Abstract People depend on human infrastructure for a range of activities in their daily lives, such as work and socializing. In this paper we consider three different intertwined types of infrastructures of a society that may be affected in crisis situations: The physical, technological, and human infrastructures. We argue that when the human infrastructure is damaged, e.g. in a natural catastrophe or war, then people can switch reliance to the technological infrastructure to be resilient. We conducted an empirical study of 85 people who lived in war zones during the 2006 Israeli-Lebanon war and the ongoing Gulf war in Iraq. In this paper, we report how information technology is used by our informants in new ways in their attempt to maintain social relationships and continue working. Our informants also used technology to help navigate safe routes for travel and for psychological support. We discuss implications of our results for disaster research.

Abstract This paper presents a new information system, SAGE-B, structured to support all fundamental data related to dams and the elements associated to an emergency in case of a dam-break flood. Data such as information about the population located in the areas at risk or the vehicles available for rescue that are located in the areas impacted by the predicted flood are always changing. In order to support an effective update of the required information for emergency management, an emergency information system was conceived and proposed. This paper describes the motivation for this research and the basic requirements from an emergency management perspective. The platform has a modular architecture, developed in open and free technologies, which allows a continuous development and improvement. Examples of future developments include a multichannel emergency warning system, flood wave real-time forecast and dam-breaching real-time monitoring models.

Abstract The unique and dynamic changing nature in which a disaster unfolds forces emergency personnel involved with the mitigation process to be greatly flexible in their implementation of protocols. In past disasters the incapability of the disaster organization to swiftly adjust the workflow to the changing circumstances, has resulted in unnecessary delays and errors in mitigation. Addressing this issue, we propose and demonstrate a method for simulating disasters for work and protocol optimization in disasters response (TAID), based on the BRAHMS multi-agent modeling and simulation language. Our hypothesis is that this low fidelity simulation environment can effectively simulate work practice in dynamic environments to rearrange workflow and protocols. The results from an initial test simulation of the Hercules disaster at Eindhoven airport in the Netherlands look promising for future and broader application of our disaster simulation method.

Abstract The first hours after a disaster are essential to minimizing the loss of life. The chance for survival in the debris of a collapsed building for example decreases considerably after 72 hours. However the available information in the first hours after a disaster is limited, uncertain and dynamically changing. A goal in the development of the Disaster Management Tool (DMT) was to support the management of this situation. Its module DMT-EOC specifically deals with problems of the members in an emergency operation centre (EOC) by providing a training environment for computer based table top exercises and assistance during earthquake disasters. The system is based on a flexible and extendible architecture that integrates different concepts and programming interfaces. It contains a simulation for training exercises and the evaluation of decisions during disaster response. A decision support implemented as a multi-agent system (MAS) combines operation research approaches and rule-base evaluation for advice giving and criticising user decisions. The user interface is based on a workflow model which mixes naturalistic with analytic decision-making. The paper gives an overview of the models behind the system components, describes their implementation, and the testing of the resulting system.

Abstract The first three days after an earthquake disaster demand good decisions in a very complex environment. Members of emergency operation centres (EOC) have to make decisions with limited information and under high time pressure. But the first 72 hours of disaster response activities are essential to minimize loss of life. Within the interdisciplinary German Collaborative Research Center 461: “Strong Earthquakes: A Challenge for Geosciences and Civil Engineering” a so-called Disaster Management Tool (DMT) is under development which presents some ideas for appropriate solutions to this problem. One module of the DMT will provide decision-support for the members of an EOC based on the Recognition-Primed Decision (RPD) model, a description of the decision-making process of persons in real-world settings. Options for a reasonable computer-based decision support for the RPD process will be discussed. For this the system combines a simulation of the disaster environment with a multi-agent system (MAS). The simulation shows the results of different decisions so the decision-makers can evaluate them. The MAS calculates a solution for optimal resource allocation taking into account current available information. The goal of the ongoing work is to integrate these instruments into a user-friendly interface considering the real life needs of decision-makers in an EOC.

Abstract The regulatory environment is no longer the primary hindrance to the full application of telecommunications technology in the service of emergency response, disaster prevention and relief, and crisis management. Abstract Recent Developments in the telecommunication technology offer a number of additional tools not only for the providers of emergency and disaster response, but may also facilitate early warning. Their application depends, however, on the regulatory framework governing telecommunications and on their appropriateness for the specific requirements in the pre-, peri- and postimpact phases of an event. Telecommunications are a key element for to the success of emergency preparedness and response, and the application of all available technologies and networks saves lives. The recent events in the Indian Ocean Region will have to be the subject of detailed analysis and evaluation of all existing mechanisms, hopefully leading to improvements in the organizational and operational field. First information available already in the immediate aftermath of the events of 26 December 2004 has been applied to the considerations in the present paper.

Abstract Large public events such as sporting events, concerts, fairs and street festivals are quite common in metropolitan areas. Because of the high frequency of such events and the increasing number of involved parties, those being responsible for the organization and execution have to cope with increasing complexity and shortening time frames for planning and preperation. Because of the high concentration of passengers, unplanned incidents that occur during these public events can have devastating effects and can lead to crises and disasters. Emergency management systems that utilize mobile communication infrastructures can provide prompt information delivery to save human lives. In this paper we propose a system design for mobile emergency management and outline our approach of evaluating this system design using multi-agent based simulation. To make our simulation of passenger movements as realistic as possible we gathered empirical data for a large event as well as for normal rush hour traffic.

Abstract In a crisis with casualties, while there is no medical intervention, the severity of the injuries increases, and some people may die. Since the number of rescuers is limited, it is necessary to perform a planning and a deployment of this resource on the basis of a risk criterion illustrating the potential increase of the number of casualties at each point of the concerned area. Emergency planning is still a poorly developed science [3]. This paper provides a dynamical model for the number of casualties, inspired from the Verhulst model classically used for biological systems [5], to evaluate this risk criterion as a function of future time. It calculates the evolution of the number of unrescued casualties, the number of dead people, and the number of rescued people, as a function of the number of rescuers. Numerical results are shown.

Abstract Disasters trigger the need for relief items. The flows of relief items to the beneficiaries in the disaster area are determined by humanitarian logistics networks. The setup and operations of such networks can be supported by employing Operations Research models. Several models, based on different methodologies are available to support decision-making in the field of humanitarian logistics. This work-in-progress analysis suggests a structure of a methodological tool kit for humanitarian logistics. With its help, practitioners in the field of humanitarian logistics should be better equipped to find, compare, and apply available analytical models for their individual decision problem. To serve as an illustration, one OR model is presented in detail according to the proposed structure of the methodological tool kit.

Abstract This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives.

Abstract Research in emergency response systems has produced significant literature in a very short span of time. We review a corpus of published works on how Information Communication Technology (ICT) is being utilized and the type of tasks ICT attempts to support in the event of a crisis due to disasters, whether natural or man-made. In our research, we have been able to distinguish eight types of tasks supported by technology during a disaster. We list some of these technologies used by the public, practitioners and researchers to illustrate the current trends of technology usage. We also identify gaps and technology needs that require our attention. Given the increasing frequency and severity of disasters, this research is timely as it (1) contributes to our understanding of the trends of development and technology use during times of crises and (2) identifies potential areas for future work to improve ICT's role during times of emergency. © 2012 ISCRAM.

Abstract The increased use of social media, such as Twitter, was widely reported on Japanese media after the Great East Japan Earthquake of March 11, 2011. This study is a qualitative investigation of the use of Twitter by the stranded commuters and their supporters in the Tokyo metropolitan area immediately after the earthquake. This paper describes the possibilities and problems of Twitter use under a rapidly changing disaster situation. During the first evening of this disaster, the Japan Railroad and other railroad systems ceased their operations in the Tokyo area. This left more than five million commuters stranded in the area. Many commuters walked hours to return home, while others struggled to find temporary shelter and stayed overnight in the city. This study also explores if Twitter was an effective navigator for helping stranded commuters return home or find shelter.

Abstract Hurricanes or earthquakes reveal the increasing importance of the research in disaster control management, which is essential to coordinate the amount of rescue activities. The German Federal Agency for Technical Relief is responsible for tasks like coordination, high capacity pumping and infrastructure. To support them in their management process and to improve the efficiency and the effectiveness in their workflow, we built an interactive table and established a human-centered design process to understand the context of use and to create a system out of the users' perspective. In this paper we present further scenarios as a result of the second iteration in performing human-centered design methods together with experts in the domain. We show that methods like ethnography studies, task analyses or workshops are suitable and essential in this context and arise in helpful tools that support the experts with additional information in case of decisions. © 2012 ISCRAM.

Abstract Modern space and information technologies provide valuable tools for the solution of many real-world problems in fields of managing effects of natural and man-made disasters, geomatic engineering, etc. Therefore, the need to develop and optimise the use of these technologies in an efficient manner is necessary for providing reliable solutions. This paper aims to develop powerful optimisation algorithms extending current highly successful ideas of artificial intelligence for developing of the disaster warning network which is a system of satellites and ground stations for providing real time early warning of the impact of the disaster and minimise its effects (e.g., earthquakes, landslides, floods, volcanoes, etc). Such intelligent algorithms can provide a degree of functionality and flexibility suitable both for constructing high-accuracy models and in monitoring their behaviour in real time.

Abstract Several studies and observations regarding past earthquakes such as 1989 Loma Prieta, 1994 Northridge, or 1999 Marmara earthquakes have shown the importance of lifeline systems functionality on response and recovery efforts. The general direction of studies on simulating lifelines seismic performance is towards achieving more accurate models to represent the system behavior. The methodology presented in this paper is a product of research conducted in the Mid-America Earthquake Center. Electric power, potable water, and natural gas networks are modeled as interacting systems where the state of one network is influenced by the state of another network. Interdependent network analysis methodology provides information on operational aspects of lifeline networks in post-seismic conditions in addition to structural damage assessment. These results are achieved by different components of the tool which are classified as structural and topological. The topological component analyzes the post seismic operability of the lifeline networks based on the damage assessment outcome of the structural model. Following an overview of the models, potential utilizations in different phases of disaster management are briefly discussed.

Abstract In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution.

Abstract One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Moreover, since the RBAC meta-model is embedded into a web engineering method, we put into practice a holistic process which addresses different design perspectives (structure, navigation, presentation, interaction and access) in an integrated way.

Abstract Emergency response in disaster management using wireless sensor networks has recently become an interest of many researchers in the world. This interest comes from the growing number of disasters and crisis (natural or man-made) affecting millions of lives and the easy-use of new and cheap technologies. This paper details another application of WSN in the post disaster scenario and comes up with an algorithm for localization of sensors attached to mobile responders (firefighters, policemen, first aid agents, emergency nurses, etc) while assisted by a mobile vehicle (fire truck, police car, or aerial vehicle like helicopters) called mobile anchor, sent to supervise the rescue operation. This solution is very efficient and rapidly deployable since no pre-installed infrastructure is needed. Also, there is no need to equip each sensor with a GPS receiver which is very costly and may increase the sensor volume. The proposed technique is based on the prediction of the rescuers velocities and directions considering previous position estimations. The evaluation of our solution shows that our technique takes benefit from prediction in a more effective manner than previous solutions. The simulation results show that our algorithm outperforms conventional Monte Carlo localization schemes by decreasing estimation errors with more than 50%.

Abstract Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. However, there is a general lack of understanding about how to describe and assess the complex and dynamic nature of emergency management tasks and how knowledge integration help managers improve emergency management task performance. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance. The overall research agenda, approaches, challenges and the advantages of utilizing a virtual Emergency Operations Center (vEOC) for this line of research are discussed.

Abstract “Disaster management” a key topic these days due to the enormous amount of disasters occurring all over the world tends to focus mainly on the individuals victimized as human lives and living conditions are in jeopardy. During such a disaster scenario there are many different volunteer organizations and volunteers willing to support victims but due to the lack of robust and reliable human computer systems developed for responding and managing disaster aftermaths the efficiency tends to suffer thus crushing down the volunteer efforts drastically. So developing an effective disaster management solution is vital and a computerized registry that captures and handles information on disaster victims can be called the heart of the system due to the significant bearing it has on human lives. Thus one could say that disaster victim registries have a higher significance in a disaster management context. Due to this reason, three such registries have been developed and integrated into the Sahana Disaster Management System namely the Disaster Victim Registry, Missing Person Registry and the Children Registry.

Abstract The Canadian Multi-Agency Situational Awareness System (MASAS) is rapidly becoming Canada's national system for exchanging emergency management incident-relevant information amongst multiple agencies and jurisdictions. Through the use of structured information aligned with open standards, and a centrally managed open architecture, MASAS provides a trusted virtual community with the ability to seamlessly exchange emergency management information. MASAS offers an information exchange architecture that is based around a highly resilient system of data aggregation hubs that are easily accessible directly or through third party commercial tools by emergency management officials at all levels, from the smallest community in the most remote areas of Canada's north to key federal stakeholders such as the federal Government Operations Centre or the Canadian military. This paper highlights the key design principles, experimental activities, and technology implementation strategies that are positioning MASAS as a Canadian success story in the making – from coast to coast to coast. © 2012 ISCRAM.

Abstract This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM.

Abstract Improving resiliency of airports and seaports can accelerate both humanitarian relief and economic and social recovery in regions struck by natural or manmade disasters. Ports are a critical element of effective disaster response, evacuation, and recovery. They are also essential to social and economic recovery following a disaster, especially on islands dependent on trade and isolated areas such as in the Latin America and the Caribbean region. The Port Resiliency Program (PReP) presents a practical framework to enhance port resiliency and improve evaluation to support continuous improvement. Approaches include analyzing strengths and weaknesses, fostering understanding, communication, and cooperation among stakeholders, caching essential resources ahead of time, building a comprehensive archive of literature, and targeting exercises to close gaps in preparedness.
