Abstract |
When emergency situations cross borders, or when newly formed groups need to work together, decision making can suffer from threat rigidity and pertinent information can be bypassed. We describe a Dynamic Delphi system under development that can create and sustain a group “voice” for an emergency response Community of Practice (CoP). We further describe its intended use for a CoP consisting of local, state and federal government responders, civilian emergency response teams (CERT), and volunteers. Community members can brainstorm, explore ideas, debate and vote iteratively to best reflect the group's opinion at any moment in time. Ongoing studies demonstrate that an online system implementing Dynamic Delphi characteristics along with Thurstone's Law of Comparative Judgment will prove conducive for building a repertoire of ideas, rules, policies or any other aspect of the community's 'voice', in such a way that the individual voices are juxtaposed in harmony to create a single song. |

Abstract |
The transition from analog to digital television broadcasting has opened the way to a number of new services, enabled by the advanced potentialities offered by interactive applications. Considering the wide diffusion of TV receivers among people living both in towns and rural areas, and how many people, either old or young, educated or not, are familiar with the TV box, it is reasonable to exploit such a capillary and widespread technology to reach immediately and directly almost the total population in a certain area. Among the possible applications, emergency and alert information dissemination can play a vital role in improving the communities response and reaction to natural or man made disasters. Focusing on this topic, this paper proposes an alert dissemination service exploiting an MHP interactive application developed ad hoc for DVB-T broadcasting, to force the direct delivery of emergency information to TV users. |

Abstract |
In an extreme event or major disaster, very often there are both alternative actions that might be considered and far more requests for actions than can be executed immediately. The relative desirability of each option for action could be a collaborative expression of a significant number of emergency managers and experts trying to manage the most desirable alternatives at any given time, in real time. Delphi characteristics can satisfy these needs given that anyone can vote or change their vote on any two options, and voting and scaling are used to promote a group understanding. Further utilized with Thurstone's Law of Comparative Judgment, a group decision or the range of acceptability a group is willing to consent to, can be calculated and utilized as a means of producing the best decision. A ubiquitous system for expeditious real-time decision making by large virtual teams in emergency response environments is described. |

Abstract |
Negotiation and collaboration during the requirements stage of the software engineering process are fundamental to developing successful software products. Groups of stakeholders work together to come to agreement on the most important requirements to be sent forward for implementation. Distributed software engineering is becoming the norm rather than the exception, yet the requirements elicitation and definition process is normally conducted face to face. This paper describes an empirical study to investigate the relationship between structured task and specified negotiation steps within an asynchronous environment. The results reveal that these structures can have a positive impact on solution quality but a negative impact on process satisfaction, although following a negotiation sequence and task structure can help asynchronous groups come to agreement faster. Details of the experimental procedures, statistical analysis, and discussion of the results of the experiment are presented, as are suggestions for improving this work and a plan for future research. |

Abstract |
Information is an essential part of disaster management. Information systems (IS) are a key means of providing the right information at the right time to support response to a disaster, and fostering collaborative facilitators such as situation awareness, common ground and communities of practice. However for these collaborative facilitators to support 'downstream events' (i.e. disaster response) they need to emerge and be grown from 'upstream' activities such as user engagement. Subsequently IS design requirements for disaster response are embedded in the community where a system will be used and it is from the community users and their needs that IS requirements must emerge. This paper presents an upstream-downstream approach for disaster management IS design. We describe four phases to user centered information systems design to support disaster management and provide a case study of using this approach in action to design an IS to enhance community resilience. © 2012 ISCRAM. |

Abstract |
This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives. |

Abstract |
This paper describes our work in progress on an approach and technology for providing integrated data access in situational awareness applications – particularly for disaster and emergency response. The key new aspect of our work is an approach where information aggregation, processing, and integration capabilities are offered as a service to any new application builder. Further, we provide a framework for possibly reusing prior information integration knowledge, the development of which demands the major fraction of time and complexity in a new application, in a customized fashion for new application. Our overall goal is to provide a framework where integrated access to critical data in an emergency response situation can be enabled very rapidly and by personnel with basic IT and data handling expertise. Our approach, while general purpose, is currently motivated by and grounded in the context of situational awareness systems for incident commander decision support in the fire response domain. |

Abstract |
Recent disasters have shown that wireless sensors and unmanned systems are increasingly becoming a valuable aid for first responders. Depending on the kind of incident and its extent, different assets are to be used. The more diverse these assets are, the more complex their simultaneous use and coordination. Therefore, integrated solutions are needed which comprise all necessary components such as power supply, communication infrastructure, data acquisition and processing, decision support and information dissemination. In this paper, an architecture for an open framework is proposed and its advantages over dedicated solutions are discussed. The flexibility of the universal control station presented here is demonstrated using the example of integrating a smartphone as an additional mobile sensor. © 2012 ISCRAM. |

Abstract |
We have been investigating new decision support methods for emergency responders. Most recently, we have added to our decision support prototype the concept of “badges”: symbols that cue decision makers to the top-ranked option(s) that are the recommended alternatives for a particular decision. This paper provides the rationale for badges, a description of the initial implementation, results from our first experiment with badges, and a discussion of the next steps. As a report on work-in-progress, the primary contribution of this paper is the description of the concept of badges and its proposed use for emergency response decision making. © 2012 ISCRAM. |

Abstract |
This paper presents empirical results of the use of a novel decision support prototype for emergency response situations, which was designed to enhance the understanding of the relative desirability of one potential course of action versus another. We have termed this understanding “option awareness.” In particular, this paper describes the process employed by pairs of experiment participants while performing emergency responder roles using different types of “decision space” visualizations to help them collaborate on decisions. We examined the decision making process via a detailed analysis of the communication between the cooperating team members. The results yield implications for design approaches for visualizing option awareness. © 2012 ISCRAM. |

Abstract |
Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM. |

Abstract |
The need for better team measurement in realistic environments has been recognized as one of the key challenges that characterize the field of team work studies (Salas, Cooke, & Rosen, 2008). This challenge is particularly hard to address in the context of emergency response, due to the inherent complexity and dynamism of the domain. Emergency response is part of the emergency management cycle, and refers to the mobilization of the adequate actors and resources to mitigate the impact of an incident on the public and on the environment (Abrahamsson, Hassel, and Tehler, 2010). Emergency response often requires the cooperation of multiple agencies such as police, medical, and fire services, consequently increasing the complexity of such operations. We report of how SYnRGY – a human-centered emergency response technological tool – is embedded with extensive measurement and simulation capabilities to allow tracing of experts' task models in a silent and reliable way. We describe how these capabilities; combined with an innovative modeling technique – dynamic cognitive task modeling – can be used to extract experts' representations of the task. We discuss the importance of such a model for training, improvement of emergency response procedures and development of emergency response tools. © 2012 ISCRAM. |

Abstract |
The Christian Regenhard Center for Emergency Response Studies at John Jay College, CUNY, has begun work on developing best practices for hazardous material pipeline emergency response plans. The approach involves modeling a generic goal-based interagency emergency communications system using a two-step process. First, a situational awareness information requirements analysis will describe the informational requirements essential to an effective emergency response. The requirements analysis involves a goal decomposition approach where the information requirements are related to actionable decisions, goals and emergency response roles. Second, an information flow analysis will informational sources and means to provide required information. The same panel of experts will complete both analyses. Once the communications system is described, a separate Delphi group will use a failure modes and effects analysis (FMEA) to estimate the criticality of the components described in the situational awareness requirements and information flow analyses. © 2012 ISCRAM. |

Abstract |
Despite the growing awareness of the untapped potential of the affected population in a disaster situation, their inclusion in a disaster management is extremely limited. This study aims to survey the literature to see whether utilizing the affected people and prevalent mobile technology can be used during disaster response. The idea is to provide the affected with a way to lead themselves to safety and empower them to serve as distributed active sources of information. This way, those people will reach safety by themselves, while at the same time helping to construct a clear image of the disaster situation without burdening the already overwhelmed emergency services. This study examines knowledge derived from disaster sociology, draws on experience from recent disasters, and extrapolates current technological solutions. By establishing that such a solution is feasible, it offers a basis for empirical studies on a mobile technology that can be used during disaster response. © 2012 ISCRAM. |

Abstract |
This paper describes work-in-progress regarding STORMI, an agent-based simulation environment for evaluating the response by the emergency services to hypothetical major incidents in the UK. At present, STORMI consists of two main components: a Scenario Designer and a Simulator. The Scenario Designer enables the setting up of a hypothetical multi-site mass casualty incident anywhere in the UK, along with the resources which may be considered for responding to it. This provides input to the Simulator, which through its Multiple Program Multiple Data architecture, models the agents and their environment at a higher level of detail inside incident sites than it does outside, thus focusing attention on the areas of most interest. Furthermore, the multiple programs of the Simulator execute concurrently, thus targeting multi-core processors. © 2012 ISCRAM. |

Abstract |
We describe a co-design method for emergency response scenario creation, to support the evaluation of new information technologies. The aim of our use of the method were to achieve scenarios that could be used in experiments or training sessions with professional emergency response personnel. We have analyzed how the method facilitated the design of scenarios (events, resource demands, communication between players), and the description of constraints in a resource management matrix. Our research indicates that the resource management matrix could be an important complement to function-centric analysis methods such as Functional Resonance Analysis Method (FRAM). We also illustrate how the interplay between play and situation description allowed us to simultaneously design and validate the scenarios with respect to playability versus resource demands. We discuss how the resource matrix can be used to adjust the validated scenarios after the design sessions. © 2012 ISCRAM. |

Abstract |
Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. Our research compares the capabilities of two popular systems used to collect and visualize such information – Project Epic's Tweak the Tweet (TtT) and Ushahidi. Our research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. We compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, we categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of our comparisons we identify key design considerations for future social media mapping tools to support crisis management. © 2012 ISCRAM. |

Abstract |
This paper presents a study of the role of artefacts in sensemaking during emergency response. A qualitative study was conducted with two UK Police Forces, with a particular focus on the role of artefacts in the creation and modification of sensemaking frames. This research demonstrates that sensemaking is a key component of emergency response Command and Control and that this activity is distributed across the individuals within the system. Collaborative sensemaking is coordinated via social and organisational means, supported by a range of private (informal) and shared (formal) artefacts, which function as resources for action – cueing frame seeking and frame-defined data collection. The study also reveals the role of narrative in bridging the gap between these two parallel sensemaking processes and raises implications for the further digitisation of the emergency response environment, demonstrating the importance of balancing social and technical factors in the design of ICT for emergency response. © 2012 ISCRAM. |

Abstract |
Large-scale disasters, particularly failures of critical infrastructures, are exceptional situations which cannot be solved with standard countermeasures. The crises are complex and the decision makers face acute time pressure to respond to the disaster. IT based decision support systems provide potential solutions and assist the decision making process. Many decision support systems in emergency response and management concentrate on one kind of disaster. Moreover, complex structures are modeled and recommendations are made rule-based. This work in progress paper describes the first steps towards the development of a generic and self-learning decision support system. The methodology used is case-based reasoning. The paper concludes with a sample emergency decision process. © 2012 ISCRAM. |

Abstract |
Microblogs are an opportunity for scavenging critical information such as sentiments. This information can be used to detect rapidly the sentiment of the crowd towards crises or disasters. It can be used as an effective tool to inform humanitarian efforts, and improve the ways in which informative messages are crafted for the crowd regarding an event. Unique characteristics of microblogs (lack of context, use of jargon etc) in Tweets expressed by a message-sharing social network during a disaster response require special handling to identify sentiment. We present a systematic evaluation of approaches to accurately and precisely identify sentiment in these Tweets. This paper describes sentiment detection expressed in 3698 Tweets, collected during the September 2010, San Bruno, California gas explosion and resulting fires. The data collected was manually coded to benchmark our techniques. We start by using a library of words with annotated sentiment, SentiWordNet 3.0, to detect the basic sentiment of each Tweet. We complemented that technique by adding a comprehensive list of emoticons, a sentiment based dictionary and a list of out-of-vocabulary words that are popular in brief, online text communications such as lol, wow, etc. Our technique performed 27% better than Bayesian Networks alone, and the combination of Bayesian networks with annotated lists provided marginal improvements in sentiment detection than various combinations of lists. © 2012 ISCRAM. |

Abstract |
Over the last two decades a significant number of projects tried to convey the concept of business process man-agement to the domain of emergency management. Most of these approaches sought a partial automation for the execution of standard operating procedures in the sense of workflow support, while others strived for the sup-port and integration of information management and data streams in command centres during a crisis. This pa-per focuses on the planning of disaster response for reasons of better preparedness. It discusses whether emer-gency management organisations can capitalize on off-the-shelf business process modelling tools to prepare for disasters more effectively, and whether the concepts of process modelling can be applied to standard operating procedures and vice versa. Moreover, it investigates whether such tools can efficiently support a collaborative preparation of police, fire departments, and rescue organizations. This paper will demonstrate why conventional business process means are inapplicable as planning tool in this domain. And it will also give an outlook to so called smart checklists that might be better suited both for the planning and response phase of emergency epi-sodes. © 2012 ISCRAM. |

Abstract |
Indian tribes have a special relationship with the federal government that dates back to the establishment of the United States. Federal disaster law, however, treats tribes as local governments and gives little weight to the historic relationship and lands of tribes. Instead of communicating as sovereign governments, tribes must first submit a disaster request to state officials, who then have discretion in transmitting the information to the federal government. This additional step in communication harms two important goals in disaster response on tribal lands: Efficiency and respectfulness in emergency communication and assistance. This paper examines how the legal framework that frames that intergovernmental communication. With this short introduction, this paper hopes to draw attention to the unique characteristics of tribal government, Indian law, and disasters on tribal land. © 2012 ISCRAM. |

Abstract |
Concepts such as trust, shared understanding, cultural differences, mental workload, and organizational structure all impact upon the effectiveness of an organization (e.g., Tindale & Kameda, 2000), and even more so in the context of large scale multinational operations (e.g, Smith, Granlund, & Lindgen, 2010). In order to study these concepts we plan a multinational, distributed experiment with participants from three nations collaborating in the same virtual environment: Canadian, British, and Swedish participants will work together as part of a multinational MTS to deal with a complex task and gain control of a crisis situation. Empirical research on MTS remains limited (see, e.g., DeChurch & Marks, 2006) particularly at the multinational level where the investigation of MTS has been so far focused on case studies and exercises (e.g., Goodwin, Essens, & Smith, 2012). Therefore, there is a need to empirically study multinational MTS in order to assess the specific issues that multinational operations face, notably cultural and languages differences. The simulation environment used as experimental platform for this project is C3Fire (www.c3fire.org, Granlund & Granlund, 2011). C3Fire creates an environment whereby teams must work together to resolve a crisis in the firefighting domain, with the goal of evacuating people in critical areas, putting out the forest fire, and protecting buildings and other areas of value from the burning forest fire. This platform makes it possible to study participants' collaborative processes when dealing with a set of crisis scenarios in the context of a simulated emergency response situation. To deal efficiently with the crisis management operation, participants need to prioritize between different objectives, identify and protect critical areas, and plan and implement activities based on given resources. All these tasks are distributed between team members, compelling participants to exchange information and coordinate within and between teams to execute the task. The task is divided into three areas of responsibility as follows: 1) Information and Planning, responsible for situation assessment and providing the operating picture; 2) Operation and Logistic, responsible for intervention and resource management; and 3) Search and Rescue, responsible for research and management of civilians. C3Fire is designed to: 1) achieve an optimal compromise between internal and external validity; 2) show flexibility in scenario configuration (spectrum of units and roles – including search and rescue functions; Tremblay et al., 2010), allowing researchers to capture emergency response and crisis management and rapid response planning; 3) be highly configurable for testing many different types of teams (e.g., hierarchical vs. horizontal organizations); and 4) readily provide objective, non-intrusive metrics for assessing teamwork effectiveness (including macrocognitive functions and team processes) as well as quantitative measures of task performance (that take into account conflicting mission goals). © 2012 ISCRAM. |

Abstract |
In this paper, we propose an ontology-driven modelling framework, which allows to capture the domain and expert knowledge available within the interface design community, and to support designers in their daily design tasks by eliciting user and application dependent design recommendations. We illustrate how this framework can be used in practice with a concrete case study devoted to multimodal interface design for the purpose of emergency response applications. © 2012 ISCRAM. |
