communication by roles and identities instead of addresses to support communication among dynamically formed first responder teams. The network layer provides robust and resilient communication even when facilities are error- and disruption-prone. The coded communication and computation further improve resilience and enable efficient data processing in disaster management.

Abstract In this paper, we examine Situation Awareness (SA) and the application of Endsley's Demons of SA in different contexts and research areas and perform content analysis to examine how they are used, and to what degree they are perceived as stemming from human error or weaknesses in technology and if any suggestions for mitigation are primarily focused on the human or the technology side. Based on our findings, we propose universal design as a tool that can counter the effects of the demons of SA by improving the usability and accessibility of SA-supporting technology and thereby removing barriers to SA, rather than challenging the users to overcome not only barriers that are a result of the complexity of the situation itself, but also additional barriers that are caused by inferior and suboptimal design of the technology in use.

Abstract A wide range of disaster apps are currently available on various app stores, however few existing disaster apps address the issue of CBRNe (chemical, biological, radiological, nuclear and explosive) threats. The unique ways in which citizens prepare for and respond to CBRNe incidents merit that such an app exist. But citizens are not a homogenous group, and therefore the concept of universal design will be implemented when filling this gap. The EU H2020 PROACTIVE project will address this by co-creating together with citizens, including vulnerable groups, a disaster app able to be used during CBRNe incidents. Abstract An information system for decision support and information exchange is designed and a prototype has been build for use in the Back Office Radiological Information (BORI) of the EPAn; the Dutch nuclear emergency organisation. System developments are directed at a fast and efficient production of a radiological status report and the improvement of information exchange and communications between the participating institutes of BORI. Special attention has been given to network security and the information infrastructure to manage virtual workplaces. We have chosen for a standard web based system development for the presentation and communication facilities. Abstract Reconstruction of major emergencies and crisis as well as observations of large-scale emergency exercises are common approaches for studying and understanding various actors work practice in emergency response. Studies of small-scale emergencies using an ethnographic approach are less common. This paper presents data from a single small-scale emergency as part of an extensive ethnographical field study. A detailed analysis of fire crew enroute sensemaking in a single small-scale emergency is outlined. The theory of sensemaking is applied as an analytical lens aiming to explain the communication between the command centre operator and the fire crew in terms of sensemaking. Further, implications for re-design of existing systems and infrastructure are presented as well as brief reflections of the consequences of such re-design. © Proceedings ISCRAM 2004.

Abstract A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. This very simple MIS has already helped RPII staff members to operate more efficiently. Finally, some ideas for future development are outlined. © Proceedings ISCRAM 2004.

Abstract This paper develops a set of design considerations for information systems to support the management of interdependent critical infrastructure systems. Constraints on how these systems are managed are oriented along technical, political and organizational dimensions, though objectives along these dimensions may conflict and thus be difficult to satisfy. This paper harnesses methodologies from software engineering and cognitive science in order to specify opportunities for using information systems to support human-centered management of critical infrastructure systems. The particular focus of this work is on developing information systems to support visualization and visual problem solving. Progress to date is discussed in terms of an ongoing research project which uses as a test-bed data associated with lower Manhattan (New York, USA).

Abstract The 2004 tsunami has generated a call for a global early warning system. Political issues may prevent this from occurring soon or at all. This paper explores previous experience with informal early warning systems from the Year 2000, Y2K, rollover. Informal early warning systems, IEWS, are cooperative systems formed outside of direct government control, usually from nonprofit or industry organizations. The two discussed utility Y2K IEWS were formed through an industry group and within a single multinational corporation. The paper concludes with lessons learned from the design and implementation of these systems.

Abstract One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Moreover, since the RBAC meta-model is embedded into a web engineering method, we put into practice a holistic process which addresses different design perspectives (structure, navigation, presentation, interaction and access) in an integrated way.

Abstract New information technological applications, that aim to support better professional responses to incidents and crises' are being developed at an increasing rate. We observe in almost any disaster that actions by civilians also contribute substantially to alleviation of the effects of a crisis. We are largely unaware what crisis management services would be of use to civilians under these particular circumstances; just as it is difficult for users to specify requirements for services based on novel technologies. These insights guided the design of a service elicitation approach that can be repeatedly used for different user groups. In this paper we introduce a design methodology and discuss outcomes of a first test-session. We reflect in the conclusions on improvements to the design.

Abstract This paper describes the development of a public emergency messaging system in Western Australia. A set of design criteria were identified by a review of relevant published literature, a survey of current practice in Australia, and consultation with local stakeholders. The system should support: Multiple Recipients, Multiple Channels, Multiple Hazards, Multiple Stakeholders, Multiple Senders, Multiple Platforms, and Write Once Message Composition. A prototype system was built according to these design criteria, based on the Common Alerting Protocol version 1.0. The design was validated in trials simulating messages sent during a tropical cyclone and a bushfire. A total of 56 trial participants from identified stakeholder groups were surveyed with regard to their experience of the prototype system. Overall, the prototype system functioned successfully and participants reported high levels of satisfaction. The paper describes this research project and the initial stages of the subsequent development of a production system, called APECS.

Abstract This paper describes SIGAME, a web-based application for national cooperation in case of disaster. The main motivation of SIGAME is to provide a quick, flexible, reliable, many-to-many, updated communication channel for improving and coordinating the response of assistance suppliers (located at several territories) when an emergency occurs. In order to make communication as efficient as possible and taking into account the organizational diversities of the suppliers, the political implication and the characteristics of the future users, a user centered design method for web-based interactive systems seems to be the best solution for attending the designer through the different phases and products of the design process. In particular, we will focus on the techniques used both to involve stakeholders in the design and to collect requirements.

Abstract This paper contributes to the literature on information systems in crisis management by providing an overview of emerging technologies for sensing and recording sociological data about disasters. These technologies are transforming our capacity to gather data about what happens during disasters, and our ability to reconstruct the social dynamics of affected communities. Our approach takes a broad review of disaster research literature, current research efforts and new reports from recent disasters, especially Hurricane Katrina and the Indian Ocean Tsunami. We forecast that sensor networks will revolutionize conceptual and empiricial approaches to research in the social sciences, by providing unprecedented volumes of high-quality data on movements, communication and response activities by both formal and informal actors. We conclude with a set of recommendations to designers of crisis management information systems to design systems that can support social science research, and argue for the inclusion of post-disaster social research as a design consideration in such systems.

Abstract Future laboratories allow users to experiment with future technologies in as realistic as possible conditions. We have devised this method because, to realize the potential of ubiquitous computing technologies it is essential to anticipate and design for future practices, but for prospective users it is often difficult to imagine and articulate future practices and provide design specifications. They readily invent new ways of working in engagement with new technologies, though and, by facilitating as realistic as possible use of prototype technologies in Future Laboratories designers and users can define both opportunities and constraints for design. We present 11 scenes from a Major Incidents Future Laboratory held in September 2005. For each scene we point out key results. Many raise tough questions rather than provide quick answers. In the discussion we summarize important lessons learnt.

Abstract In this paper we describe the inspiration for, and the design of, prototype technologies that support emergency teamwork. We combine ethnographic studies of material practice, participatory design collaboration with emergency personnel, and knowledge of the potential of ubiquitous computing technologies to 'stretch' the materiality of envi-ronments, persons and equipment. A range of prototypes-products of an iterative, ethnographically informed, participatory design process-are described in a series of scenarios. We conclude with a discussion of potential benefits and challenges our experience raises for socio-technical-material innovation in emergency teamwork.

Abstract The most effective way to design an emergency management system matching user needs is to perform a User-Centered Design; it relies on continuous interactions with end-users in order to understand better and better how organizations are arranged during emergencies, which data are exchanged and which steps are performed by organizations to face disastrous events. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems.

Abstract This paper presents a domain-level user, task and context analysis for response technology, based on sociological studies of disaster and disaster response. The analysis examines three dimensions of disaster-scale, kind and anticipability-that have been linked to differences in response characteristics, including differences in individual and organizational responders and behaviors. It yields a number of implications for design, and reveals five domain-specific design requirements. It also offers systematic characterizations of users, tasks and contexts of response technology, that begin to structure the user interface design space, laying a foundation for a theory of design. This work provides a conceptual basis to help researchers and designers recognize and address possible limitations of design decisions, leading, ultimately, to more usable and effective response technologies.
