Abstract Disasters, whether natural or manmade, and other types of emergencies create the need for immediate and secure communications between and among the affected populace, governmental agencies, non-governmental organizations (NGOs) and other types of emergency responders. It is through these communications that the affected populace is able to show resilient behavior, both psychologically and economically. A network interdiction model is proposed that can be utilized to create a more reliable design for such a communications network against the motives of would-be attackers whose aim it is to disrupt emergency communications and inflict damage on the affected populace. The contribution of this work is the application of the network interdiction modeling framework to an emergency communication scenario.

Abstract Complex and multifaceted problems such as emergencies typically require coordinated effort by a network of different organisations. These networks typically rely less on formal hierarchical structures and instead have a stronger focus on allowing the dynamics to emerge in the process of collaboration. A balance has to be achieved between the internal dynamics of the various member organisations that make up the network on the one hand, and the emerging dynamics of the network collaboration itself on the other ? and the precise nature of this balance will depend on the context. To help those making decision on how to achieve that balance, we have developed a framework describing four archetypal networked organisations: fragmented, deconflicted, coordinated, and collaborative and agile. The four archetypes have two purposes. Firstly, they can be used to guide networked organisations as they adapt to changing administrative and societal contexts. Secondly, they can be used to express the dynamics of the development of a response organisation in a particular emergency situation.

Abstract Emergencies are characterised by uncertainty. This motivates the design of information systems that model and predict complex natural, material or human processes to support understanding and reduce uncertainty through prediction. The correspondence between system models and reality, however, is also governed by uncertainties, and designers have developed methods to render ?the world? transparent in ways that can inform, fine-tune and validate models. Additionally, people experience uncertainties in their use of simulation and prediction systems. This is a major obstacle to effective utilisation. We discuss ethically and socially motivated demands for transparency.

Abstract This paper describes an effort underway to develop an operational concept and technical implementation for a User Defined Operational Picture (UDOP). The purpose of the UDOP capability is to create, visualize, and share decision-focused views of the operational environment for decision-makers to support accurate situation awareness and timely decision-making. Unlike a traditional Common Operational Picture (COP), a UDOP allows the user to select what information should be included in- or excluded from the data set defining the operational picture at the source. This paper provides an overview of the UDOP capabilities, as well as a description of the initial prototype implementation in an operational setting.

Abstract This paper describes how enthusiasts from the radio-amateur and red-cross communities developed and applied position tracking to search and rescue services in Norway. This was based on the APRS standard which has been used by radio-amateurs for some time.

The document describes how radio-amateurs designed a tracking device which was robust and simple to use along with a web-based online service, a map server, to display positions along with other geographical information on electronic maps. The software for the tracker and the map server is free and open source. This system has been used in a number of search and rescue missions in Norway since 2009, to support decisions making in the command and control centre.

Abstract Triage in emergency response refers to determining the priority of victims based on their need for treatment and medical intervention. Today, triage is performed by the use of paper-based triage tags. Communication about patients? status is mainly carried out over radio or through handwritten notes. This practice makes it challenging for emergency personnel to keep an overview of the number, location, and medical status of victims, and to distribute information between personnel. Although technological solutions to ease the triage process exist, the methods used to test these solutions are somewhat limited. This paper reports our plans and preparations for a practitioner-centered, long-term testing of an ICT-based triage system. The system uses electronic devices to tag patients and communicate their status to relevant incident operators, providing a common operational picture for both on- and off-site personnel. The technologies (eTriage and Master) that are to be used during the testing are presented.

Abstract In case of indoor fire hazards, firefighters face difficulties at assessing the fire situation and evacuating trapped victim inside the building, especially when the fire is big, and the building is unknown to them. On the other hand, modern sensor technologies in smartphone are becoming more advanced, widespread, and can be exploited for helping the firefighting operation. This paper proposes using smartphones as a distributed sensing and computing platform, for supporting firefighters to conduct their mission. The developed solution is based on collecting sensor data from smartphones. A Bayesian network then uses this data to generate a picture of the fire and predict its development. The additional indoor positioning feature make this proposed solution a promising tool to make the firefighter intervention more efficient and fast in order to save more lives.

Abstract Efficient crisis response and management requires well-informed actors and stakeholders and effective means for communication and policy enforcement. A secure and dependable geospatial information and communication technology (ICT) infrastructure may be an indispensable aid if it is tailored to the needs of the respective risk and crisis management phases and the various users.

During an ISCRAM 2015 workshop experts of the risk and crisis management community meet software architects and engineers of the geospatial domain. The objective is to investigate use cases and map them to capabilities of an underlying geospatial ICT infrastructure. The workshop shall launch a sustainable discussion between ISCRAM and the Open Geospatial Consortium (OGC), especially its Emergency and Disaster Management (EDM) domain working group, beyond ISCRAM 2015.

Abstract Twitter is a very important source for obtaining information, especially during events such as natural disasters. Users can spread information in Twitter either by crafting new posts, which are called ?tweets,? or by using retweet mechanism to re-post the previously created tweets. During natural disasters, identifying how likely a tweet is to be highly retweeted is very important since it can help promote the spread of good information in a network such as Twitter, as well as it can help stop the spread of misinformation, when corroborated with approaches that identify trustworthy information or misinformation, respectively. In this paper, we present an analysis on retweeted tweets to determine several aspects affecting retweetability. We then extract features from tweets? content and user account information and perform experiments to develop models that automatically predict the retweetability of a tweet in the context of the Hurricane Sandy.

Abstract The term semi-professional can be used to denote occupational groups that do not have emergency response as their primary profession but who get additional responsibilities within rescue and response, e.g. by performing a first response or assisting the professional emergency services. In this study, four different groups of possible semi-professional resources are analyzed and compared. Similarities and differences between the four groups are discussed. Factors, important for the successful implementation of a cross-sector collaboration of this kind, are highlighted. The preliminary results show that all four groups have the potential to act as semi-professional resources within emergency response. Interestingly, the basic requirements are the same for all groups, despite different prerequisites.

Abstract Emergency responders' attitude to IT is marked by resistance, aversity, and rejection. This does not extend to technology in general and is specific to IT alone. Current research on the topic only presents partial, scattered, and unconnected accounts that do not provide a starting point on how to tackle this attitude. The available models for technology acceptance are also generic and do not take into account the specifics of the emergency response domain. Through extensive user research combined with a grounded theory approach, this paper identifies twelve problem areas from which responders' negative attitude towards IT arises. By extending the technology acceptance models with this new knowledge, we provide system designers with an understanding of what to tackle and tune in their IT system designs so that a positive attitude among emergency responders can be achieved.

Abstract Social media posts contain an abundant amount of information about public opinion on major events, especially natural disasters such as hurricanes. Posts related to an event, are usually published by the users who live near the place of the event at the time of the event. Special correlation between the social media data and the events can be obtained using data mining approaches. This paper presents research work to find the mappings between social media data and the severity level of a disaster. Specifically, we have investigated the Twitter data posted during hurricanes Harvey and Irma, and attempted to find the correlation between the Twitter data of a specific area and the hurricane level in that area. Our experimental results indicate a positive correlation between them. We also present a method to predict the hurricane category for a specific area using relevant Twitter data.

Abstract Disturbing crowd disaster incidents have been witnessed in every corner of the planet, which often lead to extensive difficulties, especially when they involve mass multi-nation casualties. When conducting Disaster Victim Identification (DVI) tasks, starting from finding the missing, curing the injured, and identifying the deceased, the challenge in such disasters is the lack of information to provide Emergency Medical Services (EMS) and conduct DVI in a timely manner. The literature presents fragmented solutions that can equip either post-mortem DVI or EMS with solutions to facilitate data collection and dissemination, but they do not consider a holistic solution that allows access to the victims' right information when needed. In this paper, we analyze information needs across multi-disciplines, as well as the requirements for technical support that can help manage the identification process. Recommendations should lay a sound foundation for future multi-disciplinary research in the areas of DVI, EMS, crowd disaster, health informatics, information security and software engineering in the health sphere.

Abstract Information and communication technologies (ICT) are becoming increasingly important in emergency management and crisis communication. ICT tools are developed and adopted in all phases of the emergency management cycle. On the one hand, these tools contribute to better disaster preparedness and effective response. On the other hand, the lack of consideration of universal design in these tools also creates new barriers for different stakeholders, particularly the elderly and people with disabilities. The primary objective of this paper is to give an overview of the current state of the emerging research field of Universal Design of ICT for emergency management and provide a Research Agenda to highlight ways to uncover how the increasing introduction of ICT in emergency management can contribute to removing barriers instead of adding more barriers.

Abstract As freshwater availability for domestic and agro-industrial uses is highly sensitive to climate change, there is an urgent need for the management of this critical resource to be resilient, i.e., to cope with and rapidly recover from climate risks. To achieve this resilient goal, decision-makers need to have a comprehensive understanding of (i) the current and future local water resources, (ii) the ways these resources are and will be impacted by climate change, and (iii) the effects their management decisions can have. In this paper, we present an innovative scenario based modeling tool that help decision-makers make the most appropriate decision towards managing water resources: the Resilience Performance Assessment (RPA). This GIS-based decision support tool illustrates the current and future effects of climate change on local water resources and simulates the outcomes of different water resources management strategies. The RPA helps guide decision-makers towards the implementation of context specific adaptation strategies.

Abstract The COVID-19 pandemic followed by the energy crisis in Europe demonstrates how complex crises can be. Being embedded in a digital media environment and global interdependencies, complex crises elude straightforward interpretations and explanations. Nonetheless, crises require fast and coordinated response from multiple public authorities. In recent years, advances in computational methods and information technology have influenced the field of crisis and disaster management, and diverse technical approaches have been developed to enhance authorities’ response to crises. Drawing on a relational approach to crises, we investigate the socio-technical affordances emerging in Finland to facilitate multi-actor collaboration in crises. Based on our analysis, we argue that contemporary practices and technologies do not match with the complexity of recent crises. Taken together, we consider the role of digital technologies and socio-technical practices to better support multi-actor sensemaking and collaboration in future crises.

Abstract This paper shows preliminary results of an ongoing research project on the benefits of Strategic ICT Alignment in the domain of disaster management. The research is based on current literature in that area, an observation of a multi-organizational pandemic exercise in a large German municipality and interviews with stakeholders of different emergency management organizations in Germany and Australia. The preliminary results show that emergency managers can feel overwhelmed by the complexity of ICT and are unable to estimate the value and impact of ICT on their processes. Consequently, the paper identifies a research gap in the area of ICT Governance and Emergency Management, which will guide the coming research stages in order to develop a Strategic ICT Alignment framework for emergency management organizations.

Abstract Strategies for detecting terrorists carrying radioactive material can be evaluated in virtual environments more easily than they can be in the real world. Real scenarios expose personnel to radiation and concomitant dangers. The execution of multiple real-world scenarios – such as catching terrorists in factories, houses and open spaces – is expensive. This paper describes virtual environments for interdicting terrorists carrying radioactive material. The virtual environments are constructed by incorporating the physics of radiation into virtual-world platforms. We explore the relative advantages of a gaming engine (Half-Life 2), a 3D online virtual world (Second Life) and a robot simulator platform (Stage/Player) for developing strategies for interdicting dirty bombers. Preliminary results on implementations of these virtual environments are presented.

Abstract Managing complex multi-agency emergency operations requires that the key actors have a holistic, correct and dynamic situational awareness (SA) and that the involved actors establish a common operational picture (COP). Establishing SA and COP are key objectives in many multi-agency exercises, however, reported research shows limitations in existing methods and approaches for collecting the data required for evaluating this. By being able to capture near real-time information during different phases of the exercise we will be better positioned to identify what works well and what does not work in the process of establishing SA and COP. Our paper presents an example of real-time data collection using SMS during a multi-agency field exercise. Overall, the results support the idea of this as an effective method for collecting real-time data for analyzing the formation of SA and a COP among actors in emergency management.

Abstract While there exists a considerable body of literature on the importance of a common operational picture (COP) in multi-agency emergency operations, the COP concept itself still lacks a univocal definition. Despite the lack of consensus regarding the mechanisms underlying the COP, the literature implies a level of consistency in the focus on sharing critical information. Based on interviews with Norwegian emergency management stakeholders, this study investigates common information requirements for emergency management services and presents an example of a framework for structuring the sharing of critical information and building a COP. Termed 'the window report', this framework is used among emergency stakeholders in Norway and Sweden. The study identified eight common information requirement categories for managing extreme weather scenarios. With a focus on common information needs and a process for structured information sharing, future strategic emergency management planning might take a more holistic perspective on cross-sectoral operations than in current practice.

Abstract This paper outlines practitioner work-in-progress in Canterbury, New Zealand, to develop a regional approach for geographical information systems (GIS) for emergency management. This is based upon recent events in Canterbury including earthquakes, floods, and fire; as well as New Zealand-wide work that is being done under the NZ GIS4EM banner. It introduces our approach, discusses a mind map that is being used to track desired data sets, plans to develop applications to support response functions in emergency operations centres, and the goal of using the common data sets as the basis of a common operating picture for Canterbury. Risks and issues associated with this work are highlighted, and then the draft strategy is introduced with desired outcomes and principles to achieve this goal. While initial work is primarily focused on GIS, the expectation is that the approach will be expanded to take a broader information management perspective in future.

Abstract This paper presents the INSITU research project initiated to provide a systematic approach for effective sharing, integration and use of information from different sources, to establish a common operational picture (COP) and shared situational understanding among multiple actors in emergency response. The solution developed will provide an interactive map display, integrating harmonisation of terminology and collaboration support for information sharing and synthesis. The enhanced COP will also support evaluation and learning from exercises and incidents. The project involves close collaboration with emergency management stakeholders in Norway, for requirements analysis, participatory design, and validation of project deliverables. The research will improve information sharing and decision support in emergency operations centres, which will contribute to improve societal resilience through more effective response capability.

Abstract Emergency managers rely on formal and informal communication channels to identify needs in post-disaster environments. Message retransmission is a critical factor to ensure that help-seekers are identified by disaster responders. This paper uses a novel annotated dataset of Twitter posts from four major disasters that impacted the United States in 2021, to quantify the effect that expressed emotions and support typology have on retransmission. Poisson regression models are estimated, and the results show that messages seeking instrumental support are more likely to be retransmitted. Expressions of anger, fear, and sadness increase overall retweets. Moreover, expressions of anger, anticipation, or sadness increase the likelihood of retransmission for messages that seek instrumental help.

Abstract Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Also, the coordination bodies identify a lack of standardization, capacity and information availability and analysis as challenges to improved coordination.
