Abstract Good support for information sharing and processing is essential for successful crisis management. A crisis manager handles information from many different sources and collaborates with many different actors. This study is therefore focusing on specifying some needs and requirements for information support systems for crisis management command and control centres. The study is based on case studies and interviews in Sweden with the aim to understand how information processing best can be supported from a crisis manager's perspective. The needs and requirements found in the study can be used in future system design or improvement.

Abstract In time-sensitive environments such as disaster management, decision-making often requires rapidly gathering the information from diverse data sources and then visualizing the collected information to understand it. Thus, it is critical to reduce the overhead in data integration and visualization for efficient decision-making. Geospatial mashups can be an effective solution in such environments by providing an integrated approach to extract, integrate and view diverse information. Currently, mashup building tools exist for creating mashups, but none of them deal with the issue of data visualization. An improper visualization of the data could result in users wasting precious time to understand the data. In this paper, we introduce a programming-by-demonstration approach to data visualization in geospatial mashups that allows the users to customize the data visualization.

Abstract The OSIRIS project addresses the disaster management workflow in the phases of risk monitoring and crisis management. Risk monitoring allows the continuous observation of endangered areas combined with sensor deployment strategies. The crisis management focuses on particular events and the support by sensor networks. Four complementary live demonstrations will validate the OSIRIS approach. These demonstrations include water contamination, air pollution, south European forest fire, and industrial risk monitoring. This paper focuses on the latter scenario: the industrial risk monitoring. This scenario offers the special opportunity to demonstrate the relevance of OSIRIS by covering all the aspects of monitoring, preparation and response phases of both environmental risk and crisis management. The approach focuses on non-restrictive linking in a wireless sensor network in order to facilitate the addition and removal of nodes providing open interaction primitives allowing the comfortable integration, exclusion, and modification. A management layer with an event-triggered and service-based middleware is proposed. A live lab with real fire is illustrated.

Abstract The purpose of this paper is to describe the development of a regional crisis competence centre in Sweden. The overall research approach utilizes action research methodology to support the development process. The overall development process is divided into three steps; early need finding, the organizational platform, and business development. This paper is devoted to the first phase – early need finding – which deals with the specific needs and demand of four municipality organizations and how these requirements can be converged into a organizational setting that correspond to national crisis management strategies as well as regional responsibilities in crisis management. The research approach is action based and the theoretical considerations to support progress in development activities are from the Actor Network Theory (ANT). The main conclusion from the research is that the formation of a crisis competence centre revolves around sharing competences, and compromising between internal and external objectives in the progress towards a common goal.

Abstract In this paper we present a new approach to enhance information extraction from social media that relies upon the geographical relations between twitter data and flood phenomena. We use specific geographical features like hydrological data and digital elevation models to analyze the spatiotemporal distribution of georeferenced twitter messages. This approach is applied to examine the River Elbe Flood in Germany in June 2013. Although recent research has shown that social media platforms like Twitter can be complementary information sources for achieving situation awareness, previous work is mostly concentrated on the classification and analysis of tweets without resorting to existing data related to the disaster, e.g. catchment borders or sensor data about river levels. Our results show that our approach based on geographical relations can help to manage the high volume and velocity of social media messages and thus can be valuable for both crisis response and preventive flood monitoring.

Abstract Mitigating, detecting, evaluating, responding and recovering from crises are highly complex tasks that involve many decision makers (agents). As a consequence using collaborative methods that allow the cooperation among these agents during the crisis management strategy and procedures design is of significant importance. Group Model Building (GMB) is a robust collaborative methodology that has been successfully used for modelling several complex socio-technical problems, where different agents may have diverse perspectives or interests in the problem under analysis. Through the development of a series of exercises, GMB allows the integration of these initially fragmented perspectives. Modellers translate the knowledge elicited from experts during GMB workshops into simulation models that reproduce the behaviour of the problem. This paper presents the use and adaptation of the GMB methodology in a research project about large pan European crises due to outages in the electricity sector.

Abstract Natural and man-made hazards may affect industrial production sites by both direct losses (due to physical damage to assets and buildings) and indirect losses (production losses). Indirect losses, e.g. from production downtimes, can exceed direct losses multiple times. Thus, the vulnerability of industrial sectors to indirect losses is an important component of risk and its determination is an important part within risk analysis. In this paper a conceptual indicator framework is presented which allows to assess the indirect vulnerability of industrial sectors to different types of disasters in a quantitative manner. The results are useful for information sharing and decision making in crisis management and emergency planning (mitigation measures, business continuity planning), since the developed indicator system helps to take the complex phenomenon of industrial vulnerability and the underlying interdependencies into account. Besides the identification and conceptual motivation of the indicators, methodical aspects such as standardization, weighting and aggregation are addressed.

Abstract Most agree that the innate complexity and uncertainty of a crisis compel the stakeholders to coordinate in a hurry, despite their heterogeneity or the volume of data to process. Supporting their coordination is now possible, thanks to a mediation system combined with big data management tools. The GéNéPi1 project explores this possibility and proposes to improve the generation of collaborative processes offered by the MISE2?s solution. The idea is to increase the number of usable data sources. To do that, in a fixed time-frame, the situation models have to be instantly generated upon sets of raw data. This new methodology holds the key to a new big data era: an age where global understanding reigns.

Abstract Control center staff is used to working with software applications for e.g. surveillance of production processes, for controlling and timing of industrial logistics, and for recording and filing incidents and actions. Yet, decision-support systems for emergency situations pose additional demands on employees in this domain. This paper reports first findings for psychological requirements for decision support systems in the rise of emergencies as identified in a federal German research project in the domain of public transportation. In control centers both the humans on duty who have to intervene during an emergency, and the technical system which provides decision-alternatives for supporting the action are considered. Based on findings of the project, psychological, technical and organizational requirements identified in interviews, observations, document analysis and additional relevant literature are generalized.

Abstract Shared situation awareness is hard to measure, especially in operative environments such as crisis management. In this paper the purpose is to develop a novel method to measure to what extent the team has shared situation awareness that can be used in operations. 20 two person teams participated in a study where a dynamic and evolving tactical decision-making task was solved. Shared situation awareness, shared priorities, and team performance were assessed. The results show that the shared priorities measure in this study did not relate to shared situation awareness. Several methodological concerns was identified which could have affected the results. The measure did relate to subjective ratings of cooperation which is very interesting and it is suggested that the measure captured aspects of teamwork. The shared priorities measure was easy to employ, required little preparation, and is a promising addition to team research.

Abstract In the area of information system design, the development of context-aware systems which can provide relevant information in a context-driven fashion to support mobile users in crisis management tasks represents a great challenge. Motivated by the fact that police officers are often overwhelmed by too much information, the goal of the MOSAIC project (a multi-officer system of agents for informed crisis control) is to support mobile police officers by a system which delivers contextualized information that is relevant to the task at hand. In order to elicit the information requirements of police officers who are involved in crisis situations, a questionnaire-based requirements elicitation study has been carried out in the context of the work described here. The results mainly shed light on the situation-specific information requirements of police officers in certain scenarios. The design requirements that follow from our study have clearly the potential to guide the design of context-based information delivery systems for users involved in critical situations such as the police officers we target. Our findings thus offer an important contribution to the field of information system design for crisis management.

Abstract Local emergency-response organizations must maximize their use of existing resources. Therefore, emergencyresponse organizations need appropriate command-and-control (C2) systems to coordinate not only their own resources, but also to take advantages of other local actors. The local nature of response coordination imposes additional challenges for the development of C2 systems. In particular, the C2 systems must support coordination across organizational boundaries at the local level. Service-oriented architectures (SOA) provide new technologies for the development of C2 systems. This approach is based on a set of loosely-coupled services offered by multiple actors rather than a single monolithic system. This work reports the result of a prototype SOA implementation that builds on a previous requirements engineering study for service-oriented C2 systems for local emergency response. The results illustrate how it is possible to develop lightweight C2 systems using state-or-the art Web and SOA technologies. However, there are still remaining organizational and maintainability challenges.

Abstract This paper introduces Social Coverage Maps (SCM) as a visual representation of the societal impact of localized disruptions in urban areas. Incited by the recent deliberate interruption of wireless services for the purpose of crowd control in San Francisco, we focus on the use of SCMs for representing emergent effects of electronic warfare. As a prequel we discuss maps and other visualizations as representations of human behaviour and relations. The SCM concept is defined and grounded in simulation-based parameters. Using an experimental scenario based on cell phone jamming in a city we show how SCMs are generated using an agent-based population simulator. We find that Social Coverage Maps could become a useful tool for analysing emergent effects of actions and events including electronic warfare, roadblocks, smoke, teargas, chemical and radioactive contamination with applications in operational and emergency planning as well as crisis management.

Abstract Disasters and crisis create complex conditions that require intra-organizational and inter-organizational coordination throughout the duration of response operations. Emergency response plans and Incident Command Systems that are implemented at times of crisis are well defined on the intra-organizational level, following organization?s own hierarchy and resources. However, in reality, units of different organizations behave differently as they form sub-networks to carry out tasks involved in response operations, despite differences in operating protocols and training background. In this paper we introduce a novel approach to study crisis response networks: the emergence of coordination clusters. The results indicate resilience in the behavior of response units from different organizations as they re-organize into coordination clusters and collectively respond to the unfolding emergency events. Understanding characteristics of coordination clusters helps to identify critical tasks and units beside resources required during emergency response operations. Our results contribute to the continuous change in the concepts of crisis response management and the shift towards a network and function based response protocols.

Abstract Development of information systems support for crisis management in local communities must be based on the needs of the crisis management actors as well as capabilities of information technology (IT). IT provides extensive possibilities, but is difficult to adapt to the users' needs. A profound exploration of the needs of systems for crisis management is often neglected. Hence, the management of major crisis has been held back because of the lack of useful tools. This paper presents an architecture for system for the local communities. The development of the architecture was based on a needs analysis, including interviews with crisis management at a local community level. The architecture is also based on novel design issues that have lead to the development of a conceptual model structure called the mission support model whose main concepts mainly include (1) user roles, (2) services and (3) views.

Abstract In March 2009, a novel influenza A (H1N1) virus emerged from Mexico. The pandemic resulted in a surge of media attention in which a large volume of information was communicated via multiple sources and channels, both traditional and new. In order to better understand the publics perceptions and utilization of health information provided, California residents were surveyed using a mailed questionnaire. Results showed most respondents felt they had received enough information about the outbreak. The study also found participants preferred conventional communication sources, such as television and newspapers, over new media, such websites. Although, there were some statistically significant differences between information source usage by age as well as by education. Even though respondents reported using a variety of sources, as a whole, they were unsure of their accuracy, trustworthiness or usefulness. Further study is needed to understand if these results are representative of experiences in other states and countries.

Abstract This paper presents the development and evaluation for a graphical user interface (GUI) of a simulation tool in crisis management, which follows a User-Centered Design (UCD) approach. UCD places the focus of the development on the needs, abilities and the background of end users, by passing iteratively through four development phases: (1) the analysis of the end users' personal background and work context; (2) the specification of requirements; (3) the design of the system; and (4) the final evaluation of the design with end users. This approach is particularly suited for crisis management systems, since their efficient usage has profound impacts on the execution of crisis response actions, and in turn on the well-being of citizens. Our work gives valuable insights into the characteristics and the working environment of crisis management practitioners. Furthermore, it sheds light on the design issues which should be taken into account when developing GUIs in crisis management.

Abstract The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes.

Abstract Society's welfare is very dependent on the effective performance of Critical Infrastructure (CI). Nowadays, CI constitutes a network of interconnected and interdependent entities. This means that a serious event in one CI can originate cascading events in the rest, leading to a serious crisis. As a consequence, Crisis Management (CM) and Critical Infrastructure Protection (CIP) should converge and integrate their findings, providing a more unified approach. One relevant issue when developing integrated CM/CIP research is what type of unit of analysis should be used, as it conditions the research objectives and questions. This paper presents an analysis of three different units of analysis used in CM research, focusing on the research objectives and questions used in them. These three different units of analysis have been used in a European CIP research project where three simulation models have been developed based on these three units of analysis.

Abstract This paper is about European networked crisis and disaster management and how to achieve more intelligent decision support and better collaboration. Although collaboration processes are established, the underlying information management tools today don?t support integrated electronic information management in multi-organizational scenarios. This leads to a fragmentation of relevant information into pieces held by different stakeholders. Recently, the concept of the Common Information Space has been introduced as possible solution. This paper looks to the domain of Air Traffic Management where a similar problem was tackled by a concept called System Wide Information Management. The paper starts with describing the operational context, the unresolved needs, and the derived requirements. Experiences from the Air Traffic Management domain are gathered and compared with current solution concepts from the public safety domain. The paper concludes with lessons learned during the on-going development in the public safety domain.

Abstract One of the important aspects of the crisis management consists in a comprehensive analysis of the impacts generated and their associated cost. The capacity to carry out an efficient holistic management, through the development of preventive measures and response programs relies on a proper estimation of impacts which helps to mitigate the harshness or can even avoid impacts in face of future crises. The aim of this paper is to analyse existing methodologies for natural disasters' impact evaluation, the identification of the different impact categories as well as the explanation of a natural disasters impact framework, which includes a list of indicators for a correct impact assessment. The framework also analyses the evolution of impacts, that is, how immediate impacts can also generate delayed impacts.

Abstract Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation.

Abstract The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.

Abstract We present a decision support system for the allocation of traumatized patients. The assignment of patients to vehicles and hospitals is a task that requires detailed up-to-date information but has to be carried out quickly. We pro-pose to support medical staff with an IT system. We especially encourage such a system to be used in cases of mass incidents as it is very problematic – yet essential – To provide all injured with adequate healthcare as fast as possible. Our proposal is a system based on business rules. In this paper we describe the development project's background as well as the system's requirements and some details of its implementation. Moreover, we explain an exemplary scenario to show strengths of our approach. Besides discussing related work, we draw an overview of future tasks.
