  Abstract In this paper, a scenario-based approach augmented with personas typically used in universal design and

interactive design domains is used to illustrate the occurrence of situational disabilities in emergency situations,

and to show how environmental factors can trigger these situational disabilities. With the help of personas

representing selected archetypical characteristics and roles, the scenarios are further examined to show how these

situational disabilities can affect the situational awareness of different stakeholders, not only in the command and

control centers, but also first responders in the field as well as affected members of the public. This approach

provides a better understanding of the importance of universal design of ICT for Emergency Management, not

only for people with disabilities and the elderly, but for anyone.

  Abstract Information and communication technologies (ICT) are becoming increasingly important in emergency management and crisis communication. ICT tools are developed and adopted in all phases of the emergency management cycle. On the one hand, these tools contribute to better disaster preparedness and effective response. On the other hand, the lack of consideration of universal design in these tools also creates new barriers for different stakeholders, particularly the elderly and people with disabilities. The primary objective of this paper is to give an overview of the current state of the emerging research field of Universal Design of ICT for emergency management and provide a Research Agenda to highlight ways to uncover how the increasing introduction of ICT in emergency management can contribute to removing barriers instead of adding more barriers.

  Abstract The interaction design for web emergency management information systems (WEMIS) is an important aspect to keep in mind due to the criticality of the domain: decision making, updating available resources, defining a task list, trusting in proposed information. A common interaction design strategy for WEMIS seems to be needed but currently there are few references in literature. Our aim is to contribute to this lack with a set of interactive principles for WEMIS. From the emergency point of view, existing WEMIS have been analyzed to extract common features and to design interaction principles for emergency. Furthermore, we studied design principles extracted from the Turoff's model relating them to emergency phases and features. In particular, in this paper, we choose to follow the current trend in the definition of emergency life cycles. In our approach, referring to general policies in literature, the emergency management process is divided into two different sub cycles: back-end and front-end. From the interaction point of view, a formalization process based on the interactive PIE model has been defined. The result we propose here is a set of design principles for supporting interactive properties for WEMIS.

  Abstract For some emergency situations an effective response can be reliant on sensor data (e.g. river level, traffic flow, weather conditions) to provide situation awareness, in order to help authorities make informed decisions. Gathering data in a traditional approach, i.e. using precise physical sensors, is a highly expensive task, involving procurement, installation and maintenance of a number of sensors. As a result, the coverage of sensors is limited and only the regions deemed most important by authorities are monitored. However, regions currently not being monitored can have an urgent need to be sensed depending on emergencies or situations. We present a high-level overview of the Locaware system, which employs a flexible geofencing approach to enable crowdsourcing by requesting citizens and volunteers to help authorities formulate a greater situation awareness of a region under consideration. While the Locaware system is motivated for water monitoring, our approach can be applied in other contexts.

  Abstract The purpose of this paper is to provide and recommend a strategic approach for implementation of information sharing initiatives. While such an approach offers a number of benefits, as a primary benefit, it provides a way to measure and monitor the performance of such initiatives, irrespective of their scope, whether they are regional, state, or federal efforts. The first section of the paper presents a framework for alignment among information sharing initiatives; the second section builds on this framework and outlines a roadmap for an assessment methodology for such initiatives.

  Abstract Multi-agency coordination in emergency management presents many challenges. Agencies that normally operate independently have to assemble into a unified supra organization to achieve a common goal. To achieve successful multi-agency coordination organizations need to span organizational boundaries and provide linkages with multiple agencies. This requires interorganizational compatibility of information and communication systems. Necessary for this success are the stakeholders responsible for facilitating these organizational boundary spanning activities. This paper proposes that the preliminary research findings can create a typology of dimensions crucial to facilitating multi-agency emergency management coordination. It is envisaged that the typology will culminate into a diagnostic tool that will enable stakeholders to examine the breakdowns and successes of multi-agency emergency management coordination.

  Abstract This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases.

  Abstract Several recent studies point the way to enabling emergency response managers to be able to find relevant posts and incorporate them into their sensemaking and decision making processes. Among the approaches that have improved the ability to find the most relevant information are the social conventions of creating topic groups and tags and of “retweeting;” the use of trained volunteers to filter and summarize posts for responders; automated notifications of trending topics; natural language processing of posts; techniques for identifying posts from the disaster site; and the use of GIS and crisis maps to visually represent the distribution of incidents.

  Abstract Semi-structured interviews were conducted with U.S. public sector emergency managers to probe barriers to use of social media and reactions to possible software enhancements to support such use. The three most frequently described barriers were lack of personnel time to work on use of social media, lack of policies and guidelines for its use, and concern about the trustworthiness of pulled data. The most popular of the possible technological enhancements described for Twitter are filtering by category of user/contributor, and display of posts on a GIS system with a map-based display.

  Abstract Social Media contain a wealth of information that could improve the situational awareness of Emergency Managers during a crisis, but many barriers stand in the way. These include information overload, making it impossible to deal with the flood of raw posts, and lack of trust in unverified crowdsourced data. The purpose of this project is to build a communications bridge between emergency responders and technologists who can provide the advances needed to realize social media?s full potential. We are employing a Delphi study survey design, which is a technique for exploring and developing consensus among a group of experts around a particular topic. Participants include emergency managers and technologists with experience in software to support the use of social media in crisis response, from many countries. The topics of the study are described and preliminary, partial results presented for Round 1 of the study, based on 33 responses.

  Abstract This paper introduces the latest state of the interoperable Sensor Web and Web Processing standards specified by the Open Geospatial Consortium. Based on these components it becomes possible to share, integrate and analyse observation data across political and administrative borders as well as across multiple thematic domains. We present the 52°North open source implementations of the OGC SWE and WPS standards and introduce an outlook how this technology could be applied in the field of crisis management. Thus, this paper aims at providing a perspective how currently existing technology can be combined and applied to solve problems in emergency management rather than describing an already finished product. Special consideration will be given to the combination of Sensor Web and Web Processing technology which opens up new possibilities by having near real-time data flows that can be linked on-demand to different processing services.

  Abstract In the years following Chernobyl, many reports and projects reflected on how to improve emergency management processes in dealing with an accidental offsite release of radiation at a nuclear facility. A common observation was the need to address the inevitable uncertainties. Various suggestions were made and some of these were researched in some depth. The Fukushima Daiichi Disaster has led to further reflections. However, many of the uncertainties inherent in responding to a threatened or actual release remain unaddressed in the analyses and model runs that are conducted to support the emergency managers in their decision making. They are often left to factor in allowances for the uncertainty through informal discussion and unsupported judgement, and the full range of sources of uncertainty may not be addressed. In this paper, we summarise the issues and report on a project which has investigated the handling of uncertainty in the UK's national crisis cell. We suggest the R&D programmes needed to provide emergency managers with better guidance on uncertainty and how it may affect the consequences of taking different countermeasures.

  Abstract During the past quarter century there have been many developments in scientific models and computer codes to help predict the ongoing consequences in the aftermath of many types of emergency: e.g. storms and flooding, chemical and nuclear accident, epidemics such as SARS and terrorist attack. Some of these models relate to the immediate events and can help in managing the emergency; others predict longer term impacts and thus can help shape the strategy for the return to normality. But there are many pitfalls in the way of using these models effectively. Firstly, non-scientists and, sadly, many scientists believe in the models' predictions too much. The inherent uncertainties in the models are underestimated; sometimes almost unacknowledged. This means that initial strategies may need to be revised in ways that unsettle the public, losing their trust in the emergency management process. Secondly, the output from these models form an extremely valuable input to the decision making process; but only one such input. Most emergencies are events that have huge social and economic impacts alongside the health and environmental consequences. While we can model the latter passably well, we are not so good at modelling economic impacts and very poor at modelling social impacts. Too often our political masters promise the best 'science-based' decision making and too late realise that the social and economic impacts need addressing. In this paper, we explore how model predictions should be drawn into emergency management processes in more balanced ways than often has occurred in the past. © Proceedings ISCRAM 2004.

  Abstract Emergency, situations characterized as high consequence, low probability, and short decision time, create a unique decision-making environment that must be conscientiously supported. Historically, one of the techniques business has used to improve complex processes is a maturity model. Organizations should create the capabilities to react to information sharing needs in advance, not react an ad hoc manner to the information crisis. Based on the IT-Capability Maturity Framework (IT-CMF), we detailed some aspects of this model from an information architectural perspective to examine a country wide emergency service. Although information system and information technology (ISIT) have been emphasized in emergency management system, architectural aspects- a structure emphasized semantic description however have been of limited considerations. We propose a framework to analyzing architectural aspects for information sharing that can help improve emergency response system. The framework is discussed and exemplified with a case study. We conclude that the proposed framework provides a deeper understanding of information in use from technical and managerial aspects during emergency response. Guideline for further improvement will be the focus in our future work.

  Abstract The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.

  Abstract The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset.

  Abstract Virtual Communities of Practice (VCoP) refers to groups of people who share a concern about a specific domain or topic and use a virtual environment to share and increase their knowledge and expertise about this domain. This kind of social structure has intrinsic features suitable to support emergency management communities. Nevertheless, the design of specific technological platforms that support both the activity and the practice of the community is not a trivial task, especially in critical domains such as emergency management. This paper presents the inquiry process carried out over one and a half years for the purpose of generating insights about the application of VCoPs within the emergency management context. Based on a case study, a set of findings is presented about the guidelines that should be followed in order to develop suitable technological platforms that support the labor of VCoPs in the emergency management context. © 2012 ISCRAM.

  Abstract To optimize the search for trapped victims after building collapses, the authors participated in the development ofI a localization system based on an unmanned aerial vehicle. The objective of this study is to evaluate an approach to implement this system into the command and control structures during the emergency response after a building collapse. For this purpose, a tabletop exercise, based on a gas explosion scenario in an apartment building, was carried out with emergency response managers of the fire department and the German federal agency of technical relief. Observers have documented the exercise. Additionally, audio and video recordings were used. Thus, statements could be made about the implementation approach and the tabletop exercise method. Based on the results, the implementation approach can be considered appropriate. In addition, knowledge was gained about the appropriateness of tabletop exercises for the purpose of scientific evaluation.

By examining the drivers and barriers of social media adoption in two European governmental agencies dealing with emergencies, the paper aims to establish a framework to examine whether and how institutional resilience could be improved.

  Abstract Nowadays, emergency planning is an intangible business asset that allows companies to better face the possible catastrophic events they may be exposed to. The aim of the present study was to determine what collaborative emergency planning is and which elements must be considered in it, taking into account that the purpose of this type of planning is to help several organizations to work together in any emergency. The data were gathered through focus groups in an industrial area of Southern Europe that comprises more than 2,500 companies. The results obtained in this work allowed defining the reach of Collaborative Emergency Planning in business parks, as well as its basic functionalities, emergency scenarios and aggravating scenarios. Lastly, it was determined that Collaborative Emergency Planning is a tool for the construction of Organizational Resilience.

  Abstract Decision-making has been a subject actively investigated in several areas of knowledge such as Philosophy, Economics, Psychology, Computer Science, among others. This paper explores the potential opportunities offered by two methodologies to assess the team decision-making at the end of a simulated exercise (training). We present a case study showing how to measure the team decision-making combining both methodologies to assess a team of three experienced Officers from the Military Fire Brigade of the State of Rio de Janeiro. The simulated exercise was carried out within the Integrated Center of Command and Control of Rio de Janeiro. We intend this study provide a pathway that can be helpful in reducing the subjectivity generated during the observation of the team decision-making in Emergency Management environments.

  Abstract Continuous Auditing systems require that human judgment be formalized and automated, which can be a complex, costly and computationally intensive endeavor. However, Continuous Auditing systems have similarities with Emergency Management and Response systems, which integrate Continuous Auditing's detection and alerting functions with the tracking of decisions and decision options for the situations that could be more effectively handled by human judgment. Emergency Management and Response systems could be an effective prototype to help overcome some of the implementation obstacles that are impeding Continuous Auditing systems' implementation rate. Continuous Auditing has the potential to transform the existing audit paradigm from periodic reviews of a few accounting transactions to a continuous review of all transactions, which thereby could vastly strengthen an organization's risk management and business processes. Although Continuous Auditing implementations are occurring, their adoption is slower than expected. With the goal of providing an empirical and methodological foundation for future Continuous Auditing systems and possibly inspiring additional investigation into merging the Continuous Auditing and Emergency Management streams of research, this paper provides several definitions of Continuous Auditing, suggests possible architectures for these systems, lists some common implementation challenges and highlights a few examples of how Emergency Management research could potentially overcome them.

  Abstract Continuity of Operations (COOP) planning helps ensure that municipal agencies maintain essential functions when disasters threaten critical infrastructures. COOP planning is especially important for Public-Safety Answering Points (PSAPs), which must continue to answer 911 calls and dispatch first responders during crises. However, COOP planning guidelines often focus on threats to cyber-physical infrastructures rather than outbreaks of infectious disease that threaten the human work arrangements—social infrastructures—agencies rely on to perform essential functions. This study reports preliminary findings from interviews with U.S. PSAP officials who developed plans to decentralize 911 facilities, networks, and personnel to maintain essential functions during the COVID-19 pandemic. These findings suggest revisions to COOP planning guidelines that consider requirements for redundant, diverse, and interdependent cyber-physical-social infrastructures.
