Abstract Simulation is an interdisciplinary science applicable to many branches of knowledge. One field in which simulation is relevant is decision making support (DMS), in which we use computers to run models of real or possible scenarios in order to evaluate alternative actions before carrying them out. We will obtain a useful simulation system only when the model (engine of the simulation process) has been made accurately to represent reality. Thus it is necessary to use a methodology that helps us to construct a simulation system. This paper presents some classifications of simulation systems and an introduction to the Monte Carlo method, with the objective of creating a framework of application of this method for the construction of simulation systems for decision making support in crisis management. One area of applicability is scenario-based simulations for training for cross-national teams to cooperate in large scale disasters. The final aim of this research will be the recommendation of standards and methodologies to build simulation systems in crisis management, specifically in decision making support. © 2012 ISCRAM.

Abstract Building up a proper understanding of a large-scale incident is an important and difficult process. We envision a working environment for decision makers in crisis management situations that allows them to work with information in various ways. That will stimulate them to think critically in processing the information they receive-All in support of rapid sensemaking and decision making. To realize this ambition, we combine various technologies into an integrated support concept called the Critical Thinking Environment (CTE), aimed at tackling critical issues in sensemaking.

Abstract This paper describes the approach to implement network centric operations (NCO) in the Dutch crisis management domain. NCO resolves a number of important shortcomings related to the supply and flow of information experienced in current verbal communication-based crisis management. First, we provide a description of the crisis management organization in the Netherlands and the nature of information supply problems. Second, we explain how a network centric approach would be implemented in this domain. Next, we describe how between 2005 and 2008 several regions in the Netherlands have made efforts to implement a network-approach, and we evaluate their experiences. The NCO approach reduces the need for reliability checks of verbal communication. Consequently procedures can be optimized with NCO. This paper concludes with next steps, such as continuing to explore the effects of NCO on the current way of working and train people to work in a network centric environment.

Abstract Mitigating, detecting, evaluating, responding and recovering from crises are highly complex tasks that involve many decision makers (agents). As a consequence using collaborative methods that allow the cooperation among these agents during the crisis management strategy and procedures design is of significant importance. Group Model Building (GMB) is a robust collaborative methodology that has been successfully used for modelling several complex socio-technical problems, where different agents may have diverse perspectives or interests in the problem under analysis. Through the development of a series of exercises, GMB allows the integration of these initially fragmented perspectives. Modellers translate the knowledge elicited from experts during GMB workshops into simulation models that reproduce the behaviour of the problem. This paper presents the use and adaptation of the GMB methodology in a research project about large pan European crises due to outages in the electricity sector.

Abstract Military and crisis management organizations show many similarities. Within the military domain, a study is being done on the use of reachback concepts for the Royal Netherlands Army (RNLA) brigade staff. This paper shows that the results are applicable to the crisis management domain. However, there are differences between the two domains as well. Therefore, the reachback concepts should be tailored to the crisis management domain. The Interactive Collaborative Information Systems (ICIS) game-based simulation platform offers a suitable environment to develop these concepts and test them.

Teachers will be able to get feedback from professionals, colleagues and students. Abstract The field of crisis informatics now has a decade-long history of designing tools that leverage social media to support decision-makers situation awareness. Despite this history, there remains few examples of these tools adopted by practitioners. Recent fieldwork with public safety answering points and first responders has led to an awareness of the need for tools that gather actionable information, rather than situational awareness alone. This paper contributes to an ongoing discussion about these concepts by proposing a model that embeds the concept of actionable information into Endsley's model of situation awareness. We also extend the insights of this model to the design implications of future information processing systems.

Abstract Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time.

Abstract Black markets that develop after disaster events have potential to disrupt recovery efforts, and the Dark Web is the perfect facilitator of these markets. Lack of knowledge about the Dark Web: how to access it, how to safely, efficiently navigate the space, and prevailing myths about its dangers likely lead to this deficiency of research. To date, this area is a critically unexplored area of the Internet in the crisis research literature. This work examines this area of the Internet for utility and insight relevant to crisis managers. A pilot study on Puerto Rico in the months following Hurricane Maria reveals possible indicators of the development of black markets for prescription drugs, food, and water, which can impact long-term recovery and reconstruction efforts when these items are diverted from legal supply chains. As more people adopt this hidden part of the Internet, researchers and managers must do more to pay attention to activities that occur in this space.

Abstract During the last decades there has been a lot of attention to issues of safety, emergency response and crisis management. Emergency response rooms (ERRs) are interesting public sector organizational arrangements in this respect. In our paper we pay attention to emergency response rooms in the Netherlands and especially in Amsterdam. Using an ethnographic approach, we studied the fire brigades (red), the medical services (white) and the police (blue) including their back-office organizations, their habits, and the systems in-use. As could be predicted, the (technical) integration of ERR systems in the Netherlands was not unproblematic. In our contribution we will make clear that the organization of the safety response in Amsterdam is rather fragmented. The latest discussion in the field is about the introduction of net-centric work, a concept based upon the interactive internet 2.0. Yet, it is not so much the technology, as well as the institutional arrangements that are at stake.

Abstract There is a growing need to understand how mobile devices are used to reach people in a crisis. This study focuses on how work organizations play a gatekeeping role in how their employees receive crisis information. Relying on research in the digital divide and organizational justice, this study compares two different types of organizations and their policies banning or allowing mobile devices at work. Three major themes emerged: having omnipotent supervisors, being powerless workers, and experiencing information holes. These themes highlight the burden placed on organizations to create more inclusive digital policies to ensure that employees do not fall through the net of crisis management systems. Additionally, these findings necessitate new discussions among crisis and emergency management scholars that include the current understanding of the digital divide, specifically as it relates to digital inequality in the workplace.

Abstract The analysis of cascading effects in crisis situations can enhance crisis managers? understanding of how crises unfold and what prominent triggers of cascading effects are. By identifying and categorising triggers of cascading effects, a greater understanding of critical points in crisis situations can be reached, which can contribute to strengthening practices of crisis management, including preparedness and response. Accordingly, this paper provides an insight into triggers of cascading effects, gained through the analysis of six case studies of crises that took place between 1999 and 2014. The analysis produced six categories of triggers, which are discussed here: the disruption of pre-existing relations of information, organisation, and supply, disturbance relations, pre-disaster conditions, and the malfunctioning of legal and regulatory relations. Authors argue that the categorisation of triggers aids anticipating cascading effects, along with predicting risks and planning for potential bottlenecks in crisis management.

Abstract A simulation-based model used to measure resilience indicators of the railway transportation system is presented. This model is tested through a perturbation scenario: the inoperability of a track which links two stations in the system. The performance of the system is modelled through two indicators: (a) the number of passengers that reach their destination and (b) the total delay of passengers after a serious perturbation. The number of passengers within a given station at a given time is considered as early warning in the model. Furthermore, a crisis management plan has been simulated for this perturbation scenario in order to help the system to recover quickly from this perturbation. This crisis management plan emphasizes the role and the importance of the proposed indicators when managing crises.

Abstract It is commonly assumed that conducting exercises will contribute to better crisis management. However, the exact mechanisms of cause and effect are hard to isolate empirically. The objective of this paper is to compile and analyze the recommendations in the literature on inter-organizational exercises and learning. While not claiming to meet the strict scientific demand of empirical validation and general applicability, the compilation may nevertheless provide some guidance from research to practitioners. Forty-four papers about learning in interorganizational exercises were analyzed. Out of the analyzed papers, 28 discussed obstacles or success factors.

However, the recommendations applicable in one setting are not automatically valid in others, and some are even contradictory. The recommendations have therefore been categorized according to two criteria; when in the exercise cycle and for whom they apply. Several recommendations concern individual learning, but maximizing individual learning can sometimes hamper learning on the organizational level.

Abstract Current crisis management training, at the strategic level, is predominantly focused on two approaches, table-top exercises and large-scale physical simulations. Unfortunately, neither of these approaches provides the necessary realism to accurately prepare trainees for the stress, volume and speed of decision-making required in an actual crisis situation. The development of virtual environments, rich multimedia, and games technologies has resulted in considerable work in developing new training support tools. Some of this work has introduced more realistic stress into the training environment, but to date there has been no systematic approach to the creation and management of stress in crisis management training. The Pandora project has built from existing models taken from crisis management Gold Commander training, timeline-based event network modelling, augmented and virtual reality serious games environments, affective computing research, and emotional ambience models from film and TV, to develop a rich multimedia training environment offering just such an approach. © 2012 ISCRAM.

Abstract Social media is used during crises and disasters by state authorities and citizens to communicate and provide, gain

and analyze information. Monitoring of platforms in such cases is both a well-established practice and a research

area. The question, whether people are willing to renounce privacy in social media during critical incidents, or

even allow surveillance in order to contribute to public security, remains unanswered. Our survey of 1,024 German

inhabitants is the first empirical study on people�s views on social media monitoring and surveillance in crisis

management. We find the willingness to share data during an imminent threat depends mostly on the type of data:

a majority (63% and 67%, respectively) would give access to addresses and telephone numbers, whereas the

willingness to share content of chats or telephone calls is significantly lower (27%). Our analysis reveals diverging

opinions among participants and some effects of sociodemographic variables on the acceptance of invasions into

privacy.

Abstract We describe a socio-technical system designed to train different organisations in emergency management during the preparedness phase. In this system, both humans and the system work together in building organisational context awareness. The system uses a normative multi-agent system and a tangible table for user interaction. Real time virtual feedbacks are used to draw users? attention to the validity of their actions with respect to the emergency plan. Feedback allows the actors to be aware of the other factors that impact the validity of their action (actions of other actors, environment etc.) and to identify the behaviour that is expected of them by the other organisations. The system is still in its prototype phase. Its behaviour is illustrated by example scenarios, showing that it is possible to support collaboration amongst distant actors, in a way that only relevant information is shown.

Abstract Society's welfare is very dependent on the effective performance of Critical Infrastructure (CI). Nowadays, CI constitutes a network of interconnected and interdependent entities. This means that a serious event in one CI can originate cascading events in the rest, leading to a serious crisis. As a consequence, Crisis Management (CM) and Critical Infrastructure Protection (CIP) should converge and integrate their findings, providing a more unified approach. One relevant issue when developing integrated CM/CIP research is what type of unit of analysis should be used, as it conditions the research objectives and questions. This paper presents an analysis of three different units of analysis used in CM research, focusing on the research objectives and questions used in them. These three different units of analysis have been used in a European CIP research project where three simulation models have been developed based on these three units of analysis.

Abstract During recent disasters such as tsunami, flooding, hurricanes, nuclear disaster, earthquake people have to leave their living areas for their own safety. But it proves that some people are not informed about the evacuation, or are not willing or able to leave or don't know how to leave the hazardous areas. The topic of the paper is how to adapt current video surveillance systems along highway and streets to semi-automatic surveillance systems. When a suspicious event is detected a human operator in the control room has to be alerted to take appropriate actions. The architecture of the system and main modules are presented in the paper. Different algorithms to detect localize and track people are published by the authors elsewhere but are summarized in the current paper. The system has been tested in a real life environment and the test results are presented in the paper.

Abstract Planning, designing, facilitating, and evaluating are central activities for instructors when conducting exercises. When conducting these activities, instructors usually rely on past experiences since structured educations or guides for instructors do not exist. It is therefore evident that there is a need for such educations or guides. In this study, the contents of a guide for instructors are proposed. The contents are based on seven semi-structured interviews with novel and experienced instructors, where they were asked to map their procedures for conducting exercises through a journey map. The interviews resulted in material which was transcribed and analysed using a thematic analysis. The thematic analysis emphasized five themes to consider when acting as an instructor, namely roles, realism, defining purpose and goals, learning, and planning and acting. The results from the interviews, combined with past literature, resulted in proposed contents for an instructor’s guide which is currently being developed.

Abstract When a crisis occurs, people from different organizations, on different hierarchical levels have to deal with unexpected situations that require coordinated effort. The goal of this research is to improve multidisciplinary cooperation for crisis management teams. We developed a tool, the Multi-mono guide, which helps team members to share information at the right time, with the right person, in the right way. A pre-test post-test intervention experiment was conducted with 8 professional teams to evaluate the effect of the tool on individual competencies, team situation awareness and process satisfaction. The experimental group was more satisfied with the meetings and about the way they shared information. Participants reported that the Multi-mono guide makes them aware of sharing information. We didn't find significant differences for individual competencies and team situation awareness. This is may be because the teams that participated were very experienced. Participants did find the Multi-mono guide useful for trainees.

Abstract Automated planning is a domain of Artificial Intelligence which aims to study the deliberation process used to choose and organize actions by anticipating their expected outcomes. In this paper, we discuss the use of automated planning techniques in crisis management contexts. To begin with, the crisis management planning problem is formalized in light of the conceptual model for automated planning. In addition, we describe the conceptual scheme of an information system generating action plans in order to support decision-makers in crisis management. Finally, a proof of concept implementation of the aforementioned system is presented.

Abstract This paper presents a system dedicated to support crises managers that is focused on the collaboration issues of the actors involved in the response. Based on context knowledge, decision makers' objectives and responders' capabilities, the system designs in a semi-automatic way a set of collaborative process alternatives that can optimize coordination activities during an ongoing crisis resolution. The technical design of the system mixes optimization algorithms with inference of logical rules on an ontology. Candidate processes are evaluated through multi-criteria decision analysis and proposed to the decision-makers with associated key performance indicators to help them with their choice. The overall approach is model driven through a crisis meta-model and an axiomatic theory of crisis management.

Abstract In times of emergency, crisis response agencies need to quickly and accurately assess the situation on the ground in order to deploy relevant services and resources. However, authorities often have to make decisions based on limited information, as data on affected regions can be scarce until local response services can provide first-hand reports. Fortunately, the widespread availability of smartphones with high-quality cameras has made citizen journalism through social media a valuable source of information for crisis responders. However, analyzing the large volume of images posted by citizens requires more time and effort than is typically available. To address this issue, this paper proposes the use of state-of-the-art deep neural models for automatic image classification/tagging, specifically by adapting transformer-based architectures for crisis image classification (CrisisViT). We leverage the new Incidents1M crisis image dataset to develop a range of new transformer-based image classification models. Through experimentation over the standard Crisis image benchmark dataset, we demonstrate that the CrisisViT models significantly outperform previous approaches in emergency type, image relevance, humanitarian category, and damage severity classification. Additionally, we show that the new Incidents1M dataset can further augment the CrisisViT models resulting in an additional 1.25% absolute accuracy gain.
