Abstract |
Epidemiological monitoring systems are used to control the evolution of disease spreading and to suggest action plans to prevent identified risks. In this domain, risk prediction is based on quantitative approaches that are hardly usable when data collection is not possible. In this paper, a qualitative approach based on an epidemiological monitoring ontology is proposed. We describe the design of this ontology and show how it fits into classical monitoring systems and helps overcoming limits related to quantitative approaches. © 2012 ISCRAM. |

Abstract |
Exercise managers and instructors have a particularly challenging task in monitoring and controlling on-going exercises, which may involve multiple response teams and organizations in highly complex and continuously evolving crisis situations. Managers and instructors must handle potentially incomplete and conflicting field-observation data and make decisions in real-time in order to control the flow of the exercise and to keep it in line with the training objectives. In simulation-based exercises, managers and instructors have access to a rich set of real-time data, with an increased potential to closely monitor the trainees' actions, and to keep the exercise on track. To assist exercise managers and instructors, data about the on-going exercise can be filtered, aggregated and refined by real-time decision-support systems. We have developed a model and a prototype decision-support system, using stream-based reasoning to assist exercise managers and instructors in real-time. The approach takes advantage of topic maps for ontological representation and a complex-event processing engine for analyzing the data stream from a virtual-reality simulator for crisis-management training. Aggregated data is presented both on-screen, in Twitter, and in the form of topic maps. © 2012 ISCRAM. |

Abstract |
Today's crises attract great attention on social media, from local and distant citizens as well as from news media. This study investigates the possibilities of real-time and automated analysis of Twitter messages during crises. The analysis was performed through application of an information extraction tool to nearly 97,000 tweets that were published shortly before, during and after a storm hit the Pukkelpop 2011 festival in Belgium. As soon as the storm hit the festival tweet activity increased exponentially, peaking at 576 tweets per minute. The extraction tool enabled analyzing tweets through predefined (geo)graphical displays, message content filters (damage, casualties) and tweet type filters (e.g., retweets). Important topics that emerged were 'early warning tweets', 'rumors' and the 'self-organization of disaster relief' on Twitter. Results indicate that automated filtering of information provides valuable information for operational response and crisis communication. Steps for further research are discussed. © 2012 ISCRAM. |

Abstract |
Understanding the performance of disaster monitoring systems is a key to understanding their success, therefore; various qualitative and quantitative measures and metrics can be applied in the characterization and analysis of such systems. Through evaluation studies, problems that impede a disaster monitoring system performance can be identified. The results can be used for system control, design, and capacity planning. Previous studies address technical performance analysis metrics for analyzing monitoring systems leaving out human and organizational dimensions of such systems. Thus, the primary objective of this study is to identify and describe a set of disaster monitoring systems performance analysis metrics that may be employed to evaluate such systems. This study may be valuable to researchers and practitioners involved in disaster and emergency response studies in planning the transportation of vital first-aid supplies and emergency personnel to disaster-affected areas, and in improving chances of survival after a natural disaster. |

Abstract |
Detecting the occurrence of hydraulic accidents or contamination events in the shortest time has always been a significant but difficult task. The simple and efficient way is to identify the sudden changes or outliers hidden in the vast amounts of monitoring data produced minute by minute, which is unpractical for human. A new method, which employs a data self-recognition approach to achieve that automatically, has been proposed in this paper. The autoregressive moving average (ARMA) model was employed in this research to construct the self-recognition model. 56 months monitoring data from Changping water distribution network in Beijing, which was firstly cut into different time-slice series, was used to establish the ARMA model. This provided a prediction confidence interval in order to identify the outliers in the test data series. The results showed a good performance in outlier identification and the accuracy ranges from 90% to 95%.Thus, the ARMA model showed great potential in dealing with monitoring data and achieving the expected performance of data self-recognition technology. |

Abstract |
This paper presents a new information system, SAGE-B, structured to support all fundamental data related to dams and the elements associated to an emergency in case of a dam-break flood. Data such as information about the population located in the areas at risk or the vehicles available for rescue that are located in the areas impacted by the predicted flood are always changing. In order to support an effective update of the required information for emergency management, an emergency information system was conceived and proposed. This paper describes the motivation for this research and the basic requirements from an emergency management perspective. The platform has a modular architecture, developed in open and free technologies, which allows a continuous development and improvement. Examples of future developments include a multichannel emergency warning system, flood wave real-time forecast and dam-breaching real-time monitoring models. |

Abstract |
Flood is a critical problem that will increase as a result of climate changes. The problem of flooding is particularly challenging over the rainy season in tropical countries like Brazil. In this context, wireless sensor networks that are capable of sensing and reacting to water levels hold the potential of significantly reducing the damage, health-risks and financial impact of events. In this paper, we aim to outline our experiences with developing wireless sensor network for flood monitoring in Brazil. Our approach is based on Open Geospatial Consortium's (OGC) Sensor Web Enablement (SWE) standards, so as to enable the collected data to be shared in an interoperable and flexible manner. We describe the application of our approach in a real case study in the city of São Carlos/Brazil, emphasizing the challenges involved, the results achieved, and some lessons learned along the way. |

Abstract |
Overlaying the technical aspects of participative communications and network design is the question 'how they can secure social change?' Social change is a political act. How can transnational networks gain political influence for local groupings at the national and international level? The Global Network for Disaster Reduction has undertaken a large scale 'participatory monitoring' project with the intended aim of using an activist 'social network' to create 'social demand': influencing policy and implementation within the UN.s framework for disaster reduction. While the project achieved its intended goals, the unintended impacts of the project are argued to be at least as significant; revealing ways that networks can create 'political space' at the local level which can influence policy and access to resources at the national and international level. This paper is presented from a practitioner perspective, linking practice to theoretical work on transnational social movements and participative communications. |

Abstract |
The OSIRIS project addresses the disaster management workflow in the phases of risk monitoring and crisis management. Risk monitoring allows the continuous observation of endangered areas combined with sensor deployment strategies. The crisis management focuses on particular events and the support by sensor networks. Four complementary live demonstrations will validate the OSIRIS approach. These demonstrations include water contamination, air pollution, south European forest fire, and industrial risk monitoring. This paper focuses on the latter scenario: the industrial risk monitoring. This scenario offers the special opportunity to demonstrate the relevance of OSIRIS by covering all the aspects of monitoring, preparation and response phases of both environmental risk and crisis management. The approach focuses on non-restrictive linking in a wireless sensor network in order to facilitate the addition and removal of nodes providing open interaction primitives allowing the comfortable integration, exclusion, and modification. A management layer with an event-triggered and service-based middleware is proposed. A live lab with real fire is illustrated. |

Abstract |
It is of practical significance and great value to design and develop a novel Early Warning System (EWS), which will be used by the personnel of institutions involved in the drinking water delivery governance model of Ireland. In order to help the users of our EWS in representing and codifying their knowledge on the complex coincidences that may drive Water Treatment Plants (WTP) to failures or to hazardous states we propose in this paper a novel approach of using Domain Specific Modeling (DSM) in the domain of EWS for Water Treatment Plants. The novelty of our DSM approach also lies in providing a standalone open source software application rendering profiling of the water utilities, early warning signals, monitoring mechanisms of signals along with capability of assessing the “tendency” of a WTP towards failure, given a set of observed early warning signals. |

The International Federation of the Red Cross and Red Crescent (IFRC), is one of the many humanitarian organizations that are further developing their logistics network more decentralized structures with sub-regional networks. One of the main challenges identified is the need of monitoring tools to have a real-time overview of the whole logistics network state, and optimization of the associated operations through real-time decision support systems. Logistics departments of humanitarian organizations have not adopted the technological developments that are standard in the commercial sector due to critical differences, and the IFRC is not an exception. This paper presents a case study conducted with the American and Caribbean IFRC. We present user requirements and specifications for the design of a real-time monitoring system dedicated the sub-regional network. It particularly addresses the challenges to simplify remote data collection, visualization and analysis. |

Abstract |
This paper presents our work on developing a system for Internet monitoring and knowledge extraction from different web documents which contain information about disasters. This system is based on ontology of the disasters domain for the knowledge extraction and it presents all the information extracted according to the kind of the disaster defined in the ontology. The system disseminates the information extracted (as a synthesis of the web documents) to the users after a filtering based on their profiles. The profile of a user is updated automatically by interactively taking into account his feedback. |

Sigmah is free software for the integrated management of humanitarian projects. The Sigmah project is led by a group of humanitarian organizations, which has, at the time of writing, 12 members: Action Against Hunger (France), Aide Médicale Internationale, Comité dAide Médicale, Comité de Secours Internationaux, French Red Cross, Groupe Urgence Réhabilitation Développement (Groupe URD), Handicap International (France), Islamic Relief (France), Médecins du Monde, Première Urgence, Solidarités International and Triangle Génération Humanitaire. Sigmah is developed as free software because it aims to be available to the humanitarian community as a whole. |

Abstract |
Social media has become increasingly important for emergency management. One example is its current use by governmental organizations to disseminate emergency-relevant information. During disaster events, it is imperative for people in affected areas to obtain accurate information. People using social media make a conscious decision to trust, act on, propagate or disregard emergency-relevant information. However, local government, in general, has not developed agreed upon ways to use social media in emergencies. This study documents how emergency management was able to successfully partner with local media and utilize social media to develop important relationships with the affected community via social media in emergencies. The study demonstrates a way to successfully utilize social media during disaster events in several ways: by closing a feedback loop between first responders and the public, by monitoring information flow, and by providing regular updates to the public. |

Abstract |
National information and situation centers are faced with rising information needs and the question of how to prepare for unexpected situations. One promising development is the access to vastly growing data produced by distributed sensors and a socially networked society. Current emergency information systems are limited in the amount of complex data they can process and interpret in real-time and provide only partially integrated prediction and alarming capabilities. In this paper we present a novel approach to build a new type of automated and scalable information systems that intelligently make use of massive streams of structured and unstructured data and incorporate human feedback for automated incident detection and learning. Big data technologies, uncertainty handling and privacy-by-design are employed to match end-user system requirements. We share first experiences analyzing data from the centennial flood in Germany 2013. |

Abstract |
The paper presents the results of interviews with representatives from Norwegian emergency management volunteer organizations on their current use of social media and their perception of the potential for extended use of social media in their operations. Our study shows that social media is currently mainly used for information to the public and for internal communication. The informants expressed some reluctance towards the concept of virtual operations support teams, and using social media to collect information from the public. Yet, based on the possible benefits reported in the literature from studies of early adopters of digital volunteer groups, we argue in this paper for establishing a similar service at the regional level in Norway that can support the local volunteer organizations. |

Abstract |
In recent risk studies, some researchers have raised concerns regarding the focus on extraordinary events – sometimes called ?extreme paradigm? (Gaillard, 2007). Simultaneously, we are witnessing a growing interest in the more ?ordinary? situations that must be handled on a daily basis in order to avoid crises (Roux-Dufort 2007, Van Laere 2013). In an interdisciplinary perspective of sociology and geography, we have analysed five different control rooms (traffic safety, air traffic control, humanitarian coordination, weather forecasting and electrical supply). This transversal perspective has helped us consider control rooms as specific spatio-temporal devices, where ordinary practices aim as much at crisis avoidance as at crisis management. We conclude that it is important to broaden the analytical perspective of control rooms; to no longer regard them as the source of action but rather as one aspect of larger socio-technical monitoring devices. |

Abstract |
Mobile Instant Messaging platforms like WhatsApp are becoming increasingly popular. They have expanded access to digital text, audio, picture, and video messaging. Integrating them into existing crisis monitoring and response platforms and workflows can help reach a wider population. This paper describes a first attempt to integrate WhatsApp into Aggie, a social media aggregating and monitoring platform. We report on the deployment of this integration during Ghana's 2016 election, along with Twitter, Facebook, and RSS. The WhatsApp messages collected by Aggie during the election improved the eectiveness of the monitoring eorts. Thanks to these messages, more incidents were found and escalated to the Electoral Commission and security forces. From interviews with people involved in monitoring and response, we found that the WhatsApp integration helped their coordination and monitoring activities. |

Abstract |
There is a growing global demand for planning and development interventions aimed at enhancing the resilience of human systems. Coinciding with this demand for resilience enhancement is the demand for rigorous monitoring and evaluation of resilience and of the efficacy of resilience interventions. The aim of these assessments is to help decision makers prioritise inputs in a way that will result in the greatest reduction of mortality, health effects, and economic losses. As a result, there is an almost insatiable hunger for data that can improve our understanding of the resilience of human systems in the face of disasters. This paper reflects on two ongoing projects that are part of the 'Resilience Trajectories' programme of the Resilience to Nature's Challenges National Science Challenge. The first project, the creation of a New Zealand Resilience Index, is used to illustrate the data-related challenges and limitations of quantitative resilience assessments. We argue that composite indicators are useful aids for having a robust discussion about resilience, but high-level indicators must be supplemented with local knowledge and contextual information to facilitate meaningful decision making. The second project, the Data Integration and Visualisation En Masse (DIVE) web-based data catalogue, presents a partial solution to some of the resilience data challenges we have observed in the creation of the national index. |

Sensitive products supply chain and supply chain facing crisis management share several aspects. In both cases, several decision makers have to choose the best options most of the time under pressure, often in emergency and need to access numerous information from the field. This shared monitoring aspect put forward the visualization need to consider in each decision all the crisis potential impacts. Unfortunately, for the transportation steps we focus on, the current transport management systems do not reach these requirements. In this paper, focusing on supply chains during crisis situations, we present a new monitoring system with adapted functionalities. The added value is to connect in real time and relevant way the data from the field to the information on a shared model used to make reliable decisions. We use the French Blood Establishment supply chain to illustrate the proposition. |

Abstract |
Information on large-scale disaster areas, like the location of affected civilians, is highly valuable for disaster relief efforts. This information can be collected by an Aerial Monitoring System, using UAVs to detect smart mobile devices carried by civilians. State-of-the-art systems typically rely on a purely passive detection approach. In this paper, we present a cooperative communication system between UAVs and ground-based devices to improve the detection performance of such an Aerial Monitoring System. We provide different approaches for the cooperative information collection and evaluate them in a simulated inner-city scenario. The results highlight the effectiveness of the cooperative system, being able to detect civilian devices in the disaster area faster and more comprehensively than a non-cooperative approach. |

Abstract |
Flooding events are more impactful due to climate change, while traditional top-down approaches to flood management give way to new initiatives that consider citizens and communities as active strategic actors. Researchers and practitioners have started to place communities in the centre of creation processes or invite them to co-design digital platforms. However, many citizen science projects re-use well-known technological components without reflecting about how the technology is able to effectively support citizen participation in data generation, including the provision of flexible data storage and exchange. This paper describes a novel digital platform design which adopts cloud services to integrate official and citizen-generated data about urban flooding. It summarises the results of a participatory design process of a digital platform to collect, store and exchange flood-related data, which includes components such as data lakes, Application Programming Interfaces (APIs), and web and mobile interfaces. This work in progress paper presents insights and lessons learned from using cloud services to enable citizen participation and engage communities with flood monitoring. |

Abstract |
Situation pictures are helpful to make sense of what is happening and to prevent further escalation. These situation pictures are typically text- or map-based and focus on the current effects of the crisis. For long-lasting transboundary crises that impact many critical infrastructures and different parts of society directly and indirectly, such situation pictures have limitations. Crisis management teams might benefit from continuous monitoring of societal performance indicators, so the current situation can easily be compared with historical and future data to reveal trends and escalations. This research project explored how a successful approach for systematic monitoring of indicators in crime prevention could be transferred to crisis management. Several pilot studies revealed nine challenging pitfalls and six promising possibilities. The findings of this study can inform future research on how continuous systematic situation monitoring can strengthen societal resilience. |
