  Abstract EGCERSIS is a starting research program aiming at defining a virtual collaborative training space for crisis management. It should provide the users (first and second aid, firefighters, etc.) with a way to virtually perform operational and strategic tasks of crisis management in digital twins of critical infrastructures. The training system is structured according to four main components: (i) protocol and tools for digital twins generation, (ii) scenario editor dedicated to defining crisis use-cases within the modeled digital twins, (iii) integration with the technological crisis management platform (RIO-Suite), and (iv) monitoring component in charge of the continuous edition of dashboards (real-time and afterward). The main expected benefit of the EGCERSIS program is to create a breakthrough in the way training and exercises are performed in critical sites.

  Abstract Critical Infrastructure (CI) failures are aggravated by cascading effects due to interdependencies between

different infrastructure systems and with emergency management. Findings of the German, BMBF-funded

research project ?CIRMin? highlight needs for concrete assessments of such interdependencies. Driven by

challenges of limited data and knowledge accessibility, the developed approach integrates qualitative

information from expert interviews and discussions with quantitative, place-based analyses in three selected

German cities and an adjacent county.

This paper particularly discusses how the mixed methods approach has been operationalized. Based on

anonymized findings, it provides a comprehensive guidance to interdependency analysis, from survey and

categorization of system elements and interrelations, their possible mutual impacts, to zooming into selected

dependencies through GIS mapping. This facilitates reliably assessing the need for maintenance of critical

functionalities in crisis situations, available resources, auxiliary powers, and optimization of response time.

  Abstract Heat waves are becoming more common and intense with global climate change, which requires deploying resilience strategies of governments to prepare for long-term trends of higher temperatures and carefully plan emergency responses for such extreme heat events. The British Columbia province of Canada is one of the regions severely affected by extreme climatic events in 2021, which resulted in several deaths and put hundreds of thousands of people scrambling for relief. This study examines the public reactions to one of these extreme climatic events, the 2021 Pacific Northwest heatwave, in a non-emergency service request platform to uncover the types of municipal service needs during severe climatic disasters. City of Vancouver 311 system data is used to identify the impact of the heatwave on the frequency and types of service needs and examine the significance of the relationship between climatic conditions and the non-emergency service volumes.

  Abstract Today, during compartments fire, the decision-making of the rescue teams is mainly based on human decisions, which are the results of gathered experiences. However, a perfect knowledge of the situation, its evolution over time and the dangers that may appear is impossible. The transition between a localized fire and a generalized fire can take several forms. One of the most important vectors in the propagation of combustion for compartment fires is smoke due to its high temperature and the large amounts of energy it contains. Despite its extreme danger, smoke remains important to study because it convey valuable information, especially on the appearance of thermal phenomena feared by firemen. To carry out this study, a large scale experimental cell is used. A burner fueled with propane produces hot fumes in a so-called “real fire” configuration. All the measurements carried out are compared with LES (Large Eddy Simulation) simulations of the experiment using FDS. The numerical component allows defining scenarios (fire fully developed, fire under ventilated ...), which are verified by the experiments. The dual competence numerical /experimental data is essential in this type of study since the experimental data suffer from a lack of resolution (spatial, temporal) but nevertheless represent information necessary for validating the codes.

  Abstract One of the biggest challenges faced during the wildfires is communication. A specific case represents the need to establish communication between first responders and the public. This paper presents a proposal for a generic protocol to ensure effective communication between fire fighters and many citizens at the incident site or in the surrounding area using nontraditional information sources such as a dedicated mobile app or social media. Specific challenges, concepts and technologies relevant to such communication are described specifically customized for forest fires and wildfires. The protocol itself is provided by proposing information flows between the involved actors. Moreover, several technologies including a Citizen Engagement Mobile App, an Edge Micro Data Center for forward command centers, a Mesh in the Sky communication infrastructure or a Dashboard integrating and displaying all the data in one place is shortly introduced. The presented paper is a work in progress.

  Abstract When crisis management plans are described in natural language documents, they may contain logical inconsistencies or ambiguities that are not immediately apparent. To allow automated early detection of such errors, they need to be described in a well defined formalism. C2Sketch is a tool for modeling command and control systems that provides such a structure for formalizing (crisis management) plans. However, C2Sketch is in active development and to what extent real-world crisis management plans can be expressed in it is unknown. In this exploratory study the unstructured text of a small sample of publicly available regional-level crisis management plans was translated systematically into structured C2Sketch mission-plans to uncover limitations and opportunities for further development of the tool. The plans contained enough information to largely capture the networks of actors and their tasks therein, but did contain enough operational information to develop complete C2Sketch models from.

  Abstract Crisis management information often has a geospatial dimension that allows it to be visualized on a map. As

more and more systems are developed as web-based applications, maps have also become a common sight in such

applications. The de-facto solution to add maps to web-based applications is to integrate a third-party service.

For web-based crisis management information systems, this approach has two disadvantages. First, the third-party

service must be available and reachable. Second, by using third-party services you implicitly share what you are

viewing, with the risk of unintentionally exposing sensitive location information. In this Tool Talks paper, we show

how to create a robust and private alternative for web-based maps using open source tools and open data.

  Abstract During unforeseen situations of crisis such as disasters and accidents we usually have to rely on local news reports for the latest updates on casualties. The information in such feeds is in unstructured text format, however, structured data is required for analysis and visualization. This paper presents a system for automatic extraction and visualization of casualty information from news articles. A prototype online system has been implemented and tested with local news feed of road accidents. The system extracts information regarding number of deaths, injuries, date, location, and vehicles involved using techniques like Named Entity Recognition, Semantic Role Labeling and Regular expressions. The entities were manually annotated and compared with the results obtained from the system. Initial results are promising with good accuracy overall. Moreover, the system maintains an online database of casualties and provides information visualization and filtering interfaces for analysis.

  Abstract Much of the crisis management literature focuses on improving communication by improving the integrity of communication equipment, vulnerable for example, to the loss of electricity. But communication issues arise in sociotechnical systems with functioning communication equipment, prompting researchers and practitioners alike to bemoan the absence of information sharing. Computer scientists envision a giant virtual display accessible to all, but little thought has gone into the principles for selecting, formatting and organizing content to make it useful. Here we argue that what is needed is information rather than data, and that situating data in context is key to the provision of information. Documentation of information exchange issues in real crisis management is quite superficial, generally pointing to conclusions without any supporting data. Using documentation of the Deepwater Horizon Accident in 2010, we distinguish between data and information, and the challenge this poses to the design of computational support for information sharing.

Our tool consists of encoding multiple layers of open source geospatial data including flood risk location, road network strength, inundation maps that proxy inland flooding and computer vision semantic segmentation for estimating flooded areas and damaged infrastructure. These data layers are combined and used as input data for machine learning algorithms such as finding the best evacuation routes before, during and after an emergency or providing a list of available lodging for first responders in an impacted area for first. Even though our system could be used in a number of use cases where people are forced from one location to another, we demonstrate the feasibility of our system for the use case of Hurricane Florence in Lumberton, a town of 21,000 inhabitants that is 79 miles northwest of Wilmington, North Carolina.

  Abstract Virtual Reality (VR) is often used for its ability to mimic reality. However, VR can also be used for its ability to escape reality. In that case, on the one hand VR provides a visualization environment where the user’s senses are still in a familiar context (one can see if something is in front, behind, up, down, far or close), yet on the other hand, VR allows to escape the usual limits of reality by providing a way to turn abstract concepts into concrete and interactive objects. In this paper, the dynamic management of a complex industrial system (a supply chain) is enabled in a VR prototypical environment, through the management of a physical trajectory that can be deflected by the impact of any potentialities such as risks or opportunities, seen as physical objects in the performance space.

  Abstract In response to natural and man-made hazards multiple organisations usually are involved in a very complex situation. On the other hand, extreme weather situations due to the climate change create hazards in areas which were considered safe before. In order to improve the capabilities of involved organisations in responding and preparing for disaster events, the availability of an efficient information sharing approach is a key enabler. To this end, we propose a communication system based on a content oriented architecture tailored to disaster management. It includes a catalogue that is offering web services for publishing and subscribing of disaster information and for further collaboration amongst agencies and first responders. Moreover, the considered approach also allows for full content access control and enables a flexible system. The paper shows the current status of the system design. Next steps will include the implementation and evaluation of the approach.

  Abstract This work-in-progress paper presents preliminary findings of ongoing research into alternative peer-to-peer (P2P) communication methods for earthquake early warning (EEW) systems. It expands upon previous work (Prasanna et al., 2022) that explores a network architecture for a decentralised EEW system. This paper explores using Quick UDP Internet Connections (QUIC) over a hole-punched UDP tunnel as a potential alternative to a Software-Defined Wide Area Network (SD-WAN) for peer-to-peer networking in an experimental EEW network architecture. The performance of QUIC is tested and compared to TCP over ZeroTier, an SD-WAN chosen as a P2P communication method in the previous work, over a realistic network topology. The results show that QUIC can outperform TCP over ZeroTier. Future work is needed to produce a method suitable for actual use in an EEW system. This paper contributes to the EEW literature by introducing a new method of communication tailored for EEW.

  Abstract Contact tracing mobile applications were used in several countries as the exclusive means of reducing the spread of the COVID-19 virus. In the United States (US), such mobile applications were not nationwide; several states adopted and developed mobile applications for use by the local citizenry. Previous research indicated that the use and adoption of such applications might be correlated to individual demographics. Using the Antecedent Privacy Concerns and Outcomes (APCO), this study assesses individuals' use, adoption, and privacy considerations when using the contact tracing mobile application in New York State. Focus group participants were interviewed to determine if age or race/ethnicity were confounding factors related to their use of these mobile applications. This qualitative study will contribute to the body of knowledge by operationalizing and expanding on the APCO model to further understand the service, privacy, and perception of mobile apps used during COVID-19.

  Abstract Many organizations train and educate their staff to prepare for crisis. One approach is train-the-trainer (ToT; Training of trainers) concept. It is based on the idea that someone can be trained as a trainer, who in turn train their colleagues. The philosophy resembles a pyramid scheme that allows for a fast and efficient spread of knowledge and skills. This study focused on perceptions of the ToT concept through interviews with ToT trainers. Two learning theories, organizational learning (4I) and experiential learning theory (ELT) were used to conceptualize the ToT-concept. It was found that the ToT-concept can be used as the method to conduct ELT to achieve organizational learning and knowledge (4I). Furthermore, the study also presents how participants perceives ToT using thematic analysis. This resulted in four themes: Common understanding of ToT, Learn-by doing, No grounding in ToT, and Difficult to ensure quality.

  Abstract Spontaneous volunteers have always been a relevant factor in disaster management. Digitalization and modern technologies such as social media and mobile devices had a great impact on the quality of spontaneous volunteer engagement and their mobilization. However, their targeted integration into official disaster management measures remains often challenging. In the last decade, there were different scientific and practical approaches to develop information systems for coordination of spontaneous volunteers addressing different scopes and scenarios. In this article, we have analyzed the current state of the art and use a methodological approach to develop a taxonomy for classifying existing and emerging developments in the field. The taxonomy is intended to assist practitioners in selecting appropriate systems for their respective purposes as well as support researchers in identifying research gaps. The resulting research artifact has undergone an initial evaluation and can support maintaining a better overview in a growing subject area.

  Abstract The analysis and forecasting of eminent air quality play a significant role in municipal regulatory planning and emergency preparedness. In this paper, a FS-GA-BPNN model forecasting the daily average Air Quality Index (AQI) is proposed. Special procedures for feature extraction to find more potential significant variables and feature selection to remove redundant information and avoid overfitting are conducted before modelling. Three different models – BPNN, GA-BPNN and FS-GA-BPNN are established to compare the prediction accuracy, generalization ability and reliability. 17 parameters involving pollutant concentration, meteorological elements and surrounding factors are found essential for the method effectiveness. The result shows that the FS-GA-BPNN model generally performs superior to ordinary BPNN, suggesting the necessity of extensive data mining and feature extraction for successful machine learning. The results of this paper can help to conduct air quality pre-warning system and improve the emergency planning process of extreme weather events.

  Abstract Inter-organizational exercises are commonly conducted with the aim to improve overall crisis response system performance. However, there are challenges associated with establishing learning goals for, designing and evaluating inter-organizational exercises. This work-in-progress paper applies a systems science perspective on the Swedish crisis response system with the aim to understand (1) what kind of a system it is (2) what properties or mechanisms enable good system performance?, and, (3) what are desirable training goals for improving the crisis response capability of the Swedish crisis response system? The author suggests that (1) the Swedish crisis response system can be seen as a Complex Adaptive System, and (2) that the focus must shift from exercising organizations' intra-organizational capabilities to adaptive capabilities. The latter can be achieved by designing exercises comprising boundary-crossing activities with the purpose to support the buildup of boundary-crossing competence. Cross-organizational learning can be achieved by identifying, documenting and disseminating boundary stories.

  Abstract A qualitative analysis of observation protocols and audio recordings from 14 crisis response exercises has been conducted revealing eight themes reoccurring in multi-disciplinary team discussions about crisis response to large disruptions to the card payment system. The themes were: Coordinate and collaborate, Payment options, Cash circulation, Fuel and transportation, Security, Inform, communicate and the media, Hoarding and rationing, and Vulnerable groups. The analysis suggest that Swedish society is vulnerable to disruptions in the card payment services, largely due to a low diversity in payment options, the lack of prepared back up solutions for payment, and insufficient cash flows to support a cash only scenario. A longer (several days) disruption in the card payment system will demand coordinating mechanisms for information management, available payment options, and preparedness for rapid establishment of cash flows. Today, these mechanisms do not exist. Simulation exercises with stake-holders are an important mean for increasing awareness about these vulnerabilities and the challenges associated with coping with them.

  Abstract One of the most important infrastructures for society is the payment system. If this system malfunctions, it can lead to disruptions in other critical infrastructures. By developing resilience i.e. the ability to recover or resist different disruptions in complex dynamic systems, as well as analyzing and raising awareness about it, such events can hopefully be handled better. The purpose of this study is to gain an insight into the different sectors' ways of dealing with disturbances in the payment system. Six participants from the food, fuel and bank sectors were interviewed using semi-structured questions. The interviews were conducted and data was analyzed using a thematic analysis approach. The results indicate a low level of resilience maturity among these organizations when it comes to handle long-term disruptions in the payment systems. The results provide valuable input to the project and a better understanding of payment infrastructure resilience.

  Abstract Currently, there is a lack of assessment approaches for evaluation of resilient capabilities in simulation games. This paper presents work-in-progress to create such an instrument to be used in crisis management simulation games for the fuel, food, and finance sectors. The “Team Resilience Assessment Method for Simulation” (TRAMS) is based on the Systemic Resilience Model and departs from the assumption that resilient crisis management teams will be able to develop strategies for assuring that anticipation, monitoring, response, recovery, and learning are established and maintained in their respective organizations as well as in the crisis management team. A prototype version of the TRAMS, based on the experiences of representatives from the involved sectors and firmly related to resilience theory, is presented and discussed. The TRAMS instrument will be tested in 30 planned simulations games including participants from the fuel, food, and finance sectors.
