Abstract |
Failures in coordination and information sharing between relief agencies have increased the number of calls for innovative information system (IS) designs. While both the academic and the industrial communities have proposed many IS designs, methodologies for the ex-ante evaluation of such IS designs are scarce. Consequently, disaster IS architects are offered little guidance in the ex-ante evaluation process. Not only is it difficult to evaluate IS designs in practice, it is also difficult to include the conditions of disaster situations in the evaluation process. This paper explores the difficulties of ex-ante evaluation and discusses the suitability of the gaming-simulation methodology for the evaluation of principle-based IS designs. Gaming-simulation entails the use of professionals, scenarios and prototypes and can be adapted to a quasi-experimental form enabling researchers to control contextual interferences and rule out alternative explanations. This paper concludes with some discussions on the advantages and pitfalls of employing gaming-simulation for IS evaluation. |

As the geographic scale, operational complexity and frequency of disasters continues coupled with ever-increasing amounts of information related to disaster response activity, the crisis management practitioner and research communities are calling for new methodologies for processing and visually representing disaster information [1]. Abstract |
The Global Disaster Alert and Coordination System, jointly developed by the European Commission and the United Nations, combines existing web-based disaster information management systems with the aim to alert the international community in case of major sudden-onset disasters and to facilitate the coordination of international response during the relief phase of the disaster. The disaster alerts are based on automatic hazard information retrieval and real-time running of impact models. This paper describes impact models for earthquakes, tsunamis and tropical cyclones. |

Abstract |
In a large earthquake, rescue operations and fire-fighting are obstructed by fire-spreading and street-blockages. Therefore, it is important to quickly collect and utilize disaster information for disaster mitigation. In this paper, firstly, we develop a Web application for posting and viewing information collected by users in real time. Using this system, it is possible not only to easily share disaster information among users but also to apply to damage forecast such as fire-spreading. Next, we demonstrate the usefulness of the Web application by the following evaluation view points: (1) relationship between the access time of emergency vehicles from fire stations to the locations of fires and the ratio of collected information on street-blockage which is assumed to be collected with this system; (2) reciprocating time between a server and a client which is dependent on the number of users and band limitation after the occurrence of a disaster. |

Abstract |
Volunteered Geographic Information (VGI) integrated with Disaster Information Management Systems (DIMS) has great potential to assist managers and the community in times of emergency. However, there is little research focusing on integrating VGI with DIMS, in addition, there are a lack of use of standards of interoperability and emergency, which can impair interoperability and the quality of the information contained in these systems. This work presents a fully interoperable framework aimed at the construction of DIMS, which integrates official data and VGI through ISO and OGC standards, allowing managers and the community to work with official data and VGI in order to assist managers in decision making. To show the viability of the framework, a case study using data from the risk situation of dams located in the municipality of Barão de Cocais in Brazil was carried out. |

Abstract |
This paper describes five problem areas of communication that occur during crisis response. These areas are communication infrastructure, situation awareness, individual and organizational common ground, form and content of messages, and communication paths through organizations. Five focus groups with Swedish field personnel from national and international crises were performed. The main contribution of this article is a hypothesis, based on the outcomes of the focus groups, about the relation between communication problems and how they interact with crisis response work. |

Abstract |
Disaster exercises are intended to improve disaster responses effectiveness. Exercises exist in a wide variety, ranging from table-top scenarios to full-scale disaster simulations, offering participants different learning experiences. However these exercises can be overwhelming to newcomers, especially when involving large scale simulations, reducing the effectiveness of the learning experience. In order to make the learning experiences more effective to newcomers, researchers or professionals, a new exercise is proposed. This exercise, designed as a serious game, provides a new way to introduce people to the field of disaster management in general and information management in particular. The first version of the game was played during the 2012 ISCRAM summer school where it yielded positive reactions from both novice participants and experienced professionals. |

Abstract |
This paper presents the Elektronische Lagedarstellung für den Bevölkerungsschutz (ELD-BS, engl. Electronic Situation Dashboard for civil protection), a software suite for managing crisis relevant information in the German federal state Baden-Württemberg. ELD-BS serves as an easy-to-use and functional tool to support administration work in larger operational situations and in the event of a disaster. The ELD-BS supports communication and data exchange between the authorized access points in the event of an incident, yet it does not replace the formal reporting channels and the communication between the units involved in the operation. ELD-BS is conceptually intended for the overarching use of the administrative levels and particularly allows the exchange of information between the administrative authorities in large-scale operations. The software suite comprises 4 applications, which are accessible from the web and offer different functionalities during crisis response. This paper introduces the individual components and their interaction. |
