Abstract This paper is about the introduction of netcentric work in the public safety sector in the Netherlands. The idea behind netcentric work is that a common operational picture will help the professionals to overcome problems with sharing information during crisis. In this WIP paper we will pay attention to netcentric work principles and the dilemma of standardization of technologies versus local adaptation. In the Netherlands the government has chosen to introduce netcentric work via a Platform in which various options are discussed among members of Dutch safety regions. The outcome is a process of negotiation in what we call trading zones. In these trading zones netcentric work is (re)defined. Using theoretical concepts like soft-bureaucracy we show in this paper how netcentric work eventually is not about technology in the first place but a negotiated new way of working and organizing. Further research is needed to understand the full implications of netcentric work for the administration and organization of safety.

Abstract This paper shows preliminary results of an ongoing research project on the benefits of Strategic ICT Alignment in the domain of disaster management. The research is based on current literature in that area, an observation of a multi-organizational pandemic exercise in a large German municipality and interviews with stakeholders of different emergency management organizations in Germany and Australia. The preliminary results show that emergency managers can feel overwhelmed by the complexity of ICT and are unable to estimate the value and impact of ICT on their processes. Consequently, the paper identifies a research gap in the area of ICT Governance and Emergency Management, which will guide the coming research stages in order to develop a Strategic ICT Alignment framework for emergency management organizations.

Abstract Social Media monitoring has become a major issue in crisis and emergencies management. Indeed, social media may ease the sharing of information between citizens and Public Safety Organizations, but it also enables the rapid spreading of inaccurate information. As information is now provided and shared by anyone to anyone, information credibility is a major issue. We propose an approach to detect rumor in social media. This paper describes our work on semantic graph based information fusion, enhanced with uncertainty management capabilities. The uncertainty management capability enables managing the dierent level of credibility of actors of an emergency (dierent PSO oÿcers and citizens). Functions for information synthesis, conflicting information detection and information evaluation were developed and test during experimentation campaigns. The synthesis and conflicting information detection functionalities are very welcome by end-users. However, the uncertainty management is a combinatorial approach which remains a limitation for use with large amount of information.

Abstract As of 26 December 2016, seventeen electronic triage systems for disaster triage have been proposed in the ACM, IEEE, and ISCRAM publication databases. Most of these systems have remained inside the laboratory; the rest have disappeared entirely. Responders still prefer to do triage with paper tags from the 1960's, while no research has been presented on why the proposed e-triage systems have not found acceptance and use in the field. Based on exhaustive literature research and on the findings from the four-year long, EU research project BRIDGE , this paper presents e-triage acceptance dimensions, analyzes the main reasons why proposed systems have been rejected, and guides designers towards upcoming, well-accepted e-triage systems.

Abstract Human behaviour is influenced by many psychological factors such as emotions, whose role is already widely recognised. Another important factor, and all the more so during disasters where time pressure and stress constrain reasoning, are cognitive biases. In this paper, we present a short overview of the literature on cognitive biases and show how some of these biases are relevant in a particular disaster, the 2009 bushfires in the South-East of Australia. We provide a preliminary formalisation of these cognitive biases in BDI (beliefs, desires, intentions) agents, with the goal of integrating such agents into agent-based models to get more realistic behaviour. We argue that taking such “irrational” behaviours into account in simulation is crucial in order to produce valid results that can be used by emergency managers to better understand the behaviour of the population in future bushfires.

Abstract This paper is about the work that takes place during large police operations in different command post settings, and how artefacts are used in the collaborative process in creating a common operational picture (COP). We apply “artefactual multiplicity” as our analytical lens. An interpretative research approach has been applied in form of ethnographical field studies using observation and informal interviews as data collection techniques. The artefacts that have been studied are definable as common artefacts, i.e. artefacts that are commonly available in our work environment. Based upon the five separate studies, the artefacts studied are found to be very important as collaborative tools and many also have embedded visualization functionalities. The main contribution from this research is 1) extensive knowledge about how the artefacts are used in the establishment of the COP during large police operations, where the process of establishing the COP is, to a very large extent, dependent upon the artefacts' collaborative and multiple functions; 2) the proposal and suggestion to study the whole staff and the artefacts used by the staff as one heterogeneous unit, as a record of activities. Studies of single artefacts in isolation reduce the possibility of seeing the full multiplicity of all the artefacts used within the staff, and the complexity of the intertwined web of artefactual functions.

Abstract Following two Major Incident Reviews and a request from WA's governing emergency management body, DFES WA acknowledged that their incident management processes were not supporting seamless communication and collaboration. After identifying their unique needs, DFES implemented two web-enabled platforms: WebEOC, a Crisis Information Management System and Whispir, a multichannel notifications solution. Both systems offer DFES and, in turn, WA communities a level of transparency, collaboration and accuracy not previously available. Recently, six of WA's key government agencies have connected their WebEOC platforms via a single information hub. Through this, they can share and disseminate crucial information within a common operating picture, have complete situational awareness, and rapidly and intelligently prepare for and respond to incidents. WA is the first Australian state to have such a platform implemented and, through these efforts, its agencies are ensuring increased efficiency, collaboration and resiliency for themselves and the wider WA population.

Abstract This paper outlines practitioner work-in-progress in Canterbury, New Zealand, to develop a regional approach for geographical information systems (GIS) for emergency management. This is based upon recent events in Canterbury including earthquakes, floods, and fire; as well as New Zealand-wide work that is being done under the NZ GIS4EM banner. It introduces our approach, discusses a mind map that is being used to track desired data sets, plans to develop applications to support response functions in emergency operations centres, and the goal of using the common data sets as the basis of a common operating picture for Canterbury. Risks and issues associated with this work are highlighted, and then the draft strategy is introduced with desired outcomes and principles to achieve this goal. While initial work is primarily focused on GIS, the expectation is that the approach will be expanded to take a broader information management perspective in future.

Abstract Nepal is one of the most popular travel destinations because of its natural beauty and Himalayas. Tourism industry contributes significantly to the nation's GDP. However, the 2015 earthquake has created great havoc causing loss of more than 9,000 lives, damaging many buildings including World heritage sites and trekking trails. Despite a substantial amount of foreign aid, overall recovery programs have not been effective. This empirical study focuses on the use of ICT tools for the recovery works in the tourism industry and uses mixed methods engaging tourism associations and organisations. Four 'areas of concerns' regarding ICT use, are identified by using the qualitative analysis and validated through a survey of 198 tourism organisations. The findings show that the earthquake has significantly impacted the industry and the government has not adequately used ICTs in the recovery activities. This study strongly advocates using ICT tools for the post-disaster tourism resilience.

Abstract Many cities, especially those in developing countries, are not well prepared for the devastating disaster of exceptional rain-induced waterlogging caused by extreme rainfall. This paper proposes a waterlogging scenario prediction and crisis management method for such kind of extreme rainfall conditions based on high-precision waterlogging simulation. A typical urban region in Beijing, China is selected as the study area in this paper. High-precision and full-scale data in the study area requested for the waterlogging simulation are introduced. The simulation results show that the study area is still vulnerable to extreme rainfall and the subsequent waterlogging. The waterlogging situation is much more severe with the increase of the return period of rainfall. This study offers a good reference for the relevant government departments to make effective policy and take pointed response to the waterlogging problem.

Abstract This study proposes a framework for double-loop learning from crises, using common operational pictures (COP). In most crises, a COP is of outmost importance to gain a common understanding among inter-organizational response. A COP is typically expressed through a map visualization. While the technologies to support COP progress rapidly, the corresponding practice of evaluating the COP and situational awareness is not yet established. Tools that enable responders to learn after the crisis, look back in time on the COP devel-opment and detect the barriers that prevent the COP establishment, still seem absent. Double-loop learning is an organizational practice to learn from previous actions widely adopted in the safety domain, and lately used in crisis management. This paper addresses the perceived gap by presenting the technical, organizational and structural requirements derived from document analysis, observation, and a workshop with multiple crisis management stakeholders, and integrating them to an initial framework.

Abstract In China, storm surge disasters cause severe damages in coastal regions. One of the most important tasks is to predict affected regions and their relative damage levels to support decision-making. This study develops a two-stage retrieval model to search the most similar past disaster case to complete prediction. Based on spatial attributes of cases, the top-ranking past cases with a similar location to the target case are selected. Among these past cases, the most similar past case is selected by disaster attribute similarities. Three typical storm surge case studies have been used and implemented into this proposed model and the results show that all the most affected regions can be predicted. The proposed model simplifies the prediction process and updates results quickly. This study provides useful information for the government to make real-time response plans.

Abstract In this paper, we show that the text-image relationship of disaster tweets can be used to improve the classification of tweets from emergency situations. To this end, we introduce DisRel, a dataset which contains 4,600 multimodal tweets, collected during the disasters that hit the USA in 2017, and manually annotated with coherence image-text relationships, such as Similar and Complementary. We explore multiple models to detect these relationships and perform a comprehensive analysis into the robustness of these methods. Based on these models, we build a simple feature augmentation approach that can leverage the text-image relationship. We test our methods on 2 tasks in CrisisMMD: Humanitarian Categories and Damage Assessment, and observe an increase in the performance of the relationship-aware methods.

CURSOR's approach relies on the integration of multiple mature and emerging technologies offering complementary capabilities to an USaR system, so as to address several challenges and capability gaps currently encountered during first responder missions. The project's research and development are structured around an earthquake master scenario. CURSOR aspires to advance the state-of the-art in several key aspects, including reduced time for victim detection, increased victim localization accuracy, enhanced real-time worksite information management, improved situational awareness and rescue team safety.

Abstract The COVID-19 pandemic followed by the energy crisis in Europe demonstrates how complex crises can be. Being embedded in a digital media environment and global interdependencies, complex crises elude straightforward interpretations and explanations. Nonetheless, crises require fast and coordinated response from multiple public authorities. In recent years, advances in computational methods and information technology have influenced the field of crisis and disaster management, and diverse technical approaches have been developed to enhance authorities’ response to crises. Drawing on a relational approach to crises, we investigate the socio-technical affordances emerging in Finland to facilitate multi-actor collaboration in crises. Based on our analysis, we argue that contemporary practices and technologies do not match with the complexity of recent crises. Taken together, we consider the role of digital technologies and socio-technical practices to better support multi-actor sensemaking and collaboration in future crises.

Abstract In this paper, we challenge common conceptions related to the role and development of information and communication technology (ICT) for crisis management. Based on an understanding of inter-organizational crisis management as self-organizing through processes of harmonization in complex adaptive systems, ICT is positioned as an enabler in the bridging of social and organizational boundaries. In this view, the primary requirements for ICT in inter-organizational settings are defined by current information sharing needs, which are continuously changing with the context and co-working partners. From this understanding of inter-organizational relations in crisis management, this paper suggests two complementary approaches to ICT focusing on policy adjustment and training that supports adaptive organizational capabilities and utilization of easily available commercial ICT. The ideas put forth in this paper are intended to add perspectives and spark discussions on ICT for crisis management.

Abstract The resilience of increasingly interdependent Critical Infrastructure (CI) systems hugely depends on the stakeholder organizations’ ability to exchange information and coordinate, while CI’s cross-border dimension further increases the complexity and challenges. This paper presents the progress in the Lombardy Region (Italy) and Canton Ticino (Switzerland) on the joint capacity to manage disruptive events involving transportation CI between the two countries. We present a cross-border digital platform (Critical Infrastructure Platform – PIC) and its main functionalities for improved cross-border risk and resilience management of CI. A use case, based on a scenario of an intense snowfall along the transboundary motorway impacting both countries, demonstrates how PIC advances the exchange of information, its visualization and analysis in real-time. The use case also shows the practical value of the digital platform and its potential to support the management of cross-border events (and their cascading events) that require the cooperation of Italian and Swiss actors.

Abstract Efficient hazard prevention and disaster control depend on situational awareness. Situational information is – among others – provided by citizens on the ground. Disaster managers are often reluctant to use such information on a large scale or in a systematic way for fear of being overwhelmed by information overload in a stressful crisis. New information technologies for crisis management are strongly dependent on the acceptance of the people using them and can only be successful as socio-technical systems. Therefore, 354 employees of public and private emergency operation centres as well as members of crisis management teams were asked to assess different information sharing technologies. 504 people from the public responded to an online survey about their willingness to use such technologies. The results indicate a high level of acceptance by both user groups for bi directional communication technologies for situation management and the improvement of situational awareness.

Abstract Crises and disasters are becoming more frequent, long-lasting, complex, and interdependent. This can lead to negative psychosocial consequences in vulnerable population groups, increasing the need to (1) monitor psychosocial indicators and (2) make information on psychosocial topics available to decision-makers, the scientific community, and the public. In this WiPe paper, we present a way to systematically visualize, research, and document different types of psychosocial data in crises and disasters by developing a “Multi-Functional Crisis Information Platform for Psychosocial Situations”, called CIP-PS. The CIP-PS has three components, i.e., an information dashboard (CIP-DAB), a research platform (CIP-REP), and a documentation (CIP-DOC) component which together help visualize, research and document psychosocial topics, such as the psychosocial situation picture in Germany. The platform is a valuable tool for presenting relevant psychosocial information in the context of disaster public health. Its strength lies in an extensive connection between the three components related to healthcare informatics.

Abstract Covid-19 demonstrated the vulnerability of various systems and showed, however, that digital tools and data can serve not only to stop infections but also to detect viruses before or immediately after a zoonosis has occurred, thus preventing a potential pandemic. Although several pandemic early warning systems (P-EWS) and German pandemic-related projects (G-PRP) exist, they often use a limited data range or rely on third-party data. Here, we present a concept of an integrative pandemic early warning system (IS-PAN) applied to Germany using various data such as health data (e.g., clinical/syndromic) or internet data (e.g., social media/apps). Based on a systematic literature research of P-EWS and G-PRP on scientific and public health platforms, we derived indicators that help to detect virus threats with a system consisting of modules monitored in parallel. By integrating various pre collected digital data, this approach can help to identify a potential health threat efficiently and effectively.

Abstract Emergency managers rely on formal and informal communication channels to identify needs in post-disaster environments. Message retransmission is a critical factor to ensure that help-seekers are identified by disaster responders. This paper uses a novel annotated dataset of Twitter posts from four major disasters that impacted the United States in 2021, to quantify the effect that expressed emotions and support typology have on retransmission. Poisson regression models are estimated, and the results show that messages seeking instrumental support are more likely to be retransmitted. Expressions of anger, fear, and sadness increase overall retweets. Moreover, expressions of anger, anticipation, or sadness increase the likelihood of retransmission for messages that seek instrumental help.

Abstract Information about incidents within a conflict, e.g., shelling of an area of interest, is scattered amongst different data or media sources. For example, the ACLED dataset continuously documents local incidents recorded within the context of a specific conflict such as Russia’s war in Ukraine. However, these blocks of information might be incomplete. Therefore, it is useful to collect data from several sources to enrich the information pool of a certain incident. In this paper, we present a dataset of social media messages covering the same war events as those collected in the ACLED dataset. The information is extracted from automatically geocoded Twitter text data using state-of-the-art natural language processing methods based on large pre-trained language models (LMs). Our method can be applied to various textual data sources. Both the data as well as the approach can serve to help human analysts obtain a broader understanding of conflict events.

Abstract As freshwater availability for domestic and agro-industrial uses is highly sensitive to climate change, there is an urgent need for the management of this critical resource to be resilient, i.e., to cope with and rapidly recover from climate risks. To achieve this resilient goal, decision-makers need to have a comprehensive understanding of (i) the current and future local water resources, (ii) the ways these resources are and will be impacted by climate change, and (iii) the effects their management decisions can have. In this paper, we present an innovative scenario based modeling tool that help decision-makers make the most appropriate decision towards managing water resources: the Resilience Performance Assessment (RPA). This GIS-based decision support tool illustrates the current and future effects of climate change on local water resources and simulates the outcomes of different water resources management strategies. The RPA helps guide decision-makers towards the implementation of context specific adaptation strategies.

Abstract While there exists a considerable body of literature on the importance of a common operational picture (COP) in multi-agency emergency operations, the COP concept itself still lacks a univocal definition. Despite the lack of consensus regarding the mechanisms underlying the COP, the literature implies a level of consistency in the focus on sharing critical information. Based on interviews with Norwegian emergency management stakeholders, this study investigates common information requirements for emergency management services and presents an example of a framework for structuring the sharing of critical information and building a COP. Termed 'the window report', this framework is used among emergency stakeholders in Norway and Sweden. The study identified eight common information requirement categories for managing extreme weather scenarios. With a focus on common information needs and a process for structured information sharing, future strategic emergency management planning might take a more holistic perspective on cross-sectoral operations than in current practice.

Abstract Managing complex multi-agency emergency operations requires that the key actors have a holistic, correct and dynamic situational awareness (SA) and that the involved actors establish a common operational picture (COP). Establishing SA and COP are key objectives in many multi-agency exercises, however, reported research shows limitations in existing methods and approaches for collecting the data required for evaluating this. By being able to capture near real-time information during different phases of the exercise we will be better positioned to identify what works well and what does not work in the process of establishing SA and COP. Our paper presents an example of real-time data collection using SMS during a multi-agency field exercise. Overall, the results support the idea of this as an effective method for collecting real-time data for analyzing the formation of SA and a COP among actors in emergency management.
