Abstract | This study explored automated training for emergency managers and the effects of feedback on performance. A prototype emergency management training application was built to allow the usage of either immediate feedback or delayed, “hotwash” feedback. Users were split into two groups and asked to carry out two emergency management scenarios using one of the feedback mechanisms, and the difference in scores between each feedback type were analyzed There was a general increase in performance across sessions. Further, the improvements in scores between each feedback type showed that users performed significantly better when using the hotwash feedback mechanism compared with the immediate feedback mechanism. In contrast to the performance data, preference data showed no overall differences between the two procedures, although each user had a strong preference for one or the other feedback mechanism. The implications for the design of training systems offering both procedures are discussed. | ||||

Abstract | An important aspect of working in an emergency operations center (EOC) is determining what information is credible and what actions to take based on that information. Information during an emergency may come from various sources and EOC workers may not know the information providers personally. Information may come from electronic sources where the exact source of the information may be unknown and credibility may be affected. For this study, we conducted ethnographic interviews with emergency management subject matter experts to gain insights on credibility. The interviews included a series of questions to learn about the current processes of an EOC, what sources generally provide information about the situation and what factors determine credibility. These interviews are ongoing and this paper provides a summary of the interviews completed at this point. The expected outcome of this study is a potential software system with features to enhance credibility despite weak source information. | ||||

Abstract | There is significant gap in the literature and past research on Knowledge Management Systems (KMS) in the domain of disasters. This PhD research work is an action research to design and implement a web-based knowledge management system that aims to fill this theoretical gap in KMS for disasters and to improve the disaster planning and response efforts within an institutional context. The diagnostic stage results imply that the organisation can benefit from the implementation of an information system to support its disaster planning and response efforts. Current scenario at the State Crisis and Security Council (SCSC) in Malaysia revealed some real challenges pertaining to communication, coordination and knowledge processes between SCSC and its district level officers (DO). The proposition of this research is that a well-defined knowledge management system can successfully support disaster planning and response effort in organizations. | ||||

Abstract | Researchers and emergency management system designers constantly find ways to produce suitable systems that have best fit between technology, and tasks. However, there is significant gap in the literature on designing information system that places greater emphasis on situational qualities. We posit that situational qualities are as important as information system success qualities such as system quality, information/knowledge quality and service quality. This research work aimed to fill this theoretical gap in designing IS for disaster management and to contribute towards guiding design decisions for future emergency management information systems development. A prototype system called CEMAS was designed and developed to support current challenges in disaster management. The underlying guiding theory for CEMAS was situational qualities interweaved within information system success factors in the form of knowledge management system. This paper presents the evaluation results of CEMAS in a simulated environment for flood. | ||||

Abstract | Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004. | ||||

Abstract | The current scope of ICT support for disaster coordination is primarily focused at either the network or data levels. There is significant opportunity for ICT to play an even more important role for disaster coordination at the information level. This paper reviews the information structures and requirements gathered from disaster coordination centres based on exercise observations. Such coordination of information is usually based on national frameworks that document structures, roles, and responsibilities, but are seldom supported by relevant ICT infrastructure or systems. This paper uses the lessons learned from the exercise observations to identify future opportunities for information management software to support disaster centre operations. In particular, the paper introduces a prototypical Crisis Information Management System we are developing to support two challenges: incident notification and resource messaging. The system is based on open standards under development within the OASIS standards consortium, and will be evaluated as part of future exercises. | ||||

Abstract | During large-scale disasters it is not uncommon for Public Safety Answering Points (e.g., 9-1-1) to encounter service disruptions or become overloaded due to call volume. As observed in the two past United States hurricane seasons, citizens are increasingly turning to social media whether as a consequence of their inability to reach 9-1-1, or as a preferential means of communications. Relying on past research that has examined social media use in disasters, combined with the practical knowledge of the first-hand disaster response experiences, this paper develops a knowledge-driven framework containing parameters useful in identifying patterns of shared information on social media when citizens need help. This effort explores the feasibility of determining differences, similarities, common themes, and time-specific discoveries of social media calls for help associated with hurricane evacuations. At a future date, validation of this framework will be demonstrated using datasets from multiple disasters. The results will lead to recommendations on how the framework can be modified to make it applicable as a generic disaster-type characterization tool. |

Abstract | This paper describes a checklist that has been developed for comparing the functionality of emergency management control centres and their information systems. The intention is to interest the ISCRAM community in using the checklist in various applications and pooling experiences. The Control Centre Visit Checklist has evolved through four iterations. It has been used to study two military C2 systems and one non-military control system, and has been applied by students for course assignments. The paper focuses on the part of the checklist that evaluates the information system from the systems viewpoint. It describes the underlying applications architecture and process model. The Royal Netherlands Army's Battlefield Management System illustrates the application of the checklist. The results show that the checklist aids in identifying where C2 systems can be developed further. The next step is to perform a set of substantial pilot studies for diverse domains, including civilian emergency management systems. | ||||

Abstract | The current humanitarian system is based on institutions created during the Industrial Age. It was built when connectivity was a very scarce resource and information sharing was something that only happened during meetings. The increased resiliency of mobile communication networks and the proliferation of satellite based network connectivity have lead to information being much easier to share. At the same time the rise of social networks and the explosive growth of mobile ownership amongst the affected communities has lead to a new way of communicating. Furthermore the large institutional humanitarian response organizations are no longer the only responders, with multiple smaller organizations responding. This paper looks at the opportunities new technologies have provided in rethinking the humanitarian response system and how new approaches may address some of the key issues faced in large-scale disasters in recent years. © 2012 ISCRAM. | ||||

Abstract | Security of network assets is a high priority with little traditional return on investment. Increasingly, cyber attacks are being used by both terrorist and unfriendly government organizations. The HACKING Game, a Cross Impact Analysis planning tool, can be used to plan security resource allocation in computer networks. Cross Impact Analysis provides a mathematical basis to determine the interrelationships of one event with a set of other events. Output from the HACKING Game's Cross Impact Analysis model can be used to help justify security expenditures, with an added benefit of being a training tool for employees learning to protect networks. This paper presents details of the Hacking Game's design and its capabilities. Cross impact modeling can be used to develop games for any situation characterized by a set of offense and defense events to produce an individual or collaborative model for such things as natural and man-made disasters. | ||||

Abstract | In this paper we present a novel approach to reduce information proliferation and aid better information structure by automatically generating extraction of abbreviation for emergency management websites. 5.7 Giga Byte web data from 624 emergency management related web sites is collected and a list of acronyms is automatically generated by proposed system (AbbrevExtractor). Being the first attempt of applying abbreviation extraction to the field, this work is expected to provide comprehensive and timely information for emergency management communities in emergency preparedness, training and education. Future work is likely to involve more data collection and intelligent text analysis for dynamically maintaining and updating the list of acronyms and abbreviations. | ||||

Abstract | In Emergency Management and Business Continuity Planning, scenarios are a widely used tool. Existing scenario creation systems allow distributed groups to create scenarios together but have limited collaboration support. This study developed and evaluated a solution to provide various types of collaboration support around a knowledge structure at the core of a collaborative scenario creation system called Collario. Following the Design Science paradigm, it evolved through four iterations into a working prototype. Several evaluation methods, including protocol analysis and field study, were employed to evaluate the design effects and obtain user feedback. The results of the first field trial are described in this paper. They indicate that the system is useful to support creation and discussion of emergency scenarios in virtual teams and to share knowledge and experiences among geographically distributed emergency professionals and researchers. It was also found that the system is not hard to learn and use. | ||||

Abstract | What are effective ways to train students for designing Emergency Management Information Systems and for working with distant partners on EMIS projects? This paper describes the results of a project whose goal is to assess the effectiveness of Partially Distributed Teams (PDTs) as a pedagogical strategy. A PDT is one type of distributed team, in which two or more co-located subgroups use information and communication technology to collaborate on a task. Much of emergency management involves cross-organizational and often cross-national collaboration in this form. Students need, but lack, learning experiences focused on how to work effectively in such situations. This field study involved more than 700 students from universities in eight countries, working in 80 teams on an EMIS software requirements task. Results indicate that students report positive learning experiences, with international students in international teams reporting the most positive experiences. There are also significant differences among universities. | ||||

Abstract | Continuous Auditing systems require that human judgment be formalized and automated, which can be a complex, costly and computationally intensive endeavor. However, Continuous Auditing systems have similarities with Emergency Management and Response systems, which integrate Continuous Auditing's detection and alerting functions with the tracking of decisions and decision options for the situations that could be more effectively handled by human judgment. Emergency Management and Response systems could be an effective prototype to help overcome some of the implementation obstacles that are impeding Continuous Auditing systems' implementation rate. Continuous Auditing has the potential to transform the existing audit paradigm from periodic reviews of a few accounting transactions to a continuous review of all transactions, which thereby could vastly strengthen an organization's risk management and business processes. Although Continuous Auditing implementations are occurring, their adoption is slower than expected. With the goal of providing an empirical and methodological foundation for future Continuous Auditing systems and possibly inspiring additional investigation into merging the Continuous Auditing and Emergency Management streams of research, this paper provides several definitions of Continuous Auditing, suggests possible architectures for these systems, lists some common implementation challenges and highlights a few examples of how Emergency Management research could potentially overcome them. | ||||

Abstract | This paper presents a domain-level user, task and context analysis for response technology, based on sociological studies of disaster and disaster response. The analysis examines three dimensions of disaster-scale, kind and anticipability-that have been linked to differences in response characteristics, including differences in individual and organizational responders and behaviors. It yields a number of implications for design, and reveals five domain-specific design requirements. It also offers systematic characterizations of users, tasks and contexts of response technology, that begin to structure the user interface design space, laying a foundation for a theory of design. Abstract | As the complexity of disasters increases, a transdisciplinary conceptual framework designed to address three key variables-technology, disaster severity, and human characteristics-must be developed and elaborated. Current research at the nexus of disaster management and information science typically addresses one or two of these factors, but rarely accounts for all three adequately-thus rendering formal inquiry open to a variety of threats to validity. Within this tripartite model, several theories of human behavior in disaster are explored using the response of the Federal Government and the general public during Hurricane Katrina as an illustrative background. Lessons learned from practice-based scientific inquiry in the social sciences are discussed to address concerns revolving around measurement and statistical power in disaster studies. Finally, theory building within the transdisciplinary arena of disaster management and information science is encouraged as a way to improve the quality of future research. | ||||

Abstract | This study attempted to evaluate the utility of the Incident Command System (ICS) in varying disaster contexts. ICS is mandated in the United States and practitioners assert that it is an effective organizing system for emergency management. However, researchers contend that the utility of ICS is conflated with inter-team familiarity gained during ICS exercises. A military team-in-the-loop simulator was customized to represent the problems, resources, and command structures found in civilian led disaster management teams. A modified single case design drawn from behavioral psychology was used to explore possible casual relationships between changes team heterogeneity and performance. The design also allowed for the evaluation of improvisation on performance. Further, psychological factors that may underpin improvisation were explored.
