Abstract |
Information and communication technologies (ICT) are becoming increasingly important in emergency management and crisis communication. ICT tools are developed and adopted in all phases of the emergency management cycle. On the one hand, these tools contribute to better disaster preparedness and effective response. On the other hand, the lack of consideration of universal design in these tools also creates new barriers for different stakeholders, particularly the elderly and people with disabilities. The primary objective of this paper is to give an overview of the current state of the emerging research field of Universal Design of ICT for emergency management and provide a Research Agenda to highlight ways to uncover how the increasing introduction of ICT in emergency management can contribute to removing barriers instead of adding more barriers. |

Abstract |
The objective of this study was to develop various scenarios for evaluating an unmanned aerial vehicle that is developed for the localization of buried people after a building collapse. To test their concept of implementing this system into the command structure of organized first response the authors plan to carry out a tabletop exercise in laboratory scale and a large-scale exercise. Scenario based training is used as methodic approach for these exercises. To develop realistic scenarios, relevant national and international organizations and their requirements have been identified. Also, the requirements of the localization system have been taken into account. Furthermore, real incidents have been analyzed and their match with the requirements has been verified. As result one national and one international scenario, based on real incidents, are developed. |

Abstract |
Emergency scenarios are characterised by the participation of multiple and diverse organisations which come from different areas. This diversity is enriching in terms of expertise and approaches to tackle problems, however, it also provokes misunderstandings caused by semantic interoperability problems. There are some approaches which propose tackling these problems by using domain adaptation algorithms. Nevertheless, it is not trivial their application in emergency scenarios where the term “domain” is used in many different ways, not being clear either what it means or which domains are involved in these scenarios. In this paper, we identify semantic domains involved in emergency scenarios by analysing papers published in proceedings of ISCRAM and ISCRAM-med conferences. As a result, a categorisation of these domains has been developed, with the aim of providing a resource that can be used by domain adaptation algorithms to tackle problems such as those involving semantic interoperability. |

Abstract |
Effective decision-supporting visualization is critical for strategic, tactic, and operational management before and during a large-scale climate or extreme weather emergency. Most emergency management applications traditionally consist of map-based event and object visualization and management, which is necessary for operations, but has small contribution to decision makers. At the same time, analytical models and simulations that usually enable prediction and situation evaluation are often analyst-oriented and detached from the operational command and control system. Nevertheless, emergencies tend to generate unpredictable effects, which may require new decision-support tools in real-time, based on alternative data sources or data streams. In this paper, we advocate the use of dashboards for emergency management, but more importantly, we propose an intelligent mechanism to support effective and efficient utilization of data and information for decision-making via flexible deployment and visualization of data streams and metric displays. We employ this framework in the H2020 beAWARE project that aims to develop and demonstrate an innovative framework for enhanced decision support and management services in extreme weather climate events. |

By connecting public health and healthcare systems, information, and resources, leaders can be more agile and predictive in where to deploy limited resources before and during an emerging situation. The panelists will discuss how technology and data analytics can be utilized in real-time to resource decisions, bi-directional communication, transparency to stakeholders, and policy development. They will also explore the public health and healthcare continuum for mutual strategy, predictive modeling and reduction of excess loss of life. The panel will consist of a short introduction by each panelist followed by a facilitated discussion, and questions from the audience. |

Abstract |
Ensuring people's protection is an increasingly demanded requirement, both at political and corporate levels. Within the Spanish legislative system, organizations are obliged by law to develop and maintain the so-called Self-Protection Plan (SPP). In this work, we introduce DIMEPRO, a tool that provides organizations with means to evaluate and improve the management of their SPPs (SPPM). DIMEPRO is based on the QuEP-framework, which evaluates the maturity an organization has reached regarding its SPPM. DIMEPRO aims to become the reference tool for organizations chosen to improve their self-protection; to the best of our knowledge, DIMEPRO represents a pioneer system in addressing this problem since no other tools have addressed the same problem. This tool allows the diagnosis of SPPM and provides a set of best practices that will allow a roadmap for its improvement. The results of the assessments are displayed in dashboards, as well as in reports of different natures. |

Abstract |
Nowadays, emergency planning is an intangible business asset that allows companies to better face the possible catastrophic events they may be exposed to. The aim of the present study was to determine what collaborative emergency planning is and which elements must be considered in it, taking into account that the purpose of this type of planning is to help several organizations to work together in any emergency. The data were gathered through focus groups in an industrial area of Southern Europe that comprises more than 2,500 companies. The results obtained in this work allowed defining the reach of Collaborative Emergency Planning in business parks, as well as its basic functionalities, emergency scenarios and aggravating scenarios. Lastly, it was determined that Collaborative Emergency Planning is a tool for the construction of Organizational Resilience. |

Abstract |
This paper provides a descriptive analysis of the eMARS database, which contains compulsory information on major chemical incidents under the SEVESO Directive. This analysis serves to assess the installations with the highest number of direct fatalities and injuries. At present, the data collected to assess the status of chemical accident risk globally are rather limited. There are some sources of data on chemical accidents in government and industry that might be used to estimate the frequency and severity of some types of events, but they are far from providing a complete perspective that covers all chemical accidents, thus limiting the possibilities of obtaining a more homogeneous picture of the risk of chemical accidents worldwide. Waste storage, treatment and disposal is one of the industrial areas with the highest number of fatalities and injuries, so we must emphasize the importance of this type of industry within the risk maps. |

Abstract |
Low Power Wide Area Network (LPWAN) technologies are typically promoted for Internet-of-Things (IoT) applications, but are also of interest for emergency communications systems when regular fixed and mobile networks break down. Although LoRaWAN is a frequently used representative here, there are sometimes large differences between the proposed range and the results of some practical evaluations. Since previous work has focused on urban environments or has conducted simulations, this work aims to gather concrete knowledge on the transmission characteristics in rural environments. Extensive field studies with varying geographic conditions and comparative tests in urban environments were performed using two different hardware implementations. Overall, it was found that the collected values in rural areas are significantly lower than the theoretical values. Nevertheless, the results certify that LoRaWAN technology has a high range that cannot be achieved with other common technologies for emergency communications. |

Abstract |
Information Systems (IS) increasingly are used in Emergency Management (EM), so it is prudent to include IS study in EM education. This paper presents the results of analyzing the responses to a survey that proposed potential courses for programs at the master's level. The survey was completed by 373 practitioners, academics and/or researchers with EM experience. All proposed courses were rated above 4 on a 7-point scale for how essential they are to the curriculum. However, there were disagreements. Qualitative analysis of volunteered comments indicate that some low ratings were due to disagreement with the content of the course as described, or with the need for an entire course to cover the topic. An unexpected finding was that a substantial number of respondents spontaneously expressed opposition to the use of IS for EM in general. The findings are discussed and a preliminary curriculum is proposed. |

Abstract |
Digital technologies have become an integral enabler of communication during various phases of emergency management (EM). A crucial prerequisite of effective communication between authorities and the public during EM is the establishment of adequate mutual trust. Trust, however, is an elusive concept which is not easily translatable into technical settings. In this paper we propose an integrative model of trust in digital communication and show how such model can be advantageous in assessing and improving trust relations in context of EM. Our interdisciplinary model, which is based on findings from psychology, sociology and computer sciences provides an abstraction which not only seizes both subjective and objective as well as personal and non-personal, \eg institutional or cultural, aspects of trust but at the same time is concrete enough to be applicable to real-life scenarios. |

Abstract |
This paper introduces ZEUS, a novel software tool for the management of large-scale evacuations. The tasks ZEUS supports were derived from two Standard Operating Procedures, developed on demand of the German federal states. To this date, the authors are not aware of another software tool that gives technical support to the management and control of large-scale evacuations as ZEUS does. It comprises functionalities to (pre-)plan a large-scale evacuation, as well as functions for the management of the flow of evacuees during an evacuation situation. This paper describes how the requirements of ZEUS were derived from the two named planning frameworks and how use-cases were developed to meet the requirements; these use-cases were conceptualized as different steps of a workflow. In an evaluation, the paper gives credit how ZEUS can provide technical support for the evaluation of large-scale evacuations. ZEUS will undergo a two-staged review process: first, a controlled theoretical scenario is tested and, upon successful completion, a practical test on a large scale will be executed. |

Abstract |
In public services, there is a trend to increasingly utilize collaborations with non-professional volunteers for certain tasks, one example being emergency response. In many of these collaborations, information technology (IT) is an essential tool, and inadequate IT support can have far-reaching consequences--including even the loss of lives. Since a volunteer is a different type of actor, and may have different technical requirements, compared to professionals, there is a need to explore how collaborations between professionals and volunteers can be successfully developed. This paper is based on a case study of the Enhanced Neighbor project, which uses volunteers as first responders in emergency response. The study highlights important factors to consider when involving volunteers, including how IT can foster the collaboration, and the volunteers' needs for IT support. |

Abstract |
WalkSafe is a location-based app that notifies users of emergencies around them. The app is compared to The Pennsylvania State University's emergency notification system – PSUAlert, which provides time-based alerts. We identify weakness of the existing PSUAlert system and address them by introducing a location-based emergency notification system with the records of past incidents along with the type of emergency with respect to the user's location. We gathered user perception from 43 survey respondents that informed the design of the WalkSafe app. We use mixed-methods approach to evaluate WalkSafe with PSUAlert system as a baseline. We assess both systems with 22 participants by notifying them of the fake emergencies and asking them to use both systems to understand details regarding the emergency and its location. The pre- and post-surveys are evaluated using content analysis and paired t-test. Participant reported higher perceived convenience, perceived security, willingness to use, and willingness to share when using WalkSafe. |

Abstract |
Optimal communication and information exchange are key elements for handling complex crises or disaster situations. With the increasing number of heterogeneous ICT systems, also raises the importance of adequate support for interconnectivity and information logistics between stakeholders to thoroughly gather information and to make quick but precise decisions. The main purpose of the information exchange is then to manage the crisis as quickly as possible, to provide full information to protect first responders' health and safety, to optimally dispatch resources, and to ensure coordination between different relief forces. Based on an end user survey with a particular focus on first responders, this paper introduces an evolutionary architecture to enable information exchange in crises situation or disasters. The aim is to provide a decentralized approach among heterogeneous ICT-systems which abstracts from the underlying communication technologies and heterogeneity of connected systems and fulfills the functional and non-functional requirements from end users. |

Abstract |
Responders and decision makers can be trained through simulation tools where participants learn how to deal with an ongoing crisis and make decisions through a realistic, simulated environment using a game or gamification approach. Training through a simulated, virtual crisis tool would be a more affordable way of conducting a drill, as a supplement to field drills. In this paper, we describe the requirements' elicitation process for co-design of a virtual training tool for emergency management. The cooperative design process included researchers and end-users together to generate potential solutions for a defined problem. The elicitation process involved brain-storming, interviews and a workshop together with representatives from emergency stakeholders. A systematic qualitative data analysis was conducted. The paper reports our analysis results which serve as a basis for further development of an emergency management virtual training tool using an extreme weather scenario. |

Abstract |
Using sensors to collect data at emergency incident sites can facilitate analysis of the logistic operations. This can be used to improve planning and preparedness for new operations. Furthermore, real-time information from the sensors can serve as operational decision support. In this work in progress, we investigate the requirements on the sensors, and on the sensor data, to facilitate such an analysis. Through observations of exercises, the potential of using sensors for data collection is explored, and the requirements are considered. The results show that the potential benefits are significant, especially for tracking patients, and understanding the interaction between the response actors. However, the sensors need to be quite advanced in order to capture the necessary data. |

Abstract |
Successful decision making and task execution in emergency management require appropriate levels of situation awareness (SA). This paper proposes an ontology-based model for the design of a computer-based system, Situation Aware Vigilant Emergency Reasoner (SAVER) that supports the individual, shared and team SA of managers in emergency situations. SAVER is evaluated in simulated experiments that demonstrate the improvements in SA performance. The paper provides a complete description of the SAVER design, implementation, evaluation and its proposed extension from a proof-of-concept to a production environment. |

Abstract |
The research on technology-assisted crisis management has primarily existed for two decades since 9/11. Although, the focus of technology research has been centered around tools to assist the response phase after a disaster. There has been a lack of emphasis on the role and design of technologies to assist the other phases of the crisis management cycle, particularly preparedness and mitigation phases to lead towards the vision of building resilient communities. In this paper, we first identify resilience characteristics of a community from the prior literature. We then analyze a co-occurrence network of concepts in the ISCRAM publications to validate the gap in relating technologies to resilience and conduct an indicator analysis of factors for proactive disaster informatics via a case study of recent disaster. Our analysis leads us to propose a conceptual framework “Digital Crow's Nest” based on Open Source Intelligence to improve the technology design for community resilience. |

Abstract |
In order to cope with increasing complexity of catastrophic disasters, resilience is considered an essential capability of an incident management system (IMS). As resilience is manifested during systems operation, a naturalistic observational study was conducted to understand how resilient performance dynamically takes place in this domain. The study results were presented using the concept of episodes, each of which uncovers a trace of such resilient performance following an information input called an inject. The episode analysis also facilitated the identification of complex and dynamic interactions among human and technological agents to satisfy work demands, representing work-as-done (WAD) in large-scale emergency response operations. |

Abstract |
This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases. |

This practitioner report describes a moor- And turf-fire that occurred in 2011 at the Dutch-German border and was engaged by forces both from the Netherlands and Germany. All involved emergency management organizations were facing interoperability issues when it came to cross-border cooperation, although cooperation handbooks were already in use and the involved organizations were used to work together. The size of the incident and it's remote location called for an increased coordination between all involved actors and across all command levels. |

Abstract |
The work of first responders is marked by unpredictable situations, quick decisions and peak performance. Gathering all important information related to an emergency situation forms the basis for a meaningful and purposeful planning and action. For example during an accident scene the execution of complex individual orders is crucial. The many rescue facilities, rescue vehicles, and first responders needed lead to complex workflows. Real-life exercises are necessary to train controllers and first responders in handling these special situations, but are difficult and costly to organize. This paper gives a short overview of such an exercise and draws a rough practitioner-based vision of a potential simulation-based interactive system that could support exercise leaders and decision makers towards an effective utilization of real-life exercise data. |

Abstract |
Unmanned aerial vehicles (UAV) provide multiple opportunities to first responders and disaster managers, especially as they continue to improve in affordability as well as capabilities. This paper provides a brief review of how UAV capabilities have been used in disaster management, examples of current use within disaster management, as well as adoption considerations. Example disaster domains include fires, tornadoes, flooding, building and dam collapses, crowd monitoring, search and rescue, and post disaster monitoring of critical infrastructures. This review can increase awareness and issues when considering UAVs by those challenged with the management of crisis and disaster events. |

Abstract |
The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset. |
