Abstract | This position paper discusses the ongoing debate on the topic of humanitarian effectiveness and highlights the need to look at the structuring of the humanitarian system from an ethical point of view. The paper makes the argument that any community engagement with the affected population is a matter of ethics and dignity of those needs to be considered as a central focus to the discussion. The paper also discusses how the humanitarian system as a set of technology, tools & practises focusses on efficiency, and overshadows the issues of care by objectifying and turning the affected population into mere numbers. We discuss that technology and organisations are inter-twined and such a discussion of technology cannot be contemplated without considering the traditional institutional practises as a whole. | ||||

Abstract | This paper concerns a preliminary user study to determine the acceptance of a mobile application that is supposed to involve civilians during emergencies. In particular, the focus is on bystanders. Their intervention during emergencies constitutes a delicate issue, since they were traditionally considered as a rather annoying party being merely observers of incidents. However, with the ubiquity and ever-increasing capabilities of cell phones there might emerge a great potential to flip the coin and to benefit from bystanders playing from now on a contributive role. To examine this hypothesis, we conducted semi-structured interviews with 24 persons. The result of our study shows that people are willing to use such mobile assisting system, and thus we take it as a positive starting signal to continue our research into this direction considering the elicited user constraints. | ||||

Abstract | Decision-makers in humanitarian crisis need information to guide them in making critical decisions. Finding information in such environments is a challenging task. Therefore, decision-makers rely on domain experts who possess experience and knowledge from previous humanitarian crises to provide them with the information they need. In this paper, we explore the ability of the existing computing technologies to augment the capabilities of those experts and help decision-makers to make faster and better decisions. Among many computing technologies we have today, word embedding and the semantic web are able to support such augmentation of the domain expert. In this paper, we train a word embedding model using word2vec, transform words and terms from news archive to entities in domain ontology, annotate those entities with their equivalent concepts from upper ontologies, and reason about them using semantic similarity and semantic matching, to represent and retrieve knowledge, and answer questions of interest to decision-makers in humanitarian crises. The approach was evaluated by comparing the use of word embeddings with and without semantic classification for the retrieval of information about the current humanitarian crisis in Syria. | ||||

Abstract | As a result of the ongoing commitment to climate protection in more and more countries and the corresponding expansion of renewable energies, the importance of renewables for the security of electricity supply is also increasing. Wind energy generated in offshore wind farms already accounts for a significant share of the energy mix and will continue to grow in the future. Therefore, approaches and models for security assessment and protection against threats are also needed for these infrastructures. Due to the special characteristics and geographical location of offshore wind farms, they are confronted with particular challenges. In this context, this contribution outlines how an approach for threat analysis of offshore wind farms is to be developed within the framework of the new research project “ARROWS” of the German Aerospace Center. The authors first explain the structure of offshore wind farms and then present a possible modeling approach using Qualitative function models and Bayesian networks. | ||||

Abstract | “Recent events have shown the vulnerability of IT systems of companies, organizations or even governments to hacker attacks. At the same time, information technologies are becoming increasingly established and important in various industries (digitalization). With a view to the modern development of terrorism, cyber-attacks can be used to physically damage critical infrastructures (CI). This leads to a new dimension of cyber-attacks, which are called terrorist cyber-attacks. The following research contributes to the identification of weak information technology components of railway operating systems and thus improves the safety of public transportation in the context of the European railway traffic management system (ERTMS). The core of this paper is an extended literature research on security flaws in the ERTMS. Abstract | The constantly increasing number of passengers using public transportation leads to an expansion of the ser-vices offered by public transportation companies. The existing transportation infrastructures, especially rail-way stations, can only partly cope with this rapid growth. There is already overcrowding on platforms and access routes, especially during disruptions caused by natural disasters or major public events. This crowding may result in personal injury or shutdown of operations for safety reasons. The research project CroMa aims at improving robustness, safety, security and performance of railway stations at peak loads. The paper contributes thereto by developing an approach to assess railway infrastructure in terms of the risk of overcrowding. The core of this research is to combine qualitative workshop results with quantitative database analysis. Furthermore, the paper gives an outlook on the ongoing process model development as a basis for a semi-quantitative evaluation tool for railway stations applicable by end users. | ||||

Simultaneously, information technologies have become increasingly established and important for institutions of various branches. With respect to modern terrorism developments, cyber-attacks may be used to physically harm critical infrastructures. This leads to a new dimension of cyber-attacks called “terrorist cyber-attacks”. This research-in-progress paper aims to develop a process model for data acquisition and support of decision making that seeks to enhance the security of public transportation in the context of counterterrorism. Therefore, a generic process model for terrorist cyber-attacks – produced in the research project RE(H)STRAIN1 – is intro-duced as a basis for a decision support system (DSS). In the future, such models could improve the decision process by comparing the effectiveness of different security measures. | ||||

Abstract | Natural or man-made disasters can trigger other negative events leading to tremendous increase of fatalities and damages. In case of Low Probability ? High consequences events, decision makers are faced with very difficult choices and the availability of a tool to support emergency decisions would be very much beneficial. Within EU CRISMA project a concept model and tool for evaluating cascading effects into scenario-based analyses was implemented.This paper describes the main concepts of the model and demonstrates its application with reference to two earthquake-triggered CE scenarios, including (the first) the falling of an electric cable, ignition and spreading of forest fire and (the second) the happening of a second earthquake in a sequence. Time dependent seismic vulnerability of buildings and population exposure are also considered for updating impact estimation during an earthquake crisis. | ||||

Abstract | This paper presents an innovative IT solution, a virtual studio, enabling security professionals to formulate, test and adjust security measures to enhance the security of critical buildings. The concept is to virtualize the environment, enabling experts to examine and assess and improve on a building?s security in a cost-effective and risk-free way. Our virtual studio solution makes use of the latest advances in computer graphics to reconstruct accurate blueprints as well as 3D representations of entire buildings in a very short timeframe. In addition, our solution enables the creation and simulation of multiple threat situations, allowing users to assess security procedures and various responses. Furthermore, we present a novel device, tailored to support collaborative security planning needs. Security experts from various disciplines evaluated our virtual studio solution, and their analysis is presented in this paper. | ||||

Abstract | ICT-enabled or digitalized co-production of public services has become increasingly relevant to emergency response and crisis management. This study provides a literature review on this phenomenon, exploring both large-scale crises and frequent emergencies. We found that research in the domain is scarce and focuses mainly on the phenomenon in terms of digital volunteerism. In large-scale crises, they mostly refer to spontaneous forms of volunteering, and in smaller emergencies, to more organized volunteers that collaborate with a response organization over time. Similarities to digitalized co-production in the public sector generally include financial, administrative, ICT, and demographic factors. Differences include, e.g., aspects of coordination, support, and processing by formal actors. We argue that there are benefits of adding a theoretical co-production perspective to digital volunteerism in emergency response and that our literature review can guide future research on models and (the double) use of volunteers in both kinds of emergencies. | ||||

Abstract | Understanding that disasters and conflicts do not occur in a vacuum, but are integrally linked to the broader context in which they take place, building resilience within both state and society structures becomes a crucial tool to speed recovery and lessen the likelihood of recurrence as local and institutional capacities are put in place to respond to, manage and reduce emerging risks. Since, 2008, United Nations Development Programme in Sudan has through its Crisis and Recovery Mapping and Analysis Project been developing a participatory mapping and analysis methodology to enhance crisis responsiveness and evidence-based strategic planning both within the United Nations system and national government. Using innovative technologies and GIS, sensitive issues are contextualized and depoliticized through novel correlations and visualisations, allowing previously contesting state and society actors to jointly identify priorities for intervention and response. The process has fostered an open dialogue, strengthening the capacities of local actors to respond to emerging crises in a timely and appropriate manner. Participatory mapping has thus become a key tool in managing complexities in peacebuilding and recovery in post-crisis settings. © 2012 ISCRAM. | ||||

Abstract | Practice and research collaborations in the disaster domain have the potential to improve emergency management practices while also advancing disaster science theory. However, they also pose challenges as practitioners and researchers each have their own culture, history, values, incentives, and processes that do not always facilitate collaboration. In this paper, we reflect on a 6-month practice and research collaboration, where researchers and practitioners worked together to craft a social media monitoring system for emergency managers in response to the COVID-19 pandemic. The challenges we encountered in this project fall into two broad categories, job-related and timescale challenges. Using prior research on team science as a guide, we discuss several challenges we encountered in these two categories and show how our team sought to overcome them. We conclude with a set of best practices for improving practice and research collaborations. | ||||

Abstract | On-line websites and applications are increasingly playing a role in disaster response and recovery. Yet with the wide variety of on-line grassroots activities that occur in such situations, it can be difficult to make sense of them. In this paper, we describe on-line behavior as socially convergent activity, interpreting it within existing sociological understandings of behavior in disaster events. We discuss seven types of convergent behavior and give examples of on-line activities for each type. By seeing these activities as an essential part of the disaster social arena, we can begin to think about how to support socially convergent phenomena in new and creative ways. | ||||

Abstract | Vehicles or freight cars on fire below a bridge or inside a tunnel are exceptional events and imply difficult intervention conditions for firefighters. A buried technical network like high voltage electricity line, gas or steam pipeline around such a fire causes additional specifics risks. Vulnerability areas for firefighters are defined as zones where both factors exist: a difficult incident area – like tunnels or bridges over roads/railway lines ? together with a specific risk like buried networks. These areas require intervention teams with specific emergency response capabilities. The present paper proposes a method developed for the Paris Fire Brigade for vulnerability mapping. Results aim at being used by their decision support system dedicated to the mobilization of intervention teams. On the long term, it could improve the allocation of specific responses capabilities intervention teams as soon as the emergency call is treated. Results are debated from an operational point of view. | ||||

Abstract | Social media are increasingly used by emergency responders as part of the communication infrastructure during crisis. As such, it is important to understand how these new technologies offer opportunities and barriers to information access for population affected during crisis events. In particular, this project explores the extent to which Twitter is used to provide emergency-related information to vulnerable populations both during routine and crisis contexts. We look longitudinally, across four years, at the online information and communication behaviors of official emergency responders in the United States. Our results demonstrate a notable lack of cross-language crisis communication on social media. We discuss the practical implications of these results, and offer directions for future work and improvement of practices. | ||||

Abstract | Cybersecurity logs are permanently generated by network devices to describe security incidents. With modern computing technology, such logs can be exploited to counter threats in real time or before they gain a foothold. To improve these capabilities, logs are usually shared with external entities. However, since cybersecurity logs might contain sensitive data, serious privacy concerns arise, even more when critical infrastructures (CI), handling strategic data, are involved. We propose a tool to protect privacy by anonymizing sensitive data included in cybersecurity logs. We implement anonymization mechanisms grouped through the definition of a privacy policy. We adapt said approach to the context of the EU project CIPSEC that builds a unified security framework to orchestrate security products, thus offering better protection to a group of CIs. Since this framework collects and processes security-related data from multiple devices of CIs, our work is devoted to protecting privacy by integrating our anonymization approach. |

For instance, emergency plans often remain stored in closets where they stay until some emergency or major legal change occurs. Consequently, achieving actual preparedness is difficult to assess. QuEP is a framework for the assessment and improvement of the management of emergency plans within organizations. It is inspired by the Total Quality Management strategy, and provides a hierarchy of emergency plan management maturity levels. The aim of QuEP is to guide organizations to assess and improve their emergency preparedness by following a set of principles, practices and techniques at the technical, human and strategic levels. Abstract | The evaluation of the quality of emergency plans is an unresolved issue. While most research efforts have focused on the definition and improvement of planning methods and the associated tools, a reference framework allowing the assessment of emergency plans is still missing. In this paper, we report our initial work towards the definition of a quality framework for emergency plan management. To create it, we are borrowing results from more than one century of research on quality methods, with special emphasis in the newest Total Quality Management approaches that pay attention to technical, human and strategic concerns during the plan development process. The QuEP framework defines a number of planning principles and practices to define a maturity-driven layered model for the evaluation of organizations. We list the principles and practices, and describe its potential to be integrated with other emergency plan management frameworks. | ||||

Currently, we are working on a flood risk scenario focused on a proposal towards a resilient culture together with the support of Information Technologies (IT) as a way to manage information. The goal is twofold: (i) on the one hand, to manage data in a small scenario to analyze and process the data collected from sensors in different sites in a micro-basin. Data get from data processing such as flow and velocity will then be the input data for hydraulic models to predict floods downstream; (ii) on the other hand, to publicize the predictions and the data already processed means people can benefit from information on flood risks, and the different participants may change their perception and consider cooperating in improving resilience. | ||||

Abstract | This paper presents the learning experiences from the development of a mobile-based communication platform, called OrdningsVaktsCentralen (OVC). OVC can be translated to Security Guard Central. OVC is designed to enable the Swedish Police Force (SPF) to comply with new legal requirements and enhance their collaboration with Appointed Security Guards (ASG). The focus of this paper is on the early phases of development; in particular on the specific technical issues such as interoperability and standards used in the development of mobile based systems. The learning experiences are as follows: firstly, when developing mobile based systems we suggest and recommend that the analysis phase should be enhanced and it should address the interoperability between mobile phones on one hand and operators on the other hand. Secondly, global and national standards, such as the MMS7 for sending multi-media messages, are not always standardized. It seems that operators and mobile phone manufacturers make minor alterations and interpretations of the standard and thereby some of the benefits found in standards disappear. Thirdly, mobile based communication platforms have a large potential for contributing to the field of emergency management information systems since they can be based on open and nationally accepted standards. | ||||

To learn skills associated with such abilities previous research has shown that knowledge acquired through experience plays an important role. It is important that organisations share and learn from experiences to improve their ability to cope with novel situations. In literature there is a lack of consistency in how these abilities are discussed, we therefore propose the FAIRIC model. By unravelling some of the similarities and differences we create a common vocabulary to discuss knowledge gained from experience. This can help classify different experiences and provide a systematic way of gathering and modelling knowledge on situational factors to enable sharing of mission experience over boundaries of time and space. © 2012 ISCRAM. | ||||
