Abstract |
Evaluation and testing are major steps in the development of any information system, particularly if it is to be used in high-risk contexts such as conflicts. While thus far there are various approaches for testing against technology requirements; usability or usefulness, there is a lack of a comprehensive evaluation framework that combines the three elements. The lack of such a framework and commonly agreed standards constitutes a barrier for innovation, and at the same time imposes risks to responders if the technology is introduced without proper testing. This paper aims to close this gap. Based on a reviewing of evaluation methods and measurement metrics, we design a comprehensive evaluation framework including common code quality testing metrics, usability testing methods, subjective usefulness questionnaires, and performance indicators. We demonstrate our approach by using the example of an integrated system for the safety and security of humanitarian missions, and we highlight how our approach allows measuring the system?s quality and usefulness. |

Abstract |
Identifying a chemical, biological, radiological, and nuclear incident (CBRN) is a challenge. Evidence and health symptoms resulting from CBRN malevolent incident overlap with other normal non malevolent human activities. However, proper fusion of symptoms and evidence can aid in drawing conclusions with a certain degree of credibility about the existence of an incident. There are two types of incidents directly observable, overt, or indirectly observable, covert, which can be detected from the symptoms and consequences. This paper describes a framework for identifying a CBRN incident from available evidence using a fuzzy belief degree distributed approach. We present two approaches for evidence fusion and aggregation; the first, two level cumulative belief degree (CBD) while the second is ordered weighted aggregation of belief degrees (OWA). The evaluation approach undertaken shows the potential value of the two techniques. |

Abstract |
The undefined flow of execution of activities in an evaluation process hampers its implementation. A consistent evaluation process defines interrelated methodological steps that make it easier for the evaluator to lead the process. This article presents a process model for the evaluation of simulated field exercises in the emergency domain, including their sub processes and activities. The proposed model was derived from observations made during real situations of a simulated evacuation exercise of communities in high-risk areas in Rio de Janeiro (Brazil). The motivation came from the finding that the assessment of simulated field exercises is conducted by completing an activity report that does not follow a structural model, an evaluation program or a formal standard. The results of this research show the experts' satisfaction with the application of the model proposed for the development of an evaluation process. The same occurs when comparing to reports currently used by them for this purpose. |

Abstract |
The COVID-19 pandemic has had a global impact om society. Different countries and organizations have chosen different approaches to manage this crisis. This paper aims to describes how public Swedish actors (county administrative boards, municipalities, and regional councils) evaluated their management of the COVID-19 pandemic. Also, the paper aims to suggest improvements for crisis management strategies. Applying a meta-evaluation approach to open reports from the public organizations means collecting evaluation reports, determining if they fit the inclusion criteria, and if so, include them in the analysis. Included reports were categorized and given points indicating different types of merits. In addition, a thematic analysis of conclusions was conducted. 110 evaluation reports from 98 different organizations are included in the analysis. The importance of evaluating, having a structure for data collection, analysis, and reporting is reflected in the quality of the reports. Four identified themes offer an understanding of areas in need for development among Swedish regional councils, municipalities, and county administrative boards. |

Abstract |
One of the important aspects of the crisis management consists in a comprehensive analysis of the impacts generated and their associated cost. The capacity to carry out an efficient holistic management, through the development of preventive measures and response programs relies on a proper estimation of impacts which helps to mitigate the harshness or can even avoid impacts in face of future crises. The aim of this paper is to analyse existing methodologies for natural disasters' impact evaluation, the identification of the different impact categories as well as the explanation of a natural disasters impact framework, which includes a list of indicators for a correct impact assessment. The framework also analyses the evolution of impacts, that is, how immediate impacts can also generate delayed impacts. |

Abstract |
The current work describes and evaluates an early warning system for meteorological risk in Lisbon that has been functioning in SMPC since February 2008. The system aims to integrate multiple sources of information and facilitate cross checking observations, forecasts and warnings, allowing for an efficient and timely evaluation of the alert level to issue. Currently, it comprises hourly weather and tide level forecasts and automated warnings for Lisbon city, given by MM5 and WRF models running at IST. Results show MM5 performing better than WRF except for warm weather. The overall skill of the warning system is 40% with some false alarm ratios, mainly for forecasts with more than 3 days in advance. This is a reasonable characteristic for early warning since a potentially problematic situation can be anticipated and checked avoiding unnecessary economic expenditures if the warnings do not persist. |

Abstract |
While different governments worldwide have published sets of recommendations-or even laws-for increasing preparedness, a reference framework to assess the level of compliance of organizations is still to come. For instance, emergency plans often remain stored in closets where they stay until some emergency or major legal change occurs. Consequently, achieving actual preparedness is difficult to assess. QuEP is a framework for the assessment and improvement of the management of emergency plans within organizations. It is inspired by the Total Quality Management strategy, and provides a hierarchy of emergency plan management maturity levels. The aim of QuEP is to guide organizations to assess and improve their emergency preparedness by following a set of principles, practices and techniques at the technical, human and strategic levels. In this paper, we show the model underlying the framework, and give details of the current framework evaluation processes. |

Abstract |
The evaluation of an emergency scenario is often based on the use of simulation models. The specificity of these models involves the need for a complex evaluation of the problem domain, including the physical conditions behind the considered threat. Based on emergency occurrences data, provided by the Portuguese National Civil Protection Authority, we are currently developing a methodology for evaluating a real situation, based on past occurrences. The aim is to develop a platform that will enable the evaluation of a risk scenario based on existing civil protection data. The methodology under development should enable the evaluation of different scenarios based on the collected available data. This will be achieved thanks to the facilitated configuration of several aspects, such as the geographical region and relevant properties of the considered threat. In this paper, we describe the methodology development process and the current state of the platform for risk evaluation. |

Abstract |
Crisis response is, as any other collaborative networked organization, challenged by changes and vulnerabilities. Moreover, as a complex system with distributed activities and numerous interdependencies, considering the risk of such an organization at a systemic level, including time and space dimensions, is necessary. Systemic risk management is a topic traditionally studied in the finance area. Even if a few researches now focus on the supply chain management area (a more relatable domain regarding crisis response), there is even fewer literature regarding systemic risk management for the crisis response. Thus, this paper proposes first to define systemic risk related to the case of the crisis response. Then, a framework for context-aware systemic risk management is presented, to support the design as well as the follow-up of the crisis response, meeting one of the challenges of the Sendai Framework for Disaster Risk Reduction. |

Abstract |
Crisis situations generate tens of millions of social media reports, many of which contain references to geographic features and locations. Contemporary systems are now capable of mining and visualizing these location references in social media reports, but we have yet to develop a deep understanding of what end-users will expect to do with this information when attempting to achieve situational awareness. To explore this problem, we have conducted a utility and usability analysis of SensePlace2, a geovisual analytics tool designed to explore geospatial information found in Tweets. Eight users completed a task analysis and survey study using SensePlace2. Our findings reveal user expectations and key paths for solving usability and utility issues to inform the design of future visual analytics systems that incorporate geographic information from social media. |

Abstract |
Do we fully utilize the results of disaster management exercises? Do we miss valuable feedback? Many different types of disaster management exercises, command post exercises, tabletop exercises, or serious games have a specific purpose. Generally each exercise is designed to meet its own particular exercise goals. Evaluation of the exercises is achieved in many different ways. Not always guidelines for exercise evaluation are present. Generally the exercise participants? performance is assessed by experienced staff members. The main purpose of the evaluation is to see whether the exercise goals are met. In this publication the authors suggest that a valuable source of information about the participants? performance in exercises remains often undiscovered. A new level of information can be unlocked by evaluating the exercise using a structured, analytical method. The method TARCK-it directly compares measured participant or team performance with the exercise goals. |

Abstract |
Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness. |

Abstract |
Mass casualty incidents (MCI) are highly dynamic situations in which limited available resources need to be quickly and efficiently allocated. In this paper, we suggest considerable extensions to an allocation method that we presented in earlier work. The extensions address two major challenges: First, the need to balance real-world resource usage and second, the need to adapt to changing situations. Additionally, a theoretical evaluation of the efficiency of the suggested approach is described. © 2012 ISCRAM. |

Abstract |
When carrying out tasks, police officers need up-to-date information contextualized to their current situation to support them in decision making. The results of a previous user study with the aim of capturing the information requirements of police officers have led to the implementation of a rule-based system for contextualized information delivery. In this paper, we present the overall system and discuss how the various sources of information are modelled using ontologies. Our focus is on the formalism for expressing the rules and the engine executing those rules to decide which information is relevant for specific users. These declarative rules can be modified independently of the code executing them, thus providing a principled way to adapt the system to new domains. Quantitative evaluations on scenarios constructed in cooperation with police officers show that precision and recall levels of our system are satisfactory compared to other systems and that our system can be adapted to new scenarios with reasonable efforts. |

Abstract |
Wireless Mesh Networks (WMNs) are formed by self-organized wireless nodes that use multi-hop wireless relaying. These networks are useable in a variety of situations ranging from fixed residential broadband networking based on rooftop wireless mesh nodes to emergency response networks for handling large scale disasters. Quick deployability, minimal configuration, broadband communication, and easiness of reconfigurability are the major characteristics that make WMNs a suitable choice for emergency applications. There exist several open research issues in using such WMNs for emergency response applications. We, in this paper, present a hybrid distributed wireless networking architecture, Extreme Networking System (ENS), and present large set of performance observations collected from a real distributed hybrid wireless mesh network used for supporting a medical emergency response application. We present the traffic behavior observed in our network when a client server medical emergency response application is employed. The performance observations on real-traffic scenarios for emergency response application underlines the need for focusing further research on topology control, reliability, service availability, and distributed management. We observed that though there are several challenges that need to be solved, a WMN is a favorable choice for emergency response networking. |

Abstract |
One problem affecting crisis management planning teams is overconfidence- An inflated belief that a plan will be successful. In this paper we compared the effect of several different methods for reducing individual team member confidence levels and compared each to a baseline control condition. One hundred and seventy-eight people participated in one of five conditions to evaluate an H1N1 flu epidemic plan in a university context. Over the course of evaluating the plan, participants provided several ratings of confidence in the plan's success and their understanding. We compared several techniques commonly used, such as critique, Pro/Cons generation, Cons only generation and a newer technique, PreMortem, to a baseline condition. The Pro/Cons generation, Cons only generation and the PreMortem technique all reliably reduced confidence levels more than baseline condition. Furthermore, the Premortem method, imagining that a plan has failed and then generating reasons to explain why, reliably reduced confidence more than each of the other conditions, and therefore can be a useful tool for combating overconfidence in crisis management planning. We discuss the results in the context of sensemaking and decision making theory. |

Abstract |
We present work on developing and evaluating a serious GIS spatial thinking game called SerGIS. We conducted a spatial think-aloud study with ten participants new to crisis response who used SerGIS with a coastal city hurricane scenario. Four themes emerged from participant responses: processes of reasoning, tools of representation, overlay and dissolve operation, and geographic information concept learning and knowledge gaps. The first three themes match directly with the spatial thinking theory and evaluation underlying SerGIS. The fourth theme identified addresses GIS and spatial thinking crisis response educational issues. Furthermore, statistical evidence indicates there is likely a relationship between participants from spatially-oriented backgrounds (but with no GIS experience) performing better with SerGIS than participants from non-spatial backgrounds. Finally, we found that with a game scenario based on established disaster management practitioner literature, participants could focus on spatial thinking tasks and not be limited by understanding the game scenario itself. |

Abstract |
In 2014 a small fire started in a forest in central Sweden. Within a few days it developed into the largest wildfire in Sweden in the last 50 years. As the scale of the fire increased, so did the need for direction and coordination of the resources engaged in the response operation. Both official investigators and the research community have studied the challenges and come up with recommendations for improvements of the Swedish crisis management system. All authors of this paper have been involved in such efforts. This paper is a result of us trying to formulate lessons learnt based on several written reports and official discussions. The development of the narratives constructed by individuals involved in the response, investigators and researchers is analyzed. We conclude that researchers need to pay attention to their own role in this development. Maybe there is a need for a game changer on the methodological side? |

Abstract |
Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks. |

Abstract |
In the past a crisis event was notified by local witnesses that use to make phone calls to the special services. They reported by speech according to their observation on the crisis site. The recent improvements in the area of human computer interfaces make possible the development of context-aware systems for crisis management that support people in escaping a crisis even before external help is available at site. Apart from collecting the people's reports on the crisis, these systems are assumed to automatically extract useful clues during typical human computer interaction sessions. The novelty of the current research resides in the attempt to involve computer vision techniques for performing an automatic evaluation of facial expressions during human-computer interaction sessions with a crisis management system. The current paper details an approach for an automatic facial expression recognition module that may be included in crisis-oriented applications. The algorithm uses Active Appearance Model for facial shape extraction and SVM classifier for Action Units detection and facial expression recognition. |

Abstract |
Flexibility, variously known as adaptability, tailorability, and customizability, has long been recognized as important in information system (IS) success. Reliability has known value in IS for the resulting predictability it bestows on a system. However increasing flexibility can increase possible paths for system breakdown, and so contribute to failure, i.e. increasing flexibility can reduce reliability. Reliability and flexibility seem in design “tension”, as one creates change and the other resists it. The combination of reliability and flexibility has been called “ robustness”, and it seems a desirable integration particularly for emergency response systems. However typically these two areas are studied separately. Our approach to evaluating the combination of reliability and flexibility is to define two distinct requirements that neither overlap nor contradict, and can be assessed by system users. A questionnaire instrument for users is proposed for measurement of the flexibility and reliability of a system. © Proceedings ISCRAM 2004. |

Abstract |
Based on a state of the art analysis of exercise classifications and empirical findings from an Action Research approach this paper presents a classification for command post exercises, that addresses identified shortcomings concerning practical support for goal-achievement and evaluation in exercise design. The authors' classification distinguishes between Training, Test and Experimentation Exercises, which are characterized by the following aspects: Goal and purpose of exercise, participants, evaluation content and output, evaluation methodology, role of observers, scenario complexity, potential for organizational innovation and results. The classification was developed in an Action Research approach with an empirical basis of four command post exercises. Results indicate high benefit for exercises and the approach is perceived rather simple, easy to understand and to apply. |

Abstract |
Coordination deficiencies have been identified after the March 2011 earthquakes in Japan in terms of scheduling and allocation of resources, with time pressure, resource shortages, and especially informational uncertainty being main challenges. We suggest a decision support model that accounts for these challenges by drawing on fuzzy set theory and fuzzy optimization. Based on requirements from practice and the findings of our literature review, the decision model considers the following premises: incidents and rescue units are spatially distributed, rescue units possess specific capabilities, processing is non-preemptive, and informational uncertainty through linguistic assessments is predominant when on-site units vaguely report about incidents and their attributes, or system reports are not exact. We also suggest a Monte Carlo-based heuristic solution procedure and conduct a computational evaluation of different scenarios. We benchmark the results of our heuristic with results yielded through applying a greedy approach. The results indicate that using our Monte Carlo simulation to solve the decision support model inspired by fuzzy set theory can substantially reduce the overall harm. © 2012 ISCRAM. |

Abstract |
This paper reports on the added value of combining different types of sensor data and geographic information for fire incident management. A survey was launched within the Belgian fire community to explore the need of added value and the use of new types of sensor data during a fire incident. This evaluation revealed that people are visually-oriented and that video footages and images are of great value to gain insights in a particular problem. However, due to the limited available time (i.e., fast decisions need to be taken) and the large amount of cameras it is not feasible to analyze all video footages sequentially. To solve this problem we propose a video summarization mechanism and a video highlight selection tool based on the automatic generated image and video tags. |

Abstract |
Recent Developments in the telecommunication technology offer a number of additional tools not only for the providers of emergency and disaster response, but may also facilitate early warning. Their application depends, however, on the regulatory framework governing telecommunications and on their appropriateness for the specific requirements in the pre-, peri- and postimpact phases of an event. Telecommunications are a key element for to the success of emergency preparedness and response, and the application of all available technologies and networks saves lives. The recent events in the Indian Ocean Region will have to be the subject of detailed analysis and evaluation of all existing mechanisms, hopefully leading to improvements in the organizational and operational field. First information available already in the immediate aftermath of the events of 26 December 2004 has been applied to the considerations in the present paper. |
