Abstract Social media platforms contain abundant data that can provide comprehensive knowledge of historical and real-time events. During crisis events, the use of social media peaks, as people discuss what they have seen, heard, or felt. Previous studies confirm the usefulness of such socially generated discussions for the public, first responders, and decision-makers to gain a better understanding of events as they unfold at the ground level. This study performs an extensive analysis of COVID-19-related Twitter discussions generated in Australia between January 2020, and October 2022. We explore the Australian Twitterverse by employing state-of-the-art approaches from both supervised and unsupervised domains to perform network analysis, topic modeling, sentiment analysis, and causality analysis. As the presented results provide a comprehensive understanding of the Australian Twitterverse during the COVID-19 pandemic, this study aims to explore the discussion dynamics to aid the development of future automated information systems for epidemic/pandemic management.

Abstract We address the problem of making sense of rumour evolution during crises and emergencies. We study how

understanding and capturing emerging rumours can benefit decision makers during such event. To this end, we

propose a two-step framework for detecting rumours during crises. In the first step, we introduce an algorithm to

identify noteworthy sub-events in real time. In the second step, we introduce a graph-based text ranking method

for summarising newsworthy sub-events while events unfold. We use temporal and content-based features to

achieve the effective and real-time response and management of crises situations. These features can improve

efficiency in the detection of key rumours in the context of a real-world application. The effectiveness of our

method is evaluated over large-scale Twitter data related to real-world crises. The results show that our framework

can efficiently and effectively capture key rumours circulated during natural and human-made disasters.

Abstract Official policies, socioeconomic and demographic factors influence how individuals cope with, and respond to natural disasters. Understanding the impact of these factors in social media crisis communications studies is difficult. This paper focuses on convergence behaviour during social media crisis communication in an environment where the access to commercial social media platforms is highly restricted. This study is designed as a case which analyses 41,745 Tweets communicated during an earthquake event and for the two weeks after. This research aims to understand how different communities use social media services for communication during extreme events. The content of the Tweets shows users' attitudes toward government policies as well as the social difficulties of ethnic groups reflecting on the use of social media in crises communication. The results indicate a “political effect” on this online crisis communication. This behaviour was not expected and has been underreported in the current body of knowledge.

Abstract Enhancing situational awareness by mining social media has been widely studied, but little work has been done

focusing on recovery phases. To provide evidence to support the possibility of harnessing social media as a sensor

of recovery activities, we examine the correlations between topic frequencies on Twitter and people?s socioeconomic

recovery activities as reflected in the excess demand for used cars and housing, after the Great East

Japan Earthquake and Tsunami of 2011. Our research suggests that people in the disaster-stricken area

communicated more about recovery and disaster damages when they needed to purchase used cars, while the nonlocal

population communicated more about going to and supporting the disaster-stricken area. On the other hand,

regarding the excess demand for housing, when the local population of the disaster-stricken area started to resettle,

they communicated their opinions more than in other periods about disaster-related situations.

Abstract Japanese society is aging rapidly, so an increasing number of households currently consists of only elderly single people or couples. We propose a system that uses LINE (a mobile communication application) for sending notices containing information from local governments to elderly or physically disabled people, as well as for efficient monitoring by local governments and social workers of the health conditions and statuses of such people. Our system can be used by anyone who has a smartphone with LINE installed. We have also conducted an operational test of a prototype of our system.

Abstract We developed a web application for location recording and rescue request using Twitter (T-Pl@ce). This application helps supported users (e.g., older adults, persons with disabilities, and children) who require support to share their location coordinates via Twitter. Supporting users (e.g., families, relatives, or neighbors) of the supported user can then check the location coordinates of the supported user when required. When the supported user needs to be rescued, he/she can post a rescue request on Twitter by pressing the “Rescue request” button on the application. In this study, we introduce the e-mail notification function to reliably notify a rescue request to the system administrator. In addition, to track the location of the supported user, we introduce a location tracking function. Then, the administrator, the emergency assistance employees (e.g., rescue experts or social workers), or the supporting user can refer to the request and the location tracking page and execute the support and rescue activities.

Abstract On the morning of April 15, 2013, an Improvised Explosive Device (IED) was detonated near the finish line of the Boston Marathon, resulting in a large number of casualties. This generated a week-long response under the US National Incident Management System. In this paper, we examine online, terse messages broadcast by responding organizations and their amplification by other official entities via retransmission. Content analysis of official messages shows strong similarities with posting patterns previously observed in response to natural hazards, with the primary exception of themes related to the criminal investigation, suggesting a possible revision of guidelines for public information in light of the needs arising from extended counterterrorism operations undertaken in an urban environment. Network analysis demonstrates message posting and amplification were dominated by local actors, underscoring the importance of local readiness for management of official public information activities in the context of extremely high-profile events.

Abstract Studies examining the role of social media (SM) use in a crisis often examine the use of SM following a largescale crisis requiring an immediate response. In contrast, this working paper examines the usefulness of SM during an extended crisis, in the form of a heat wave. Authors use the 2013 UK heat wave as a case study to examine how SM was used by different stakeholders during the event, what function(s) SM had, how it was engaged with by the online community and accordingly, what value it contributed to crisis management activities. Findings show that ultimately the nature of the crisis, particularly in relation to populations who are most likely to be vulnerable to its effects, plays an integral role to the value of SM in preparation and response activities.

Abstract This paper describes the use of a previously established qualitative coding scheme developed through a design workshop with public safety professionals, and applied the schema to social media data collecting during crises. The intention of applying this scheme to existing crisis datasets was to acquire training data for machine learning. Applying the coding scheme to social media data revealed that additional subcategories of the coding scheme are necessary to satisfy information requirements necessary to dispatch first responders to an incident. The coding scheme was refined and adapted into a set of instructions for qualitative coders on Amazon Mechanical Turk. The contribution of this work is a coding scheme that is more directly related to the information needs of public safety professionals. Implications of early results using the refined coding scheme are discussed in terms of proposed automated methods to identify actionable information for dispatch of first responders during emergency incidents.

Abstract Mobile Instant Messaging platforms like WhatsApp are becoming increasingly popular. They have expanded access to digital text, audio, picture, and video messaging. Integrating them into existing crisis monitoring and response platforms and workflows can help reach a wider population. This paper describes a first attempt to integrate WhatsApp into Aggie, a social media aggregating and monitoring platform. We report on the deployment of this integration during Ghana's 2016 election, along with Twitter, Facebook, and RSS. The WhatsApp messages collected by Aggie during the election improved the eectiveness of the monitoring eorts. Thanks to these messages, more incidents were found and escalated to the Electoral Commission and security forces. From interviews with people involved in monitoring and response, we found that the WhatsApp integration helped their coordination and monitoring activities.

Abstract Social media listening practices are increasingly adopted in crisis management and have become an object of interest for researchers and practitioners alike. This article analyzes how these enactments have been studied in the academic literature. Through a systematic review of the available body of knowledge, features from studies involving depictions of practice were extracted, analyzed, and turned into a narrative using an inductive approach. Strategies of improvisation, overreliance on personal and professional networks, manual work, spontaneous coordination, and re-assigning tasks represent the main findings in the multidisciplinary literature. This article is a consolidated overview of experiences from social media listening in practice beyond listing the benefits of social media as a source of information. Moreover, the paper sets the basis for future studies on the range of possible configurations and institutionalization of disruptive crisis management practices.

Abstract User-generated content (UGC) on social media can act as a key source of information for emergency responders incrisis situations. However, due to the volume concerned, computational techniques are needed to effectively filter and prioritise this content as it arises during emerging events. In the literature, these techniques are trained using annotated content from previous crises. In this paper, we investigate how this prior knowledge can be best leveraged for new crises by examining the extent to which crisis events of a similar type are more suitable for adaptation tonew events (cross-domain adaptation). Given the recent successes of transformers in various language processing tasks, we propose CAST: an approach for Crisis domain Adaptation leveraging Sequence-to-sequence Transformers. We evaluate CAST using two major crisis-related message classification datasets. Our experiments show that ourCAST-based best run without using any target data achieves the state of the art performance in both in-domain and cross-domain contexts. Moreover, CAST is particularly effective in one-to-one cross-domain adaptation when trained with a larger language model. In many-to-one adaptation where multiple crises are jointly used as the source domain, CAST further improves its performance. In addition, we find that more similar events are more likely to bring better adaptation performance whereas fine-tuning using dissimilar events does not help for adaptation. To aid reproducibility, we open source our code to the community.

Abstract Social media has enabled people to circulate information in a timely fashion, thus motivating people to post messages seeking help during crisis situations. These messages can contribute to the situational awareness of emergency responders, who have a need for them to be categorised according to information types (i.e. the type of aid services the messages are requesting). We introduce a transformer-based multi-task learning (MTL) technique for classifying information types and estimating the priority of these messages. We evaluate the effectiveness of our approach with a variety of metrics by submitting runs to the TREC Incident Streams (IS) track: a research initiative specifically designed for disaster tweet classification and prioritisation. The results demonstrate that our approach achieves competitive performance in most metrics as compared to other participating runs. Subsequently, we find that an ensemble approach combining disparate transformer encoders within our approach helps to improve the overall effectiveness to a significant extent, achieving state-of-the-art performance in almost every metric. We make the code publicly available so that our work can be reproduced and used as a baseline for the community for future work in this domain.

Abstract Validation of findings is a challenge in practice-based research. While analysis is being conducted and findings are being constructed out of data collected in a defined period, practitioners continue with their activities. This issue is exacerbated in the field of crisis management, where high volatility and personnel turnover make the capacity to attend research demands scarce. Therefore, conducting classic member validation is logistically challenging for the researcher. The need for rigor and validity calls for alternative mechanisms to fulfill requirements for academic research. This article presents an approach for validation of results of a qualitative study with public organizations that use social media as a source of information in the context of crisis management. The unavailability of original interview-objects to validate our findings resulted in an alternative validation method that leveraged experts in crisis informatics. By presenting our approach, we contribute to encouraging rigor in qualitative research while maintaining the relationship between practice and academia.

Abstract Crowdsourcing, serving as a distributed problem-solving and production model, can help in the response to a disaster. The current literature focuses on the flow of crowdsourced information, but the question of how crowdsourcing contributes to physical disaster workflows remains to be addressed. Based on a case study of China’s response to COVID-19, this research aims to explore the role of crowdsourcing stakeholders and how they acted to respond to the outbreak. Actor network theory is applied as the lens to elucidate the roles of different heterogeneous actors. The preliminary results indicate that socio-technical actors activated, absorbed, associated, and aligned with each other to combat the pandemic. We suggest ways to augment the actor network to address potential future outbreaks.

Abstract Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM.

Abstract Public and humanitarian organizations monitor social media to extract useful information during emergencies. In this paper, we propose a new method for identifying situation awareness (SA) tweets for emergencies. We take a human centered design approach to developing a visual analytics prototype, SMA-RT (“Social Media Analyst Responding Tool”), informed by social media analysts and emergency practitioners. Our design offers insights into the main requirements of social media monitoring tools used for emergency purposes. It also highlights the role that human and technology can play together in such solutions. We embed a machine learning classifier to identify SA tweets in a visual interactive tool. Our classifier aggregates textual, social, location, and tone based features to increase precision and recall of SA tweets.

Abstract The increased use of social media, such as Twitter, was widely reported on Japanese media after the Great East Japan Earthquake of March 11, 2011. This study is a qualitative investigation of the use of Twitter by the stranded commuters and their supporters in the Tokyo metropolitan area immediately after the earthquake. This paper describes the possibilities and problems of Twitter use under a rapidly changing disaster situation. During the first evening of this disaster, the Japan Railroad and other railroad systems ceased their operations in the Tokyo area. This left more than five million commuters stranded in the area. Many commuters walked hours to return home, while others struggled to find temporary shelter and stayed overnight in the city. This study also explores if Twitter was an effective navigator for helping stranded commuters return home or find shelter.

Abstract In March 2009, a novel influenza A (H1N1) virus emerged from Mexico. The pandemic resulted in a surge of media attention in which a large volume of information was communicated via multiple sources and channels, both traditional and new. In order to better understand the publics perceptions and utilization of health information provided, California residents were surveyed using a mailed questionnaire. Results showed most respondents felt they had received enough information about the outbreak. The study also found participants preferred conventional communication sources, such as television and newspapers, over new media, such websites. Although, there were some statistically significant differences between information source usage by age as well as by education. Even though respondents reported using a variety of sources, as a whole, they were unsure of their accuracy, trustworthiness or usefulness. Further study is needed to understand if these results are representative of experiences in other states and countries.

Abstract In this paper, we describe the design, implementation, and evaluation of a mesh network based messaging application for the One Laptop Per Child XO laptop. We outline the creation of an easy-to-use OLPC Activity that exchanges Ushahidi-style messages with nearby OLPC users through the Internet or a mesh network. Our contributions are to implement an epidemic messaging scheme on mesh networks of OLPC XO laptops, to extend the Ushahidi web application to efficiently exchange messages with nodes in mesh networks, and to allow the Ushahidi server to distribute cures, notifications of message delivery, for each received message. Testing and analysis revealed substantial overhead is introduced by the OLPC's use of Telepathy Salut for activity sharing.

Abstract Twitter is always worthwhile in facilitating communication during disasters. It helps in raising situational awareness and undertaking disaster control actions as quickly as possible to alleviate the miseries. But the noisy essence of Twitter causes difficulty in distinguishing relevant information from the heterogeneous contents. Therefore, extracting informative tweets is a substantial task to help in crisis intervention. Analyzing only the text or image content of the tweet often misses necessary insights which might be helpful during disasters. In this paper, we propose a multimodal framework to address the challenges of identifying informative crisis-related tweets containing both texts and images. Our presented approach incorporates an early fusion strategy of BERT-LSTM and ResNet50 networks which effectively learns from the joint representation of texts and images. The experiments and evaluation on the benchmark CrisisMMD dataset show that our fusion method surpasses the baseline by 7% and substantiates its potency over the unimodal systems.

Abstract Crisis informatics researchers have taken great interest in methods to identify information relevant to crisis events posted by digital bystanders on social media. This work codifies the information needs of emergency dispatchers and first responders as a method to identify actionable information on social media. Through a design workshop with public safety professionals at a Public-Safety Answering Point (PSAP) in the United States, we develop a set of information requirements that must be satisfied to dispatch first responders and meet their immediate situational awareness needs. We then present a manual coding scheme to identify information satisfying these requirements in social media posts and apply this scheme to fictitious tweets professionals propose as actionable information to better assess ways that this information may be communicated. Finally, we propose automated methods from previous literature in the field that can be used to implement these methods in the future.

Abstract Engineering reconnaissance following an extreme event is critical in identifying the causes of infrastructure failure and minimizing such consequences in similar future events. Typically, however, much of the data about infrastructure performance and the progression of geological phenomena are lost during the event or soon after as efforts move to the recovery phase. A better methodology for reliable and rapid collection of perishable hazards data will enhance scientific inquiry and accelerate the building of disaster-resilient cities. In this paper, we explore ways to support post-event reconnaissance through the strategic collection and reuse of social media data and other remote sources of information, in response to the September 2013 flooding in Colorado. We show how tweets, particularly with postings of visual data and references to location, may be used to directly support geotechnical experts by helping to digitally survey the affected region and to navigate optimal paths through the physical space in preparation for direct observation.

Abstract Social media tools, including the microblogging platform Twitter, have been appropriated during mass disruption events by those affected as well as the digitally-convergent crowd. Though tweets sent by those local to an event could be a resource both for responders and those affected, most Twitter activity during mass disruption events is generated by the remote crowd. Tweets from the remote crowd can be seen as noise that must be filtered, but another perspective considers crowd activity as a filtering and recommendation mechanism. This paper tests the hypothesis that crowd behavior can serve as a collaborative filter for identifying people tweeting from the ground during a mass disruption event. We test two models for classifying on-the-ground Twitterers, finding that machine learning techniques using a Support Vector Machine with asymmetric soft margins can be effective in identifying those likely to be on the ground during a mass disruption event. © 2012 ISCRAM.

Abstract Informal online communication channels are being utilized for official communications in disaster contexts. Channels such as networked microblogging enable public officials to broadcast messages as well as engage in direct communication exchange with individuals. Here we investigate online information exchange behaviors of a set of state and federal organizations during the Deepwater Horizon 2010 oil spill disaster. Using data from the popular microblogging service Twitter, we analyze the roles individual organizations play in the dissemination of information to the general public online, and the conversational microstructure of official posts. We discuss characteristics and features of following networks, centrality, and conversational dynamics that may affect information exchange in disaster. This research provides insight into the use of networked communications during an event of heightened public concern, describes implications of conversational features, and suggests directions for future research. © 2012 ISCRAM.
