Abstract |
Dynamic Emergency Response Management Information Systems must integrate data from heterogeneous and autonomous resources. We propose a mathematically based approach for evaluating and quantifying the potential of a successful automatic integration between pairs of data resources. The integration potential, expressed as a percent, should influence assumptions and procedures of emergency response planners. |

Abstract |
Effective management of a large-scale extreme event requires a system that can quickly adapt to changing needs of the users. There is a critical need for fast decision-making within the time constraints of an ongoing emergency. Extreme events are volatile, change rapidly, and can have unpredictable outcomes. Large, not predetermined groups of experts and decision makers need a system to prepare for a response to a situation never experienced before and to collaborate to respond to the actual event. Extreme events easily require a hundred or more independent agencies and organizations to be involved which usually results in two or more times the number of individuals. To accomplish the above objectives we present a philosophical view of decision support for Emergency Preparedness and Management that has not previously been made explicit in this domain and describe a number of the current research efforts at NJIT that fit into this framework. |

Abstract |
The STATPack is a telemedicine consultation and emergency response system which was developed to increase statewide laboratory responsiveness to public health emergencies. Although several emergency response management information systems have been created for diagnostic laboratories at the national level, most states in the U.S. do not have the capability to share critical public health microbiology laboratory information at local levels, especially in rural communities. This paper offers a description and preliminary assessment of the STATPack as it is being deployed by the Nebraska Public Health Laboratory and should be recognized as research in-progress. Initial experiences with this emergency response system have been encouraging. |

Abstract |
A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. This very simple MIS has already helped RPII staff members to operate more efficiently. Finally, some ideas for future development are outlined. © Proceedings ISCRAM 2004. |

Abstract |
This research-in-progress examines the roles of technology and human systems in supporting emergency response management through the dual perspectives of knowledge and psychology. Task critical knowledge is linked to organizational effectiveness in delivering business value and psychological factors characterize the unique challenges of an emergency context. This exploratory research is among the first to develop a theoretical model based on these two important yet understudied theoretical aspects. The article contributes to the research development in emergency response information systems and sheds light on the organizational response management practice. |

Abstract |
The communications of emergency response managers were tracked during simulated catastrophic events at a university campus in the Washington, D.C. region. Local, state, and federal response managers interacted with each other and with students using a variety of communication media in order to investigate the utility of new communication channels for emergency response management. Students and emergency managers interacted using a Twitter-like platform and a portal built with Ushahidi crowd-sourcing software. The emergency managers also used a chat interface that included private instant messaging, telephone, and the county's existing emergency web portal. Their media use was analyzed along with the functions of their communications, and the patterns that emerged are described and quantified. |

Abstract |
This paper is a critical examination of the U.S. Incident Command System (“ICS”) as an organizational structure and information gathering tool for emergency management from the perspective of a career emergency management officer who became a graduate student in information management following 35 years of public service. In addition to examining the ICS, and assessing its current weaknesses in the area of information management, the paper proposes a low-cost, COTS approach to automating the ICS information gathering and dissemination process. |
