Abstract |
Emergency management situations are highly complex and require the collaboration of multiple parties for adequate responses to incidents. The design and validation of effective emergency response systems is critical in order to improve the overall effectiveness of teams tasked to manage emergency situations. We report ongoing work whose objective is to increase the efficiency of emergency response solutions through iterative cycles of human in-the-loop simulation, modeling, and adaptation. Ultimately, this cycle could either be achieved offline for complex adaptation (e.g., development of a novel interface), or online to provide timely and accurate decision support during an emergency management event. The method is made possible by achieving a high degree of realism and experimental control through the use of an innovative emergency management simulation platform called SYnRGY.,Emergency Management, Emergency Response Systems, Simulation, System Design, Validation. |

Abstract |
We have been investigating new decision support methods for emergency responders. Most recently, we have added to our decision support prototype the concept of “badges”: symbols that cue decision makers to the top-ranked option(s) that are the recommended alternatives for a particular decision. This paper provides the rationale for badges, a description of the initial implementation, results from our first experiment with badges, and a discussion of the next steps. As a report on work-in-progress, the primary contribution of this paper is the description of the concept of badges and its proposed use for emergency response decision making. © 2012 ISCRAM. |

Abstract |
We designed two decision support tools and employed them during a one-week, simulation-driven experiment that included emergency responders acting in their real-life roles. Each tool visualized a “decision space”: A diagrammatic depiction of the relative desirability of one option versus another, including the inherent uncertainty in the potential outcomes. One requirement was to develop a tool accounting for the impacts of decisions on others, so that emergency responders can make “sympathetic decisions.” For example, one decision space enabled responders to request resources from surrounding jurisdictions while also considering the potential negative effects on the lending organizations. Another decision space enabled responders to engage in a strategic dialogue with the public: “listening” to the public's greatest concerns by mining social media to measure emotion, and thereby suggesting strategic communications addressing those concerns. We report how we designed the decision spaces and the qualitative results of using these spaces during the experiment. |

Abstract |
We are investigating decision aids that present potential courses of action available to emergency responders. To determine whether these aids improve decision quality, however, we first developed test scenarios that were challenging in well-understood ways to ensure testing under the full breadth of representative decision-making situations. We devised a three-step method of developing scenarios: define the decision space, determine the cost components of each decision's potential consequences based on the principles of Robust Decision Making, then choose conflicting pairs of cost components (e.g., a small fire, implying low property damage, in a densely inhabited area, which implies high personal injury). In a validation of this approach, experiment participants made decisions faster in non-ambiguous cases versus cases that included this principled introduction of ambiguity. Our Principled Ambiguity Method of scenario design is also appropriate for other domains as long as they can be analyzed in terms of costs of decision alternatives. |

Abstract |
Emergency management is by its nature, and in some jurisdictions by its definition, an activity that requires a concerted effort by a number of governmental and non-governmental agencies. There is a growing appreciation that collaboration between these parties is best served through the use of interoperable standards for message formats for purposes such as alerting and resource exchange. However, it is also important to realize that, although much advantage can be drawn from standardizing certain aspects of communication, such as the structure of messages, different agencies will use different vocabularies. In this paper we discuss how ontologies can be used with standard messaging formats for resource messaging to enable intelligent decision support mechanisms in the presence of differing vocabularies across organizational boundaries. We also present a survey of the opportunities for using ontologies in emergency management, and the issues that must be addressed. |

Abstract |
Outbreak of a destructive pandemic influenza threatens to disrupt societies worldwide. International agencies and national governments have prepared plans and recommendations, but it is often decision-makers with the local authorities that are responsible for implementing the response. A central issue for these decision makers is what interventions are available and effective for the specific local community. The paper presents a simulator architecture and its relation to a workflow for decision support in influenza preparedness and response. The simulator can simulate pandemic scenarios, using localized community models, in the presence of various interventions to support an evaluation of potential response strategies. The architecture includes a customized modeling tool, separated from the simulation engine, which facilitates swift scenario modification and recalculation. This flexibility is essential both to explore alternative solutions in planning, and to adapt to changing requirements, information, and resources in outbreak response. An example simulation, based on actual population data from a reference city, illustrates the approach. |

Abstract |
The US has not yet developed adequate models for estimating hazard generated needs, the necessary first step for developing useful decision support systems needed to estimate the capability and capacity of the response forces required. Modeling and technology required to support the decisions made by humanitarian relief organizations requires scenario driven catastrophic planning. This paper documents the lack of effective decision support tools and systems for humanitarian aid and describes the current state of models and methods used for determination of hazard generated needs. The paper discusses work performed on a catastrophic earthquake preparedness project. It outlines how the results of this project will be used to advance the modeling and decision support capabilities of federal, state and local disaster planners and emergency responders. |

Abstract |
This paper describes the development of a framework targeted to technology providers to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory (PNNL) researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are presently examining relationships and dependencies within the framework. We anticipate that a thorough understanding of these gaps and dependencies will allow for a more informed approach to prioritizing research, developing tools, and applying technology to enhance performance in the EM community. |

Building up a proper understanding of a large-scale incident is an important and difficult process. We envision a working environment for decision makers in crisis management situations that allows them to work with information in various ways. That will stimulate them to think critically in processing the information they receive-All in support of rapid sensemaking and decision making. To realize this ambition, we combine various technologies into an integrated support concept called the Critical Thinking Environment (CTE), aimed at tackling critical issues in sensemaking. |

Abstract |
In this paper, we describe the work on the system architecture that is being developed in the EU FP7 project TRIDEC on “Collaborative, Complex and Critical Decision-Support in Evolving Crises”. One of the two decision support use cases in the project deals with Tsunami Early Warning. A modern warning system that follows a system-of-systems approach has to integrate various components and subsystems such as different information sources, services and simulation systems. Furthermore, it has to take into account the distributed and collaborative nature of warning systems. Working on the architecture of such a system, you need to deal with a lot of current computer science and information technology problems as well as state-of-the-art solutions from the areas of Big Data and Human Sensors. In this paper, we present the seven main challenges we needed to solve and describe the necessary design decisions we made to tackle them. |

Abstract |
This paper presents a system concept for integrating the mass of information critical to infrastructure protection operations. Our main focus and contribution lies in (1) coupling risk assessments into a dynamic decision support process, and (2) providing a collaboration and visualization decision support interface for representing complex and changing infrastructure protection information. The system concept supports adaptive decision making based upon dynamic risk and readiness assessments. Users benefit from having a more comprehensive and up-to-date risk picture on which to base their judgments. |

Abstract |
Emergency situations call for the timely collaboration and error free communication of first responder (FR) teams from their Command Posts (CP) and between themselves. First responder teams must form and adapt their plans and actions as a real-time critical situation unfolds. This paper presents an advanced Command Post application that manages a diversity of FR teams during an emergency. Data from biometric, fire and/or gas sensors in addition to received annotated videos from first responders on site, carrying personal digital assistants (PDAs), are simultaneously managed. The presented system provides properly configured access to and alert-dependent visualization of real time location, biometric, gas, fire and annotated video data from FRs in the field to allow for effective reaction and decision support from CP personnel. Additionally, the system forms an information management system for all necessary information to be quickly handy during emergency handling, such as FR information, critical infrastructure information, historical information, etc. This system has been validated through qualitative analysis in a field trial at the M30 tunnel in Madrid by participating end users. |

Abstract |
Decision support systems for emergency management tend to focus on making a lot of data meaningful to particular users via a common operational picture (COP). This paper describes one such system, but one that goes further by making the COP flexible enough to support multiple users. Large crises involve frequent role switching between different actors in a response. Hence, predicting the support needs of a given user of a COP is difficult at best, complicating the design process. The solution described here is to use interactive information overlays to enable different users to fit the COP to their particular SA needs. The design was evaluated in two user workshops and a demonstration. In general, it was well-received, but domain experts cautioned that the tool must be usable not only in large crises but in everyday operations, or else it will not be used. |

Abstract |
Natural and man-made hazards may affect industrial production sites by both direct losses (due to physical damage to assets and buildings) and indirect losses (production losses). Indirect losses, e.g. from production downtimes, can exceed direct losses multiple times. Thus, the vulnerability of industrial sectors to indirect losses is an important component of risk and its determination is an important part within risk analysis. In this paper a conceptual indicator framework is presented which allows to assess the indirect vulnerability of industrial sectors to different types of disasters in a quantitative manner. The results are useful for information sharing and decision making in crisis management and emergency planning (mitigation measures, business continuity planning), since the developed indicator system helps to take the complex phenomenon of industrial vulnerability and the underlying interdependencies into account. Besides the identification and conceptual motivation of the indicators, methodical aspects such as standardization, weighting and aggregation are addressed. |

Abstract |
The purpose of this field study was investigate teamwork and communication among event management personnel, to assess the degree to which PROBE, the advanced prototype they were using to manage a CBRNE simulation, would adequately meet their needs. The study was a continuation of previous research conducted in the early phase of PROBE development. Two communication-related analyses were applied to identify instances of effective and of ineffective communication among the management team. These revealed that communication was mostly effective. However, the one serious communication breakdown that was observed could have had fatal consequences. It showed that great care must be taken to ensure the safety of first responders at all times when evaluating prototypes in the field. A list of questions was generated from the lessons learned to assist future researchers prepare for CBRNE field studies. |

Abstract |
Effective management of a large-scale extreme event requires a system that can quickly adapt to changing needs of the users. There is a critical need for fast decision-making within the time constraints of an ongoing emergency. Extreme events are volatile, change rapidly, and can have unpredictable outcomes. Large, not predetermined groups of experts and decision makers need a system to prepare for a response to a situation never experienced before and to collaborate to respond to the actual event. Extreme events easily require a hundred or more independent agencies and organizations to be involved which usually results in two or more times the number of individuals. To accomplish the above objectives we present a philosophical view of decision support for Emergency Preparedness and Management that has not previously been made explicit in this domain and describe a number of the current research efforts at NJIT that fit into this framework. |

Abstract |
ComPlan (A Combined, Collaborative Command and Control Planning tool) is an approach to providing knowledge-based decision support in the context of command and control. It combines technical research on automated planning tools with human-centered research on mission planning. At its core, ComPlan uses interconnected views of a planning situation to present and manipulate aspects of a scenario. By using domain knowledge flexibly, it presents immediate and directly visible feedback on constraint violations of a plan, facilitates mental simulation of events, and provides support for synchronization of concurrently working mission planners. The conceptual framework of ComPlan is grounded on three main principles from human-centered research on command and control: transparency, graceful regulation, and event-based feedback. As a result, ComPlan provides a model for applying a human-centered perspective on plan authoring tools for command and control, and a demonstration for how to apply that model in an integrated plan-authoring environment. |

Emergency management in highly dynamic situations consists of exploring options to solve a planning problem. This task can be supported through the use of visual cues that are based on domain knowledge of the current domain. We present an approach to use visualization of critical constraints in timelines and hierarchical views as decision support in mass-casualty emergency situations. |

Abstract |
In this paper, a multi-criteria facility location model is represented. The model is meant to support relief organisations to determine the best warehouse location to stock emergency relief supplies in the pre-disaster phase of a natural disaster. As a result of the prepositioning of the goods the relief organisations are able to respond immediately to an occurring disaster. In consideration of a multiplicity of quantitative and qualitative objectives a criteria hierarchy is developed which can be adapted to any specific disaster area by omitting irrelevant goals. Afterwards the multi-criteria methods PROMETHEE I+II as well as different sensitivity analysis are described and the model is applied on a local level in a flood-prone area in Bangladesh. Small organisations with restrictive financial and personnel resources can especially benefit from the clear structure of the model and the user friendliness and high transparency of the PROMETHE I+II methods. |

Abstract |
This paper describes the basic work performance analysis from three research projects with a goal to investigate the impact of a decision support system that presents global positioning system (GPS) information to the decision makers in crisis management organizations. The goal was to compare the performance between teams that had access to GPS information in the command post with teams that had access only to paper maps. The method used was controlled experiments with the C3Fire micro-world. A total of 304 participants, forming 48 teams, participated in the three studies. The participants came from three different groups, university students, municipal crisis management organizations and rescue service personnel. The result shows that the performance and communication change depending on if the teams used GPS support or paper maps. The result also shows that the participants' background and perceived complexity of the task have an impact on the results. |

Abstract |
The Decision Support System (DSS) Emergency Planning is designed for use in the event of sea or river flooding. It makes accessible all the information related to the decision whether to evacuate an area. An important factor in this decision is the time required for the evacuation. The model used by the DSS Emergency Planning system to estimate the time required employs a strategy that prevents congestion on the road network in the area at risk. The use of the DSS Emergency Planning system during the proactive and prevention phases enables disaster containment organisations to prepare better for a flood situation. Moreover, all relevant information is saved and is therefore available for the post-disaster evaluation. The DSS Emergency Planning system can play a significant role in ensuring that the evacuation of an area at risk goes according to plan. In the future the DSS Emergency Planning system can also be used to evacuate people in the event of a nuclear, natural fire or extreme weather disaster. |

Abstract |
Continuous Auditing systems require that human judgment be formalized and automated, which can be a complex, costly and computationally intensive endeavor. However, Continuous Auditing systems have similarities with Emergency Management and Response systems, which integrate Continuous Auditing's detection and alerting functions with the tracking of decisions and decision options for the situations that could be more effectively handled by human judgment. Emergency Management and Response systems could be an effective prototype to help overcome some of the implementation obstacles that are impeding Continuous Auditing systems' implementation rate. Continuous Auditing has the potential to transform the existing audit paradigm from periodic reviews of a few accounting transactions to a continuous review of all transactions, which thereby could vastly strengthen an organization's risk management and business processes. Although Continuous Auditing implementations are occurring, their adoption is slower than expected. With the goal of providing an empirical and methodological foundation for future Continuous Auditing systems and possibly inspiring additional investigation into merging the Continuous Auditing and Emergency Management streams of research, this paper provides several definitions of Continuous Auditing, suggests possible architectures for these systems, lists some common implementation challenges and highlights a few examples of how Emergency Management research could potentially overcome them. |

Abstract |
Making sense of the current state of an emergency and of the response to it is vital if appropriate decisions are to be made. This task involves the acquisition, interpretation and management of information. In this paper we present an integrated system that applies recent ideas and technologies from the fields of Artificial Intelligence and semantic web research to support sense-and decision-making at the tactical response level, and demonstrate it with reference to a hypothetical large-scale emergency scenario. We offer no end-user evaluation of this system; rather, we intend that it should serve as a visionary demonstration of the potential of these technologies for emergency response. |
