Abstract |
During the last decades there has been a lot of attention to issues of safety, emergency response and crisis management. Emergency response rooms (ERRs) are interesting public sector organizational arrangements in this respect. In our paper we pay attention to emergency response rooms in the Netherlands and especially in Amsterdam. Using an ethnographic approach, we studied the fire brigades (red), the medical services (white) and the police (blue) including their back-office organizations, their habits, and the systems in-use. As could be predicted, the (technical) integration of ERR systems in the Netherlands was not unproblematic. In our contribution we will make clear that the organization of the safety response in Amsterdam is rather fragmented. The latest discussion in the field is about the introduction of net-centric work, a concept based upon the interactive internet 2.0. Yet, it is not so much the technology, as well as the institutional arrangements that are at stake. |

Abstract |
Correct information is a vital resource during disasters. Without adequate information, response actions may be ineffective. What is the source of information of emergency management systems? Besides that originated from sensors, the emergency team and the public in general, a very relevant source is government data, such as demographic and geographic data, road maps, etc. The heterogeneity of information formats is a well-known problem that affects organizations and communities that want to access public data. Today, most public agencies provide access to their data, but the great majority is unreadable by automated mechanisms. Besides, most of them do not provide a dictionary meaning for the published content. A solution to this problem is of particular importance to emergency response organizations that need access to all information available to better respond to disasters and crisis. The linked open data (LOD) initiative allows the interconnection of data, using standards in the context of the semantic web approach. In ideal conditions, government agencies publish their public data, thus allowing the use of automated data concerned consumers, whether they are other government agencies or citizens. Efforts aimed to link government data are growing in several countries around the world. This talk presents the LOD concepts and describes an architecture that uses LOD in the design of an Emergency Management System. It describes a scheme for collecting available data from government agencies, such as departments of health, transport, works, that can supply information needs during an emergency response operation. |

Abstract |
Wireless Mesh Networks (WMNs) are formed by self-organized wireless nodes that use multi-hop wireless relaying. These networks are useable in a variety of situations ranging from fixed residential broadband networking based on rooftop wireless mesh nodes to emergency response networks for handling large scale disasters. Quick deployability, minimal configuration, broadband communication, and easiness of reconfigurability are the major characteristics that make WMNs a suitable choice for emergency applications. There exist several open research issues in using such WMNs for emergency response applications. We, in this paper, present a hybrid distributed wireless networking architecture, Extreme Networking System (ENS), and present large set of performance observations collected from a real distributed hybrid wireless mesh network used for supporting a medical emergency response application. We present the traffic behavior observed in our network when a client server medical emergency response application is employed. The performance observations on real-traffic scenarios for emergency response application underlines the need for focusing further research on topology control, reliability, service availability, and distributed management. We observed that though there are several challenges that need to be solved, a WMN is a favorable choice for emergency response networking. |

Abstract |
Federal, State, and local decision makers and public health officials must prepare and exercise complex plans to contend with a variety of possible mass casualty events, such as pandemic influenza. Through the provision of quick look tools (QLTs) focused on mass casualty events, such planning can be done with higher accuracy and more realism through the combination of interactive simulation and visualization in these tools. If an event happens, the QLTs can then be employed to rapidly assess and execute alternative mitigation strategies, and thereby minimize casualties. This can be achieved by conducting numerous “what-if” assessments prior to any event in order to assess potential health impacts (e.g., number of sick individuals), required community resources (e.g., vaccinations and hospital beds), and optimal mitigative decision strategies (e.g., school closures) during the course of a pandemic. In this presentation, we overview and demonstrate a pandemic influenza QLT, discuss some of the modeling methods and construct and visual analytic components and interface, and outline additional development concepts. These include the incorporation of a user selectable infectious disease palette, simultaneous visualization of decision alternatives, additional resource elements associated with emergency response (e.g., first responders and medical professionals), and provisions for other potential disaster events. |

Abstract |
The unique and dynamic changing nature in which a disaster unfolds forces emergency personnel involved with the mitigation process to be greatly flexible in their implementation of protocols. In past disasters the incapability of the disaster organization to swiftly adjust the workflow to the changing circumstances, has resulted in unnecessary delays and errors in mitigation. Addressing this issue, we propose and demonstrate a method for simulating disasters for work and protocol optimization in disasters response (TAID), based on the BRAHMS multi-agent modeling and simulation language. Our hypothesis is that this low fidelity simulation environment can effectively simulate work practice in dynamic environments to rearrange workflow and protocols. The results from an initial test simulation of the Hercules disaster at Eindhoven airport in the Netherlands look promising for future and broader application of our disaster simulation method. |

Abstract |
Emergency situations often play out over extended geographic regions and can present response personnel with numerous types of data at various level of detail. Such data may be displayed in mapping software tools that organize the data into layers. Sufficiently complex scenarios can result in dense, occluded, and cluttered map displays. We investigated a localized, detail-on-demand filtering strategy called semantic lensing that in certain situations provides a more efficient and desirable approach than filtering global layers for mitigating clutter and occlusion. An initial formal user study with these semantic lenses has shown their value in aiding decision makers during tasks that might occur during detection of and response to emergency situations. Completion times are significantly faster when using lenses, and workloads are significantly lower. Future work will evaluate additional features and task-specific applicability, and may support the distribution of such a lens tool to emergency preparedness and response personnel. |

Abstract |
Upon developing a software agent-based simulator for training roles in emergency response scenarios, the PARVAC team at the University of Washington has pursued building a tool for better investigative review and insight generation on the performance of an emergency response game session team. While our RimSim Response software included the opportunity to re-run a simulated team performance in order to review player and agent behavior, we did not provide our trainees the ability to visually query their performance outside of a sequential review of the emergency response effort. By integrating our RSR visualization components with an existing visual query software package called Improvise, we were able to construct highly-coordinated visualizations of our data model for the ability to apply a sense making approach in the investigation of live player and software agent-based behavior – both as individual players and as combinations of players working on tasks associated with an emergency response scenario. The resultant tool is now our primary visualization tool for discussing first responder team performance and supports the overall RSR objective of training teams to make the most effective, recognition-primed decisions when a real emergency crisis occurs in their community. This paper reviews our visualization tool and demonstrates its use. |

Abstract |
Negotiation and collaboration during the requirements stage of the software engineering process are fundamental to developing successful software products. Groups of stakeholders work together to come to agreement on the most important requirements to be sent forward for implementation. Distributed software engineering is becoming the norm rather than the exception, yet the requirements elicitation and definition process is normally conducted face to face. This paper describes an empirical study to investigate the relationship between structured task and specified negotiation steps within an asynchronous environment. The results reveal that these structures can have a positive impact on solution quality but a negative impact on process satisfaction, although following a negotiation sequence and task structure can help asynchronous groups come to agreement faster. Details of the experimental procedures, statistical analysis, and discussion of the results of the experiment are presented, as are suggestions for improving this work and a plan for future research. |

Abstract |
Having the right information at the right time is crucial to make decisions during emergency responses. To fulfill this requirement, emergency management systems must provide emergency managers with knowledge management and visualization tools. The goal is twofold: on one hand, to organize knowledge coming from different sources, mainly the emergency response plans (the formal knowledge) and the information extracted from the emergency development (the contextual knowledge); on the other hand, to enable effective access to information. Formal and contextual knowledge sets are mostly disjoint; however, there are cases in which a formal knowledge piece may be updated with some contextual information, constituting what we call the composite knowledge. In this paper, we extend a knowledge framework with the notion of composite knowledge, and use spatial hypertext to visualize this type of knowledge. We illustrate our proposal with a case study on accessing to information during an emergency response in an underground transportation system. |

Abstract |
In complex emergency/disaster scenarios teams from various emergency-response organizations collaborate with each other to achieve a common goal. In these scenarios the use of smart mobile devices and applications can improve the collaboration dynamically. The lack of basic interaction principles can be dangerous as it could increase the level of disaster or can make the efforts ineffective. The paper focuses on the description of the main results of the project WORKPAD finished in December 2009. WORKPAD worked on a two-level architecture to support rescue operators during emergency management. The use of a user-centered design methodology during the entire development cycle has guaranteed that the architecture and the resulting system meet the end-user requirements. The feasibility of its use in real emergencies is also proven by a demonstration showcased in July with real operators. The paper includes the qualitative and quantitative showcase results and mentions some guidelines which can be useful for persons who want to develop emergency-management systems. |

Abstract |
Efficient request and deployment of critical resources for urban search and rescue operations is vital to emergency response. This paper presents a RFID (Radio Frequency Identification) supported system for on-site data collection to communicate structural condition, to track search and rescue status, and to request and allocate appropriate resources. The system provides a unified interface for efficient posing, gathering, storing and sharing of building assessment information. Visualization and easy access of such information enables rescuers to response to the disaster with better situational awareness. Resource requests are sent to the GIS resource repository service that enables a visual disaster management environment for resource allocation. Request and deployment of critical resources through this system enables lifesaving efforts, with the appropriate equipment, operator, and materials, become more efficient and effective. System development at the Illinois Fire Service Institute has shown promising results. |

Abstract |
This research-in-progress examines the roles of technology and human systems in supporting emergency response management through the dual perspectives of knowledge and psychology. Task critical knowledge is linked to organizational effectiveness in delivering business value and psychological factors characterize the unique challenges of an emergency context. This exploratory research is among the first to develop a theoretical model based on these two important yet understudied theoretical aspects. The article contributes to the research development in emergency response information systems and sheds light on the organizational response management practice. |

Abstract |
This paper presents an overview of ongoing research into the development of an integrated framework aimed at adaptive co-ordination of emergency response to dynamic, fast evolving and novel events on a large-scale. The framework consists of (i) a decision support system, supported by rapid adaptive search methods, to enable the real time development of tailored response plans including emergency responder team composition and task allocation to these teams, and (ii) an agent-based simulation of emergency response to large-scale events occurring in real geographical locations. The aim of this research is to contribute to understanding how better agent-based simulation coupled with decision support can be used to enable the effective co-ordination of emergency response, involving the collective efforts and actions of multiple agencies (ambulance services, fire brigades, police forces and emergency planning units), to rapidly evolving large-scale unprecedented events. |

Abstract |
The effective and efficient distribution of relief goods is a key challenge in disaster management. Typically, adhoc supply networks (SNs) need to be built, in which various actors with different interests collaborate. Although information is sparse and highly uncertain, time for SN design is short, and important strategic decisions (e.g., location of facilities), whose revision requires investing substantial time, effort and resources, must be made promptly. This paper presents an iterative approach for the design of robust SNs that combines (i) an optimisation model to identify promising alternatives to be analysed in detail, (ii) a scenario-based approach to analyse the weaknesses of these alternatives and generate alternative solutions for comparison and benchmarking, and (iii) a decision support module for detailed comparisons and consensus building. By following the iterative approach, successively robust SNs are created to enable effective and efficient disaster response. We illustrate our approach by an example from the Haiti 2010 earthquake. |

Abstract |
Building community resilience to natural disasters represents a major policy priority for the United States as hazards impact vulnerable urban regions with increasing frequency and severity. Applying network analysis techniques, we examine the dynamics of emergency response to Superstorm Sandy, which struck the United States east coast in late October 2012 and caused over $72 billion in damages. Drawing on a variety of data sources and analytical techniques, we document the storm's impact on a system of interacting private, public, and nonprofit organizations. We find that the storm's response network exhibited clear patterns of information gaps and flows among different types of organizations. Our findings suggest a general lack of communication between government agencies and businesses, an area of potential improvement in future regional-scale emergency response systems. |

Abstract |
The communications of emergency response managers were tracked during simulated catastrophic events at a university campus in the Washington, D.C. region. Local, state, and federal response managers interacted with each other and with students using a variety of communication media in order to investigate the utility of new communication channels for emergency response management. Students and emergency managers interacted using a Twitter-like platform and a portal built with Ushahidi crowd-sourcing software. The emergency managers also used a chat interface that included private instant messaging, telephone, and the county's existing emergency web portal. Their media use was analyzed along with the functions of their communications, and the patterns that emerged are described and quantified. |

Abstract |
Today emergencies seem more complex than ever. Process of managing these emergencies also becomes more complex because of increasing number of involved parties, increasing number of people affected, and increasing amount of resources. This complexity, inherent in emergency management, brings lots of challenges to decision makers and emergency responders. Information systems and technologies are utilized in different areas of emergency management. However complexity increases exponentially in emergency situations and it requires more sophisticated IS and IT and it makes response and management more challenging. Thus analyzing the root causes of emergency management information systems complexity is crucial for improving emergency response effectiveness. This paper frames the issue of information systems complexity by focusing on the types of complexities involved in emergency management phases and explaining each complexity type. We propose 6 different complexity types: Human Complexity, Technologic Complexity, Event Complexity, Interaction Complexity, Decision Making Complexity, and Cultural Complexity. |

The disaster alerts are based on automatic hazard information retrieval and real-time running of impact models. This paper describes impact models for earthquakes, tsunamis and tropical cyclones. |

This paper is a case study of an emergency medical dispatch system that describes its operations and difficulties Emergency Management in Andalusia is the responsibility of the Internal Affairs Authority that operates in each province a Coordination Center that receives Emergency Calls and in cases where there is a medical emergency, passes the information to the Emergency Coordination Centers. The 112 Centers gather all the information generated in emergency situations and supposedly coordinate the response of the several emergency services (Police, and Fire Departments) that operate their own coordination centers. If necessary they send a medical request to the 112 Center that, acting as a hub, sends to EPES the information about the medical incident. |

Abstract |
In this paper, a multi-criteria facility location model is represented. The model is meant to support relief organisations to determine the best warehouse location to stock emergency relief supplies in the pre-disaster phase of a natural disaster. As a result of the prepositioning of the goods the relief organisations are able to respond immediately to an occurring disaster. In consideration of a multiplicity of quantitative and qualitative objectives a criteria hierarchy is developed which can be adapted to any specific disaster area by omitting irrelevant goals. Afterwards the multi-criteria methods PROMETHEE I+II as well as different sensitivity analysis are described and the model is applied on a local level in a flood-prone area in Bangladesh. Small organisations with restrictive financial and personnel resources can especially benefit from the clear structure of the model and the user friendliness and high transparency of the PROMETHE I+II methods. |

Abstract |
This paper describes an information system designed to be deployed in emergencies caused by sudden onset natural disasters. The aim is to streamline the communication flow and collaboration between media, aid workers and government agencies with the affected population, to help the latter get verified, accurate and actionable information that will enable them to make decisions and recover from the disaster. The Emergency Information Service (EIS) system also provides means for affected population and field workers to channel vital data back up into aid response. This tool is part of a free information service run by Thomson Reuters Foundation to help survivors of natural disasters. It will serve the affected populations, local media and relief responders by providing fast, practical and verified information in local languages through the best means available. |

Abstract |
Over the past few years, several standardized GIS data models have been developed to document “best practices” database designs for various application domains including the domain of emergency management. The majority of such models, however, have been developed in the context of developed countries as in the case of the Homeland Security geodatabase data model by ESRI®. These data models fail to be successful when transferred and used in the context of Least Developing Countries (LDCs) due to significant contextual differences in the domains of information systems and emergency practices. Therefore, developing GIS data models that are specifically designed for emergency response activities in LDCs are needed to improve existing emergency response practices in these countries. This paper reviews the state of development in GIS data models and the potential benefits and applications of building models that are specifically designed to support emergency response activities in LDCs. We first discusses why it is important to differentiate emergency response activities in LDCs from other contexts. We then present some theoretical considerations in developing GIS data models that can overcome contextual difficulties in LDCs in general and in the domain of information systenms. We finally attempt to provide key guidelines that may help designing a GIS Data Model, while is specifically referenced to the LDCs context. |

Abstract |
When a disaster or emergency occurs, one of the most pressing needs is to establish a communication network for the first responders at the scene. Establishing and accessing a reliable communication infrastructure at a crisis site is crucial in order to have accurate and real-time exchange of information. Failure in the exchange of timely and crucial information or delay in allocating resources impedes early response efforts, potentially resulting in loss of life and additional economic impact. At a disaster site, the existing communication infrastructure may be damaged and therefore partially or totally unavailable; or, there may not have been previously existing infrastructure (as in the case of remote areas). A communication infrastructure within the context of emergency applications should be reliable, easily configurable, robust, interoperable in a heterogeneous environment with minimum interdependencies, and quickly deployable at low cost. A disaster scene is a chaotic environment which requires a systematic approach to abstract the system, study the flow of information and collaboration among different disciplines and jurisdictions to facilitate response and recovery efforts. We have deployed the wireless mesh infrastructure in several drills at the university campus and in the city as part of the California Institute for Telecommunications and Information Technology (Calit2) NSF-funded RESCUE project (Responding to Crises and Unexpected Events). To evaluate network performance and identify the source(s) of bottleneck, we have captured the network traffic. The lessons learned from test bed evaluations of the network based on real-world scenarios can be applied to future applications to enhance the network design and performance. |
