Abstract This paper is about European networked crisis and disaster management and how to achieve more intelligent decision support and better collaboration. Although collaboration processes are established, the underlying information management tools today don?t support integrated electronic information management in multi-organizational scenarios. This leads to a fragmentation of relevant information into pieces held by different stakeholders. Recently, the concept of the Common Information Space has been introduced as possible solution. This paper looks to the domain of Air Traffic Management where a similar problem was tackled by a concept called System Wide Information Management. The paper starts with describing the operational context, the unresolved needs, and the derived requirements. Experiences from the Air Traffic Management domain are gathered and compared with current solution concepts from the public safety domain. The paper concludes with lessons learned during the on-going development in the public safety domain.

Abstract Fostering community resilience in the aftermath of a disaster constitutes a significant challenge and requires an adequate understanding of the community?s specific capabilities and vulnerabilities. We carried out a field study in Nepal as a multi-disciplinary research team that explored how the humanitarian response enabled community resilience after the devastating earthquakes. We explored three elements of resilience: persistence, adaptability and transformability by zooming in and out between the local community and humanitarian organizations operating at the national level. Our combined insights from three disciplines, social sciences, information management and logistics, show that humanitarian organizations operating in Nepal still primarily aimed to (re)build community resilience ?from above? instead of enabling communities to strengthen their own resilience in a bottom up way. In this paper we contend that fostering an inclusive and networked response has the potential to strengthen the adaptive capacity of humanitarian organizations and community groups and boost local resilience.

Abstract In emergency response, parallel working coordination groups and command and control centres are responsible to deal with complex events. A well-functioning exchange of information between organizations, officials and these coordination groups is the basis for an efficient risk management. This paper describes a methodical ap-proach for field observation to understand and improve the inter-organizational information management be-tween the involved partners. The method was tested within a practical approach and possible occurring problems during the observation were identified and solutions for these problems are provided.

Abstract Volunteered Geographic Information (VGI) integrated with Disaster Information Management Systems (DIMS) has great potential to assist managers and the community in times of emergency. However, there is little research focusing on integrating VGI with DIMS, in addition, there are a lack of use of standards of interoperability and emergency, which can impair interoperability and the quality of the information contained in these systems. This work presents a fully interoperable framework aimed at the construction of DIMS, which integrates official data and VGI through ISO and OGC standards, allowing managers and the community to work with official data and VGI in order to assist managers in decision making. To show the viability of the framework, a case study using data from the risk situation of dams located in the municipality of Barão de Cocais in Brazil was carried out.

Abstract Remote sensing and Geographic Information Systems (GIS) have the potential to provide United Nations (UN) humanitarian agencies and their partners with much needed disaster related information and improved management of resources. However, the technical nature of these tools requires considerable expertise to fully benefit from satellite images and related geographic information. The UN Office for Project Services (UNOPS) is implementing the UNOSAT service on behalf of the UN Institute on Training and Research (UNITAR) together with several private actors. UNOSAT provides the UN and its partners with the expertise in Earth Observation (EO) and GIS applications. As a crisis is part of a spectrum of disaster related events, UNOSAT provides services in all phases of humanitarian assistance, including planning, crisis response, relief and development. UNOSAT's objectives are to facilitate the territory planning and monitoring processes of local authorities, local technicians, development project managers and humanitarian field operators working in coordination with or within the framework of UN activities, on issues such as disaster management, risk prevention, peace keeping operations, post conflict reconstruction, environmental rehabilitation and social and economic development. A key part of this work is to accelerate and expand the use of accurate geographic information derived from EO-satellite imagery. UNOSAT is also involved in several international initiatives aimed at improved crisis response and management, such as the International Charter “Space and Major Disasters”, an important asset in providing timely information to relief personnel on the ground. By working closely with its UN sister agencies, UNOPS/UNOSAT offers a one-stop-shop for satellite imagery and GIS services related to disaster response & management within the United Nations. © Proceedings ISCRAM 2004.

Abstract Creating a 'common view' between all stakeholders on the course of an emergency situation and the possible consequences is a challenge for any crisis management organisation. In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Both systems are implemented in prototype phase and used regularly during exercises. © Proceedings ISCRAM 2004.

Abstract An information system for decision support and information exchange is designed and a prototype has been build for use in the Back Office Radiological Information (BORI) of the EPAn; the Dutch nuclear emergency organisation. System developments are directed at a fast and efficient production of a radiological status report and the improvement of information exchange and communications between the participating institutes of BORI. Special attention has been given to network security and the information infrastructure to manage virtual workplaces. We have chosen for a standard web based system development for the presentation and communication facilities. Abstract Mobile communications networks and devices can be and have been used by authorities to warn and instruct the general public during crises. However, our understanding of how mobile technologies could best be used for emergency announcements (public warnings) is currently limited. To clarify one part of this field of study, we define and describe a simple taxonomy for mobile emergency announcements (MEA) systems. The taxonomy has three categories: preplanned MEA systems, ad-hoc MEA systems and semi ad-hoc MEA systems. Differences in functional, security and other requirements were found between MEA systems belonging to different taxonomy categories, both concerning how each category of MEA systems can meet the common requirements, and concerning which requirements are the most important for each category of MEA systems. The differences between the categories were especially clear for these requirements: the understandability and credibility of the MEAs and the security of a MEA system.

Abstract The paper presents a four-phase action research project that was (and still is) conducted at the department of Information Management Customer Support and Operations (IM\CS&O) of a large multi-national company. The department is in charge of ICT-service continuity and has to produce ICT recovery plans that are integrated with the organization's overall Business Continuity plan. Interviews, Group Support System (GSS) technologies as well as a risk survey have been used to gather information and identify risks and threats. A systematic quantitative classification, measuring the impact of loss of ICT services on the company's business processes in terms of cost and risk will allow in the near future to utilize an economic decision model to prioritize the core activities of training and implementation of a recovery disaster plan. The research has made clear to the involved protagonists the necessity to share information, to develop awareness, and to formulate a shared recovery disaster plan to ensure ICT/business continuity and/or recovery when ICT disruptions occurs. © Proceedings ISCRAM 2004.

Abstract Crisis and disaster management in the Netherlands has made huge leaps forward in recent years with regard to different organisations trying to manage one or more aspects of the safety chain. This research focuses on the information structure of health care during disasters with an aim to improve disaster management and tries to answer the following question: How can location based services improve information services within health care during disasters? Through the use of literature and interviews this thesis describes how disaster management can be improved through the use of Location Based Services (LBS). The scope of this research is aimed at better understanding the organisational processes during somatic health care. By defining a case and on the basis of literature and interviews in the Province of Utrecht, it was possible to develop a three layer graph model (3LGM). This model shows an overview of information processes performed by the health care organisation during the first hour after an accident. In this context, the 3LGM model is used to obtain an overview of the quality of information processing in such a problem area. The organisational structure, which deals with disaster management, consists of a strong co-operation between the police, fire departments, the local government and the 'Medical Aid during Accidents and Disasters' (GHOR). The size of the organisation depends largely upon the scale of the disaster, however the current information structure is not suitable for storing and processing the information in an efficient and effective manner. The same applies when displaying information related to casualties and safety within an area. With the help of location based services consisting of, geographical information systems (GIS), global positioning systems (GPS) and second or third generation telecommunication technologies, the existing information structure can be optimised. Expected advantages are higher accessibility to health care, a safer environment for rescuers, more time for managing the healthcare processes and an improved interdisciplinary co-operation between the police, fire departments, the local government and the GHOR. © Proceedings ISCRAM 2004.

Defense Information Systems Agency (DISA) and MITRE (a federally funded research and development organization), to support participating organizations in the U.S. Homeland Security/Homeland Defense Command and Control Advance Concept Technology Demonstration (HLS/D C2 ACTD). Dynamic Team Management includes finding and accessing information about resources (people) with whom you need to communicate and collaborate on a mission or task. Used in conjunction with collaboration tools and other applications, DTM supports constructing cross-organization teams of individuals to address particular missions or tasks, based on emerging needs. DTM demonstrates approaches to overcoming many of the challenges of building the best teams for each mission/task, accommodating information sharing preferences of participating organizations, directory integration automation, dynamically scaling to meet cross-organization communication and collaboration requirements, and achieving organizational interoperability.

Abstract The Automated Remote Triage and Emergency Management Information System (ARTEMIS) project seeks to provide situational awareness to all level of commands in order to increase patient survival rate during emergencies. By moving the burden of triage off of the medic and into an automated system, more time will be able to be spent on casualty care rather than assessment. Continual monitoring of responders and casualties will alert medics of critical changes in a patient's health that might normally have gone undetected after a patient is initially triaged. ARTEMIS employs a network of embedded sensors worn by responders and casualties to gather the data required for greater situational awareness and to relay the data back to appropriate levels of command both on the field and in remote locations.

Abstract The Global Disaster Alert and Coordination System, jointly developed by the European Commission and the United Nations, combines existing web-based disaster information management systems with the aim to alert the international community in case of major sudden-onset disasters and to facilitate the coordination of international response during the relief phase of the disaster. The disaster alerts are based on automatic hazard information retrieval and real-time running of impact models. This paper describes impact models for earthquakes, tsunamis and tropical cyclones.

Abstract Situation assessment in crisis management applications can be supported by automated information fusion systems, such as Distributed Perception Networks. DPNs are self-organizing fusion systems that can infer hidden events through interpretation of huge amounts of heterogeneous and noisy observations. DPNs are a logical layer on top of existing communication, sensing, processing and data storage infrastructure. They can reliably and efficiently process information of various quality obtained from humans and sensors through the existing communication systems, such as mobile phone networks or internet. In addition, modularity of DPNs supports efficient design and maintenance of very complex fusion systems. In this paper, a fully functional prototype of a DPN system is presented that fuses information from gas sensors and human observations. The task of the system is to compute probability values for the hypothesis that a particular gas is present in the environment. It is discussed how such a system could be used for crisis management.

Abstract This paper describes SIGAME, a web-based application for national cooperation in case of disaster. The main motivation of SIGAME is to provide a quick, flexible, reliable, many-to-many, updated communication channel for improving and coordinating the response of assistance suppliers (located at several territories) when an emergency occurs. In order to make communication as efficient as possible and taking into account the organizational diversities of the suppliers, the political implication and the characteristics of the future users, a user centered design method for web-based interactive systems seems to be the best solution for attending the designer through the different phases and products of the design process. In particular, we will focus on the techniques used both to involve stakeholders in the design and to collect requirements.

Abstract Disaster Management often involves using Information and Communications Technology (ICT) to manage large amounts of data efficiently. Data gathered from disasters are often related to geographic locations, such as the affected geographic region, thus requiring special forms of data management software to utilize and manage them efficiently. Geographic Information Systems (GIS) are specialized database systems with software that can analyze and display data using digitized maps and tables for decision making. Preparing and correctly formatting data for use in a GIS is nontrivial, and it is even more challenging during disasters because of tight time constraints and inherent unpredictability of many natural disasters. This paper describes the important role of GIS in disaster management, and discusses the most common characteristics of GIS and their potential use in disaster response. We follow up with a detailed description of the GIS prototype in the Sahana Disaster Management System.

Abstract The most effective way to design an emergency management system matching user needs is to perform a User-Centered Design; it relies on continuous interactions with end-users in order to understand better and better how organizations are arranged during emergencies, which data are exchanged and which steps are performed by organizations to face disastrous events. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems.

Abstract Fast and effective disaster management requires access to a multitude of heterogeneous, distributed, and quickly changing data sets, such as maps, satellite images, or governmental databases. In the last years, also the information created by affected persons on web sites such as flickr.com or blogger.com became an important and very quickly adapting source of information. We developed HUODINI, a prototype system for the flexible integration and visu-alization of heterogeneous data sources for disaster management. HUODINI is based on Semantic Web technologies, and in particular RDF, to offer maximal flexibility in the types of data sources it can integrate. It supports a hybrid push/pull approach to cater for the requirements of fast-changing sources, such as news feeds, and maximum performance for querying the integrated data set. In this paper, we describe the design goals underlying our approach, its architecture, and report on first experiences with the system.

Abstract In the USA the basic objective of local and state government's Emergency Operations Plans (EOP) is to implement mitigation measures to reduce the loss of life and property damage by the efficient mobilization and deployment of resources. The evacuation of citizens out of harms way either before an impeding disaster or after the occurrence of one is a critical component of any EOP. This document represents a summary of the Evacuation Plan designed for the City of New Orleans. Results of live field exercises conducted during the 2006 Hurricane Season and suggestions for improvement will be highlighted. The ideal Emergency Evacuation Tracking System will be designed to operate within a System of Systems framework with interfaces: to field personnel, emergency managers and logisticians operating in an Emergency Operations Center (EOC), with state and local government systems such as public information emergency hotline (311 Centers in the USA), asset tracking management systems and others.

Abstract The current scope of ICT support for disaster coordination is primarily focused at either the network or data levels. There is significant opportunity for ICT to play an even more important role for disaster coordination at the information level. This paper reviews the information structures and requirements gathered from disaster coordination centres based on exercise observations. Such coordination of information is usually based on national frameworks that document structures, roles, and responsibilities, but are seldom supported by relevant ICT infrastructure or systems. This paper uses the lessons learned from the exercise observations to identify future opportunities for information management software to support disaster centre operations. In particular, the paper introduces a prototypical Crisis Information Management System we are developing to support two challenges: incident notification and resource messaging. The system is based on open standards under development within the OASIS standards consortium, and will be evaluated as part of future exercises.

Abstract This paper presents the EU project SHARE which aims at developing a mobile service architecture to support large-scale rescue operations with multimedia communication and information services. The task of planning and controlling large-scale rescue operations requires flexible and robust tools which help the rescue forces to do their search and rescue work with maximum efficiency. Resource planning tools and cartographic information about the operation site are essential to fulfill the complex task of operation management. The Interactive Resource Management and MAP3D are two modules which have been developed in the SHARE project to enable the rescue operation leadership to do efficient coordination of their forces during an operation. Our paper will focus on features and interdependencies of both tools taking into account innovative feedback and interaction mechanisms.

Abstract Project ERMA (Electronic Risk Management Architecture) develops a platform for risk managers that can be cus-tomised to individual risk management scenarios in order to meet the needs of small and medium-sized municipali-ties. Due to their limited resources, smaller boroughs call for flexible and intelligent platforms that can be tailored to a set of risk management scenarios that might range from natural disasters to man-made hazards. This paper will promote a process-oriented stance for supporting emergency management operations. The scope of services ranges from decision support via key-indicators with attached process management system up-to alarming services that incorporate citizen relationship management services to keep the citizen well informed and use him for the capture of additional information.
