Abstract |
The recent rise of Social Media services has created huge streams of information which can be very valuable in a variety of scenarios. One specific scenario that has received interest is how Social Media analytics can be beneficial in crisis situations. In this paper, we describe our vision for a Social Media-ready command and control center. As motivation for our work, we present a short analysis of tweets issued in NYC during Hurricane Sandy in late October 2012 and we give an overview of the architecture of our event detection subsystem. |

Abstract |
Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness. |

Abstract |
In this paper we present findings from interviews conducted with representatives from large international disaster response organizations concerning their use of social media data in crisis response. We present findings in which the barriers to use by responding organizations have gone beyond simple discussions of trustworthiness to that of more operational issues rather than mere data quality. We argue that the landscape of the use of microblogged data in crisis response is varied, with pockets of use and acceptance among organizations. We found that microblogged data is useful to responders in situations where information is limited, such as at the beginning of an emergency response effort, and when the risks of ignoring an accurate response outweigh the risks of acting on an incorrect one. In some situations, such as search and rescue operations, microblogged data may never meet the standards of quality required. In others, such as resource and supply management, microblogging data could be useful as long as it is appropriately verified and classified. |

Abstract |
Social media has become increasingly important for emergency management. One example is its current use by governmental organizations to disseminate emergency-relevant information. During disaster events, it is imperative for people in affected areas to obtain accurate information. People using social media make a conscious decision to trust, act on, propagate or disregard emergency-relevant information. However, local government, in general, has not developed agreed upon ways to use social media in emergencies. This study documents how emergency management was able to successfully partner with local media and utilize social media to develop important relationships with the affected community via social media in emergencies. The study demonstrates a way to successfully utilize social media during disaster events in several ways: by closing a feedback loop between first responders and the public, by monitoring information flow, and by providing regular updates to the public. |

Abstract |
The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset. |

Abstract |
A core issue in crisis management is to extract from the mass of incoming information what is important for situational awareness during mass emergencies. Based on a case study we develop a prototypical application, TweetComp1, which is integrated into the decision-support component of a Tsunami early warning system and demonstrates the applicability of our approach. This paper describes four novel approaches using focused twitter crawling, trustworthiness analysis, geo-parsing, and multilingual tweet classification in the context of how they could be used for monitoring crises. The validity of our state-of-the art text mining and network analysis technologies will be verified in different experiments based on a human annotated gold standard corpus. |

Abstract |
Assessing the effectiveness of crisis response is key to improving preparedness and adapting policies. One method for response evaluation is reviewing actual response activities and interactions. Response reports are often available in the form of natural language text data. Analyzing a large number of such reports requires automated or semi automated solutions. To improve the trustworthiness of methods for this purpose, we empirically validate the reliability of three relation extraction methods that we used to construct interorganizational collaboration networks by comparing them against human-annotated ground truth (crisis-specific situational reports and tweets). For entity extraction, we find that using a combination of two off-the-shelf methods (FlairNLP and SpaCy) is optimal for situational reports data and one method (SpaCy) for tweets data. For relation extraction, we find that a heuristics-based model that we built by leveraging word co-occurrence and deep and shallow syntax as features and training it on domain-specific text data outperforms two state-of-the-art relation extraction models (Stanford OpenIE and OneIE) that were pre-trained on general domain data. We also find that situational reports, on average, contain less entities and relations than tweets, but the extracted networks are more closely related to collaboration activities mentioned in the ground truth. As it is widely known that general domain tools might need adjustment to perform accurately in specific domains, we did not expect the tested off-the-shelf tools to perform highly accurately. Our point is to rather identify what accuracy one could reasonably expect when leveraging available resources as-is for domain specific work (in this case, crisis informatics), what errors (in terms of false positives and false negatives) to expect, and how to account for that. |

Abstract |
Crowdsourcing, serving as a distributed problem-solving and production model, can help in the response to a disaster. The current literature focuses on the flow of crowdsourced information, but the question of how crowdsourcing contributes to physical disaster workflows remains to be addressed. Based on a case study of China’s response to COVID-19, this research aims to explore the role of crowdsourcing stakeholders and how they acted to respond to the outbreak. Actor network theory is applied as the lens to elucidate the roles of different heterogeneous actors. The preliminary results indicate that socio-technical actors activated, absorbed, associated, and aligned with each other to combat the pandemic. We suggest ways to augment the actor network to address potential future outbreaks. |

Abstract |
The Emergency Situation Awareness (ESA) tool began as a research study into automated web text mining to support emergency management use cases. It started in late 2009 by investigating how people respond on Twitter to specific emergency events and we quickly realized that every emergency situation is different and preemptively defining keywords to search for content on Twitter beforehand would likely miss important information. So, in late September 2011 we established location-based searches with the aim of collecting all the tweets published in Australia and New Zealand. This was the beginning of over a decade of collecting and processing tweets to help emergency response agencies and crisis coordination centres use social media content as a new channel of information to support their work practices and to engage with the community impacted by emergency events. This journey has seen numerous challenges overcome to continuously maintain a tweet stream for an operational system. This experience allows us to derive insights into the changing use of Twitter over this time. In this paper we present some of the lessons we’ve learned from maintaining a Twitter monitoring system for emergency management use cases and we provide some insights into the changing nature of Twitter usage by users over this period. |

Abstract |
With the advancement and proliferation of technology, non-profit organisations have embraced social media platforms to improve their operational capabilities through brand advocacy, among many other strategies. The effect of such social media campaigns on these institutions, however, remains largely underexplored, especially during disaster periods. This work introduces and applies a quantitative investigative framework to understand how social media influence the behaviour of donors and their usage of these platforms throughout (natural) disasters. More specifically, we explore how on-line engagement – as captured by Facebook interactions and Google search trends – corresponds to the donors’ behaviour during the catastrophic 2019–2020 Australian bushfire season. To discover this relationship, we analyse the record of donations made to the Australian Red Cross throughout this period. Our exploratory study reveals that social media campaigns are effective in encouraging on-line donations made via a dedicated website. We also compare this mode of giving to more regular, direct deposit gifting. |

Abstract |
Social media platforms have risen in popularity since their inception. These platforms have since then come to be at the forefront of controversies, from being accused of election interference to, more recently, disseminating fake news and campaigns to sway political behavior. One such episode took place on January 6 when a group of individuals stormed the United States Capitol, and the social media platform Parler came under scrutiny. The platform was accused of being a place for right-wing extremists and Trump supporters who claimed the 2020 election was fraudulent. Initial reports suggested these individuals used Parler to organize and call others to action. This paper explores the feasibility of using social media to detect alt-right radicalization and examines its possible relation to the Capitol Insurrection and Parler. Moreover, we examine if those events could have been detected and averted through the investigation of the platform. |

Abstract |
Crowdsourcing is an increasingly popular approach for processing data in response to disasters. While volunteer crowdsourcing may suÿce for high-profile disasters, paid crowdsourcing may be necessary to recruit workers for less prominent events. Thus, understanding the impact of payment schemes on worker behavior and motivation may improve outcomes. In this work, we presented workers recruited from Amazon Mechanical Turk with a disaster response task in which they could provide a variable number of image ratings. We paid workers a fixed amount to provide a minimum number of image ratings, allowing them to voluntarily provide more if desired; this allowed us to examine the impact of dierent amounts of required work. We found that requiring no ratings resulted in workers voluntary completing more work, and being more likely to indicate motivation related to interest on a post survey, than when small numbers of ratings were required. This is consistent with the motivational crowding-out eect, even in paid crowdsourcing. We additionally found that providing feedback on progress positively impacted the amount of work done. |

Abstract |
Crowdsourcing is used to enlist workers as a resource for a variety of applications, including disaster response. However, simple tasks such as image labeling often feel monotonous and lead to worker disengagement. This provides a challenge for designing successful crowdsourcing systems. Existing research in the design of work indicates that task variety is a key factor in worker motivation. Therefore, we asked Amazon Mechanical Turk workers to complete a series of disaster response related subtasks, consisting of either image labeling or locating photographed areas on a map. We varied the frequency at which workers encountered the dierent subtask types, and found that switching subtask type at dierent frequencies impacted measures of worker engagement. This indicates that a certain amount of variety in subtasks may engage crowdsourcing workers better than uniform subtask types. |

Abstract |
The extensive use of social media platforms, especially during disasters, creates unique opportunities for humanitarian organizations to gain situational awareness and launch relief operations accordingly. In addition to the textual content, people post overwhelming amounts of imagery data on social networks within minutes of a disaster hit. Studies point to the importance of this online imagery content for emergency response. Despite recent advances in the computer vision field, automatic processing of the crisis-related social media imagery data remains a challenging task. It is because a majority of which consists of redundant and irrelevant content. In this paper, we present an image processing pipeline that comprises de-duplication and relevancy filtering mechanisms to collect and filter social media image content in real-time during a crisis event. Results obtained from extensive experiments on real-world crisis datasets demonstrate the significance of the proposed pipeline for optimal utilization of both human and machine computing resources. |

Abstract |
We discuss the results of a research project aimed at exploring the use of social media in emergency communication by officers operating at a local level. We performed 16 semi-structured interviews with national level expert informants, and with officers operating at the municipality and province (prefectures) level in an Italian region (respondents were selected based on their involvement in emergency communication and/or emergency management processes). Social media usage appears distributed over a continuum of engagement, ranging from very basic usage to using social media by adopting a broadcasting approach, to deeper engagement, which also includes continuous interaction with citizens. Two main attitudes emerge both in the narrative style and in social media representations: some respondents seem to adopt an institutional attitude, while others adopt a practical-professional attitude. Among the main barriers to a broader adoption of social media, cultural considerations seem to prevail, along with the lack of personnel, a general concern toward social media communication reliability, and the perceived distance between the formal role of institutions and the informal nature of social media communication. |

Abstract |
Previous research into the role of social media in crisis communication has tended to focus on how sites such as Twitter are used by emergency managers rather than other key stakeholders, such as critical infrastructure (CI) operators. This paper adds to this emergent field by empirically investigating public expectations of informatio provided by CI operators during crisis situations. It does so by drawing on key themes that emerged from a review of the literature on public expectations of disaster related information shared via social media, and presenting the results of an online questionnaire-based study of disaster-vulnerable communities in France, Norway, Portugal and Sweden. Results indicate that members of the public expect CI operators to provide disaster related information via traditional and social media and to respond to their queries on social media. CI operators should avail of the opportunities provided by social media to provide real-time information to disaster affected communities. |

Abstract |
Crowdsourced Geographic Information (CGI) has emerged as a potential source of geographic information in different application domains. Despite the advantages associated with it, this information lacks quality assurance, since it is provided by different people. Therefore, several authors have started investigating different methods to assess the quality of CGI. Some of the existing methods have been summarized in different classification scheme. However, there is not an overview of the methods employed to assess the quality of CGI in the absence of authoritative data. On the basis of a systematic literature review, we found 13 methods that can be employed to this end. |

Abstract |
The ubiquity of social media facilitates widespread participation in crises. As individuals converge online to understand a developing situation, rumors can emerge. Little is currently known about how online rumoring behavior varies by language. Exploring a rumor from the 2015 Paris Attacks, we investigate Twitter rumoring behaviors across two languages: French, the primary language of the affected population; and English, the dominant language of Internet communication. We utilize mixed methods to qualitatively code and quantitatively analyze rumoring behaviors across French and English language tweets. Most interestingly, temporal engagement in the rumor varies across languages, but proportions of tweets affirming and denying a rumor are very similar. Analyzing tweet deletions and retweet counts, we find slight (but not significant) differences between languages. This work offers insight into potential limitations of previous research of online rumoring, which often focused exclusively on English language content, and demonstrates the importance of considering language in future work. |

Abstract |
Managing crises is considered as one of the most complicated organizational and managerial task. Indeed, dealing with such situations calls for many groups from different institutions and organizations to interact and collaborate their efforts in a timely manner to reduce their effects. However, response organizations are challenged by several problems. The urgent need of a shared and mutual situational awareness, information and knowledge about the situation are distributed across time and space and owned by both organizations and people. Additionally, decisions and actions have to be achieved promptly, under stress and time pressure. The contribution outlined in this paper is suggesting a crowdsourcing-based approach for decision making in collaborative crisis management based on the literature requirements. The objective of the approach is to support situational awareness and enhance the decision making process by involving citizens in providing opinions and evaluations of potential response actions. |

Abstract |
Understanding the movements of a population throughout the 24-hour day is critical when directing disaster response in an urban area. An emergency situation can develop rapidly, and understanding the expected locations of groups of people is required for the success of first responders. Recent advances in modern consumer technologies have facilitated the generation, sharing and mining of an extensive amount of volunteered geographic information. Users leverage inexpensive smart devices, pervasive Internet connections and social media services to provide data about geospatial locations. Using an enterprise system, it is possible to aggregate this freely available, geospatially enabled data and create a population estimation with high spatiotemporal resolution, via a heat map. This investigation explores the effects of different temporal sampling periods when creating such estimations. Time periods are selected, estimations are generated for several large urban areas in the western United States, and comparisons of the results are shown/discussed. |

Abstract |
Public and humanitarian organizations monitor social media to extract useful information during emergencies. In this paper, we propose a new method for identifying situation awareness (SA) tweets for emergencies. We take a human centered design approach to developing a visual analytics prototype, SMA-RT (“Social Media Analyst Responding Tool”), informed by social media analysts and emergency practitioners. Our design offers insights into the main requirements of social media monitoring tools used for emergency purposes. It also highlights the role that human and technology can play together in such solutions. We embed a machine learning classifier to identify SA tweets in a visual interactive tool. Our classifier aggregates textual, social, location, and tone based features to increase precision and recall of SA tweets. |

Abstract |
The use of social media is gaining more and more in importance in ordinary life, but also in conflicts and emer-gencies. The social big data, generated by users, is partially also used as a source for situation assessment, e.g. to receive pictures or to assess the general mood. However, the information's believability is hard to control and can deceive. Rumors, fake news and social bots are phenomenons that challenge the easy consumption of social media. To address this, our paper explores the believability of content in social media. Based on foundations of infor-mation quality we conducted a literature study to derive a three-level model for assessing believability. It summa-rizes existing assessment approaches, assessment criteria and related measures. On this basis, we describe several steps towards the development of an assessment approach that works across different types of social media. |

Abstract |
This paper approaches the problem of monitoring the impact of the disasters by mining web sources for the events, caused by these disasters. We refer to these disaster effects as “micro-events”. Micro-events typically following a large disaster include casualties, damage on infrastructures, vehicles, services and resource supply, as well as relief operations. We present natural language grammar learning algorithms which form the basis for building micro-event detection systems from data, with no or minor human intervention, and we show how they can be applied to mainstream news and social media for monitoring disaster impact. We also experimented with applying statistical classifiers to distill, from social media situational updates on disasters, eyewitness reports from directly affected people. Finally, we describe a Twitter mining robot, which integrates some of these monitoring techniques and is intended to serve as a multilingual content hub for enhancing situational awareness. |

Abstract |
The use of social media is not only part of everyday life but also of crises and emergencies. Many studies focus on the concrete use of social media during a specific emergency, but the prevalence of social media, data access and published research studies allows the examination in a broader and more integrated manner. This work-in-progress paper presents the results of a case study with the Fire Department Frankfurt, which is one of the biggest and most modern fire departments in Germany. The findings relate to social media technologies, organizational structure and roles, information validation, staff skills and resources, and the importance of volunteer communities. In the next step, the results will be integrated into the frame of a comparative case study with the overall aim of examining the impact of social media on how emergency services respond and react in an emergency. |

Abstract |
Social media platforms have become a source of high volume, real-time information describing significant events in a timely fashion. In this paper we describe a system for the real-time extraction of information from text and image content in Twitter messages and combine the spatio-temporal metadata of the messages to filter the data stream for emergency events and visualize the output on an interactive map. Twitter messages for a geographic region are monitored for flooding events by analysing the text content and images posted. Events detected are compared with a ground truth to see if information in social media correlates with actual events. We propose an Intrusion Index as part of this prototype to facilitate ethical harvesting of data. A map layer is created by the prototype system that visualises the analysis and filtered Twitter messages by geolocation. |
