Abstract |
Emergency responders' attitude to IT is marked by resistance, aversity, and rejection. This does not extend to technology in general and is specific to IT alone. Current research on the topic only presents partial, scattered, and unconnected accounts that do not provide a starting point on how to tackle this attitude. The available models for technology acceptance are also generic and do not take into account the specifics of the emergency response domain. Through extensive user research combined with a grounded theory approach, this paper identifies twelve problem areas from which responders' negative attitude towards IT arises. By extending the technology acceptance models with this new knowledge, we provide system designers with an understanding of what to tackle and tune in their IT system designs so that a positive attitude among emergency responders can be achieved. |

Abstract |
Wellington sits across an active seismic fault line and depends on remote sources for its water supply. With widespread damage expected after a large earthquake, it may be months before a minimal water supply is restored to residents, and even longer before it reaches the tap. This paper presents a recent study undertaken to identify network vulnerabilities and take water supply resilience to the next level. The study presented a possible timeline for repairs to the bulk network and restoration of supply to each suburb's reservoir. This highlighted the most critical areas where an alternative supply or storage was needed. The study also considered how to get the water to the customers after the reticulation network had been damaged. The strategy considered by Wellington Water was to develop a seismically-resilient skeleton network connecting reservoirs and key distribution points. A notable innovation was the use of algorithms to determine optimal locations for public tap stands and identify the most cost-effective critical pipe network where strengthening upgrades needed to be focused. The aspects of the project concerning its significance for the region, the overall resilience strategy and the pipeline resilience engineering were presented at the Institute of Public Works Engineering Australasia (IPWEA) and Water NZ conferences in 2017. While this paper touches on these subjects, its main focus is on the use of geospatial information for earthquake preparedness and resilience planning. |

Abstract |
WalkSafe is a location-based app that notifies users of emergencies around them. The app is compared to The Pennsylvania State University's emergency notification system – PSUAlert, which provides time-based alerts. We identify weakness of the existing PSUAlert system and address them by introducing a location-based emergency notification system with the records of past incidents along with the type of emergency with respect to the user's location. We gathered user perception from 43 survey respondents that informed the design of the WalkSafe app. We use mixed-methods approach to evaluate WalkSafe with PSUAlert system as a baseline. We assess both systems with 22 participants by notifying them of the fake emergencies and asking them to use both systems to understand details regarding the emergency and its location. The pre- and post-surveys are evaluated using content analysis and paired t-test. Participant reported higher perceived convenience, perceived security, willingness to use, and willingness to share when using WalkSafe. |

Abstract |
Given the rising trend of natural and technological disasters in recent years, the demands for emergency responders are on the rise. One main challenge is how to cost-effectively train emergency responders. In this research, we aim to explore of the usage of Virtual Reality (VR) technology in an emergency healthcare training setting. We start with the following two research questions: (1) how to implement the VR technology to be used in the emergency healthcare training; and (2) how to evaluate the effectiveness of our implementation. To address the question (1), we construct emergency healthcare workflows from reference sources, convert them into process diagrams, and develop a VR software that allows users to carry out the processes in a virtual environment. To address question (2), we design an experiment that collect participants's personal data (features such as Age, Technical background etc.) and the performance data (such as timespan, avatar moving distance, etc.) generated during the training sessions. Ten participants were recruited and each performed three training sessions. We evaluate the data collected and have the following three conclusions: (a) despite the different personal features, the participants, after repeated trainings, can improve their performance with reduced timespan and moving distance; and (b) the technical background plays the most significant role among other features in affecting timespan in our VR-based training. |

Abstract |
Social media posts contain an abundant amount of information about public opinion on major events, especially natural disasters such as hurricanes. Posts related to an event, are usually published by the users who live near the place of the event at the time of the event. Special correlation between the social media data and the events can be obtained using data mining approaches. This paper presents research work to find the mappings between social media data and the severity level of a disaster. Specifically, we have investigated the Twitter data posted during hurricanes Harvey and Irma, and attempted to find the correlation between the Twitter data of a specific area and the hurricane level in that area. Our experimental results indicate a positive correlation between them. We also present a method to predict the hurricane category for a specific area using relevant Twitter data. |

We utilize the 2012 Hurricane Sandy dataset to investigate methods to measure network stability during a crisis. While previous research on information distribution has focused on individuals that are most connected, or most willing to share information, we examined this dataset for indicators of network stability. The value of this measure is to identify the points of failure within the network. The findings in this paper provide support for the use of social network analysis within the realm of crisis response to identify the points of failure within the network. |

Abstract |
Multiple disaster mobile applications (apps) already exist for public use; however, availability does not automatically translate to continued usage. Limited research has explored whether disaster apps are usable and whether the apps' usability affects users' intent for continued use. The paper presents a work-in-progress study that aims to test a usability-continuance intention model for the specific context of disaster apps. The study theorises seven usability factors that influence continued intention to use. An online usability survey was used to gather user experience data on disaster apps. Initial findings, through structural equational modelling, showed that five of the seven usability factors have a significant relationship to continuance intention. Although the relationships have different weights and directions, key influencers to users' intent to continue usage are app utility, app dependability, interface output, interface input, and interface graphics. The next step of the study will investigate the mediating effects of the factors and the moderating effects of users' experience and technological comfort. |

Abstract |
Information and communication technologies (ICT) are becoming increasingly important in emergency management and crisis communication. ICT tools are developed and adopted in all phases of the emergency management cycle. On the one hand, these tools contribute to better disaster preparedness and effective response. On the other hand, the lack of consideration of universal design in these tools also creates new barriers for different stakeholders, particularly the elderly and people with disabilities. The primary objective of this paper is to give an overview of the current state of the emerging research field of Universal Design of ICT for emergency management and provide a Research Agenda to highlight ways to uncover how the increasing introduction of ICT in emergency management can contribute to removing barriers instead of adding more barriers. |

Abstract |
Social media platforms such as Twitter provide convenient ways to share and consume important information during disasters and emergencies. Information from bystanders and eyewitnesses can be useful for law enforcement agencies and humanitarian organizations to get firsthand and credible information about an ongoing situation to gain situational awareness among other uses. However, identification of eyewitness reports on Twitter is challenging for many reasons. This work investigates the sources of tweets and classifies them into three types (i) direct eyewitnesses, (ii) indirect eyewitness, and (iii) vulnerable accounts. Moreover, we investigate various characteristics associated with each kind of eyewitness account. We observe that words related to perceptual senses (feeling, seeing, hearing) tend to be present in direct eyewitness messages, whereas emotions, thoughts, and prayers are more common in indirect witnesses. We believe these characteristics can help make more efficient computational methods and systems in the future for automatic identification of eyewitness accounts. |

Is your organisation ready to cope with underground infrastructure condition assessment data collected after an earthquake? Drawing on lessons from the 2010-2011 Canterbury and 2016 Kaikoura earthquakes, we provide guidance on how to make small differences in how your organisation currently collects and stores the necessary condition data to prepare for emergencies, especially for small- and medium-size councils without sophisticated asset management systems. Key questions to address include: Are you receiving condition assessment data in electronic format? Are your contractors providing XY coordinates when repairs are undertaken, or when providing photographs as part of visual assessment? Do you have an asset management system able to prioritise critically damaged underground infrastructure? Do you have easy access to your current network condition for insurance purposes? Simple business-as-usual improvements will provide enhanced preparedness and resilience capability in the event of an earthquake. In addition, we provide a framework for future data collection processes. |

Abstract |
Official policies, socioeconomic and demographic factors influence how individuals cope with, and respond to natural disasters. Understanding the impact of these factors in social media crisis communications studies is difficult. This paper focuses on convergence behaviour during social media crisis communication in an environment where the access to commercial social media platforms is highly restricted. This study is designed as a case which analyses 41,745 Tweets communicated during an earthquake event and for the two weeks after. This research aims to understand how different communities use social media services for communication during extreme events. The content of the Tweets shows users' attitudes toward government policies as well as the social difficulties of ethnic groups reflecting on the use of social media in crises communication. The results indicate a “political effect” on this online crisis communication. This behaviour was not expected and has been underreported in the current body of knowledge. |

Abstract |
In the aftermath of disasters, information is of the essence for humanitarian decision makers in the field. Their concrete information needs is highly context-influenced and often they find themselves unable to access the right information at the right time. We propose a novel ICT-based approach to address these information needs more accurately. First, we select a group of in-field decision makers and collect their concrete information needs in the disaster aftermath. We then review to what extent existing data and tools can already address these needs. We conclude that existing solutions fall short in meeting important information needs of the selected group. We describe the design of an information system prototype to address these gaps more accurately. We combine data of the International Aid Transparency Initiative and the Humanitarian Data Exchange to form the data-backend of our system. We describe our implementation approach and evaluation plan. |

Abstract |
“Over the last couple of years, the growing OpenStreetMap (OSM) data base repeatedly proved its potential for various use cases, including disaster management. Disaster mapping activations show increasing contributions, but oftentimes raise questions related to the quality of the provided \emph{Volunteered Geographic Information} (VGI). In order to better monitor and understand OSM mapping and data quality, we developed a software platform that applies big data technology to OSM full history data. OSM full history data monitoring allows detailed analyses of the OSM data evolution and the detection of remarkable patterns over time. This paper illustrates the specific potential of the platform for disaster activations by means of two case studies. Initial results demonstrate that our flexible and scalable platform structure enables fast and easy information extraction and supports mapping processes and data quality assurance.” |

Abstract |
Disaster management and the health sector ought to be natural allies, but their different origins, culture, and priorities of the various agencies tasked with disaster response mean that communication and coordination between them is often lacking, leading to delayed, sub-standard, or inappropriate care for disaster victims. The potential of the new e-health technologies, such as the electronic health record, telehealth and mobile health, that are revolutionizing non-disaster healthcare, is also not being realised. These circumstances have led to an international project to develop a disaster e-health framework for the objectives of intelligent adaption to changing scenarios, presentation and management of information, and communication and collaboration. In this paper, we describe characteristics of disaster e-health support systems to achieve such set of objectives. |

Abstract |
In France, facilities listed under environment protection regulations are required to draw up emergency plans. During a crisis situation, facing an unexpected event, these plans may be irrelevant. They have to be adapted to the current crisis situation and its observed or anticipated evolutions, using data emitted by the crisis ecosystem. But this adaptation requires lots of effort and is time-consuming. This article aims at presenting an approach to ensure the dynamic adaptation of emergency plans. We propose to identify generic configuration variables (representing interactions of physical phenomena and human factors on the facility) and to feed these configuration variables by collecting and processing data emitted by sensors, social networks, official reports, etc. Therefore, emergency plans could natively integrate agility by their ability to detect and take into account a change in the crisis situation and decision makers will be supported since the early stage of the crisis response. |

Abstract |
After a lot of recent natural and human-made disasters all over the word, the large scale emergency response process is becoming very critical and challenging. Lives can be lost and property can be harmed. To respond to these major threats, an effective operational emergency response system needs to address the necessity of data sharing, information exchange and correlation between different Emergency Responders (ERs) including firefighters, police, health care services, army, municipality and so on to successfully respond to large scale disasters. Therefore, the goal of this paper is to introduce POLARISC, an interoperable software solution based on a common and modular ontology shared by all the ERs. Its main objective is to solve the problem of semantic difference and heterogeneity of data to guarantee a common understanding among the various ERs in order to coordinate and to obtain a real time operational picture of the situation. |

Abstract |
Interferometric synthetic aperture radar (InSAR) has been widely used for mapping terrain and monitoring ground deformation. For example, the advanced time series InSAR (TS-InSAR) technique has been increasingly used to measure mm-level urban deformation. Subsidence from underground tunnel excavation has been known for more than a decade in Guangzhou and Foshan in Southern China, but past studies have only monitored the subsidence patterns as far as 2011 using InSAR. In this study, the deformation occurring during the most recent time-period between 2011 and 2017 has been measured using COSMO-SkyMed (CSK). We found that significant surface displacement rates occurred in the study area varying from -35 mm/year to 10 mm/year. A comparison between temporal and spatial patterns of deformations from our TS-InSAR measurements and different land use types in Guangzhou shows that there is no clear relationship between them. A detailed analysis on the sinkhole collapsed in early 2018 has been conducted, suggesting that surface loading may be a controlling factor of the subsidence, especially along the road and highway. Continuous monitoring of the deforming areas is important in order to minimise the risk of land subsidence and prevention of disasters. |

Abstract |
Since the Aurora, Colorado movie theater shooting of 2012, the web aggregation community Reddit has been an enthusiast-driven, public-facing source of information about crisis response efforts. We describe the evolution of Reddit's software from the Boston Marathon Bombing of 2013 to the Ferguson unrest throughout 2014. Initially, Reddit was built to aggregate verified news but beginning with the Aurora movie theater shooting, Reddit began to aggregate and verify breaking news. In response to criticism of Reddit's actions during the Boston Marathon Bombing, Reddit re-designed their software in an effort to more accurately mimic crisis response professionals by fostering rigor, information control, and tighter bureaucracy. Reddit's ability to swiftly change its software serves as an example of the possibilities of crisis informatics in practice. We highlight the processes that Reddit has taken to maintain its efficacy even within the current issues surrounding information verification and automated spreading of rumors and falsehoods. |

Abstract |
Recent research has identified a correlation between increasing Twitter activity and incurred damage in disasters. This research, however, fails to account for localized emergencies occurring in areas in which people have lost power, otherwise lack internet connectivity, or are uncompelled to Tweet during a disaster. In this paper, we analyze the correlation between daily Tweet counts and FEMA Building Level Damage Assessments during Hurricane Harvey. We find that the absolute deviation of Tweet counts from steady state is a potentially useful tool for the evolving information needs of emergency responders. Our results show this to be a more consistent and persistent metric for flood damage across the full temporal extent of the disaster. This shows that, when considering the varied information needs of emergency responders, social media tools that seek to identify emergencies need to consider both where Tweet counts are increasing and where they are dropping off. |

In every disaster and crisis, incident time is the enemy, and getting accurate information about the scope, extent, and impact of the disaster is critical to creating and orchestrating an effective disaster response and recovery effort. Decision Support Systems for disaster and crisis situations need to solve the problem of facilitating the broad variety of sensors available today. This includes the research domain of the Internet of Things and data coming from social media. All this data needs to be aggregated and fused, the semantics of the data needs to be understood and the results must be presented to the decision makers in an accessible way. Furthermore, the interaction and integration with risk and crisis management systems are necessary for a better analysis of the situation and faster reaction times. This paper provides an insight into the sensor to decision chain and proposes solutions and technologies for each step. |

Abstract |
Damage to non-structural components (NSCs) in seismic events has been identified as a recurring problem in New Zealand for decades. It is also a problem in comparable seismic risk countries. Whilst improvements have been made and lessons learned, the complexity of suspended ceilings has also grown. The purpose of this article is to review the situation for suspended NSCs and to discuss recommendations. Whilst NSCs have not received the attention that structural components have, they are a significant source of costs and consequences should they fail in seismic events. Several articles have emerged surrounding NSC failure but owing to the inherent complexity of the subject, there is no one document that covers all aspects. The poor performance of NSCs in seismic events has been known and written about for several decades. The USA is a comparable and useful source of information around what has proven to be effective and system-changing. |

Abstract |
One of the most important infrastructures for society is the payment system. If this system malfunctions, it can lead to disruptions in other critical infrastructures. By developing resilience i.e. the ability to recover or resist different disruptions in complex dynamic systems, as well as analyzing and raising awareness about it, such events can hopefully be handled better. The purpose of this study is to gain an insight into the different sectors' ways of dealing with disturbances in the payment system. Six participants from the food, fuel and bank sectors were interviewed using semi-structured questions. The interviews were conducted and data was analyzed using a thematic analysis approach. The results indicate a low level of resilience maturity among these organizations when it comes to handle long-term disruptions in the payment systems. The results provide valuable input to the project and a better understanding of payment infrastructure resilience. |

Abstract |
The American Society of Civil Engineers (ASCE) Report Card for America's Infrastructure gave bridges a C+ (mediocre) grade in 2017. Approximately, 1 in 5 rural bridges are in critical condition, which presents serious challenges to public safety and economic growth. Fortunately, during a series of workshops on this topic organized by the authors, it has become clear that Big Data could provide a timely solution to these critical problems. In this work in progress paper we describe a conceptual framework for developing SMart big data pipelines for Aging Rural bridge Transportation Infrastructure (SMARTI). Our framework and associated research questions are organized around four ingredients: o Next-Generation Health Monitoring: Sensors; Unmanned Aerial Vehicle/System (UAV/UAS); wireless networks o Data Management: Data security and quality; intellectual property; standards and shared best practices; curation o Decision Support Systems: Analysis and modeling; data analytics; decision making; visualization, o Socio-Technological Impact: Policy; societal, economic and environmental impact; disaster and crisis management. |

Abstract |
This document will discuss the current methodologies used by New Zealand DART and USAR teams to collect manage, analyse and report on information gathered during the initial and subsequent phases of deployments to a sudden onset disaster (SOD). This will include some of the experiences that have formed the current methodology and the outcomes of disaster events with new methodologies applied. It will further identify and discuss the current systems and processes in place and how they have come about, and then identify a range of opportunities and issues that exist within the Geospatial Intelligence environment to be more effective, both in systems and the development of partnerships to enhance the usability and intuitive nature of these systems and methods. Finally, the discussion will look to identify a future state for responders to SOD's and the ability and outcomes of proposed and imagined future systems, leveraging off the current Esri packages to provide a starting platform and a desired end state. |

Abstract |
The Spatial Futures Forum, held in Sydney in September 2017, highlighted issues that governments, emergency management organisations, academics and spatial systems research and development groups should carefully consider as they work towards a future that provides 'inter-connectedness with inclusiveness' for individuals and the societies in which they live. This is especially important when we consider the implications for disaster management when situational awareness and community resilience will be reliant on the: successful connection and integration of the 'islands' of spatial information generated by and stored in current systems; development of a real-time 'data on demand' approach to spatial systems; and the development and careful curation of an individual's 'virtual identity' from an ethical, legal, property ownership and risk perspective. |
