Abstract |
In this paper, we focus on understanding the effectiveness of deep neural networks by comparison with the effectiveness of standard classifiers that use carefully engineered features. Specifically, we design various feature sets (based on tweet content, user details and polarity clues) and use these feature sets individually or in various combinations, with Naïve Bayes classifiers. Furthermore, we develop neural models based on Convolutional Neural Networks (CNN) and Recurrent Neural Networks (RNN) with handcrafted architectures. We compare the two types of approaches in the context of identifying informative tweets posted during disasters, and show that the deep neural networks, in particular the CNN networks, are more effective for the task considered. |

Abstract |
In this paper, we describe the design, implementation, and evaluation of a mesh network based messaging application for the One Laptop Per Child XO laptop. We outline the creation of an easy-to-use OLPC Activity that exchanges Ushahidi-style messages with nearby OLPC users through the Internet or a mesh network. Our contributions are to implement an epidemic messaging scheme on mesh networks of OLPC XO laptops, to extend the Ushahidi web application to efficiently exchange messages with nodes in mesh networks, and to allow the Ushahidi server to distribute cures, notifications of message delivery, for each received message. Testing and analysis revealed substantial overhead is introduced by the OLPC's use of Telepathy Salut for activity sharing. |

Abstract |
In March 2009, a novel influenza A (H1N1) virus emerged from Mexico. The pandemic resulted in a surge of media attention in which a large volume of information was communicated via multiple sources and channels, both traditional and new. In order to better understand the publics perceptions and utilization of health information provided, California residents were surveyed using a mailed questionnaire. Results showed most respondents felt they had received enough information about the outbreak. The study also found participants preferred conventional communication sources, such as television and newspapers, over new media, such websites. Although, there were some statistically significant differences between information source usage by age as well as by education. Even though respondents reported using a variety of sources, as a whole, they were unsure of their accuracy, trustworthiness or usefulness. Further study is needed to understand if these results are representative of experiences in other states and countries. |

Abstract |
Enhancing situational awareness by mining social media has been widely studied, but little work has been done
focusing on recovery phases. To provide evidence to support the possibility of harnessing social media as a sensor
of recovery activities, we examine the correlations between topic frequencies on Twitter and people?s socioeconomic
recovery activities as reflected in the excess demand for used cars and housing, after the Great East
Japan Earthquake and Tsunami of 2011. Our research suggests that people in the disaster-stricken area
communicated more about recovery and disaster damages when they needed to purchase used cars, while the nonlocal
population communicated more about going to and supporting the disaster-stricken area. On the other hand,
regarding the excess demand for housing, when the local population of the disaster-stricken area started to resettle,
they communicated their opinions more than in other periods about disaster-related situations. |

Abstract |
Social media sources can be helpful in crisis situations, but discovering relevant messages is not trivial. Methods
have so far focused on universal detection models for all kinds of crises or for certain crisis types (e.g. floods).
Event-specific models could implement a more focused search area, but collecting data and training new models for
a crisis that is already in progress is costly and may take too much time for a prompt response. As a compromise,
manually collecting a small amount of example messages is feasible. Few-shot models can generalize to unseen
classes with such a small handful of examples, and do not need be trained anew for each event. We show how
these models can be used to detect crisis-relevant tweets during new events with just 10 to 100 examples and
counterexamples. We also propose a new type of few-shot model that does not require counterexamples. |

Abstract |
Social media can be a highly valuable source of information during disasters. A crisis' development over time is of particular interest here, as social media messages can convey unfolding events in near-real time. Previous approaches for the automatic detection of information in such messages have focused on a static analysis, not taking temporal changes and already-known information into account. In this paper, we present a novel method for detecting new topics in incoming Twitter messages (tweets) conditional upon previously found related tweets. We do this by first extracting latent representations of each tweet using pre-trained sentence embedding models. Then, Infinite Mixture modeling is used to dynamically cluster these embeddings anew with each incoming tweet. Once a cluster reaches a minimum number of members, it is considered to be a new topic. We validate our approach on the TREC Incident Streams 2019A data set. |

Abstract |
Decision-making in crisis management can benefit from routine monitoring of the (social) media to discover the mass opinion on highly sensitive crisis events. We present an experiment that analyzes Chinese microblog data (extracted from Weibo.cn) to measure sentiment strength and its change in relation to the recent PM 2.5 air pollution events. The data were analyzed using SentiStrength algorithm together with a special sentiment words dictionary tailored and refined for Chinese language. The results of time series analysis on detected sentiment strength showed that less than one percent of the posts are strong-positive or strong negative. Weekly sentiment strength measures show symmetric changes in positive and negative strength, but overall trend moved towards more positive opinions. Special attention was given to sharp bursts of sentiment strength that coincide temporally with the occurrence of extreme social events. These findings suggest that sentiment strength analysis may generate useful alert and awareness of pending extreme social events. |

Social media bring both challenges and opportunities to crisis management. This paper summarizes the difficulties in crisis communication under a centralized jurisdiction system by looking into online collective behaviors in mainland China. The paper then introduces the development of an official microblog and proposes a joint official microblog platform to improve interactive communication in a centralized system. The functional design of this platform is introduced in detail and the future improvement of the platform is discussed. |

Abstract |
This research identifies from literature principles of successful Virtual Communities of Practice (VCoPs) and explains how they have been fulfilled in the development of a VCoP that aims at contributing to knowledge sharing on natural disasters. The developed VCoP involves 70 experts in dealing with natural disasters from different hierarchical levels, organizations and nationalities of Europe. The VCoP has been developed within a European project from the 7th framework program. During the project three workshops were arranged for the members of the VCoP to know each other and to develop a living document. The living document is a web based tool used by the VCoP to share documents and insights, and it helps VCoP members networking. This paper provides direction for developing a VCoP to exchange lessons learned reports among crisis managers and first responders, and it identifies barriers that hinder the use of the living document. |

Abstract |
We conducted a case study analysis of disaster response patterns across different user groups during Hurricane Dorian in 2019. We built a tweet collection about the hurricane, covering a two week period. We divided Twitter users into two groups: brand/organization or individual. We found a significant difference in response patterns between the groups. Brand users increasingly participated as the disaster unfolded, and they posted more tweets than individual users on average. Regarding emotions, brand users posted more tweets with joy and surprise, while individual users posted more tweets with sadness. Fear was a common emotion between the two groups. Further, both groups used different types of hashtags and words in their tweets. Some distinct patterns were also discovered in their concerns on specific topics. These results suggest the value of further exploration with more tweet collections, considering the behavior of different user groups during disasters. |

Abstract |
Natural disasters result in billions of dollars in damages annually and communities left struggling with the difficult task of response and recovery. To this end, small private aircraft and drones have been deployed to gather images along flight paths over the affected areas, for analyzing aerial photography through crowdsourcing. However, due to the volume of raw data, the context and order of these images is often lost when reaching workers. In this work, we explored the effect of contextualizing a labeling task on Amazon Mechanical Turk, by serving workers images in the order they were collected on the flight and showing them the location of the current image on a map. We did not find a negative impact from the loss of contextual information, and found map context had a negative impact on worker performance. This may indicate that ordering images based on other criteria may be more effective. |

In this paper we present a new approach to enhance information extraction from social media that relies upon the geographical relations between twitter data and flood phenomena. We use specific geographical features like hydrological data and digital elevation models to analyze the spatiotemporal distribution of georeferenced twitter messages. This approach is applied to examine the River Elbe Flood in Germany in June 2013. Although recent research has shown that social media platforms like Twitter can be complementary information sources for achieving situation awareness, previous work is mostly concentrated on the classification and analysis of tweets without resorting to existing data related to the disaster, e.g. catchment borders or sensor data about river levels. Our results show that our approach based on geographical relations can help to manage the high volume and velocity of social media messages and thus can be valuable for both crisis response and preventive flood monitoring. |

Abstract |
Social media platforms play critical roles in information dissemination, communication and co-ordination during different phases of natural disasters as it is crucial to know the type of crisis information being disseminated and user concerns. Large-scale Twitter data from hurricanes Irma (Sept. 2017) and Michael (Oct. 2018) are used here to understand the topic dynamics over time by applying the Dynamic Topic Model, followed by a comparative analyses of the differences in such dynamics for these two hurricane scenarios. We performed a spatio-temporal analyses of user activities with reference to the hurricane center location and wind speed. The findings of spatio-temporal analyses show that differences in hurricane path and the affected regions influence user participation and social media activity. Besides, topic dynamics reveals that situational awareness, disruptions, relief action are among the patterns common for both hurricanes; unlike topics such as hurricane evacuation and political situation that are scenario dependent. |

Abstract |
We present the first release of EMTerms (Emergency Management Terms), the largest crisis-related terminological resource to date, containing over 7,000 terms used in Twitter to describe various crises. This resource can be used by practitioners to search for relevant messages in Twitter during crises, and by computer scientists to develop new automatic methods for crises in Twitter.
The terms have been collected from a seed set of terms manually annotated by a linguist and an emergency manager from tweets broadcast during 4 crisis events. A Conditional Random Fields (CRF) method was then applied to tweets from 35 crisis events, in order to expand the set of terms while overcoming the difficulty of getting more emergency managers? annotations.
The terms are classified into 23 information-specific categories, by using a combination of expert annotations and crowdsourcing. This article presents the detailed terminology extraction methodology, as well as final results. |

Abstract |
Limited research has studied how citizens? perspectives as end-users can contribute to improving the usability of disaster apps. This study addresses this gap by exploring end-user insights with the use of a conceptual disaster app in the New Zealand (NZ) context. NZ has multiple public alerting authorities that have various technological options in delivering information to the population?s mobile devices; including social media platforms, apps, as well as the Emergency Mobile Alert system. However, during critical events, the multiplicity of information may become overwhelming. A disaster app, conceptualised in the NZ context, aims to aggregate, organise, and deliver information from official sources to the public. After the initial conceptual design, a usability inquiry was administered by interviewing members of the public. Partial results of the inquiry show that the public?s perspective has value; in the process of understanding the new user?s viewpoint, usability highlights and issues are identified. |

Abstract |
Social media generates large amounts of almost real-time data which has proven valuable in disaster response. Specially for providing information within the first 48 hours after a disaster occurs. However, this potential is poorly exploited in operational environments due to the challenges of curating social media data. This work builds on top of the latest research on automatic classification of social media content, proposing the use of ensemble learning to help in the classification of social media images for disaster response. Ensemble methods use multiple learning algorithms to obtain better predictive performance than could be obtained from any of the constituent learning algorithms alone. Experimental results show that ensemble learning is a valuable technology for the analysis of social media images for disaster response,and could potentially ease the integration of social media data within an operational environment. |

Abstract |
With the growth of social media and crowdsourcing in disaster response, further research is needed on the motivations
and contributions of digital volunteers. This study applies a user-centered design approach to understanding how we
might make better tools to support digital volunteers. This user-centered design approach involves stated preference
elicitation methods through an online survey to understand what digital volunteers want in such tools. Through
choice-based conjoint analysis, we contribute to mixed-methods research to gain additional insight into motivations
and user preferences for a set of design features that might be incorporated into an online tool specifically for digital
volunteers. Initial results show preferences for measures of success that were not monetary, which aligned with
directly stated motivations for volunteering. Our findings corroborate with previous research in that feedback to
volunteers is very important, as well as being able to measure the impact of their work. |

Abstract |
We take a human-centered design approach to develop a fully functional prototype, SMART (“Social Media Analyst Responding Tool”), informed by emergency practitioners. The prototype incorporates machine learning techniques to identify relevant information during emergencies. In this paper, we report the result of a user study to gather qualitative feedback on SMART. The evaluation results offer recommendations into the design of Social Media analysis tools for emergencies. The evaluation findings show the interest of emergency practitioners into designing such solutions; it reflects their need to not only identify relevant information but also to further perceive the outcome of their actions in social media. We found out there is a notable emphasis on the sentiment from these practitioners and social media analysis tools need to do a better job of handling negative sentiment within the emergency concept. |

Abstract |
In the context of COVID-19, this study utilizes the Social Mediated Crisis Communication Model (SMCC) and the Protective Action Decision Model (PADM) to investigate the relationship between social media users' protective actions and crisis information during public health crises in China. By constructing a structural equation model, this study aims to identify the influencing factors that affect social media users' personal’s cognitive, emotional, and behavioral reactions given crisis relevant information. Results findings are that warning information can significantly increase risk perception; emotional responses are not significantly affected by warning information and risk perception; risk perception has a negative impact on information gathering and sharing behavior; risk perception has a significant mediating effect on the relationship between information features and protective action. |

Abstract |
This paper is related to the use of social media for disaster management by humanitarian organizations. The past decade has seen a significant increase in the use of social media to manage humanitarian disasters. It seems, however, that it has still not been used to its full potential. In this paper, we examine the use of social media in disaster management through the lens of Attribution Theory. Attribution Theory posits that people look for the causes of events, especially unexpected and negative events. The two major characteristics of disasters are that they are unexpected and have negative outcomes/impacts. Thus, Attribution Theory may be a good fit for explaining social media adoption patterns by emergency managers. We propose a model, based on Attribution Theory, which is designed to understand the use of social media during the mitigation and preparedness phases of disaster management. We also discuss the theoretical contributions and some practical implications. This study is still in its nascent stage and is research in progress. |

Abstract |
This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM. |

Abstract |
Virtual Communities of Practice (VCoP) refers to groups of people who share a concern about a specific domain or topic and use a virtual environment to share and increase their knowledge and expertise about this domain. This kind of social structure has intrinsic features suitable to support emergency management communities. Nevertheless, the design of specific technological platforms that support both the activity and the practice of the community is not a trivial task, especially in critical domains such as emergency management. This paper presents the inquiry process carried out over one and a half years for the purpose of generating insights about the application of VCoPs within the emergency management context. Based on a case study, a set of findings is presented about the guidelines that should be followed in order to develop suitable technological platforms that support the labor of VCoPs in the emergency management context. © 2012 ISCRAM. |

Abstract |
Microblogging sites such as Twitter can play a vital role in spreading information during “natural” or man-made disasters. But the volume and velocity of tweets posted during crises today tend to be extremely high, making it hard for disaster-affected communities and professional emergency responders to process the information in a timely manner. Furthermore, posts tend to vary highly in terms of their subjects and usefulness; from messages that are entirely off-topic or personal in nature, to messages containing critical information that augments situational awareness. Finding actionable information can accelerate disaster response and alleviate both property and human losses. In this paper, we describe automatic methods for extracting information from microblog posts. Specifically, we focus on extracting valuable “information nuggets”, brief, self-contained information items relevant to disaster response. Our methods leverage machine learning methods for classifying posts and information extraction. Our results, validated over one large disaster-related dataset, reveal that a careful design can yield an effective system, paving the way for more sophisticated data analysis and visualization systems. |

Abstract |
This empirical analysis examines the use of the live-streaming application Periscope in three crises that occurred in 2015. Qualitative analyses of tweets relating to the Amtrak derailment in Philadelphia, Baltimore protests after Freddie Grey?s death, and Hurricane Joaquin flooding in South Carolina reveal that this recently deployed application is being used by both citizens and journalists for information sharing, crisis coverage and commentary. The accessibility and immediacy of live video directly from crisis situations, and the embedded chats which overlay on top of a video feed, extend the possibilities of real-time interaction between remote crowds and those on the ground in a crisis. These empirical findings suggest several potential challenges and opportunities for responders. |

Abstract |
We report initial findings around the Facebook and Twitter adoption trends of 840 fire and police departments affected by Hurricane Sandy. The data show that adoption increased during the time period directly surrounding Hurricane Sandy. Despite this increase, the creation of new online accounts since that time has been declining and overall adoption rates seem to be stabilizing. Lastly, the data report Facebook to be significantly more popular than Twitter as a form of online communication for these fire and police departments. |
