Abstract |
Recent findings from fieldwork conducted at emergency operation centers (EOC) suggest that currently deployed emergency management information systems (EMIS) are not supporting properly the anticipation of individual actions in cooperative work. We present these findings in this paper and introduce joint action theory as an interaction approach to design technologies that explicitly provide for this kind of support. Our main arguments are: (1) contemporary EMIS are affecting negatively cooperative work at EOCs due to their lack of support for the anticipation of individual actions; (2) Available theory that emphasizes the role of anticipation on cooperative work is not impacting on the design of EMIS due to misalignments between the theory and contemporary situations; (3) Joint action theory provides an alternative framework to correct these misalignments; and (4) Joint action theory provides designers of EMIS with guides for an interaction design that supports anticipatory actions in EOCs. |

Abstract |
Social media analytics provide a generalized picture of situational awareness from the conversations happening among communities present in social media channels that are that are, or risk being affected by crises. The generalized nature of results from these analytics leaves underrepresented communities in the background. When considering social media analytics, concerns, sentiment, and needs are perceived as homogenous. However, offline, the community is diverse, often segmented by age group, occupation, or language, to name a few. Through our analysis of interviews from professionals using social media as a source of information in public service organizations, we argue that practitioners might not be perceiving this segmentation from the social media conversation. In addition, practitioners who are aware of this limitation, agree that there is room for improvement and resort to alternative mechanisms to understand, reach, and provide services to these communities in need. Thus, we analyze current perceptions and activities around segmentation and provide suggestions that could inform the design of social media analytics tools that support inclusive public services for all, including persons with disabilities and from other disadvantaged groups. |

Abstract |
Today's society is exposed to an increasing number of disasters and large scale emergencies (e.g. earthquake in Haiti, global swine flu, or manmade disasters like the oil spill in the Gulf of Mexico). Information and communication technology (ICT) can help to prevent and mitigate the effects of threatening situations if applied appropriately. In industry ICT governance methods and portfolio management techniques have become important tools to successfully align ICT with business goals. However, the domain of emergency management (EM) has to deal with unpredictable situations, multi organizational collaborations and ad-hoc teams, conditions which make conventional existing methods less useful. Based on a qualitative analysis of several European and Australian EM organizations and government agencies this paper discusses a modular approach to optimize ICT portfolios in Emergency Management organizations in order to achieve strategic ICT alignment. |
