Abstract The design of Emergency Management Systems is an activity that requires knowledge from various related domains for providing a more complete and usable solution. In this context, design patterns including knowledge from previous experiences can be a useful source of information to support the development of this type of applications. In this paper, we introduce a catalog of design patterns for Web-based Emergency Management Systems collected from design principles, design patterns and existing implementations from involved areas, taking into account requirements particular to this domain.

Abstract Information is an essential part of disaster management. Information systems (IS) are a key means of providing the right information at the right time to support response to a disaster, and fostering collaborative facilitators such as situation awareness, common ground and communities of practice. However for these collaborative facilitators to support 'downstream events' (i.e. disaster response) they need to emerge and be grown from 'upstream' activities such as user engagement. Subsequently IS design requirements for disaster response are embedded in the community where a system will be used and it is from the community users and their needs that IS requirements must emerge. This paper presents an upstream-downstream approach for disaster management IS design. We describe four phases to user centered information systems design to support disaster management and provide a case study of using this approach in action to design an IS to enhance community resilience. © 2012 ISCRAM.

Abstract Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks.

Abstract In this article the focus is how to train collaboration and communication between emergency authorities in two countries (Norway and Sweden) by using a web-based tool supporting tabletop like exercises. The exercises are accomplished in three steps: Scenario design; exercise design and realization; and evaluation to examine the results of the exercises and for feedback to new scenario designs. The software ties all three steps together. The process is iterative, and involves users from each emergency authority. The preliminary results after two years show that the approach is promising. To be able to better foresee what will happen during an exercise the need for a simulator has appeared as one desirable and possible direction for further research.

Abstract KETALE is a database and web application intended to improve the collaborative decision support of the Finnish Radiation and Nuclear Safety Authority (STUK) and of the Finnish Meteorological Institute (FMI). It integrates distributed modeling (weather forecasts and dispersion predictions by FMI, source term and dose assessments by STUK) and facilitates collaboration and sharing of information. It does so by providing functionalities for data acquisition, data management, data visualization, and data analysis. The report outlines the software development from requirement analysis to system design and implementation. Operational aspects and user experiences are presented in a separate report.

Abstract One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Moreover, since the RBAC meta-model is embedded into a web engineering method, we put into practice a holistic process which addresses different design perspectives (structure, navigation, presentation, interaction and access) in an integrated way.

Abstract An information system for decision support and information exchange is designed and a prototype has been build for use in the Back Office Radiological Information (BORI) of the EPAn; the Dutch nuclear emergency organisation. System developments are directed at a fast and efficient production of a radiological status report and the improvement of information exchange and communications between the participating institutes of BORI. Special attention has been given to network security and the information infrastructure to manage virtual workplaces. We have chosen for a standard web based system development for the presentation and communication facilities. Abstract Hurricanes or earthquakes reveal the increasing importance of the research in disaster control management, which is essential to coordinate the amount of rescue activities. The German Federal Agency for Technical Relief is responsible for tasks like coordination, high capacity pumping and infrastructure. To support them in their management process and to improve the efficiency and the effectiveness in their workflow, we built an interactive table and established a human-centered design process to understand the context of use and to create a system out of the users' perspective. In this paper we present further scenarios as a result of the second iteration in performing human-centered design methods together with experts in the domain. We show that methods like ethnography studies, task analyses or workshops are suitable and essential in this context and arise in helpful tools that support the experts with additional information in case of decisions. © 2012 ISCRAM.

Abstract Virtual Communities of Practice (VCoP) refers to groups of people who share a concern about a specific domain or topic and use a virtual environment to share and increase their knowledge and expertise about this domain. This kind of social structure has intrinsic features suitable to support emergency management communities. Nevertheless, the design of specific technological platforms that support both the activity and the practice of the community is not a trivial task, especially in critical domains such as emergency management. This paper presents the inquiry process carried out over one and a half years for the purpose of generating insights about the application of VCoPs within the emergency management context. Based on a case study, a set of findings is presented about the guidelines that should be followed in order to develop suitable technological platforms that support the labor of VCoPs in the emergency management context. © 2012 ISCRAM.

Abstract Many crisis response and recovery efforts require choosing locations in order to deliver needed materials and services. Automated methods can help choose optimal locations for relief camps, field hospitals, command centers, and other critical relief infrastructure. However, current information technology tools for siting relief infrastructure suffer from exposing too much complexity to the user. We are developing a tool, CR-Site, which we hope will serve as an exemplar of an emergency siting tool that eliminates unnecessary complexity, while exposing necessary parameters. In this paper, we describe the technical design and user workflow for CR-Site and provide a case study for the functionality provided by CR-Site. © 2012 ISCRAM.

Abstract Reconstruction of major emergencies and crisis as well as observations of large-scale emergency exercises are common approaches for studying and understanding various actors work practice in emergency response. Studies of small-scale emergencies using an ethnographic approach are less common. This paper presents data from a single small-scale emergency as part of an extensive ethnographical field study. A detailed analysis of fire crew enroute sensemaking in a single small-scale emergency is outlined. The theory of sensemaking is applied as an analytical lens aiming to explain the communication between the command centre operator and the fire crew in terms of sensemaking. Further, implications for re-design of existing systems and infrastructure are presented as well as brief reflections of the consequences of such re-design. © Proceedings ISCRAM 2004.

Abstract New information technological applications, that aim to support better professional responses to incidents and crises' are being developed at an increasing rate. We observe in almost any disaster that actions by civilians also contribute substantially to alleviation of the effects of a crisis. We are largely unaware what crisis management services would be of use to civilians under these particular circumstances; just as it is difficult for users to specify requirements for services based on novel technologies. These insights guided the design of a service elicitation approach that can be repeatedly used for different user groups. In this paper we introduce a design methodology and discuss outcomes of a first test-session. We reflect in the conclusions on improvements to the design.

Abstract Effective training methods are key to successful crisis management in close protection. This paper discusses the outcomes of a project on the development of a serious game, a virtual training environment for close protection. The aims of the game are to improve situational awareness and communications skills at the individual and team level. Two game designs, developed with two different game engines, are presented and discussed in relation to the project's objectives. Comparison of the two designs shows that several trade-offs are encountered when developing a training game with the available technology. Technological features of the game engines, and differences in time invested in the development of different aspects of the games, make that the two designs meet different project objectives. Simultaneously reaching all project objectives in a single design seems impossible with the two game engines. This paper discusses the different trade-offs that were encountered in the project and presents the major challenges that lie ahead. © 2012 ISCRAM.

Abstract We describe a co-design method for emergency response scenario creation, to support the evaluation of new information technologies. The aim of our use of the method were to achieve scenarios that could be used in experiments or training sessions with professional emergency response personnel. We have analyzed how the method facilitated the design of scenarios (events, resource demands, communication between players), and the description of constraints in a resource management matrix. Our research indicates that the resource management matrix could be an important complement to function-centric analysis methods such as Functional Resonance Analysis Method (FRAM). We also illustrate how the interplay between play and situation description allowed us to simultaneously design and validate the scenarios with respect to playability versus resource demands. We discuss how the resource matrix can be used to adjust the validated scenarios after the design sessions. © 2012 ISCRAM.

Abstract Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. Our research compares the capabilities of two popular systems used to collect and visualize such information – Project Epic's Tweak the Tweet (TtT) and Ushahidi. Our research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. We compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, we categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of our comparisons we identify key design considerations for future social media mapping tools to support crisis management. © 2012 ISCRAM.

Abstract A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. This very simple MIS has already helped RPII staff members to operate more efficiently. Finally, some ideas for future development are outlined. © Proceedings ISCRAM 2004.

Abstract This paper attempts to reveal the “black box” of information processing activities by relying on Sensemaking as a methodology and as the object of research. In particular, this research aims at studying intuitive information processing activities in ongoing crisis situations, one of the most extreme contexts in which discontinuity is the rule and continuity the exception. The authors argue that this Sensemaking approach offers valuable insights for the design of information systems for crisis response and management (ISCRAM). This paper describes an interpretive case study methodology as it was applied to discover Sensemaking episodes in the daily work of humanitarian relief actors in the ongoing crisis of the Democratic Republic of Congo.

Abstract Recent findings from fieldwork conducted at emergency operation centers (EOC) suggest that currently deployed emergency management information systems (EMIS) are not supporting properly the anticipation of individual actions in cooperative work. We present these findings in this paper and introduce joint action theory as an interaction approach to design technologies that explicitly provide for this kind of support. Our main arguments are: (1) contemporary EMIS are affecting negatively cooperative work at EOCs due to their lack of support for the anticipation of individual actions; (2) Available theory that emphasizes the role of anticipation on cooperative work is not impacting on the design of EMIS due to misalignments between the theory and contemporary situations; (3) Joint action theory provides an alternative framework to correct these misalignments; and (4) Joint action theory provides designers of EMIS with guides for an interaction design that supports anticipatory actions in EOCs.

Abstract In this paper, we propose an ontology-driven modelling framework, which allows to capture the domain and expert knowledge available within the interface design community, and to support designers in their daily design tasks by eliciting user and application dependent design recommendations. We illustrate how this framework can be used in practice with a concrete case study devoted to multimodal interface design for the purpose of emergency response applications. © 2012 ISCRAM.

Abstract Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

Abstract There is considerable interest in advance technologies to support crisis and disaster management as they face the challenges of designing, building, and maintaining large-scale distributed systems able to adapt to the dynamics and complexity of crises. Candidate technologies include Service Oriented Architecture (SOA), related Semantic Web technology, agent-based architecture and cognitive architectures. Each embodies some principles of the Adaptive Architecture-including modularity, openness, standards-based development, runtime support and importantly explicitness. However, truly adaptive architectures for crisis management will require some deepening the knowledge architecture's content and not just its representation. Light and more robust ontological models of situations are discussed to show how better formalization of conceptual patterns like “participation” can be developed to support cognitive architectures. The feasibility of an ontological design pattern approach is described as an avenue for future research and development describing specific types of situations.

Abstract This paper presents descriptive accounts from the work conducted at a Swedish fire and rescue service's command centre during a high risk protest. Sensemaking has been applied as a theoretical lens on the empirical data. Two specific episodes has been selected to demonstrate how the process of sensemaking is manifested in the context of the command centre. The paper also includes implications for design suggesting how information systems for this context should be designed to better support sensemaking.

Abstract This paper presents findings from a design-oriented study focusing on emergency response work. Traditionally, information technology for emergency response work has included enroute navigation advice, resource management, hazard material databases, property information repositories, and situation reporting using sketching functionality. Now, a new class of information technology has become available, namely mobile live video capabilities. This paper presents initial findings from a study on how mobile live video capabilities could improve information sharing and situation awareness in emergency response work.

Abstract Failures in coordination and information sharing between relief agencies have increased the number of calls for innovative information system (IS) designs. While both the academic and the industrial communities have proposed many IS designs, methodologies for the ex-ante evaluation of such IS designs are scarce. Consequently, disaster IS architects are offered little guidance in the ex-ante evaluation process. Not only is it difficult to evaluate IS designs in practice, it is also difficult to include the conditions of disaster situations in the evaluation process. This paper explores the difficulties of ex-ante evaluation and discusses the suitability of the gaming-simulation methodology for the evaluation of principle-based IS designs. Gaming-simulation entails the use of professionals, scenarios and prototypes and can be adapted to a quasi-experimental form enabling researchers to control contextual interferences and rule out alternative explanations. This paper concludes with some discussions on the advantages and pitfalls of employing gaming-simulation for IS evaluation.

Abstract This paper presents a system dedicated to support crises managers that is focused on the collaboration issues of the actors involved in the response. Based on context knowledge, decision makers' objectives and responders' capabilities, the system designs in a semi-automatic way a set of collaborative process alternatives that can optimize coordination activities during an ongoing crisis resolution. The technical design of the system mixes optimization algorithms with inference of logical rules on an ontology. Candidate processes are evaluated through multi-criteria decision analysis and proposed to the decision-makers with associated key performance indicators to help them with their choice. The overall approach is model driven through a crisis meta-model and an axiomatic theory of crisis management.
