Abstract |
Decision-makers in humanitarian crisis need information to guide them in making critical decisions. Finding information in such environments is a challenging task. Therefore, decision-makers rely on domain experts who possess experience and knowledge from previous humanitarian crises to provide them with the information they need. In this paper, we explore the ability of the existing computing technologies to augment the capabilities of those experts and help decision-makers to make faster and better decisions. Among many computing technologies we have today, word embedding and the semantic web are able to support such augmentation of the domain expert. In this paper, we train a word embedding model using word2vec, transform words and terms from news archive to entities in domain ontology, annotate those entities with their equivalent concepts from upper ontologies, and reason about them using semantic similarity and semantic matching, to represent and retrieve knowledge, and answer questions of interest to decision-makers in humanitarian crises. The approach was evaluated by comparing the use of word embeddings with and without semantic classification for the retrieval of information about the current humanitarian crisis in Syria. |

Abstract |
Evaluation after exercise and incidents—often called After Action Review or AAR—are important to enhance the emergency management (EM) response capability. However, evaluation supporttools for event reconstruction after incidents and exercises are not yet fully available. We engaged EM stakeholders in a tabletop exercise based on snow chaos and car accidents scenarios to evaluate a fully functional prototype. The tool assists information sharing in real-time and enhances debriefing process of any EM response and exercise. Analysis of reflective discussions and an open question survey shows that the EM participants consider the features of the prototype to facilitate better learning from incidents. However, they have different attitudes concerning the adoption, management, and application of the tool in organizations. For instance, more security features are required to comply with regulations. We argue that the tool is an important first step to fill the gap on the need for “event reconstruction-based evaluation.” |

Abstract |
The course of large-scale incidents as well as disasters can reveal weaknesses in command and control (C2) systems, which make adjustments necessary. Also, new technologies may require C2-systems to be adapted to achieve their full potential for improving incident command. This paper deals with an approach to enable the comparison and evaluation of different C2-systems or their adaptations in order to find the best possible customizations for C2-systems. To this purpose, systems theory is used to unify the approaches of different research disciplines. Within the C2-system boundaries, distinctions were made to represent three different levels of evaluation: “Physical Characteristics”, “Structures and Processes” as well as “C2-system-effectiveness”. During the implementation of the evaluation methods from the different research disciplines into the systems theory approach, it became apparent that the comprehensive approach is desirable, but that broad knowledge and expertise is necessary, especially at the highest evaluation level “C2-system-effectiveness”. |

Abstract |
Insight into performance ability is crucial for successfully implementing AI solutions in real-world applications. Unanticipated input can lead to false positives (FP) and false negatives (FN), potentially resulting in false alarms in fire detection scenarios. Literature on fire detection models shows varying levels of complexity and explicability in evaluation practices; little supplementary information on performance ability outside of accuracy scores is provided. We advocate for a standardized evaluation dataset that prioritizes the end-user perspective in assessing performance capabilities. This leads us to ask what an evaluation dataset needs to constitute to enable a non-expert to determine the adequacy of a model's performance capabilities for their specific use case. We propose using data augmentation techniques that simulate interventions to remove the connection to the original target label, providing interpretable counterfactual explanations into a model's predictions. |

Abstract |
Disaster management exercises are a core component of humanitarian organizations’ preparedness strategies. They entail diverse purposes, from training capabilities of participants to testing response plans to enhancing collaboration between organizations and many more. However, it is uncertain how much exercises contribute to preparedness. Rigorous evaluation is needed to exploit learning opportunities of an exercise. Therefore, exercises must target evaluable objectives, which is complicated by the socio-technical openness of the exercise system, the heterogeneity of organizational needs, and the scarcity of resources. Many different tools aim to support evaluation but are limited to specific use cases, resulting in a fragmented overview for practitioners. Due to the excessive effort involved, practitioners often consider exercise evaluation to be of secondary importance. This study thus proposes the conceptual design of a combined toolkit that supports the practitioners in a more rigorous but resource-efficient evaluation to make disaster management exercises more evaluation-driven. |

Abstract |
Low Power Wide Area Network (LPWAN) technologies are typically promoted for Internet-of-Things (IoT) applications, but are also of interest for emergency communications systems when regular fixed and mobile networks break down. Although LoRaWAN is a frequently used representative here, there are sometimes large differences between the proposed range and the results of some practical evaluations. Since previous work has focused on urban environments or has conducted simulations, this work aims to gather concrete knowledge on the transmission characteristics in rural environments. Extensive field studies with varying geographic conditions and comparative tests in urban environments were performed using two different hardware implementations. Overall, it was found that the collected values in rural areas are significantly lower than the theoretical values. Nevertheless, the results certify that LoRaWAN technology has a high range that cannot be achieved with other common technologies for emergency communications. |

Abstract |
This paper describes the experiences of a West-European project group in Sri Lanka in March 2005, during a tsunami threat. They had previous disaster related knowledge and used both local guidance, global media and contacts back home, but could not get adequate information about how much time they had, how likely a tsunami was, or which countries had ordered evacuations. Their decision to evacuate was based on their own reasoning and influenced most by one trusted local resident. Their mobile phone communication with their relations in Europe created a de facto ad hoc mobile emergency announcement (MEA) system. Their decision to return relied heavily on the ad hoc MEA text messages, as local authorities had not yet issued an all-clear. The findings underline the importance of multiple early warning languages and delivery channels and suggest that when relevant, 'event onset time' should be explicit in early warning. |

Abstract |
Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks. |

Abstract |
This paper describes our work in progress on an approach and technology for providing integrated data access in situational awareness applications – particularly for disaster and emergency response. The key new aspect of our work is an approach where information aggregation, processing, and integration capabilities are offered as a service to any new application builder. Further, we provide a framework for possibly reusing prior information integration knowledge, the development of which demands the major fraction of time and complexity in a new application, in a customized fashion for new application. Our overall goal is to provide a framework where integrated access to critical data in an emergency response situation can be enabled very rapidly and by personnel with basic IT and data handling expertise. Our approach, while general purpose, is currently motivated by and grounded in the context of situational awareness systems for incident commander decision support in the fire response domain. |

Abstract |
In this article the focus is how to train collaboration and communication between emergency authorities in two countries (Norway and Sweden) by using a web-based tool supporting tabletop like exercises. The exercises are accomplished in three steps: Scenario design; exercise design and realization; and evaluation to examine the results of the exercises and for feedback to new scenario designs. The software ties all three steps together. The process is iterative, and involves users from each emergency authority. The preliminary results after two years show that the approach is promising. To be able to better foresee what will happen during an exercise the need for a simulator has appeared as one desirable and possible direction for further research. |

Abstract |
Mass casualty incidents (MCI) are highly dynamic situations in which limited available resources need to be quickly and efficiently allocated. In this paper, we suggest considerable extensions to an allocation method that we presented in earlier work. The extensions address two major challenges: First, the need to balance real-world resource usage and second, the need to adapt to changing situations. Additionally, a theoretical evaluation of the efficiency of the suggested approach is described. © 2012 ISCRAM. |

Abstract |
One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Abstract |
In this paper ongoing developments regarding the conceptual setup and subsequent implementation logic of a seamless spatio-temporal population dynamics model are presented. The DynaPop model aims at serving as basic input for social impact evaluation in crisis management. In addition to providing the starting point for assessing population exposure dynamics, i.e. the location and number of affected people at different stages during an event, knowledge of spatio-temporal population distribution patterns is also considered crucial for a set of other related aspects in disaster risk and crisis management including evacuation planning and casualty assessment. DynaPop is implemented via a gridded spatial disaggregation approach and integrates previous efforts on spatio-temporal modeling that account for various aspects of population dynamics such as human mobility and activity patterns that are particularly relevant in picturing the highly dynamic daytime situation. |

Abstract |
This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM. |

Abstract |
Tsunamis are a major risk for Lisbon (Portugal) coastal areas whose impacts can be extremely high, as confirmed by the past occurrence of major events. For correct risk assessment and awareness and for implementing mitigation measures, detailed simulation of exposure and evacuation is essential. This work uses a spatial modeling approach for estimating residential population distribution and exposure to tsunami flooding by individual building, and for simulating their evacuation travel time considering horizontal and vertical displacement. Results include finer evaluation of exposure to, and evacuation from, a potential tsunami, considering the specific inundation depth and building's height. This more detailed and accurate modeling of exposure to and evacuation from a potential tsunami can benefit risk assessment and contribute to more efficient Crisis Response and Management. © 2012 ISCRAM. |

Abstract |
In this paper we overview the ongoing research into the application of case-based reasoning in emergency management, based on which we propose a new approach for representation of large-scale disaster cases. The approach takes the environmental factors into account, and the case is organized according to key scenes, rather than disaster types. Each scene consists of inherent attributes, which are concerned with the disaster type, and environment attributes, which usually facilitate the adjustment of the decision-making, and sometimes play crucial role. To describe the environment attributes, the fuzzy sets are employed to take use of the non-quantitative information. The nearness of the fuzzy sets is used to retrieve the similar case. Based on this approach, the case retrieval could even extract the case with different type but similar environment, supposing the inherent attribute is analogous. © 2012 ISCRAM. |

Abstract |
In Germany, the public safety system is largely organized by the German Federal States, which operate, among other equipment, a fleet of Nuclear, Biological and Chemical Reconnaissance Vehicles (NBC RVs) to take measurements in contaminated areas. Currently, the NBC RVs, which have been centrally designed and procured by the German Center for Civil Defense, verbally report measured values to a Central Control Unit (CCU) over the assigned Public Safety Organization (PSO) analog voice radio channel. This procedure has several disadvantages. The channel is not secure, puts a natural limit on the achievable throughput and thus on the number of NBC RVs that can be operational simultaneously. Also, while data is being reported, other PSO members are blocked from sending. Finally, a proprietary model is used to structure the NBC RV data, so the data can only be aggregated and evaluated at the CCU but not by any other PSO unit. To overcome these problems, we propose in this paper a heterogeneous and flexible communication platform that complies with reliability and coverage requirements for PSO. More specifically, our proposed system is designed to replace current ways of communicating between NBC RVs and the CCU. We also propose to standardize data structures for data exchange to enable PSO cooperation. A drastically higher number of measured values can then be transmitted to the CCU, and the data can be processed in a much more effective manner in the CCU as well as in cooperating PSO task forces. Ultimately, this will improve NBC RV missions and consequently shorten PSO response time when dealing with NBC disasters. © Proceedings ISCRAM 2004. |

Abstract |
Flexibility, variously known as adaptability, tailorability, and customizability, has long been recognized as important in information system (IS) success. Reliability has known value in IS for the resulting predictability it bestows on a system. However increasing flexibility can increase possible paths for system breakdown, and so contribute to failure, i.e. increasing flexibility can reduce reliability. Reliability and flexibility seem in design “tension”, as one creates change and the other resists it. The combination of reliability and flexibility has been called “ robustness”, and it seems a desirable integration particularly for emergency response systems. However typically these two areas are studied separately. Our approach to evaluating the combination of reliability and flexibility is to define two distinct requirements that neither overlap nor contradict, and can be assessed by system users. A questionnaire instrument for users is proposed for measurement of the flexibility and reliability of a system. © Proceedings ISCRAM 2004. |

Abstract |
The importance of situation awareness systems in crisis-management scenarios cannot be emphasised enough. These systems enable entire disaster situations to be mapped out in a real-time fashion thereby aiding significantly in human decision-making and the necessary positioning, management and deployment of resources. As a result of the core role these systems play in responding to crises, it is vital that they are highly usable and optimized for human cognition and experience. In this paper we consider this reality in the context of an initial evaluation of the visualisation interface of a situation-awareness tool called Secure Situation Awareness (SSA). Our evaluation seeks to gather useful feedback from potential end-users on the usability of the tool's interface to feed into the design and development of interfaces for similar systems. © 2012 ISCRAM. |

Abstract |
Agro Terrorism is “a hostile attack, towards an agricultural environment, including infrastructures and processes, in order to significantly damage national and international political interests”. This special session within the early warning track is aimed at reducing agro-terrorism related risks by either means of prevention (intelligence gathering using data mining and chatter mining, for example) or means to response to such an attack by early detection of exotic/foreign pathogenic agents, early prediction of disease dispersion patterns, implementation of biosecurity measures, and the development of future methodologies and techniques related to food defense and post-event response. This paper focuses on intention detection using overt data sources on the World Wide Web as they relate to agro-terrorism threats. The paper focuses on early detection that can lead to prevention of such acts, yet a variety of the techniques presented here are also useful for helping in post-event perpetrators detection. © 2012 ISCRAM. |

Abstract |
Today's crises attract great attention on social media, from local and distant citizens as well as from news media. This study investigates the possibilities of real-time and automated analysis of Twitter messages during crises. The analysis was performed through application of an information extraction tool to nearly 97,000 tweets that were published shortly before, during and after a storm hit the Pukkelpop 2011 festival in Belgium. As soon as the storm hit the festival tweet activity increased exponentially, peaking at 576 tweets per minute. The extraction tool enabled analyzing tweets through predefined (geo)graphical displays, message content filters (damage, casualties) and tweet type filters (e.g., retweets). Important topics that emerged were 'early warning tweets', 'rumors' and the 'self-organization of disaster relief' on Twitter. Results indicate that automated filtering of information provides valuable information for operational response and crisis communication. Steps for further research are discussed. © 2012 ISCRAM. |

Abstract |
Concepts such as trust, shared understanding, cultural differences, mental workload, and organizational structure all impact upon the effectiveness of an organization (e.g., Tindale & Kameda, 2000), and even more so in the context of large scale multinational operations (e.g, Smith, Granlund, & Lindgen, 2010). In order to study these concepts we plan a multinational, distributed experiment with participants from three nations collaborating in the same virtual environment: Canadian, British, and Swedish participants will work together as part of a multinational MTS to deal with a complex task and gain control of a crisis situation. Empirical research on MTS remains limited (see, e.g., DeChurch & Marks, 2006) particularly at the multinational level where the investigation of MTS has been so far focused on case studies and exercises (e.g., Goodwin, Essens, & Smith, 2012). Therefore, there is a need to empirically study multinational MTS in order to assess the specific issues that multinational operations face, notably cultural and languages differences. The simulation environment used as experimental platform for this project is C3Fire (www.c3fire.org, Granlund & Granlund, 2011). C3Fire creates an environment whereby teams must work together to resolve a crisis in the firefighting domain, with the goal of evacuating people in critical areas, putting out the forest fire, and protecting buildings and other areas of value from the burning forest fire. This platform makes it possible to study participants' collaborative processes when dealing with a set of crisis scenarios in the context of a simulated emergency response situation. To deal efficiently with the crisis management operation, participants need to prioritize between different objectives, identify and protect critical areas, and plan and implement activities based on given resources. All these tasks are distributed between team members, compelling participants to exchange information and coordinate within and between teams to execute the task. The task is divided into three areas of responsibility as follows: 1) Information and Planning, responsible for situation assessment and providing the operating picture; 2) Operation and Logistic, responsible for intervention and resource management; and 3) Search and Rescue, responsible for research and management of civilians. C3Fire is designed to: 1) achieve an optimal compromise between internal and external validity; 2) show flexibility in scenario configuration (spectrum of units and roles – including search and rescue functions; Tremblay et al., 2010), allowing researchers to capture emergency response and crisis management and rapid response planning; 3) be highly configurable for testing many different types of teams (e.g., hierarchical vs. horizontal organizations); and 4) readily provide objective, non-intrusive metrics for assessing teamwork effectiveness (including macrocognitive functions and team processes) as well as quantitative measures of task performance (that take into account conflicting mission goals). © 2012 ISCRAM. |

Abstract |
In order to reduce the effects of a disaster, people in the emergency management organization have to be trained. In recent years training emergency management teams has become a bigger issue. A realistic and effective training of emergency management teams however is a difficult matter. We search for ways to improve this kind of training and to reduce the costs. Abstract |
Coordination deficiencies have been identified after the March 2011 earthquakes in Japan in terms of scheduling and allocation of resources, with time pressure, resource shortages, and especially informational uncertainty being main challenges. We suggest a decision support model that accounts for these challenges by drawing on fuzzy set theory and fuzzy optimization. Based on requirements from practice and the findings of our literature review, the decision model considers the following premises: incidents and rescue units are spatially distributed, rescue units possess specific capabilities, processing is non-preemptive, and informational uncertainty through linguistic assessments is predominant when on-site units vaguely report about incidents and their attributes, or system reports are not exact. We also suggest a Monte Carlo-based heuristic solution procedure and conduct a computational evaluation of different scenarios. We benchmark the results of our heuristic with results yielded through applying a greedy approach. The results indicate that using our Monte Carlo simulation to solve the decision support model inspired by fuzzy set theory can substantially reduce the overall harm. © 2012 ISCRAM. |

Abstract |
Social media are increasingly becoming a source for event-based early warning systems in the sense that they can help to detect natural disasters and support crisis management during or after disasters. In this work-in-progress paper we study the problems of analyzing multilingual twitter feeds for emergency events. The present work focuses on English as “lingua franca” and on under-resourced Mediterranean languages in endangered zones, particularly Turkey, Greece, and Romania Generally, as local civil protection authorities and the population are likely to respond in their native language. We investigated ten earthquake events and defined four language-specific classifiers that can be used to detect earthquakes by filtering out irrelevant messages that do not relate to the event. The final goal is to extend this work to more Mediterranean languages and to classify and extract relevant information from tweets, translating the main keywords into English. Preliminary results indicate that such a filter has the potential to confirm forecast parameters of tsunami affecting coastal areas where no tide gauges exist and could be integrated into seismographic sensor networks. © 2012 ISCRAM. |
