Abstract |
As the deployment of situational awareness mechanisms such as geothermal sensors, use of social network sites, and information and communication technologies (e.g., cell phones) become increasingly widespread to emergency responders, the problem of alert analysis has become very important. Broadcast of large amounts of alerts sent back to command centers for processing may impair the ability of analysts to connect dots that may otherwise adequately enable them to make informed decisions in a timely fashion. This paper investigates trends and patterns embedded in alert notifications generated over a given period of time in order to uncover correlations that may exist in the data. Data for this study are obtained from the National Center for Crisis and Continuity Coordination (NC4). We employ classical time series analysis to understand, explain and predict trends and patterns in the data. This work presents results obtained thus far in the quest for the effect of passage of time on alert patterns. Implications of this work in practice and research are discussed. |

Abstract |
With the increased use of electronic patient files in Health Care Organizations (HCOs), addressing the risks related to the storage and use of patient information has become increasingly important to avoid intentional or unintentional disclosure, damage to or abuse of patients' personal health records. This has lead governments from various countries to introduce and impose information security standards for HCOs. The Dutch government introduced the NEN 7510 national information security standard; a standard derived from the international ISO 17799 norm. Preceding the implementation phase of NEN 7510 standard at a Dutch HCO, we conducted a field study to identify the information security risks as perceived by the main stakeholder groups in the HCO. We present the differences in the perceived information security risks and threats by end users, management and suppliers, and the degree to which these identified risks will be addressed by the implementation of the NEN 7510 standard. |

Abstract |
In the area of information system design, the development of context-aware systems which can provide relevant information in a context-driven fashion to support mobile users in crisis management tasks represents a great challenge. Motivated by the fact that police officers are often overwhelmed by too much information, the goal of the MOSAIC project (a multi-officer system of agents for informed crisis control) is to support mobile police officers by a system which delivers contextualized information that is relevant to the task at hand. In order to elicit the information requirements of police officers who are involved in crisis situations, a questionnaire-based requirements elicitation study has been carried out in the context of the work described here. The results mainly shed light on the situation-specific information requirements of police officers in certain scenarios. The design requirements that follow from our study have clearly the potential to guide the design of context-based information delivery systems for users involved in critical situations such as the police officers we target. Our findings thus offer an important contribution to the field of information system design for crisis management. |

In this contribution we present an analysis of passenger trajectories in an urban transportation hub. We collected an extensive amount of empirical data consisting of both gate and individual stalking observation in the central station of Cologne. Three different data mining algorithms are used to analyze this data, producing both data that may be used as input for simulation frameworks, and, as an aside, visualizations of passenger movements that could be of high interest to transport and emergency managers. © 2012 ISCRAM. |

Abstract |
In crisis management, units from different organizations collaborate for achieving a common goal. The success of such collaborations depends partly and not insignificantly on the composition of the network of collaborating units. In the initial phases of a crisis management operation, there is often a great deal of uncertainty about the nature and the extent of the crisis. The uncertainty may lead to contradictory and otherwise imperfect information sharing among the organizations and agencies that are responsible for engaging the crisis. This in turn, may lead to suboptimal and inefficient compositions of the collaborating network. This paper suggests the use of contracts for information sharing for ensuring that the information sharing indeed facilitates efficient formation of collaborating networks. |

Abstract |
A qualitative analysis of observation protocols and audio recordings from 14 crisis response exercises has been conducted revealing eight themes reoccurring in multi-disciplinary team discussions about crisis response to large disruptions to the card payment system. The themes were: Coordinate and collaborate, Payment options, Cash circulation, Fuel and transportation, Security, Inform, communicate and the media, Hoarding and rationing, and Vulnerable groups. The analysis suggest that Swedish society is vulnerable to disruptions in the card payment services, largely due to a low diversity in payment options, the lack of prepared back up solutions for payment, and insufficient cash flows to support a cash only scenario. A longer (several days) disruption in the card payment system will demand coordinating mechanisms for information management, available payment options, and preparedness for rapid establishment of cash flows. Today, these mechanisms do not exist. Simulation exercises with stake-holders are an important mean for increasing awareness about these vulnerabilities and the challenges associated with coping with them. |

Abstract |
Urban flooding has been increasing in recent years and therefore new specified methods need to be developed and applied. The rise of Web 2.0 technologies and collaborative projects based on volunteered geographic information like OpenStreetMap (OSM) lead to new dimensions of participatory practices. Thus, citizens can provide local knowledge for natural hazard analysis in a convenient way. In the following, a case study of the Quilicura community in Santiago de Chile -regularly affected by urban floods- is presented. A combination of OSM Field Papers and the risk perception of local people is applied in the concept of risk awareness maps including a questionnaire for participants? information. This explorative study is a promising approach for a complementing data source because insight into local knowledge is acquired in a fast way. Results reveal two main streets, which are identified by the participants as prone to urban floods. |

Abstract |
Bushfire modelling has advanced with wildfire simulators such as Spark and Phoenix Rapidfire that can generate plausible fire dynamics and simulations that decision-makers can easily explore. With extreme weather impacting the Australian landscapes through the onset of droughts and heatwaves, it is becoming more important to make decisions rapidly from fire simulations. An element of this decision-making process is trust, in which the decision-maker feels empowered to make decisions from models of complex systems like fire. We propose a framework for decision-making that makes use of a fire emulator, a surrogate version of Spark, to facilitate faster exploration of wildfire predictions and their uncertainties under a changing climate. We discuss the advantages and next steps of an emulator model using the mechanisms and conditions framework, a powerful vocabulary and design framework that builds in trust to allow users of a technology to understand and accept the features of a system. |

Abstract |
The objective of crisis management is to limit the impact of a feared event that has occurred and to restore the conditions corresponding to a nominal situation. In this context, we will focus on emergency response plans for mass casualty crises. In this paper, we propose a functional modelling of the French generic emergency plan, ORSEC plan, using the Business Process Model and Notation (BPMN). On the basis of this representation, a dysfunctional analysis is performed from a new approach identifying Failure mode, effects and criticality analysis (FMECA), in order to better anticipate, the events likely to interrupt the intervention plan. This work will then be used in a multi-agent dynamic planning and scheduling model to allow an actor to choose among the dynamic planning approaches the one that allows him/her to reach his/her goal. |

Abstract |
In order to cope with increasing complexity of catastrophic disasters, resilience is considered an essential capability of an incident management system (IMS). As resilience is manifested during systems operation, a naturalistic observational study was conducted to understand how resilient performance dynamically takes place in this domain. The study results were presented using the concept of episodes, each of which uncovers a trace of such resilient performance following an information input called an inject. The episode analysis also facilitated the identification of complex and dynamic interactions among human and technological agents to satisfy work demands, representing work-as-done (WAD) in large-scale emergency response operations. |

Abstract |
Hurricane Harvey caused massive damage and necessitated the need for identification of areas under high risk. During Harvey, the city of Houston received more than 77000, 3-1-1 calls for assistance. Due to damage caused to the infrastructure, it became difficult to handle and respond to the crisis. Geographic Information Systems (GIS) is a vital technology to assist with real-time disaster monitoring. we investigated if a correlation could be found between 311 data calls made during the Hurricane Harvey and aerial images captured during the event, specifically to see if 311 data could be ground-truthed via hot spot analysis. Preliminary results indicate that visual representation of 3-1-1 call data can aid in analyzing the expected areas of high traffic of calls for assistance and plan an effective way to manage resources. Future work will involve more in-depth analysis of combined 3-1-1 call data with satellite imagery using image classification techniques. |

Abstract |
In 2004, Information Systems for Crisis Response and Management (ISCRAM) was a new area of research. Pioneering researchers from different continents and disciplines found fellowship at the first ISCRAM work-shop. Around the same time, the use of social media in crises was first recognized in academia. In 2018, the 15th ISCRAM conference will take place, which gives us the possibility to look back on what has already been achieved with regard to IT support in crises using social media. With this article, we examine trends and devel-opments with a specific focus on social media. We analyzed all papers published at previous ISCRAMs (n=1339). Our analysis shows that various platforms, the use of language and coverage of different types of disasters follow certain trends – most noticeably a dominance of Twitter, English and crises with large impacts such as hurricanes or earthquakes can be seen. |

Abstract |
Increasing market volatility and disruptions imply risks for companies and governments and have become therefore focus topics. Adequate tools to identify, assess and manage future developments are key to survive in a turbulent environment. In our paper, we present the systematic development process of an innovative, web-based foresight platform, which is a joint research project funded by the German Federal Government and aims to improve the robustness in decision making by collaborative foresight. Its four interlinked applications have the purpose to enable their users a collaborative generation, discussion, evaluation and development of future-oriented knowledge. Thereby, a special emphasis is on the relevance and the timeliness of the provided information. Within the multi-stage requirement analysis of the tool platform we analyzed existing concepts in order to identify strengths and weaknesses and conducted brainstorming sessions and interviews with professionals of 130 companies and organizations to account for different backgrounds, perspectives and intentions. © 2012 ISCRAM. |

Abstract |
Most definitions of disaster resilience incorporate both the capacity to resist the initial impact of a disaster and the ability to recover after it occurs. Being able to characterize and analyze resilient behavior can lead to improved understanding not only of the capabilities of a given system, but also of the effectiveness of different strategies for improving its resiliency. This paper presents an approach for quantifying the transient behavior resulting from a disaster event in a way that allows researchers to not only describe the transient response but also assess the impact of various factors (both main and interaction effects) on this response. This new approach combines simulation modeling, time series analysis, and statistical outlier detection to differentiate between disaster resistance and disaster recovery. Following the introduction of the approach, the paper provides a preliminary look at its relationship to the existing concept of predicted disaster resilience. © 2012 ISCRAM. |

Abstract |
Social media has enabled people to circulate information in a timely fashion, thus motivating people to post messages seeking help during crisis situations. These messages can contribute to the situational awareness of emergency responders, who have a need for them to be categorised according to information types (i.e. the type of aid services the messages are requesting). We introduce a transformer-based multi-task learning (MTL) technique for classifying information types and estimating the priority of these messages. We evaluate the effectiveness of our approach with a variety of metrics by submitting runs to the TREC Incident Streams (IS) track: a research initiative specifically designed for disaster tweet classification and prioritisation. The results demonstrate that our approach achieves competitive performance in most metrics as compared to other participating runs. Subsequently, we find that an ensemble approach combining disparate transformer encoders within our approach helps to improve the overall effectiveness to a significant extent, achieving state-of-the-art performance in almost every metric. We make the code publicly available so that our work can be reproduced and used as a baseline for the community for future work in this domain. |

Abstract |
Sentiment analysis has been widely researched in the domain of online review sites with the aim of generating summarized opinions of product users about different aspects of the products. However, there has been little work focusing on identifying the polarity of sentiments expressed by users during disaster events. Identifying sentiments expressed by users in an online social networking site can help understand the dynamics of the network, e.g., the main users' concerns, panics, and the emotional impacts of interactions among members. Data produced through social networking sites is seen as ubiquitous, rapid and accessible, and it is believed to empower average citizens to become more situationally aware during disasters and coordinate to help themselves. In this work, we perform sentiment classification of user posts in Twitter during the Hurricane Sandy and visualize these sentiments on a geographical map centered around the hurricane. We show how users' sentiments change according not only to users' locations, but also based on the distance from the disaster. |

Abstract |
Collaborative teamwork is becoming more common in several domains including healthcare and disaster management. While collaborative teamwork can benefit from information system (IS) support, designing IS models to support collaboration is a significant challenge owing to the variations in tasks and people that must be supported, and the different contexts within which collaboration takes place. Collaborative teamwork can vary greatly because of context, which is the integration of diverse, dynamic, and heterogeneous needs for groups to achieve a specific goal. However in the literature there has been limited emphasis on how contextual underpinnings can be incorporated into IS design. This paper uses a case study of the design of a user-driven prototype disaster management IS. We used the think aloud method to capture participant thoughts while interacting with the IS prototype. The think aloud data was analyzed and used to develop an ontology of contextual considerations to support IS design. |

Abstract |
Information is an essential part of disaster management. Information systems (IS) are a key means of providing the right information at the right time to support response to a disaster, and fostering collaborative facilitators such as situation awareness, common ground and communities of practice. However for these collaborative facilitators to support 'downstream events' (i.e. disaster response) they need to emerge and be grown from 'upstream' activities such as user engagement. Subsequently IS design requirements for disaster response are embedded in the community where a system will be used and it is from the community users and their needs that IS requirements must emerge. This paper presents an upstream-downstream approach for disaster management IS design. We describe four phases to user centered information systems design to support disaster management and provide a case study of using this approach in action to design an IS to enhance community resilience. © 2012 ISCRAM. |

Abstract |
This paper analyses the collaborative dynamic of community in response to urgent situations. Community emergencies arising from natural or man-induced threats are considered as exogenous events that stimulate community resources to be unified around the response, action, and recovery activities related to the emergency. A structured equation model is derived to depict the actions of the community system. The system is described in terms of its resources including the propensity to trigger community action and collaboration among diverse groups. The community is profiled with respect to its ability to respond. The system defines the trigger mechanisms that are considered to be the drivers of collaborative action. A simulation model is presented to enact the system emergencies, community profiles, and collaborative response. The results develop an improved understanding of conditions that engage community collaborative actions as illustrated by examples from community research in the EnRiCH and the C-Change community research projects. |

Abstract |
Critical energy infrastructures are more and more focused upon by politics and society. Modern society depends on these structures, since they enable the steady support of electricity and other types of energy. Deliberately precipitated hazards of certain critical parts of electrical transmission systems (ETS) can lead to catastrophic consequences. Therefore, the analysis of feasible security hazards and resulting consequences for the operation of transmission systems are a concern to transmission system operators (TSO). Alas, there is no common method available that comprehensively identifies these feasible security related scenarios and classifies them according to their overall criticality for the safe operation of the ETS. To tackle this challenge, we propose a comprehensive, yet easy-to-apply method to systematically identify and assess the criticality of security threat scenarios. It is conducted in four steps and consists of a matrix based consistency check of threat scenarios in a defined solution space and a convenient semi-quantitative assessment of a risk factor for the ETS. The approach is illustrated by the simplified generic example of an EETS. |

Abstract |
Online social media has been recognized as a valuable information source for disaster management whose volume, velocity and variety exceed manual processing capacity. Current machine learning systems that support the processing of such data generally follow a human-in-the-loop approach, which has several inherent limitations. This work applies the human-is-the-loop concept from visual analytics to semi-automate a manual content moderation workflow, wherein human moderators take the dominant role. The workflow is instantiated with a supervised machine learning system that supports moderators with suggestions regarding the relevance and categorization of content. The instantiated workflow has been evaluated using in-depth interviews with practitioners and serious games. which suggest that it offers good compatibility with work practices in humanitarian assessment as well as improved moderation quality and higher flexibility than common approaches. |

A rapid, holistic view of earthquake disasters begins with earthquake location and magnitude, alerted by seismic networks. The initial source characteristics, along with any available ground-shaking observations, can be used to rapidly estimate the shaking extent, its severity (e.g., ShakeMap), and its likely impact to society, for example, employing the U.S. Geological Survey's Prompt Assessment of Global Earthquakes for Response, or PAGER, system. When serous impacts are likely, PAGER's impact-based alerts can, in turn, begin the process of primary response at the local, national, or international level, and the process of reconnaissance via social media, the mainstream media, scientific analyses, and remotely-sensed and ground-truth observations. In this work-in-progress report, we describe our initial efforts to incorporate event-specific ground-truth observations and model secondary ground-failure hazards back into the loss-modeling domain in order to provide a more holistic view each earthquake disaster. |

Abstract |
This paper presents a novel, advanced research approach to investigate organizational safety culture as a complex phenomenon, combining agent modeling and organizational ethnography. Safety culture is an emergent property of organizations that largely influences the resilience of organizational responses in crisis situations. However, theory describing the precise ways in which safety culture influences resilience is lacking. Thus the first step is to understand how safety culture gradually emerges from interactions between formal and informal organizational processes. The paper explains the proposed research methodology illustrated by a case of an aircraft maintenance organization. A preliminary analysis is performed from which a conceptual model is derived, and the subsequent simulation and automated analytical techniques that will be used to validate the model and gain new insights are explained. |

Abstract |
Humanitarian organizations are increasingly challenged by the amount of data available to drive their decisions. Useful data can come from many sources, exists in different formats, and merging it into a basis for analysis and planning often exceeds organizations? capacities and resources. At the same time, affected communities? participation in decision making processes is often hindered by a lack of information and data literacy capacities within the communities. We describe a participatory disaster risk analysis project in the central Philippines where the community and a humanitarian NGO worked towards a joint understanding of disaster risks and coping capacities through data integration and IT-supported analysis. We present findings from workshops, focus group discussions and semi-structured interviews, showing the reciprocal effects of the collaborative work. While the community valued the systematically gathered and structured evidence that supported their own risk perceptions and advocacy efforts, the humanitarian NGO revisited established work practices for data collection for analysis and planning. |

The US Department of State's Humanitarian Information Unit (HIU) is developing a new product and web-based visualization analysis tool, known as VISTA (Visualized Information & Synthesized Temporal Analysis). VISTA displays geo-spatial, temporal, numerical/graphic data and textual information, all in one product or via a web interface. VISTA is primarily intended for use by decision-makers, analysts, desk/project officers, and others to provide up-to-date common operating picture ie a vista about an emergency, issue or project. |
