Abstract |
In emergency management, the identification of hazards, analysis of risks, development of mitigation and response plans, maintaining of situational awareness and support of response and recovery are all complex responsibilities. A major accident brings together individuals belonging to many different organizations, having backgrounds in different fields of operation, and representing different organizational cultures. They have to absorb a large amount of information about the accident over a short period of time. In order to take effective action, actors are expected to work smoothly together, thus the flow of information from and to the actors involved is crucial. Nevertheless, there are certain problem domains in the different phases of emergency management, which may weaken the flow of information. In this paper we present the findings of the first round of a Delphi study in which we identified problem domains in communication both in long-term and short-term planning for major accidents. |

Abstract |
The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability. |

Abstract |
While great progress is made in terms of development and implementation on new ICT services for supporting crisis response coordination, the challenge remains on how to integrate these services within the ICT infrastructure in daily use by emergency responders. We report from an ongoing analysis of existing crisis response infrastructure in Norwegian municipalities, presenting an overview of current practice and related challenges. We argue for an information infrastructure perspective on the integration challenges, focusing on how new services based on geographic information systems and social media should be based on existing systems in use. |

Using actors from different societal sectors can improve the response operation quality in emergency management. The different roles, tasks and responsibilities these actors have in response operations and the legal frameworks they work within influence their needs for proper information system support. There is thus a substantial need to study and systemize the concept of “new actors” before providing them with technical solutions. In this study, a framework is constructed showing 14 dimensions of new actors that need to be considered when new actors are studied in more detail. |

Abstract |
The use, or barriers to use, of crowdsourced data by emergency managers has been a significant topic of scholarly discussion during the past several years. The single strongest barrier to use has been identified as one of data quality (Tapia, et. al, 2011). We argue that within this environment the Emergency Manager (EM) acts as a decision-maker and evaluator of crowdsourced data. The final judgement on whether to incorporate crowdsourced data into a Crisis response lies with the EM. In this paper we make a brief argument for the role of EM as trustworthy data analyst and then propose a model for capturing the trust-analytical behavior through game theory (Griffin, et. al, 2012). Lastly, we propose a simple computer game, which uses our model through which we will capture EM trust-analytical behavior though a future empirical data collection effort. |

Abstract |
Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness. |

Abstract |
Social media has become increasingly important for emergency management. One example is its current use by governmental organizations to disseminate emergency-relevant information. During disaster events, it is imperative for people in affected areas to obtain accurate information. People using social media make a conscious decision to trust, act on, propagate or disregard emergency-relevant information. However, local government, in general, has not developed agreed upon ways to use social media in emergencies. This study documents how emergency management was able to successfully partner with local media and utilize social media to develop important relationships with the affected community via social media in emergencies. The study demonstrates a way to successfully utilize social media during disaster events in several ways: by closing a feedback loop between first responders and the public, by monitoring information flow, and by providing regular updates to the public. |

This practitioner report describes a moor- And turf-fire that occurred in 2011 at the Dutch-German border and was engaged by forces both from the Netherlands and Germany. All involved emergency management organizations were facing interoperability issues when it came to cross-border cooperation, although cooperation handbooks were already in use and the involved organizations were used to work together. The size of the incident and it's remote location called for an increased coordination between all involved actors and across all command levels. |

Abstract |
The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset. |

Abstract |
Geographic Information Systems (GIS) have often been poorly considered, planned and implemented across New Zealand's emergency management sector. GIS practitioners involved in emergency management events are often the ones who suffer the consequences of this. Recent significant events have reinforced both the need for a nation-wide coordinated, planned and pro-active approach to implementing GIS for emergency management, and the advantages that GIS can offer to the emergency management sector if implemented properly. This paper offers insights into the “grass roots” foundation of a community called New Zealand GIS for Emergency Management (NZGIS4EM) to address these issues. In its founding year (2017/2018) the priority for an interim NZGIS4EM committee has been to establish the foundation of the community, this is primarily administrative projects. Several other subject targeted projects are also underway or planned relating to data, standards, symbology, common operating picture and interoperability. Key challenges for NZGIS4EM relate to a shortage of funding, logistics of physical meetings, current lack of governance and a lack of legal mandate in New Zealand to enforce standards for emergency management. Attention in the sector is now moving towards the implementation of a Common Operating (or Operational) Picture (COP). Key messages that the author believes are pertinent include: that it's not all about the tools; plan big, but then prioritise and implement small; ensure the COP is used BAU; minimal or no training should be required; ensure it is quicker for frontline users; ensure there is a plan B and a plan C if the internet and/or power goes out; identify and lobby agencies who should be the authoritative source of truth for essential data; implement phases of response for information requirements; consider national and/or regional hosting of platforms, and; recognize that real-time crowd sourced data may be the future of intelligence and plan for that. |

Abstract |
Following two Major Incident Reviews and a request from WA's governing emergency management body, DFES WA acknowledged that their incident management processes were not supporting seamless communication and collaboration. After identifying their unique needs, DFES implemented two web-enabled platforms: WebEOC, a Crisis Information Management System and Whispir, a multichannel notifications solution. Both systems offer DFES and, in turn, WA communities a level of transparency, collaboration and accuracy not previously available. Recently, six of WA's key government agencies have connected their WebEOC platforms via a single information hub. Through this, they can share and disseminate crucial information within a common operating picture, have complete situational awareness, and rapidly and intelligently prepare for and respond to incidents. WA is the first Australian state to have such a platform implemented and, through these efforts, its agencies are ensuring increased efficiency, collaboration and resiliency for themselves and the wider WA population. |

Is your organisation ready to cope with underground infrastructure condition assessment data collected after an earthquake? Drawing on lessons from the 2010-2011 Canterbury and 2016 Kaikoura earthquakes, we provide guidance on how to make small differences in how your organisation currently collects and stores the necessary condition data to prepare for emergencies, especially for small- and medium-size councils without sophisticated asset management systems. Key questions to address include: Are you receiving condition assessment data in electronic format? Are your contractors providing XY coordinates when repairs are undertaken, or when providing photographs as part of visual assessment? Do you have an asset management system able to prioritise critically damaged underground infrastructure? Do you have easy access to your current network condition for insurance purposes? Simple business-as-usual improvements will provide enhanced preparedness and resilience capability in the event of an earthquake. In addition, we provide a framework for future data collection processes. |

Abstract |
With the Hurunui (HDC), Mackenzie (MDC) and Kaikoura (KDC) District Councils sharing their Geographic Information Systems (GIS) and Information Technology (IT) resources since 2017 it was decided to work on a GIS strategy for Emergency Management (EM) that would be applicable for all three councils as in the past geospatial skills and tools did not get equally utilised at all three councils during emergency and training events. ArcGIS Online (AGOL) was chosen as a common platform for a fully cloud based approach to the new Emergency Management Applications. The core modules of these applications are Story maps, WebApp Builder, Survey123, Operations Dashboard, Workforce and AppStudio. The development of these applications is a work-in-progress situation which is driven by the constant conversation and testing between the GIS person and the Emergency Management (EM) officers and a work flow is being developed to integrate these applications into the existing Emergency Operations Centre (EOC) picture. We believe once finalised this set of applications will add great functionality to New Zealand's Coordinated Incident Management System (CIMS) by providing interactive and cloud based visual geospatial information, situational awareness, forecasting, task management and task tracking. |

Abstract |
This paper outlines practitioner work-in-progress in Canterbury, New Zealand, to develop a regional approach for geographical information systems (GIS) for emergency management. This is based upon recent events in Canterbury including earthquakes, floods, and fire; as well as New Zealand-wide work that is being done under the NZ GIS4EM banner. It introduces our approach, discusses a mind map that is being used to track desired data sets, plans to develop applications to support response functions in emergency operations centres, and the goal of using the common data sets as the basis of a common operating picture for Canterbury. Risks and issues associated with this work are highlighted, and then the draft strategy is introduced with desired outcomes and principles to achieve this goal. While initial work is primarily focused on GIS, the expectation is that the approach will be expanded to take a broader information management perspective in future. |

Abstract |
Emergency management organisations across the world routinely use social media to reach out populations for preparedness and response to extreme weather events. In this paper we present a preliminary analysis of social media strategies towards vulnerable populations in the State of Victoria (Australia). Using the notion of vulnerability in an emergency management context (e.g. older persons, socially/geographically isolated persons, people with disabilities, refugee/recent migrant communities) we explore whether and how organisations address vulnerable groups with targeted messages. Our initial findings suggest that organisations do not tend to interact directly with these groups. Rather, reliance on 'information brokers' (intermediary organisations and individuals with an expected duty of care) seems to be a preferred strategy. |

Abstract |
Bushfires cause widespread devastation in Australia, one of the most fire-prone countries on earth. Bushfire seasons are also becoming longer and outbreaks of severe bushfires are occurring more often. This creates the problem of having more people at risk in very diverse areas resulting in more difficult mass evacuations over time. The Barwon Otway region in Victoria’s Surf Coast Shire is one such area with evacuation challenges due to its limited routes in and out of coastal areas and its massive population surges during the tourist season and holiday periods. The increasing gravity of the bushfire threat to the region has brought about the Great Ocean Road Decision Support System (GOR-DSS) project, and the subsequent development of a disaster evacuation tool to support emergency management organisations assess evacuation and risk mitigation options. This paper describes the design and development of SEEKER (Simulations of Emergency Evacuations for Knowledge, Education and Response). The SEEKER tool adds another level of intelligence to the evacuation response by incorporating agent-based modelling and allows emergency management agencies to design and run evacuation scenarios and analyse the risk posed by the fire to the population and road network. Furthermore, SEEKER can be used to develop multiple evacuation scenarios to investigate and compare the effectiveness of each emergency evacuation plan. This paper also discusses the application of SEEKER in a case study, community engagement, and training. |

Mitigation, preparedness, response, and recovery are the four phases of emergency management that have arguably been unchanged since their inception nearly 43 years ago. This paper proposes to replace recovery with adaptation as the post incident phase of emergency management. Recovery focuses on a return to normal while adaptation better encompasses acknowledgement, healing, strengthening, and improving quality of life for a more resilient outcome. This paper reviews seminal work within emergency management and work pertaining to other types of adaptation to better comprehend adaptation as applied to emergency management. |

Abstract |
Continuity of Operations (COOP) planning helps ensure that municipal agencies maintain essential functions when disasters threaten critical infrastructures. COOP planning is especially important for Public-Safety Answering Points (PSAPs), which must continue to answer 911 calls and dispatch first responders during crises. However, COOP planning guidelines often focus on threats to cyber-physical infrastructures rather than outbreaks of infectious disease that threaten the human work arrangements—social infrastructures—agencies rely on to perform essential functions. This study reports preliminary findings from interviews with U.S. PSAP officials who developed plans to decentralize 911 facilities, networks, and personnel to maintain essential functions during the COVID-19 pandemic. These findings suggest revisions to COOP planning guidelines that consider requirements for redundant, diverse, and interdependent cyber-physical-social infrastructures. |

Abstract |
Industrial parks are economic drivers of the cities where they are located. These parks are constantly at risk of catastrophe due to the diversity of industries and the dangerous materials used in their production processes. Despite this constant threat, there is a digitization shortfall in the emergency management process in industrial parks. This research paper seeks to describe the importance of digital transformation in industrial parks, as well as, how information systems can contribute to proper emergency management. Based on the preliminary analysis of the literature, it was possible to determine how the implementation of an emergency system would facilitate the prevention of catastrophes according to the analysis of scenarios, simulation, management, and proper coordination of emergencies in real-time. However, the proper functioning of this system depends on the implementation of environmental innovation, exploration, and observation skills, without neglecting the commitment of organizations and their material, human and technological resources to achieve a significant change. |

Abstract |
Effective decision-supporting visualization is critical for strategic, tactic, and operational management before and during a large-scale climate or extreme weather emergency. Most emergency management applications traditionally consist of map-based event and object visualization and management, which is necessary for operations, but has small contribution to decision makers. At the same time, analytical models and simulations that usually enable prediction and situation evaluation are often analyst-oriented and detached from the operational command and control system. Nevertheless, emergencies tend to generate unpredictable effects, which may require new decision-support tools in real-time, based on alternative data sources or data streams. In this paper, we advocate the use of dashboards for emergency management, but more importantly, we propose an intelligent mechanism to support effective and efficient utilization of data and information for decision-making via flexible deployment and visualization of data streams and metric displays. We employ this framework in the H2020 beAWARE project that aims to develop and demonstrate an innovative framework for enhanced decision support and management services in extreme weather climate events. |

Abstract |
The research on technology-assisted crisis management has primarily existed for two decades since 9/11. Although, the focus of technology research has been centered around tools to assist the response phase after a disaster. There has been a lack of emphasis on the role and design of technologies to assist the other phases of the crisis management cycle, particularly preparedness and mitigation phases to lead towards the vision of building resilient communities. In this paper, we first identify resilience characteristics of a community from the prior literature. We then analyze a co-occurrence network of concepts in the ISCRAM publications to validate the gap in relating technologies to resilience and conduct an indicator analysis of factors for proactive disaster informatics via a case study of recent disaster. Our analysis leads us to propose a conceptual framework “Digital Crow's Nest” based on Open Source Intelligence to improve the technology design for community resilience. |

Responders and decision makers can be trained through simulation tools where participants learn how to deal with an ongoing crisis and make decisions through a realistic, simulated environment using a game or gamification approach. Training through a simulated, virtual crisis tool would be a more affordable way of conducting a drill, as a supplement to field drills. In this paper, we describe the requirements' elicitation process for co-design of a virtual training tool for emergency management. The cooperative design process included researchers and end-users together to generate potential solutions for a defined problem. The elicitation process involved brain-storming, interviews and a workshop together with representatives from emergency stakeholders. A systematic qualitative data analysis was conducted. The paper reports our analysis results which serve as a basis for further development of an emergency management virtual training tool using an extreme weather scenario. |

Abstract |
We take a human-centered design approach to develop a fully functional prototype, SMART (“Social Media Analyst Responding Tool”), informed by emergency practitioners. The prototype incorporates machine learning techniques to identify relevant information during emergencies. In this paper, we report the result of a user study to gather qualitative feedback on SMART. The evaluation results offer recommendations into the design of Social Media analysis tools for emergencies. The evaluation findings show the interest of emergency practitioners into designing such solutions; it reflects their need to not only identify relevant information but also to further perceive the outcome of their actions in social media. We found out there is a notable emphasis on the sentiment from these practitioners and social media analysis tools need to do a better job of handling negative sentiment within the emergency concept. |

Abstract |
Emergency managers continue to struggle with a lack of staff, information processing tools, and sufficient trust in citizen-reported information to coordinate the use of social media in their communities. To understand possibilities for overcoming these barriers, we conduct interviews with emergency managers using scenarios describing the projective activities of community volunteers disseminating and monitoring social media. We find that coordinating social media use in communities requires alignments with local incident management systems and, in particular, existing sociotechnical infrastructure for managing citizen-reported information. These alignments open limited roles for community volunteers, notably coordinating the redistribution of official information; and stand to reshape the workflows and infrastructures of incident management systems by pushing emergency dispatchers to proactively process indirect reports of incidents obtained on social media, and integrate tools that can access hyperlocal data, curate incident and situational reports, and facilitate sensemaking among officials confronted with multiple information sources. |

Abstract |
Widespread disasters can overload official agencies' capacity to provide assistance, and often citizen-led groups emerge to assist with disaster response. As social media platforms have expanded, emergent rescue groups have many ways to harness network and mobile tools to coordinate actions and help fellow citizens. This study used semi-structured interviews and photo elicitation techniques to better understand how wide-scale rescues occurred during the 2017 Hurricane Harvey flooding in the Greater Houston, Texas USA area. We found that citizens used diverse apps and social media-related platforms during these rescues and that they played one of three roles: rescuer, dispatcher, or information compiler. The key social media coordination challenges these rescuers faced were incomplete feedback loops, unclear prioritization, and communication overload. This work-in-progress paper contributes to the field of crisis and disaster response research by sharing the nuances in how citizens use social media to respond to calls for help from flooding victims. |
