Abstract The availability of resources in the fire and ambulance services in Germany is facing a radical change. Demographic and social transition is reducing the availability of volunteer personnel, and increasing traffic congestion in cities is resulting in longer travel times for emergency vehicles. This paper presents the findings of the definition phase of a research project that addresses these changes. It shows the basic idea of how resilience of fire and ambulance services can be improved by analyzing operational data from past incidents using artificial intelligence (AI). The primary objective is the development of a decision support system for control center dispatchers, which ensures optimal use of available resources. As the result of the definition phase, this paper gives an overview of existing data, current as well as future use cases and also highlights risks and challenges that have to be considered.

Abstract During recent disasters such as tsunami, flooding, hurricanes, nuclear disaster, earthquake people have to leave their living areas for their own safety. But it proves that some people are not informed about the evacuation, or are not willing or able to leave or don't know how to leave the hazardous areas. The topic of the paper is how to adapt current video surveillance systems along highway and streets to semi-automatic surveillance systems. When a suspicious event is detected a human operator in the control room has to be alerted to take appropriate actions. The architecture of the system and main modules are presented in the paper. Different algorithms to detect localize and track people are published by the authors elsewhere but are summarized in the current paper. The system has been tested in a real life environment and the test results are presented in the paper.

Abstract The Chernobyl nuclear accident made Europe and even the whole world clearly aware of the threats posed by nuclear accidents. When the Fukushima nuclear accident happened in Japan, the “Rush for Salt Affair” took place in some Chinese cities. Meanwhile, large numbers of anti-nuclear parades were held in many Western countries, such as Germany and the United States. Nuclear accidents have a much more serious impact on society than does an ordinary disaster, due both to the nature and characteristics of nuclear accidents, as well as asymmetric in the general public's access to reliable information. By analyzing the mechanisms and characteristics of the impacts on social stability of a nuclear accident, this paper develops a multi-attributes decision making method based on index system of social stability factors in nuclear accident scenarios.

Abstract We report on the use of a team of trusted digital volunteers during the 2011 Shadow Lake Fire that occurred in the US Pacific Northwest to extend the social media capacity of a Type I incident management team. In this case study, we outline the tools and processes used by this virtual team to coordinate their activities, monitor social media communication and to establish communications with the public around the event. Finally, we discuss the potential merits and limitations of implementing a team of trusted volunteers and explore how this idea could be incorporated into emergency management organizations. © 2012 ISCRAM.

Abstract We report on the design, development, and evaluation of a user labeling framework for social media monitoring by emergency responders. By labeling Twitter user accounts based on behavior and content, this novel approach identifies tweets from accounts belonging to Individuals generating Personalized content and captures information that might otherwise be missed. We evaluate the framework using training data from the 2018 Camp, Woolsey, and Hill fires. Approximately 30% of the Individual-Personalized tweets contain first-hand information, providing a rich stream of content for social media monitoring. Because it can quickly eliminate most redundant tweets, this framework could be a critical first step in an end-to-end information extraction pipeline. It may also generalize more easily for new disaster events since it relies on general user account attributes rather than tweet content. We conclude with next steps for refining and evaluating our framework in near real-time during a disaster response.

Abstract We report on the social media communications and work practices of the Jefferson County Type III Incident Management Team during the September 2013 Colorado Floods. In this case study, we examine flood-related communications across three platforms: Facebook, Twitter, and the team's blog for insight into how this innovative team coordinated their communications to meet the information needs of a community outside of the media spotlight. Using a mixed method approach of interviews and social media content analysis, we describe their online behaviors in relation to the needs of the emergency response as a whole. We report on adaptations to their work practice that allowed them to extend traditional communications with social media to create an integrated communication plan. Finally, we look to the team's experiences for direction in how to use social media in emergencies generally.

Abstract The past decade has seen a significant increase in the use of social media for disaster management. This is due especially to the widespread usage of mobile devices and also to the different data types and data formats that social media supports. In recent years, research in the area of social media visual analytics has also gained interest in the scientific community. Research in this area however, lacks a comprehensive overview on social media visual analytics for disaster management. Hence, this paper presents a synthesis of extant research on social media visual analytic and visualization toolkits for disaster management. We survey available literature on these tools with the goal to outline the major characteristics and features, and to examine the extent to which they cover the full cycle of disaster management. Our main purpose is to provide a foundation based on the current literature that can help to shape future research directions to enhance social media visual analytic tools for full cycle disaster management.

Abstract This paper reports on research in progress. The objective of the study is to assess the effectiveness of multidimensional humanitarian inter-organizational networks. Especially, it investigates how organizational characteristics and network structure properties impact network effectiveness. To this end, the research develops a model of network effectiveness in the humanitarian field, using the case of GlobalSympoNet, a network of organizations/agencies engaged in humanitarian information management and exchange. Data for the research come from a series of three surveys and semi-structured interviews conducted among organizations/agencies members of GlobalSympoNet. Social network analyses are done using UCINET (Borgatti et al., 1999). Some preliminary results are presented here.

Abstract The field of crisis response and disaster management can be characterized, upon many other factors, by distributed operations, not daily routine work and multidisciplinary aspects. In designing and developing information systems for crisis response these factors need special attention. On behalf of regional emergency services, TNO Physics and Electronics Laboratory designed and guided commissioning of the IMI project (Information System for Multidisciplinary Incident Management). Four regional fire departments in Zuid-Holland decided to develop the information system. The Rotterdam region was selected as project pilot. The IMI-project was carried out with experiences and a background of military command and control where the above three factors also play a major role. In this paper we will elaborate on the reasons behind the design of the functionalities of the IMI-system. © Proceedings ISCRAM 2004.

Abstract The elaboration of statistics after a catastrophic situation allows us not only to analyze the economic, ecological and social impact of the event but also to improve the emergency management process. One compelling example of data collection for statistics is forest fires. The agencies involved in providing data have its own systems to collect data and mechanisms to send them, as well as, its data format for storing. Since such mechanisms are usually proprietary, and in order to normalize the exchange of data with statistics generating systems, a data transfer protocol should be used. In this paper we present a data transfer protocol called Forest Fire Statistics Protocol (FFSP). This protocol aims at transmitting consolidated forest fire data between independent agencies. The data transferred are based on the Forest Fire Report Data Model. Both mechanisms are based on open standards providing both technical interoperability and a solution that might be developed once and fit the needs of all. FFSP has been implemented as a web service over SOAP, SSL/TLS and TCP protocols.

Abstract Early Warning Systems (EWS) are crucial to mitigating and reducing disaster impacts. Furthermore, technology and information systems (IS) are key to the success of EWSs. This systematic literature review investigates the research topics and themes from the past six years of Information Systems for Crisis Response and Management (ISCRAM) conference proceedings and seeks to identify the research developments and directions for EWSs to steer a discourse to advance the research in this field. Findings from a sample size of 60 papers show that there are technical, social, and topical considerations to using and advancing technology for EWSs. While technology has advanced EWSs to new levels, it is important to consider the influence of technology in the successful operation of EWSs. The results are based on the ISCRAM proceedings literature and may be broader or have different prioritization if a wider disciplinary body of literature was explored. This will be considered in the future.

Abstract When planning and modeling disaster response processes (DRP), the unpredictability of disasters precludes accounting for all eventualities in advance. DRPs are thus typically concretized and adapted after the disaster and during the process?s run-time. Since time is critical and uncertainty typical, planning of DRPs requires methods and tools that support disaster managers in process analysis, process adaptation, and decision making. This contribution presents an approach for identifying concurrent activities that, in needing identical resources at the same time in different locations, are jeopardized by such place-related conflicts. As solution, the approach allows managers to calculate valid execution sequences, eliminate place-related conflicts, and prioritize activities by total execution time. Results are shown to form a novel, reliable basis for contributing to disaster managers? decision support.

Abstract Disaster recovery in urban environments is a complex process. Because of high population densities and the presence of many societal and infrastructural dependencies, urban areas are prone to severe loss of self-reliance in case of a disaster. Rebuilding such areas to a self-sustaining state is a daunting task, and requires a high degree of community effort and comprehensive knowledge about the affected environment. All too often, these requirements are not properly met, leading to a long recovery trajectory and misalignments between recovery efforts and community needs. We suggest that most issues in disaster recovery stem from 'collaboration gaps': Flawed organisational structures between stakeholder parties that exist between levels of operation and between phases in the recovery process. We introduce two innovation pathways to close these gaps, and present the COBACORE project that will explore these pathways, and create a collaborative platform for effective community-based comprehensive disaster recovery.

While attention is mostly focused on sensor measurements and disaster prediction, warning message dissemination is often based on technical terminology and is not appropriate for the majority of interested user groups. This article describes the concepts of generic information logistics developed for the distant early warning system (DEWS). It is designed to not be limited to specific hazard types, languages or other deployment specifics. Instead, it enables the generation of user-tailored warning messages that account for specific needs and it provides several filter mechanisms to avoid unintended message flooding in emergency situations. Moreover, the importance of spatial references in messages is highlighted and accounted for in both automatic message processing and message reception by humans. Warning messages are based on the common alerting protocol (CAP) to allow interoperability with other early warning systems.

Abstract Ontology matching is a key problem in many metadata intensive application domains, including emergency response, data integration, peer-to-peer information sharing, web service composition, and query answering on the web. In this paper we present an emergency response scenario based on the organizational model as used in Trentino region, Italy. We provide a formalization of this scenario with the help of lightweight coordination calculus. Then, we discuss an automatic approximate structure preserving matching algorithm which we applied within the emergency response scenario. The evaluation results, though preliminary, are encouraging.

Abstract One of the challenges of humanitarian organizations is that there exist limited decision technologies that fit their needs. It has also been pointed out that those organizations experience coordination difficulties with volunteers willing to help. The purpose of this paper is to help address those challenges through the development of a decision model to assist in the management of volunteers. While employee workforce management models have been the topic of extensive research over the past decades, no work has focused on the problem of managing humanitarian relief volunteers. In this paper, we discuss a series of principles from the field of volunteer management and develop a multi criteria optimization model to assist in the assignment of volunteers to tasks. We present an illustrative example and analyze a solution methodology where the decision maker exercises his/her preferences by trading-off conflicting objectives. Conclusions, limitations, and directions for future research are also discussed.

Abstract Social Media data allows for profound analyses of user-generated content in order to predict or manage disasters and crisis situations. In this paper, we present an analysis of tweets from and about Al Za'atari, a refugee camp in Jordan close to the Syrian border. Our results are based on the analysis of location-tagged tweets by our “Avalanche” system in order to support an accurate situational awareness picture for on-site and off-site operators from relief organizations on evolving events and challenges.

Abstract Between 2018 and 2021, the Incident Streams track (TREC-IS) developed standard approaches for classifying information types and criticality of tweets during crises. While successful in producing substantial collections of labeled data, TREC-IS as a data challenge had several limitations: It only evaluated information at type-level rather than what was reported; it only used Twitter data; and it lacked measures of redundancy in system output. This paper introduces Crisis Facts and Cross-Stream Temporal Summarization (CrisisFACTS), a new data challenge piloted in 2022 and developed to address these limitations. The CrisisFACTS framework recasts TREC-IS into an event-summarization task using multiple disaster-relevant data streams and a new fact-based evaluation scheme, allowing the community to assess state-of-the-art methods for summarizing disaster events Results from CrisisFACTS in 2022 include a new test-collection comprising human-generated disaster summaries along with multi-platform datasets of social media, crisis reports and news coverage for major crisis events.

Abstract Emergency situations call for the timely collaboration and error free communication of first responder (FR) teams from their Command Posts (CP) and between themselves. First responder teams must form and adapt their plans and actions as a real-time critical situation unfolds. This paper presents an advanced Command Post application that manages a diversity of FR teams during an emergency. Data from biometric, fire and/or gas sensors in addition to received annotated videos from first responders on site, carrying personal digital assistants (PDAs), are simultaneously managed. The presented system provides properly configured access to and alert-dependent visualization of real time location, biometric, gas, fire and annotated video data from FRs in the field to allow for effective reaction and decision support from CP personnel. Additionally, the system forms an information management system for all necessary information to be quickly handy during emergency handling, such as FR information, critical infrastructure information, historical information, etc. This system has been validated through qualitative analysis in a field trial at the M30 tunnel in Madrid by participating end users.

Abstract Human-centered sensing (HCS) is an emerging research field that leverages mobile devices carried by people to collect useful information in support of myriad analytic activities. In this paper, we explore ways in which HCS can be applied to support a variety of analytic campaigns in the context of crisis response and management (CRM). We first summarize the concept of HCS and then investigate the potential advantages of complementing traditional sensing platforms and analytic tasks with an HCS system. By recognizing the potentials of HCS, we offer a scheme for classifying HCS systems and envision three application scenarios of HCS in CRM as well as a general architecture of HCS systems.

Abstract Humanitarian logistics represents a broad range of activities taking place within humanitarian organizations, the bulk of these activities are also components of a broader humanitarian supply chain – The network involved with providing physical aid to beneficiaries. Humanitarian logistics information systems improve information flows, which integrates logistics units more efficiently with non-logistics units within the humanitarian supply chains and provides better feedback to donors, ensuring more effective operations. Humanitarian logistics activities occur across the disaster management cycle. Humanitarian logistics information systems not only improve logistics activities in each phase, but can improve the continuity of humanitarian operations by sharing information throughout the transition of different disaster management cycle phases. Through collaboration between organizations, humanitarian logistics information systems also have the potential to reduce corruption and the market distortion which can occur during humanitarian operations.

Abstract The latest EU funding framework, ?Horizon 2020?, has moved consideration of ethical and societal implications of technology development to the fore. Yet, there is little guidance on how to do such research in practice, let alone how to innovate in ethically and socially sound ways. This paper addresses these issues in the context of a large scale EU funded project developing system of system innovations in IT supported emergency response. Building on collaborative design and a range of other approaches, the paper argues that just like ?usability?, ethics cannot be invented or decided by experts, but has to be the product of engagement with the technology by directly or indirectly implicated publics. Facilitating such publics is a central element of what we call ?ELSI Co-Design?. The paper outlines the theoretical and methodological underpinnings of this approach.

Abstract In this paper we discuss interim findings from an ongoing comparative case study of the Automated Regional Justice Information System (ARJIS) in San Diego, CA. Significant attention had been given to the need to integrate information systems across organizational boundaries in the criminal justice domain. We employ a social informatics lens in this research that views the technological artifact as embedded in cultural and institutional context. In our examination of ARJIS we have found that the adoption of a Joint Powers Agreement (JPA) as a governance structure has impacted system design and organizational practices significantly. Specifically, the JPA facilitates participation by member agencies and, allows the ARJIS management team autonomy and flexibility in developing and managing the ARJIS information system.

Abstract This paper proposes a capital model for disaster resilience. A central notion to this effect is viewing an organization as a capital conversion and capital creation system (Mandviwalla et al. 2014). Systems resilience was originally defined as the measure of a system?s persistence and ability to absorb disturbances (Holling 1973). Our approach corresponds to ?resilience-1; Resilience as rebound from trauma and return to equilibrium as,? which according to Woods (2015) is one of the four main categories of disaster resilience. We develop a system dynamics model expressing the main features observed in selected municipalities affected by the Great East Japan Earthquake. We show that the model is able to describe qualitatively the processes of capital destruction by the earthquake with the associated tsunami and the subsequent capital recreation. We discuss how the system dynamics model can be used to further increase our understanding of capital conversion processes in disaster resilience.

Abstract Strategies for detecting terrorists carrying radioactive material can be evaluated in virtual environments more easily than they can be in the real world. Real scenarios expose personnel to radiation and concomitant dangers. The execution of multiple real-world scenarios – such as catching terrorists in factories, houses and open spaces – is expensive. This paper describes virtual environments for interdicting terrorists carrying radioactive material. The virtual environments are constructed by incorporating the physics of radiation into virtual-world platforms. We explore the relative advantages of a gaming engine (Half-Life 2), a 3D online virtual world (Second Life) and a robot simulator platform (Stage/Player) for developing strategies for interdicting dirty bombers. Preliminary results on implementations of these virtual environments are presented.
