Abstract |
The magnitude seven earthquake that rocked Haiti has been a devastating disaster for the small country (USGS 2010). They are not alone in this crisis, however. When the earthquake struck, thousands of US citizens responded by donating money, resources, people, and time to aid in the disaster relief. To respond to the incident and to create a secure information-sharing environment, the Florida Miami-Dade County and State Emergency Operations Centers (EOC) were activated. The main information system in use at the Miami-Dade EOC is WebEOC, a web-based crisis information management system that aids in secure coordination and collaboration among EOC staff, liaisons, and emergency managers. As a result of the earthquake response efforts using this system, we have identified seven main insights and lessons learned with respect to crisis information management software. In this paper, we discuss Miami-Dade's role in the Haitian relief efforts and how this lead to these insights and lessons learned. |

Abstract |
Greene County in Dayton, OH houses Wright Patterson Air Force Base (WPAFB), whose estimated 2009 economic impact within its Metropolitan Statistical Area (MSA) is $5.17 million. Despite its military/strategic importance as the largest base in the U.S. Air Force, literature search did not uncover a published comprehensive risk analysis for WPAFB, or even Greene County, across the entire spectrum of hazards from natural to technological to man-made (including terrorism). This paper presents a summary report on risk determination and economic impact data for Greene County and WPAFB (within Greene County) in the context of riverine flooding, using FEMA's HAZUS-MH tool. It is hoped that the results will further the regional compilation of data and thus prove of use to the local disaster management community while generally growing the overall body of work in risk analysis. Future work aims to expand regional risk determination to other natural disasters and terrorism scenarios. |

Abstract |
In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution. |

Abstract |
The coordinated response of fire has become a priority need for effective participation of actors. Within this scope, Geo-Information Technologies (GIT) will help to reduce of catastrophic results of disaster and protect lives and resources, with dynamic use of geo-data in fire disaster management. Interoperable geo-data is urgent need for fire disaster management. With assigned tasks, fire brigade is the most effective actor for the fire disaster management at different phases. In this study, actors that could act in a GIT based fire disaster management are defined. Activities in management phases of the possible fire disaster and geo-data needs to manage these activities were determined. According to this background, case activities such as producing fire risk map, optimizing locations of response teams, and the like were developed by using GIT. This approach can be a preliminary work to trigger effective and collaborate use of geo-data in fire brigade services. |

Abstract |
Remote sensing and Geographic Information Systems (GIS) have the potential to provide United Nations (UN) humanitarian agencies and their partners with much needed disaster related information and improved management of resources. However, the technical nature of these tools requires considerable expertise to fully benefit from satellite images and related geographic information. The UN Office for Project Services (UNOPS) is implementing the UNOSAT service on behalf of the UN Institute on Training and Research (UNITAR) together with several private actors. UNOSAT provides the UN and its partners with the expertise in Earth Observation (EO) and GIS applications. As a crisis is part of a spectrum of disaster related events, UNOSAT provides services in all phases of humanitarian assistance, including planning, crisis response, relief and development. UNOSAT's objectives are to facilitate the territory planning and monitoring processes of local authorities, local technicians, development project managers and humanitarian field operators working in coordination with or within the framework of UN activities, on issues such as disaster management, risk prevention, peace keeping operations, post conflict reconstruction, environmental rehabilitation and social and economic development. A key part of this work is to accelerate and expand the use of accurate geographic information derived from EO-satellite imagery. UNOSAT is also involved in several international initiatives aimed at improved crisis response and management, such as the International Charter “Space and Major Disasters”, an important asset in providing timely information to relief personnel on the ground. By working closely with its UN sister agencies, UNOPS/UNOSAT offers a one-stop-shop for satellite imagery and GIS services related to disaster response & management within the United Nations. © Proceedings ISCRAM 2004. |

Abstract |
Traffic accidents are a common feature of the modern life. The paper proposes an approach addressing response to traffic accidents happened in a smart environment. The idea behind the approach is to self-organize resources of the environment according to the state of the situation caused by the accident. The resources self-organize a collaborative network that comprises physical devices, software services, organizations, and persons. The purpose of the resources is to undertake joint actions for accident response. The disaster response system intended for operating in smart environments has a service-oriented architecture. Some of Web-services making up the architecture are intended to model the accident situations; others model resource functionalities or bear supporting functions. Web-services that model resource functionalities are aligned against the disaster management ontology. This alignment ensures semantic interoperability of the heterogeneous resources. The alignment operation is supported by a tool that identifies similar concepts in the ontology and Web-service descriptions using a machine-readable dictionary. Response to the traffic accident illustrates main ideas described in the paper. |

Abstract |
This paper investigates the relevance and assurance of information and system quality as requirements for information systems success during disaster management. Despite the many examples of poor information quality and poor system quality, research on the relevance and assurance of these requirements is sparse. In order to design successful information systems for disaster management, a context related understanding of the organizational and technical measures for achieving these requirements is necessary. Accordingly, the goal of this paper is to identify and confirm information and system quality requirements for the design of information systems for disaster management. The results of our interviews with information architects indicate that while information quality requirements are considered to be very relevant, these are hard to measure and assure, and that currently much effort is being put into improving system quality requirements such as interoperability and ease of use. |

Abstract |
This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM. |

Abstract |
When a disaster occurs it is critical that emergency response information systems share a common ontology to support their disaster management alerting functions and notifications. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so it is crucial, for emergency systems, to be able to transmit them to all kinds of recipients. An ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages and contents over different emergency response information systems and to be accessible under different conditions and for different kind of users. |

Abstract |
In the event of a disaster in Germany a so-called executive staff is set up. In support of their work they refer to emergency plans, which describe the chronological order of a set of suitable measures for a dedicated event e.g. an evacuation. These plans only exist in the form of large printed documents. Hence, the technical support for executing emergency plans is very limited. In this paper we present a model for a workflow management system (WfMS) for supporting the modeling, execution and management of emergency plans before and during a disaster. It is based on the idea that emergency plans are similar to business processes and can therefore be modeled as workflows. In contrast to most traditional WfMS, the introduced approach supports unstructured activities and their delegation as well as the management of resources. Furthermore, we analyze drawbacks of the current process for disaster management using emergency plans. |

Abstract |
Asset-mapping is a strategy used in disaster preparedness planning, however participation is typically limited to a small number of organizations with specific expertise related to disaster response. Broader strategies are needed to ensure identification of assets is comprehensive and to stimulate innovative thinking about which attributes of a community are potential assets for response and recovery. As part of The EnRiCH Project intervention, asset-mapping was used as a collaborative activity to promote identification of a broad range of assets which could be used to enhance resilience and promote preparedness among high risk populations. In this paper we present a study (in progress) which explores innovation and empowerment among a collaborative community group in Canada. Qualitative content analysis was used to analyze focus group transcripts from 2 sessions where the participants (n=18) learned how to use google docs and create a database of community assets, while developing collaborative relationships. |

Abstract |
European Union is an important global actor – in terms of economy, welfare and soft security – but its institutional development and ambitions has to consider both the issues of grand challenges, resilience, disaster management, in accordance with its citizens' will and skills. The Lisbon Treaty as well as the recent legislation on civil protection produced incremental change and improved the Emergency Management. However, there are not studies to check how the new institutions, the knowledge flows or decisions work. The final goal of this short paper is to structure an inquiring system and design a research project on assessing the civil protection policy in the EU through a Delphi study with experts and practitioners. While the first part frames the issues the second part will design the methodology and sampling strategy for a Delphi technique. |

Abstract |
Disaster Risk Management (DRM) is a multi-dimensional problem complex requiring knowledge and experience from a wide range of disciplines. It also requires a methodology which can collate and organize this knowledge in an effective, transparent manner. Towards this end, seven specialists from the social, natural and engineering sciences collaborated in a facilitated workshop in order to develop a prototype multi-hazard disaster reduction model. The model, developed with computer-Aided morphological analysis (MA), makes it possible to identify and compare risk reduction strategies, and preparedness and mitigation measures, for different types of hazards. Due to time constraints, the model is neither complete nor accurate-but only represents a proof-of-principle. The workshop was sponsored by the Earthquake Disaster Mitigation Research Center (EDM) in Kobe, in January, 2005. |

Abstract |
Crowdsourcing has the potential to become a crucial information source in disaster management. In order to become effective as an integrated part of disaster management systems it is important to set the general architectural foundations for such integrations beyond prototypical experiments. This paper discusses general architectural principles of the application of crowdsourcing in Early Warning Systems (EWS). An integrated architecture is proposed to use classical sensor data and crowdsourcing in an EWS solution. Therefore, typical components of crowdsourcing applications are identified and mapped to monitoring subsystems of EWS's. Three main structural variants of applying crowdsourcing in early warning systems along the example of a prototypical extension of two existing large-scale hydro-meteorological warning systems are presented. |

Abstract |
In the field of information systems for disaster management there is a large variety of data formats, specifications and standards. Most of these standards only cover a specific part of this area, for example formats for geospatial data or message exchange. This diversity of isolated solutions, however, prevents those systems from interacting and exchanging data. To improve the interoperability in this sector there is a strong need for an integrated interoperable system architecture that is suitable for stand-alone systems as well as for the communication in a distributed heterogeneous system environment. This paper shows an approach for such a system architecture. It presents the Disaster Management Markup Language (DMML), which provides an architecture of data structures, services and service interfaces for crisis response systems. Furthermore, the Disaster Management Interoperability Framework (DMIF) is introduced, which supplies a software-engineering layout for DMML. Finally, the implementation of the DMMapML module is presented, which handles data involved in the situation report. The basic structure of this implementation is described and its potential contribution to the interoperability of crisis response systems. |

Abstract |
As a country which frequently suffers from natural disasters, especially earthquakes, China has implemented its own disaster management system to respond to them. The Chinese government gained practical experiences on how to respond to severe earthquakes after the 2008 Wenchuan Earthquake and 2010 Yushu Earthquake. Although China has done a lot to improve its response operations, challenges remain. This paper analyses what these challenges are by using the Sphere Standard as a benchmark to measure the Chinese response operations. The Sphere project was launched in 1997 by Non-Government Organizations (NGOs), the International Federation of Red Cross and Red Crescent Societies. It framed a Humanitarian Charter and established the Minimum Standards for response which emphasize meeting the urgent survival needs of people in the affected regions, while asserting their basic human right to a life with dignity. Based on this analysis, suggestions are provided to improve China's earthquake response operations. |

Abstract |
Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks. |

This paper will analyze the situation with the help of some practical examples and will recommend an interdisciplinary multi-stakeholder based approach to an educational concept for emergency and disaster telecommunications. |

Abstract |
As of today, investments into early warning systems are, to a large extent, politically motivated and “disaster-driven”. This means that investments tend to increase significantly if a disaster strikes, but are often quickly reduced in the following disaster-free years. Such investment patterns make the continuous operation, maintenance and development of the early warning infrastructure a challenging task and may lead to sub-optimal investment decisions. The paper presented here proposes an economic assessment model for the tangible economic impact of early warning systems. The model places a focus on the false alert problematic and goes beyond previous approaches by incorporating some socio-cultural factors (qualitatively estimated as of now). By doing so, it supports policymakers (but also private investors) in their investment decisions related to early warning applications. |

Abstract |
It is common knowledge that having a relevant disaster preparedness plan is helpful for saving lives and money during an actual crisis. However, few individuals and families have a plan in the United States. Less than 10% of US states provide online resources for individuals and families to develop customized basic disaster plans. Those states sometimes offer additional information particular to their areas. However, existing online resources could be extended nationally by automatically providing additional plan information based on localized threats (e.g. climate, terrorism, etc.) within a geographical area. Wilberforce University has designed a solution called Wilberforce's Information Library Boosting Emergency Response (WILBER) which utilizes an interdisciplinary approach to automatically generate information based on localized threats within a geographical area to extend a basic disaster preparedness plan for individuals and families. WILBER combines current and historical information from Geographical Information Systems (GIS), risk assessment, wireless sensors, and computing. |

Collabbit is an open source web-based application that aims to increase emergency management efficiency through distributed asynchronous information sharing. The software is targeted to loosely coupled non-profit disaster relief agencies that coordinate response to and recovery from disasters. Disaster relief agencies create a common operating picture of an emergency incident through remotely posted incident updates. Individual users subscribe to topics of interest and receive near-instantaneous updates on those topics. Where information is lacking, users may access a topically organized contact registry. This report describes the development and deployment of the Collabbit project. |

Abstract |
To overview the site of operation in case of an emergency is crucial for effective emergency management. This is a difficult task, in particular within large buildings or underground structures. Information about the whereabouts of the staff is a key element of effective disaster management. This paper presents an indoor positioning system which is able to track and locate people within buildings independent of any infrastructure (global navigation satellite system, WLAN installations, etc.). The system is based on inertial measurement units computing the track of its wearer and a component verifying this position estimates using floor plans of the building. This novel approach allows robust tracking and locating of action forces within buildings and underground structures. |

Abstract |
Despite the growing awareness of the untapped potential of the affected population in a disaster situation, their inclusion in a disaster management is extremely limited. This study aims to survey the literature to see whether utilizing the affected people and prevalent mobile technology can be used during disaster response. The idea is to provide the affected with a way to lead themselves to safety and empower them to serve as distributed active sources of information. This way, those people will reach safety by themselves, while at the same time helping to construct a clear image of the disaster situation without burdening the already overwhelmed emergency services. This study examines knowledge derived from disaster sociology, draws on experience from recent disasters, and extrapolates current technological solutions. By establishing that such a solution is feasible, it offers a basis for empirical studies on a mobile technology that can be used during disaster response. © 2012 ISCRAM. |

Abstract |
A high level conceptual model is presented of factors hypothesized to be key determinants of the effectiveness of decision making in large scale disasters, grounded in the literature on disaster management. ICT robustness (including the use of social media) sensemaking, and the effectiveness of decision making processes by the multi-organizational Partially Distributed Teams that must cooperate are accorded key roles in the process model. The outcomes of the decision making processes modeled are decisions, in terms of timeliness and quality. |

Abstract |
Humanitarian logistics represents a broad range of activities taking place within humanitarian organizations, the bulk of these activities are also components of a broader humanitarian supply chain – The network involved with providing physical aid to beneficiaries. Humanitarian logistics information systems improve information flows, which integrates logistics units more efficiently with non-logistics units within the humanitarian supply chains and provides better feedback to donors, ensuring more effective operations. Humanitarian logistics activities occur across the disaster management cycle. Humanitarian logistics information systems not only improve logistics activities in each phase, but can improve the continuity of humanitarian operations by sharing information throughout the transition of different disaster management cycle phases. Through collaboration between organizations, humanitarian logistics information systems also have the potential to reduce corruption and the market distortion which can occur during humanitarian operations. |
