Abstract | There is evidence that people increasingly use social networking sites like Twitter in the aftermath of terrorist attacks to make sense of the events at the collective level. This work-in-progress paper focuses on the content of Twitter messages related to the 2016 terrorist attack on the Berlin Christmas market. We chose topic modeling to investigate the Twitter data and the terror management theory perspective to understand why people used Twitter in the aftermath of the attack. In particular, by connecting people and providing a real-time communication channel, Twitter helps its users collectively negotiate their worldviews and re-establish self-esteem. We provide first results and discuss next steps. | ||||

Abstract | There is general consensus that subsurface wastewater injections associated with unconventional oil and gas operations are responsible for the rapid increase of earthquake activity in the mid-U.S. Understanding the public response to these earthquakes is crucial for policy decisions that govern developing situational awareness and addressing perceived risks. However, we lack sufficient information on the reactive and recovery response behavior of the public tending to occur in the spatiotemporal vicinity of these events. Here, we review the spatiotemporal distribution of public response to the September 3, 2016, M5.8 earthquake in Pawnee, Oklahoma, USA, via a social media network (Twitter). Our findings highlight a statistically significant correlation between the spatial and temporal distribution of public response; and suggest the possible presence of a spatial distance decay, as well as a temporal far-field eect. Understanding the underlying structure of these correlations is fundamental to establishing deliberate policy decisions and targeted response actions. | ||||

Abstract | This empirical analysis examines the use of the live-streaming application Periscope in three crises that occurred in 2015. Qualitative analyses of tweets relating to the Amtrak derailment in Philadelphia, Baltimore protests after Freddie Grey?s death, and Hurricane Joaquin flooding in South Carolina reveal that this recently deployed application is being used by both citizens and journalists for information sharing, crisis coverage and commentary. The accessibility and immediacy of live video directly from crisis situations, and the embedded chats which overlay on top of a video feed, extend the possibilities of real-time interaction between remote crowds and those on the ground in a crisis. These empirical findings suggest several potential challenges and opportunities for responders. | ||||

Abstract | This paper aims at measuring transfer learning performances across different types of crises related to sudden or unexpected events (like earthquakes, terror attacks, explosions, technological incidents) that cannot be foreseen by emergency services and on the occurrence of which they have virtually no control. Although sudden crises are present in most existing crisis datasets, as far as we are aware, no one studied their impact on classifiers performances when evaluated in an out-of-type scenario in which models are tested on a particular type of crisis unseen during training. Our contribution is threefold: (1) A new dataset of about 3,800 French tweets related to four sudden events that occurred in France annotated for both relatedness (i.e., useful vs. not useful for emergency responders) and urgency (i.e., not useful vs. urgent vs. not urgent), (2) A set of monotask and multitask zero-shot learning experiments to transfer knowledge across events and types, and finally, (3) Experiments involving few-shot learning to measure the amount of sudden events instances needed during training to guarantee good performances. When compared to a cross-event setting, our preliminary results are encouraging and show that transfer from predictable ecological crisis to sudden events is feasible and constitutes a first step towards real-time crisis management systems from social media content. | ||||

Abstract | This paper aims at studying the role of Wikipedia in social resilience processes during terrorist attacks. It discusses how Wikipedia users' specific skills are mobilized in order to make sense of the event as it unfolds. We have conducted an ethnographic analysis of several Wikipedia's terrorist attacks pages as well as interviews with regular Wikipedia's contributors. We document how Wikipedia is used during crisis by readers and contributors. Doing so, we identify a specific pace of contributions which provides reliable information to readers. By discussing the conditions of their trustworthiness, we highlight how historical sources (i.e. traditional media and authorities) support this pace. Our analyses demonstrate that citizens are engaging very quickly in processes of resilience and should be, therefore, considered as relevant partners by authorities when engaging a response to the crisis. | ||||

Abstract | This paper analyses the collaborative dynamic of community in response to urgent situations. Community emergencies arising from natural or man-induced threats are considered as exogenous events that stimulate community resources to be unified around the response, action, and recovery activities related to the emergency. A structured equation model is derived to depict the actions of the community system. The system is described in terms of its resources including the propensity to trigger community action and collaboration among diverse groups. The community is profiled with respect to its ability to respond. The system defines the trigger mechanisms that are considered to be the drivers of collaborative action. A simulation model is presented to enact the system emergencies, community profiles, and collaborative response. The results develop an improved understanding of conditions that engage community collaborative actions as illustrated by examples from community research in the EnRiCH and the C-Change community research projects. | ||||

Abstract | This paper analyses the social media communications surrounding the 2015 – 2016 series of winter storms in the UK. Three storms were selected for analysis over a sustained period of time; these were storms Desmond, Eva and Frank which made landfall within quick succession of one another. In this case study we examine communications relating to multiple hazards which include flooding, evacuation and weather warnings using mainstream media content such as news stories, and online content such as Twitter data. Using a mixed method approach of content analysis combined with the application of a conceptual framework, we present (i.) the network of emergency responders managing events, (ii.) an analysis of crisis communications over time, and (iii.) highlight the barriers posed to effective social media communications during multi-hazard disasters. We conclude by assessing how these barriers may be lessened during prolonged periods of crisis. | ||||

Abstract | This paper approaches the problem of monitoring the impact of the disasters by mining web sources for the events, caused by these disasters. We refer to these disaster effects as “micro-events”. Micro-events typically following a large disaster include casualties, damage on infrastructures, vehicles, services and resource supply, as well as relief operations. We present natural language grammar learning algorithms which form the basis for building micro-event detection systems from data, with no or minor human intervention, and we show how they can be applied to mainstream news and social media for monitoring disaster impact. We also experimented with applying statistical classifiers to distill, from social media situational updates on disasters, eyewitness reports from directly affected people. Finally, we describe a Twitter mining robot, which integrates some of these monitoring techniques and is intended to serve as a multilingual content hub for enhancing situational awareness. | ||||

Abstract | This paper describes a prototype system that integrates social media analysis into the European Flood Awareness System (EFAS). This integration allows the collection of social media data to be automatically triggered by flood risk warnings determined by a hydro-meteorological model. Then, we adopt a multi-lingual approach to find flood-related messages by employing two state-of-the-art methodologies: language-agnostic word embeddings and language-aligned word embeddings. Both approaches can be used to bootstrap a classifier of social media messages for a new language with little or no labeled data. Finally, we describe a method for selecting relevant and representative messages and displaying them back in the interface of EFAS. |

Abstract | This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity. | ||||

Abstract | This paper describes the use of a previously established qualitative coding scheme developed through a design workshop with public safety professionals, and applied the schema to social media data collecting during crises. The intention of applying this scheme to existing crisis datasets was to acquire training data for machine learning. Applying the coding scheme to social media data revealed that additional subcategories of the coding scheme are necessary to satisfy information requirements necessary to dispatch first responders to an incident. The coding scheme was refined and adapted into a set of instructions for qualitative coders on Amazon Mechanical Turk. The contribution of this work is a coding scheme that is more directly related to the information needs of public safety professionals. Implications of early results using the refined coding scheme are discussed in terms of proposed automated methods to identify actionable information for dispatch of first responders during emergency incidents. | ||||

The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM. | ||||

Abstract | This paper focuses on the micro-blogging service Twitter, looking at source credibility for information shared in relation to the Fukushima Daiichi nuclear power plant disaster in Japan. We look at the sources, credibility, and between-language differences in information shared in the month following the disaster. Messages were categorized by user, location, language, type, and credibility of information source. Tweets with reference to third-party information made up the bulk of messages sent, and it was also found that a majority of those sources were highly credible, including established institutions, traditional media outlets, and highly credible individuals. In general, profile anonymity proved to be correlated with a higher propensity to share information from low credibility sources. However, Japanese-language tweeters, while more likely to have anonymous profiles, referenced low-credibility sources less often than non-Japanese tweeters, suggesting proximity to the disaster mediating the degree of credibility of shared content. © 2012 ISCRAM. | ||||

Abstract | This paper is related to the use of social media for disaster management by humanitarian organizations. The past decade has seen a significant increase in the use of social media to manage humanitarian disasters. It seems, however, that it has still not been used to its full potential. In this paper, we examine the use of social media in disaster management through the lens of Attribution Theory. Attribution Theory posits that people look for the causes of events, especially unexpected and negative events. The two major characteristics of disasters are that they are unexpected and have negative outcomes/impacts. Thus, Attribution Theory may be a good fit for explaining social media adoption patterns by emergency managers. We propose a model, based on Attribution Theory, which is designed to understand the use of social media during the mitigation and preparedness phases of disaster management. We also discuss the theoretical contributions and some practical implications. This study is still in its nascent stage and is research in progress. | ||||

Abstract | This paper presents a case study of a very recent man-made crisis in Norway on 22 July, 2011, during which a single person first detonated a bomb in downtown Oslo and then killed 69 young people on the island of Utøya. It proposes a novel way of conceptualizing the public contribution to mobilization of resources using microblogging, particularly tweeting. By examining aspects of public and professional response to this crisis, the notion of peripheral response is developed in relation to emergent forms of agile and dialogic emergency response. Abstract | This paper presents a user configurable monitoring system to track in near-real-time tweets describing fire events. The system targets fire related words in a user defined region of interest published on Twitter which are further processed by a text classifier to determine if they describe a known fire event of interest. The system was motivated from a case study that examined a corpus of tweets posted during active bushfires. This demonstrated that useful information is available on Twitter about fire events from people who are in the vicinity. We present an overview of the system describing how it is initially configured by a user to focus on specific fire events in Australia, the development of a text classifier to identify tweets of interest, especially those with accompanying photos, and the monitoring system that can track multiple events at once. |

Abstract | This paper presents the strategy and operational tools developed and implemented at the Euro-Mediterranean Seismological Centre (EMSC) to detect and diagnose the impact of global earthquakes within minutes by combining « flashsourcing » (real time monitoring of website traffic) with social media monitoring and crowdsourcing. This approach serves both the seismological community and the public and can contribute to improved earthquake response. It collects seismological observations, improves situation awareness from a few tens of seconds to a couple of hours after earthquake occurrence and is the basis of innovative targeted real time public information services. We also show that graphical input methods can improve crowdsourcing tools both for the increasing use of mobile devices and to erase language barriers. Finally we show how social network harvesting could provide information on indirect earthquake effects such as triggered landslides and fires, which are difficult to predict and monitor through existing geophysical networks. |

Abstract | This paper summarizes the final year of the four-year Text REtrieval Conference Incident Streams track (TREC-IS), which has produced a large dataset comprising 136,263 annotated tweets, spanning 98 crisis events. Goals of this final year were twofold: 1) to add new categories for assessing messages, with a focus on characterizing the audience, author, and images associated with these messages, and 2) to enlarge the TREC-IS dataset with new events, with an emphasis of deeper pools for sampling. Beyond these two goals, TREC-IS has nearly doubled the number of annotated messages per event for the 26 crises introduced in 2021 and has released a new parallel dataset of 312,546 images associated with crisis content – with 7,297 tweets having annotations about their embedded images. Our analyses of this new crisis data yields new insights about the context of a tweet; e.g., messages intended for a local audience and those that contain images of weather forecasts and infographics have higher than average assessments of priority but are relatively rare. Tweets containing images, however, have higher perceived priorities than tweets without images. Moving to deeper pools, while tending to lower classification performance, also does not generally impact performance rankings or alter distributions of information-types. We end this paper with a discussion of these datasets, analyses, their implications, and how they contribute both new data and insights to the broader crisis informatics community. | ||||

Abstract | This research identifies from literature principles of successful Virtual Communities of Practice (VCoPs) and explains how they have been fulfilled in the development of a VCoP that aims at contributing to knowledge sharing on natural disasters. The developed VCoP involves 70 experts in dealing with natural disasters from different hierarchical levels, organizations and nationalities of Europe. The VCoP has been developed within a European project from the 7th framework program. During the project three workshops were arranged for the members of the VCoP to know each other and to develop a living document. The living document is a web based tool used by the VCoP to share documents and insights, and it helps VCoP members networking. This paper provides direction for developing a VCoP to exchange lessons learned reports among crisis managers and first responders, and it identifies barriers that hinder the use of the living document. | ||||

Abstract | This study contributes an understanding of how ICTs and varying information sources work together during emergency alerts. It builds on the prior work on campus active shooter events by examining an organization that used a range of ICTs including mobile devices, social media, organizational tools, and news media, to notify their stakeholders about an emergency. The study design used a survey to capture the responses from a random sample of over 1000 stakeholders-students, faculty, and staff-who were notified of an active shooter emergency. The findings from the first three notifications suggest that messages reaching the most stakeholders were (a) sent by official sources through ICTs like mobile phones; (b) official email communication, and (c) messages that included face-to-face communication. While 11 different ICTs were included in the study, mass media (i.e., television and radio), and social media (Twitter and Facebook) did not function substantially in the emergency alert process. | ||||

Abstract | Timely and reliable sensing of infrastructure conditions is critical in disaster management for planning effective infrastructure restorations. Social media, a near real-time information source, has been widely used in the disaster domain for building timely, general situational awareness, such as urgent public needs and donations. However, the employment of social media for sensing electricity infrastructure conditions has yet been explored. This study aims to address the research gap to sense electricity infrastructure conditions through mining public topics from social media. To achieve this purpose, we proposed a systematic and customized approach wherein (1) electricity-related social media data is extracted by the classifier developed based on Bidirectional Encoder Representations from Transformers (BERT); and (2) public topics are modeled with unigrams, bigrams, and trigrams to incorporate the formulaic expressions of infrastructure conditions in social media. Electricity infrastructures in Florida impacted by Hurricane Irma are studied for illustration and demonstration. Results show that the proposed approach is capable of sensing the temporal evolutions and geographic differences of electricity infrastructure conditions. | ||||

Abstract | Timely information is essential for better dynamic situational awareness, which leads to efficient resource planning, coordination, and action. However, given the scale and outreach of social media�a key information sharing platform during crises, diverse types of users participate in discussions during crises, which affect the vetting of information for dynamic situational awareness and response coordination activities. In this paper, we present a user analysis on Twitter during crises for three major user types�Organization, Organizationaffiliated (a person�s self-identifying affiliation with an organization in his/her profile), and Non-affiliated (person not identifying any affiliation), by first classifying users and then presenting their communication patterns during two recent crises. Our analysis shows distinctive patterns of the three user types for participation and communication on social media during crises. Such a user-centric approach to study information sharing during crisis events can act as a precursor to deeper domain-driven content analysis for response agencies. | ||||
