Abstract |
Emergency situations are characterized by their complexity and the heterogeneity of the available information. Emergency managers are frequently confronted with redundant or irrelevant information, causing the problem of information overload. Evidence of this problem was identified in an exploratory survey conducted in the Center for Integrated Command and Control of Rio de Janeiro (CICC-RJ). In this paper, we present a conceptual architecture that allows a user to handle this influx of information. From a set of available data, a manager can select those of interest, which can then be transformed and mapped into one or more views, and organized in a dashboard. The whole process is interactive, allowing the manager to redefine his/her dashboard as needed. In addition, we provide collaborative mechanisms, given that, at times, it is not possible for a single user to handle such large datasets alone. |

Abstract |
This paper describes our work in progress on an approach and technology for providing integrated data access in situational awareness applications – particularly for disaster and emergency response. The key new aspect of our work is an approach where information aggregation, processing, and integration capabilities are offered as a service to any new application builder. Further, we provide a framework for possibly reusing prior information integration knowledge, the development of which demands the major fraction of time and complexity in a new application, in a customized fashion for new application. Our overall goal is to provide a framework where integrated access to critical data in an emergency response situation can be enabled very rapidly and by personnel with basic IT and data handling expertise. Our approach, while general purpose, is currently motivated by and grounded in the context of situational awareness systems for incident commander decision support in the fire response domain. |

Abstract |
Resilience has become a concept extensively used by several areas of knowledge. However, there is no method, widely recognized capable of measuring resilient behavior. Therefore, this exploratory work aims to present a set of dimensions capable of delimiting metrics in order to measure a resilient attitude. For that, we analyzed some scientific papers considered relevant by the academic community. In this work we follow an analytical flow seeking to conceptualize resilience and situate it in the context of complex systems. This analysis allowed the discovery of some characteristics regarding resilience, fundamental for the proposition of the presented dimensions. Finally, we present a conceptual map that brings together the elicited dimensions. |

Abstract |
Fast and effective disaster management requires access to a multitude of heterogeneous, distributed, and quickly changing data sets, such as maps, satellite images, or governmental databases. In the last years, also the information created by affected persons on web sites such as flickr.com or blogger.com became an important and very quickly adapting source of information. We developed HUODINI, a prototype system for the flexible integration and visu-alization of heterogeneous data sources for disaster management. HUODINI is based on Semantic Web technologies, and in particular RDF, to offer maximal flexibility in the types of data sources it can integrate. It supports a hybrid push/pull approach to cater for the requirements of fast-changing sources, such as news feeds, and maximum performance for querying the integrated data set. In this paper, we describe the design goals underlying our approach, its architecture, and report on first experiences with the system. |

Abstract |
WORKPAD (EU STREP project FP6-2005-IST-5-034749) is an experimental platform for Crisis Response which adopts a decentralized, event-driven approach to overcome problems and limitations of centralized systems. The flexibility of P2P networking is relevant when different organizations must get rapidly integrated the one another, without resorting on standardized ontologies and centralized middleware components. This paper illustrates the main features of the Information Integration platform we've designed. A number of relevant technical and theoretical issues related to decentralized platforms are discussed in the light of specific needs of Crisis Response. |

Abstract |
In recent years, we have developed a framework of human-computer interaction that offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting/drawing, gesture, text and visual symbols. The framework allows the rapid construction of a multimodal, multi-device, and multi-user communication system within crisis management. This paper reports the approaches used in multi-user information integration (input fusion) and multimodal presentation (output fission) modules, which can be used in isolation, but also as part of the framework. The latter is able to specify and produce contextsensitive and user-tailored output combining language, speech, visual-language and graphics. These modules provide a communication channel between the system and users with different communication devices. By the employment of ontology, the system's view about the world is constructed from multi-user observations and appropriate multimodal responses are generated. |

Abstract |
The next generation of information systems for emergency management will be based on information provided by large and diverse collections of sensors, including information supplied by human volunteers. Consequently there is more than ever a need to provide solutions to the integration question, so that the Common Operating Picture can truly and effectively provide the unified view required of it. This paper describes some work on the ontology of information that can contribute to a solution of the integration problem. To set the stage, the paper discusses the relevance of information integration to emergency management, and then goes on to describe a project that provided the catalyst for this work. Later sections introduce ontological research and proceed to use it to lay the foundations for an ontology of information. In the final sections we indicate how such an ontology can be used in the context of emergency management. |
